This article focuses on the mobile app called “Google Opinion Rewards” (GOR), which is used as a data collection tool in market research and academic research. Developed by Google Surveys, GOR deals with voluntary participation of app users in data sharing in return for rewards. In this context, a test account was created in the GOR app to analyze the surveys, the app sent to the account for a period of three years. In-depth interviews were conducted with 12 participants from the USA, the UK and Turkey to gain comprehensive knowledge about the app ecosystem. The aim of the interviews was to understand the motivations of GOR users for using the app, and explore the counter-surveillance strategies users have developed to avoid surveillance. The findings indicate that most GOR users share their information recklessly even if they have security concerns and that users who are actively involved in surveillance, knowingly or unknowingly, and who want to maximise their income develop masking strategies against surveillance.

In 2016, while testifying before a UK parliamentary committee, William Binney, former technical director of the US National Security Agency, stated that by implementing bulk surveillance programmes, “your government and my government has permitted what terrorists have wanted all along but could never achieve. That is to cause us to restrict our freedoms while also tripping up our efforts to stop them”.Despite the passage of years, controversy about the proportionality of the use of surveillance programmes involving indiscriminