This article focuses on the mobile app called “Google Opinion Rewards” (GOR), which is used as a data collection tool in market research and academic research. Developed by Google Surveys, GOR deals with voluntary participation of app users in data sharing in return for rewards. In this context, a test account was created in the GOR app to analyze the surveys, the app sent to the account for a period of three years. In-depth interviews were conducted with 12 participants from the USA, the UK and Turkey to gain comprehensive knowledge about the app ecosystem. The aim of the interviews was to understand the motivations of GOR users for using the app, and explore the counter-surveillance strategies users have developed to avoid surveillance. The findings indicate that most GOR users share their information recklessly even if they have security concerns and that users who are actively involved in surveillance, knowingly or unknowingly, and who want to maximise their income develop masking strategies against surveillance.

In 2016, while testifying before a UK parliamentary committee, William Binney, former technical director of the US National Security Agency, stated that by implementing bulk surveillance programmes, “your government and my government has permitted what terrorists have wanted all along but could never achieve. That is to cause us to restrict our freedoms while also tripping up our efforts to stop them”.Despite the passage of years, controversy about the proportionality of the use of surveillance programmes involving indiscriminate and bulk data collection continues unabated. There are numerous arguments that such measures should not be used in democratic states. Despite the recurring reports of abuse and questionable usefulness of such solutions, there is also no shortage of arguments put forward by proponents of the use of untargeted measures proving the need (or even necessity) for their use for public security purposes.The issue presented here is also the subject of ongoing interest on the part of legislators and the judiciary. The article aims to provide an overview of the evolution of the ECtHR’s position on the use of electronic surveillance, in particular its untargeted forms. However, the article is intended not only to recapitulate the reasoning as set out in recent case law – including the 2021 judgments of the Grand Chamber in Big Brother Watch et al. v. United Kingdom and Centrum för rättvisa v Sweden – but also to prompt further discussion on the relevance of the Court’s position as set out in relation to the most important legal issues relating to mass surveillance. It is the author’s intention that in this way it will be possible to answer the question of whether the current standard set by the ECtHR can be considered sufficient to protect against the risk associated with the spread of modern surveillance measures and their increasing use by public authorities.

Our study explores peoples’ visions of surveillance and resistance to surveillance, enabled through communication and digital platforms in Europe. The research involves future scenario development and analysis, which allows us to sketch out future outlooks concerning surveillance/resistance in Europe, examining how these visions reflect the main assumptions, fears and hopes about the future of societies in Europe. The analysis, which is anchored in surveillance studies, shows how the visions of surveillance and resistance are informed by people’s dispositions towards technology, which centre around techno-optimism and techno-pessimism, focusing either on the empowering or liberating forces of technology or on technology’s disabling and destructive power. These dispositions instruct ideas about the futures of Europe, seeing Europe as either a regulator or protector of people’s privacy and freedoms or as a surveillant apparatus, curtailing peoples’ freedom and democratic rights.

This article contributes to the emerging literature on digital encryption as a political issue by focusing on the way in which debates about encryption are embedded in a broader security discourse. Drawing on empirical material from Germany, this article shows how debates on encryption bring its ambiguous nature to the fore. Encryption is seen as both a threat and a source of protection, it thus becomes clear that technology only acquires its political meaning in discourse. Furthermore, I show that security is discussed in terms of uncertainty, risks and complexity. The article concludes by arguing that this prevailing idea of security as risk leads to security measures that attempt to deal with complexity by involving a variety of actors, making multi-stakeholder approaches as a solution more plausible.

The activity which States undertake when conducting extensive non-directed surveillance programmes is seen as one of the major threats to privacy at the time of the information society. This problem has a special dimension in the European Union because the surveillance activity of individual Member States may be an obstacle to the functioning of a single internal market, particularly when it comes to ensuring the freedom to transfer personal data. Due to the supranational character of contemporary means of communication, and especially Internet communication services, guarantees related to the protection of privacy ought to be analysed not only through the prism of domestic regulations but also in the light of international law provisions. Results of an analysis of the relevant primary and secondary EU law have been presented. A special focus was put on Directive 95/46 of the European Parliament and of the Council on the protection of individuals with regard to the processing of personal data and on the free movement of such data and Directive 2002/58 on privacy and electronic communications. The formal eff ects of the rulings of the Court of Justice which determined invalidity of the retention directive have been analysed as well, mainly from the perspective of the validity of national provisions implementing the general obligation to retain the data in legal orders of EU Member States. Particularly interesting seems to be the analysis of the grounds for non-directed surveillance programmes and comparison of the fi ndings with the rulings of the CJEU and the ECHR, particularly the recent CJEU’s judgment in Tele2 and the ECHR’s judgment in Szabo v. Hungary. The judicial decisions analysed in the paper may not only be useful in solving matters related to surveillance instruments used in individual cases but may also serve as a helpful tool in establishing the directions of development of domestic regulations in line with international standards. The latter may also be related to the provisions of the surveillance act and anti-terrorist act recently binding in Poland.

Introduction: In this article, selected issues concerning sanitary and epidemiological surveillance in post-war Poland (until 1989) have been described. Sanitary problems which occurred in Poland directly after the Second World War and the development of infectious diseases’ epidemiology have been included. Purpose: To summarize the establishment, development and modification of sanitary and epidemiological structures, the introduction of vaccinations as well as other medical means of overcoming infectious diseases, improving people’s living conditions and health situation. Materials and methods: Literature related to the topic and archival materials from the Voivodeship Sanitary-Epidemiological Station in Gdansk were used. Archives included a vaccination programme valid between 1975 and 1989 and a two-week specimen report concerning morbidity rates of infectious diseases and chemical poisoning. Results: Thanks to the archival materials, issues concerning infectious diseases were emphasized. The the utilized literature brought out the National Institute’s for Public Health role as an authority in the cooperation with other healthcare institutions, influenced the formation and organization of sanitary and epidemiological service in Poland. Conclusions: The historical background of this text has been presented as a secondary subject, however, the years 1945-1989 comprising the time-frame of this article were a period of great changes. One of them was the formation of sanitary and epidemiological surveillance.

Face to the development and competition to competitiveness, which drives the search for quality and above ail; cost reduction, maintenance has become one of the strategic functions in the company. One of the solutions incorporated in management systems is Conditional maintenance that has proved successful; Reduce downtime, optimize manufacturing, ensure safety and profitability of production. For this type of maintenance to be effective, precise and reliable measurements are required. Experience has shown that vibration analysis is the most widely used technique for reliable monitoring and diagnosis. The objective of this work is the study carried out at the Elma Labiod cement plant, which has adopted continuous monitoring in the hope of an optimal approach to conditional maintenance. We use the analysis of global velocity and acceleration levels, spectral analysis and envelope analysis to detect defects and anticipate degradations that can affect a mechanism and determine the probable causes of these malfunctions. In this context, the actual measurements were analyzed by vibratory indicator leading to detection of the weak points causing a malfunction on the machine (rolling bearings), therefor an optimization of the maintenance is realized by monitoring the degradation through on-line control system. The analysis of these vibrations let the possibility to detect and locale the defective components once the fixed corresponding threshold limit of vibration level has been reached.

The article examines the figure of the spy—alongside themes related to espionage—as employed in two books by the Northern Irish writer Ciaran Carson (1948–2019): the volume of poems For All We Know (2008) and the novel Exchange Place (2012). Carson’s oeuvre is permeated with the Troubles and he has been hailed one of key writers to convey the experience of living in a modern surveillance state. His depiction of Belfast thematizes questions of terrorism, the insecurity and anxiety it causes in everyday life, as well as the unceasing games of appearances and the different ways of verifying or revising identities. In Carson’s later work, however, these aspects acquire greater philosophical depth as the author uses the themes of doubles, spies, and makeshift identities to discuss writing itself, the construction of subjectivity, and the dialogic relationship with the other. Taking a cue from Paul Ricoeur’s and Julia Kristeva’s conceptions of “oneself as another,” the article examines how Carson’s spy-figures can be read as metaphors for processes of self-discovery and identity-formation, tied to the notion of “self-othering.” Carson employs the figure of the spy—who juggles identities by “donning” different clothes or languages—to scrutinize how one ventures into the dangerous territory of writing, translation and love, as well as to reconsider notions of originality and self-mastery. Ultimately, Carson conceptualizes literature as specially marked by deceptions and metamorphoses, defining in these terms the human condition.

The aim of this study was to conduct an epidemiological and laboratory surveillance of Influenza-Like Illnesses (ILI) in Polish Armed Forces, civilian military personnel and their families in 2011/2012 epidemic season, under the United States Department of Defense-Global Emerging Infections Surveillance and Response System (DoD-GEIS). ILI incidence data were analyzed in relation to age, gender, patient category as well as pathogen patterns. Multiple viral, bacterial and viral-bacterial co-infections were identified. Nose and throat swabs of active duty soldiers in the homeland country and in the NATO peacekeeping forces KFOR (Kosovo Force), as well as members of their families were tested for the presence of viral and bacterial pathogens. From October 2011 to May 2012, 416 specimens from ILI symptoms patients were collected and analyzed for the presence of viral and bacterial pathogens. Among viruses, coronavirus was the most commonly detected. In the case of bacterial infections, the most common pathogen was Staphylococcus aureus.

This article focuses on the development of photography and the constantly improving practices of surveillance culture. Photography is shown as a tool used by public agencies to ensure community security in all its variations. The discussion starts with Bruno Latour’s ideas about the impact of technology on society and culture. The construction of the camera is presented as an innovation in the advancement of the 19th-century police methods of investigation and a reference is made to a publication by visual culture researcher Jonathan Finn. The paper also explores the surveillance culture practices adopted by the Security Department of communist Poland. It studies How to Look Natural in Photos, a book that adopts the perspective of observers and voyeurs to depict the life of a community in photographs. The article refers to works by Michel Foucault and Dorota Sajewska and try to define what the album How to Look Natural in Photos is about and what material it actually presents.

Injuries are a major cause of death around the globe. According to statistics, around 5 million people die each year world wide remaining another few millions disabled due to injuries. The world health organizations reveals that more than 90% of the injury related deaths are from low and middle income countries. But the worrying factor is that the most of the injury related deaths in these countries could have been prevented with a concerted effort. Most of the developed countries use injury surveillance systems to monitor injury cases and take preventive measures. However, low and middle income countries can not afford for such systems because of the lack of funds and basic infrastructure, like Internet. This paper proposes an effective injury surveillance system for those countries which can be functioned with minimum resources and minimum cost.

Volume Crimes (aka petty crimes) take place on a daily basis affecting citizens, local communities, as well as business and infrastructure owners. In this paper, we present a novel intelligent surveillance solution (P-REACT) that integrates video and audio analytics both on-site (using an embedded platform connected to local sensors) and centrally on a cloud service. This intelligent surveillance system has been conceived and designed to anticipate volume crimes in areas where video surveillance is allowed by current legislation and more specifically in shops and public transportation systems; intended as a modular and low cost solution. The capability of dynamically adapting the analytic algorithms that are performed on-site provides a more accurate detection of crime evidences.

We live, increasingly, in a state of extraction. My thesis is that we have not yet figured out the implications of a primary or fundamental logic of state extraction. We have not figured out its implications for our own predicament-for the predicament, that is, not of state functionaries as such, not of extractors and surveyors, which is a predicament of domination, but the predicament of those who would rather not be dominated, and who understand that giving up on domination is the logical price to be paid. These latter figures, those who refuse domination, those who prefer not to be dominated, hence not to dominate, they might in fact constitute the “borders of the border,” that fantastic fringe territory of the human this conference has decided to thematize and, in some sense, to honor. Let me then reserve that theoretical position, the position of border or hyperborder dwellers, to develop what follows. I will claim that the border of the border is today the site where information will not be shared-an opaque site of silence and secrecy, a place of radical reticence concerning unconcealment.

Currently, the GIS software is often used to perform various tasks related to spatial planning. Exemplary use of GIS techniques is determination of marine radar shadows. Such analysis can be helpful during creating surveillance systems, which generally consist of several radar stations. But the use of standard analysis tools with the default functionality may not always yield satisfactory results. The reason for this, in the case of radar sensors, is the image distortion caused by the characteristics of the radar beam. This paper presents a modified method for the visibility analysis, which includes two basic radar image distortions - angular and radial distortion. Such improvement gives much more accurate results during determination of radar shadows then application of standard methods of viewshed analysis. Presented method was verified in the aspect of accuracy by using real radar image and radiolocation target. Further accuracy study took into consideration different DSM models used to perform viewshed analyses.

Przedstawiano i wyjaśniono kluczowe normy konstytucyjne, a także wprowadzone rozwiązania ustawowe (w szczególności ustawę o nadzorze nad wywiadem obcym) oraz rozporządzenia wykonawcze prezydenta (w tym rozporządzenie 13355). Odniesienie rozważań do ram prawnych obowiązujących w państwach UE posłużyło nie tylko do zobrazowania pojawiających się różnic, ale również do poszukiwania przestrzeni dla wypracowania wspólnych standardów prowadzenia działań inwigilacji elektronicznej, czy szerzej – ochrony prywatności w cyberprzestrzeni – w sposób akceptowalny przez obie strony.
The purpose of the article is to discuss the legal framework for extensive electronic surveillance activities conducted by the United States intelligence services. This problem was discussed both through the analysis of statutory law as well as current federal court case law. Key constitutional provisions as well as federal acts (in particular the Foreign Intelligence Surveillance Act) and presidential executive orders (including EO 13355) were presented and explained. The reference to the legal framework of EU was used not only to illustrate the emerging differences, but also as an attempt to search for space for developing common standards for conducting electronic surveillance activities, or more broadly – for protecting privacy in cyberspace – in a manner that could be accepted by both US and EU.

This paper is concerned with the social and cultural constructions of male rape in voluntary agencies, England. Using sociological, cultural, and post-structural theoretical frameworks, mainly the works of Foucault, I demonstrate the ways in which male rape is constructed and reconstructed in such agencies. Social and power relations, social structures, and time and place shape their discourses, cultures, and constructions pertaining to male rape. This means that constructions of male rape are neither fixed, determined, nor unchanging at any time and place, but rather negotiated and fluid. I theorize the data-which was collected through semi-structured interviews and qualitative questionnaires-including male rape counselors, therapists, and voluntary agency caseworkers. The theoretical and conceptual underpinnings that frame and elucidate the data contribute to sociological understandings of male rape.

A major concern with some contagious diseases has recently led to an enormous effort to monitor population health status by several different means.
This work presents a modeling approach to overcome this poor data characteristic, allowing its use for the estimation of the true population disease picture. We use a state space model, where we run two processes in parallel - a process describing the non observable states of the population concerning the presence/absence of disease, and an observational process resulting from the monitoring.
We then use resampling importance sampling estimation techniques, in a Bayesian framework, which enables us to estimate the population states and, thus, the corresponding disease incidence curves.

The evolution of the methods for execution of the custodial penalty demonstrates changes in the treatment of convicts. In the historically oldest systems, the aspect of subjectivity of convicts was completely omitted in favour of their complete isolation (objectification), which resulted in the lack of corrective effects. It was only later that the system of progression in its various forms was adopted, which allowed strengthening of the convicts’ position by appreciation of their work and education as well as gradual mitigation of the effects of prison isolation. Finally, the concept of executing a penalty outside the prison in the electronic surveillance system was adopted, which departed from the absolute necessity of imprisonment towards more socially effective probation measures.

In recent years, many studies have attempted to use deep learning for moving object detection. Some research also combines object detection methods with traditional background modeling. However, this approach may run into some problems with parameter settings and weight imbalances. In order to solve the aforementioned problems, this paper proposes a new way to combine ViBe and Faster-RCNN for moving object detection. To be more specific, our approach is to confine the candidate boxes to only retain the area containing moving objects through traditional background modeling. Furthermore, in order to make the detection able to more accurately filter out the static object, the probability of each region proposal then being retained. In this paper, we compare four famous methods, namely GMM and ViBe for the traditional methods, and DeepBS and SFEN for the deep learning-based methods. The result of the experiment shows that the proposed method has the best overall performance score among all methods. The proposed method is also robust to the dynamic background and environmental changes and is able to separate stationary objects from moving objects. Especially the overall F-measure with the CDNET 2014 dataset (like in the dynamic background and intermittent object motion cases) was 0,8572.

In todays advanced society, there is rising concern for data privacy and the diminution thereof on the internet. I argue from the position that for one to enjoy privacy, one must be able to effectively exercise autonomous action. I offer in this paper a survey of the many ways in which persons autonomy is severely limited due to a variety of privacy invasions that come not only through the use of modern technological apparatuses, but as well simply by existing in an advanced technological society. I conclude that regarding the majority of persons whose privacy is violated, such a violations are actually initiated and upheld by the users of modern technology themselves, and that ultimately, most disruptions of privacy that occur are self-levied.

Recently, measuring users and community influences on social media networks play significant roles in science and engineering. To address the problems, many researchers have investigated measuring users with these influences by dealing with huge data sets. However, it is hard to enhance the performances of these studies with multiple attributes together with these influences on social networks. This paper has presented a novel model for measuring users with these influences on a social network. In this model, the suggested algorithm combines Knowledge Graph and the learning techniques based on the vote rank mechanism to reflect user interaction activities on the social network. To validate the proposed method, the proposed method has been tested through homogeneous graph with the building knowledge graph based on user interactions together with influences in realtime. Experimental results of the proposed model using six open public data show that the proposed algorithm is an effectiveness in identifying influential nodes.

Using the metaphor of the biological organism fighting foreign invasion with its antibodies, I analyze some of the problems associated with the “scapegoating” of foreigners in sites of surveillance. In this essay, I assess the portability of this metaphor, not only in the sites associated with US security and surveillance like the airport and other ports of immigration, but also in sites of everyday interactions/transactions like the streets, stores, and classroom. My analysis and assessments are based on an auto-ethnographic study of my experiences with the sites of everyday surveillance. From my experiences as a foreigner in the US, I have realized that the fact that I am a Black woman with hijab in the US/Mexico borderlands region has compounded my hypervisibility which in turn results in the hyper-surveillance of my body. In order to cope with the problem of surveillance, I catalog how I perform self-surveillance in order to evade surveillance antibodies.

The essay explores whether concealing humanness or emphasizing humanness is a more effective strategy for anti-drone activism that seeks to disrupt the conventional epistemologies of militarized surveillance. Building on Édouard Glissant’s decolonizing philosophy of relation and more recent theories of gender and surveillance such as Rachel Hall’s notion of “animal opacity,” the essay argues that poetry is one place we might find an answer to what seems like a binary problem of seeing versus unseeing humanity in technologically mediated aerial warfare. I illustrate that the 2016 poetry collection LOOK by Solmaz Sharif intervenes to suggest activism that steers readers away from the logics of recognition and toward the ethical potential of concealment. LOOK garners formal elements from lyric and experimental poetry traditions to employ a strategy of resistance-looking based in multiple valences of opacity.multiple valences of opacity.

Shiporigin operational discharges of oil mainly include the discharge of bilge water from motor rooms, fuel oil sludge and oily ballast water from fuel tanks. Also, various tankers can illegally discharge of tank-washing residues. Accidental discharges can appear when ship collide or come in distress at sea (e.g. engine breakdown, fire, explosion, pipeline breaks). There is necessity of continuous inspection of marine shipping routes, especially in environmentally sensitive areas (e.g. whole Baltic Sea). If protection against oil pollution is considered - the coastal nations of the North Sea are formed in the Bonn Agreement, whereas coastal nations of the Baltic Sea are formed in the HELCOM convention. Both organizations carrying out the international aerial surveillances and manage international oil-combat systems. Unfortunately, air surveillance can operate mainly in good weather, good visibility and in daylight. The surface of the whole world is observed independently on the time of day and weather by antennas of Synthetic Aperture Radars (SAR) of dozen military satellites with resolution of several meters. Some civil satellites equipped with SAR, supply every few days a set of signals which in ground-based centres are transformed to image of a define area of the sea surface. In these images, the shapes of places, which can be interpreted as polluted by an oil film, are shown. The system is introduced after EU directive and managed by European Maritime Safety Agency (EMSA). EMSA has developed the CleanSeaNet service - a satellite based monitoring system for marine oil spill detection. Advantages and limitations of the SAR-methods are discussed in this study. Physical, meteorological and hydrological as well as organizational conditions for effective use of this system are considered.

In this paper a novel segmentation system for football player detection in broadcasted video is presented. Proposed detection system is a complex solution incorporating a dominant color based segmentation technique of a football playfield, a 3D playfield modeling algorithm based on Hough transform and a dedicated algorithm for player tracking, player detection system based on the combination of Histogram of Oriented Gradients (HOG) descriptors with Principal Component Analysis (PCA) and linear Support Vector Machine (SVM) classification. For the shot classification the several classification technique SVM, artificial neural network and Linear Discriminant Analysis (LDA) are used. Evaluation of the system is carried out using HD (1280×720) resolution test material. Additionally, performance of the proposed system is tested with different lighting conditions (including non-uniform pith lightning and multiple player shadows) and various camera positions. Experimental results presented in this paper show that combination of these techniques seems to be a promising solution for locating and segmenting objects in a broadcasted video.

The subject of this article is a discussion of the legal provisions governing the Israeli and international legal systems governing the control of trade in cyber-surveillance tools. A detailed analysis of the current regulations is carried out with a view to classification and pointing out imperfections in the content of the current regulations. The author identifies the transformations in the content of the Wassenaar Arrangement, which resulted in an attempt to regulate this matter more comprehensively in Israeli law in 2016. Using the impact of the international NSO software scandal as an example, the role that an effective export control regime, including international regulation, plays in preventing cyber-surveillance tools from being used in ways that are dangerous to internationally recognized values is demonstrated.

This article draws on data collected through semi-structured interviews with intercollegiate cross country and track athletes to investigate how female distance runners experience their sport concerning gender and embodiment. The runners identified gender as affecting their sport by way of shorter distances for women’s races, heightened involvement of coaches in corporeal matters such as diet and weight, as well as sex verification policies. Distance running was also specifically identified as a sport that intensifies societal pressures for women to be thin. Drawing on Foucault’s theory of disciplinary power, this paper explores how dominant discourses on gender and the body are reproduced within distance running through a combination of structural and cultural practices. However, the paper also highlights resistance to cultural ideals among female runners, calling for a more dynamic understanding of disciplinary power that accounts for individual agency.

The article introduces the reader to the „age of surveillance capitalism” by showing how Internet giants push users in specific directions by manipulating information and collecting data in order to get rich and gain power. The analysis includes a description of the threats to humanity and democracy and highlights the fact that the line between our free choice and manipulation is blurring, thus raising issues of security and sovereignty. The public does not realize that a displayed picture of dinner on Instagram is a certain data sold to business customers. This paper describes how hacking can be the act of redefining what is seen and not seen in the context of online surveillance. Based on a qualitative interview study with 22 hackers, it discusses the many practices and purposes of ‘hacking online surveillance’, with a specific focus on the techniques of disappearing from view while continuing to be online. Not only do these techniques vary in style and the expertise involved, but they all fulfill multiple functions. They are more than just a coded statement against the uneven powers of surveillance, they are tactics of the everyday life, moments of analytical creativity and reflection, instances of pleasure and play, affective encounters, identity work and forms of communication. The paper dedicates space to these sometimes overlapping and sometimes differing conceptualizations of ‘hacking online surveillance’ by using methodologies that consciously seek out the nonlinear and the multiple.

Opis:
Stosowanie rozbudowanych środków inwigilacji elektronicznej jest coraz częściej wskazywane jako jedno z głównych zagrożeń dla ochrony prywatności w cyberprzestrzeni, a w konsekwencji - dla budowy społeczeństwa opartego na informacji i wiedzy. Zagadnienie to jest często wiązane z poszukiwaniem równowagi pomiędzy ochroną praw jednostek (prawo do prywatności) a bezpieczeństwem publicznym (ochrona przed najpoważniejszymi przestępstwami) i kojarzone z działaniami realizowanymi przez amerykańskie służby wywiadowcze. Rozbudowane programy inwigilacyjne są jednak również prowadzone przez niektóre państwa członkowskie UE. Działania te budzą uzasadnione wątpliwości co do ich zgodności z prawem Unii, a także z obowiązkami wynikającymi z EKPC. Szczególne znaczenie mają programy inwigilacji elektronicznej prowadzone przez brytyjskie służby wywiadowcze (zwłaszcza GCHQ). Działania te nie tylko opierają się na hurtowym gromadzeniu danych elektronicznych, ale także na ich przekazywaniu do służb specjalnych państw trzecich. Problem szeroko zakrojonych działań inwigilacyjnych prowadzonych przez władze brytyjskie pozostał nierozwiązany na poziomie prawa UE. Również orzecznictwo ETPC, w którym wskazano na brak proporcjonalności tego typu programów, nie przyczyniło się do zmiany brytyjskiej praktyki. Wyjście Wielkiej Brytanii z Unii Europejskiej i oparcie przyszłych stosunków na wydawanej przez KE decyzji o adekwatności zabezpieczeń otwiera nowe pole dla rozwiązania tego problemu. W artykule omówiono możliwy wpływ Brexitu na ramy prawne brytyjskich programów inwigilacji elektronicznej oraz przedstawiono nowe środki wpływu, które będą dostępne dla europejskich partnerów w celu ograniczenia masowych działań inwigilacyjnych prowadzonych przez władze brytyjskie.

Since 2015, the Social Credit System - an initiative of the government of the People’s Republic of China which aims to strengthen trustworthiness of the business entities and citizens, promote obedience to law and customs, and develop the Communist Party of China’s control over social trends and potential threats to the political stability - has been attracting worldwide attention. International media portrays the System as a mechanism which leads China to totalitarianism and destroys hope for development of the Chinese democratic movement. Therefore, interests of both sides, the West and China, are seen as contradictory. Harmful beliefs like the one that Chinese still export products of poor quality and on the Chinese side that the Western ideals lead to demoralization are common thanks to some sort of Occidental and Oriental propaganda. That is why it is necessary to compile and analyze the known facts regarding the Social Credit System, which in contrast to the media narration turns out to be a tool with interesting capabilities, not necessarily contradictory to the other major civilizations’ values.

The article aims to show analogies between three literary works: Bartleby, the Scrivener: A Story of Wall Street by Herman Melville, My Year of Rest and Relaxation by Ottessa Mosfegh and The New Me by Halle Butler. I will focus on the following points of convergence in these texts: surveillance, the nature of work and the eectiveness of the protagonists' coping strategies. I will draw on some of the existing literature on Bartleby, the works of Francesco Berardi and David Graeber on work, Barbara L. Fredrikson and Tomi-Ann Roberts' paper on the objectication of female body as well as Michel Foucault's study of surveillance and Jonathan Crary's book on sleep.

The importance of the problem of surveillance carried out by state authorities, especially in recent years, in connection with the growing threat of terrorism is indisputable. State authorities sometimes take measures, which involve restricting human rights, especially the right to privacy, justifying them by the need to ensure security of both the state and its citizens. The objective of this article is to outline the standpoint of the European Court of Human Rights (under Article 8 of the European Convention on Human Rights) on the so-called strategic monitoring, i.e. mass interception of data transferred via telecommunications networks and their subsequent analysis with a view to acquiring specific information.

Due to their strategic importance, the railways were subject to particular surveillance by the state security apparatus of the Polish People’s Republic. Since 1957, the related tasks were carried out by department III of the Security Service (Służba Bezpieczeństwa), which centered its operations on broadly understood economy issues. In 1970 and from then on, the activities of the Security Service were systematized through establishing the so-called “unit cases” for the key organizational units of the railways.

This article discusses the ways in which the life and achievements of Sir John Fielding are reconstructed in contemporary crime fiction in English. The material under scrutiny consists of selected examples of the so-called Georgian crime/mystery, that is, crime narratives set in Georgian England (1714–1837, the reign of George I, George II, George III and George IV). The discussed works include those in which Fielding functions as a secondary character — the series Dr. Sam: Johnson, Detector by Lillian de la Torre and The Demoniacs by John Dickson Carr — as well as those in which he becomes the protagonist — the series Sir John Fielding Mysteries (Bruce Alexander, 1994–2005) and John Rawlings Mysteries (Deryn Lake, 1994–2000). The offered reading of these texts is contextualized historically as well as being informed by Michel Foucault’s ideas put forward in Discipline and punish.

Global capitalism of surveillance is mainly based on technologies that collect and process data: both digital, as well as one being a mixture of what is real and virtual, and which undergo clustering, commercialization, and instrumentalization. Operations done on extracted information are unsettling and cause concerns connected with leaving behind digital traces and the thought of being watched, but also with secret functioning and ways of using data. Above-mentioned fears are foundations for introduced and analysed strategies and techniques used by the participants of the media-ruled world in order to cover the trails and generate the digital noise.

Objectives The aim of this survey was to assess the seroprevalence of antibodies against Coxiella burnetii (C. burnetii) in subjects at risk of exposure in Sicily, Southern Italy. Material and Methods Prevalence of IgG antibodies to C. burnetii phase II antigens was evaluated by ELISA in a group of 140 workers at risk of exposure (38 veterinarians, 38 slaughterhouse workers, 44 livestock handlers, 20 laboratory and technical personnel) included in a medical surveillance program and in 42 control subjects. Positive samples were classified as suggestive of prior exposure to C. burnetii. Results Antibodies against C. burnetii were detected in 88 out of 140 (62.9%) exposed workers and in 6 out of 42 (14.3%) subjects of the control group. The variables evaluated did not seem to have a significant effect on seropositivity to Coxiella with the exception of symptoms in the last 6 months preceding the survey. Conclusions Our study demonstrated a high seroprevalence of C. burnetii in the group of exposed workers in comparison to non-exposed subjects of the control group. Clinical illness appears to be rare; nevertheless, physicians should consider Q fever in patients with compatible symptoms and occupational exposure to animals and their products. As aerosols represent the main route of infection in animals and humans, these workers are strongly advised to wear respiratory masks. In addition, occupational physicians should consider routine serologic evaluation and vaccination of occupationally exposed workers.

Objectives A Workers’ Health Surveillance (WHS) program is an occupational health strategy used to detect and address the health of individual workers to improve their ability to work. This study aims to investigate the feasibility and acceptability of a new job-specific WHS for hospital physicians. Material and Methods All hospital physicians of the general surgery, radiotherapy and obstetrics and gynecology departments from 1 academic hospital were invited to participate in the WHS by the in-company occupational health service. An occupational physician and a medical assistant were trained to use the protocol. Feasibility was operationalized as the received and delivered dose, observed success factors and potential obstacles. Acceptability was assessed by asking whether the WHS was desirable and feasible for future use and by estimating the effects on health and work ability. Written questions and semi-structured interviews were conducted with the participating physicians, 5 department managers and the 2 occupational health professionals involved in the study. Results One-third of the hospital physicians (34%) participated in every part of the WHS. The delivered dose was 77/84 (92%). Almost all hospital physicians who received recommendations expected to adhere to this advice. The study participants appreciated the organization of the WHS. This WHS was positively graded (8 out of 10 max) in terms of acceptability. Positive effects of the WHS on health, work functioning and long-term work ability were perceived by 2/3 of the physicians. Conclusions The new job-specific WHS for hospital physicians showed good feasibility and acceptability among participating hospital physicians, occupational health professionals and medical managers.

In the article some features of multivariate statistical process control were introduced. Advantages and disadvantages of multivariate control charts (Hotelling charts) - counterpart of traditional Shewhart control charts in multivariate space - were also shown. The author pointed out the advantage of Hotelling charts over traditional ones in some situations. The main part of the paper is a multivariate surveillance procedure based on the division on two stages: Phase I (phase of stabilization) and Phase II (phase of monitoring). After describing some elements of multivariate statistical process control implementation (considered from the methodological point of view) author introduced two most popular control charts used in industrial practice: control charts for individual observations and for means. The article is summarized by some author's conclusions concerning popularity of multivariate surveillance and future directions of his work.

A serological surveillance programme for avian influenza A virus (AIV) subtype H5 and H7 in poultry was implemented in Poland in 2008-2013 with two main objectives: i) to detect subclinical infections or previous exposures to AIV H5 and H7 subtypes and ii) to demonstrate the AI- free status of Poland. During this period, over 45 000 serum samples from 2833 holdings were examined using the hemagglutination inhibition test (HI). The presence of HI antibodies was detected in 8 breeder geese holdings (7 positive for H5 and 1 positive for H7 AIV) and in 1 breeder duck holding (H5-positive), which represented 0.32% of all investigated holdings. All seropositive flocks were examined by real time RT-PCR with negative results, which substantiated the AI-free status of Poland. Positive results detected in clinically healthy poultry kept in an open range system indicate prior infections with low pathogenic AIV originating from the wild-bird reservoir.

The paper presents new high resolution SAR results of real-life measurements using an updated ARS-400/ARS-800 SAR sensor installed on the maritime patrol aircraft M-28. The main role for such radars is surveying the sea surface, and the imaging of selected targets (e.g. ships, roads, vehicles, buildings, etc.) to help the operator in classifying them. In the present day increasing computing power, improved algorithms and general technological progress has allowed the obtaining of better results in SAR imagery.

The article presents the use of video monitoring in a production company on the example of municipal thermal power plant. After analyzing the hazards and work inconvenience occurring in the analyzed enterprise, video surveillance zones have been designated with the division into the indoor and outdoor monitoring system. Video surveillance is provided for production, auxiliary and delivery processes. Moreover, video monitoring performs a control function over the occupation health in workstations at risk of explosion or fire. In addition, observation points have been set up in the visual monitoring system, among which the internal ones are served by the dispatcher responsible for the production process, while the external are operated by security guards of the facility.

ObjectivesEpidemiological data on cancer diseases are alarming. The workplace has become an increasingly important site for disseminating health information and implementing health promotion activities. Occupational medicine physicians (OMPs) have the opportunity to carry out primary and secondary preventive activities focused on civilization diseases, especially cancer. The aim of this study was to evaluate the potential of OMPs in cancer prevention, including the analysis of factors determining the implementation of preventive measures, as part of standard healthcare for employees.Material and MethodsThe study was conducted among 362 OMPs. The interviews were carried out by the computer assisted telephone interview (CATI) method.ResultsOver 60% of the surveyed OMPs are ready to implement cancer preventive activities among employees. The doctors with the longest seniority in occupational health services are more likely to declare unwillingness to implement cancer preventive activities. Patient’s consent, informing women about the program and adjusting the time of the medical visit are the most important conditions for introducing cancer prevention programs by OMPs. Neither seniority nor the number of examinations performed by a physician influenced the currently implemented cancer preventive activities as part of occupational health services (including the evaluation of cancer risk factors occurrence among employees).ConclusionsIn Poland, OMPs are willing to implement cancer preventive activities among employees, but their current activity in this area is limited and needs development. The most specific actions should be addressed to doctors with the longest seniority in occupational health services, who are frequently unwilling to implement cancer preventive activities. Strengthening the preventive potential of Polish occupational health services requires a systemic approach to the scope and way of action of healthcare professionals.
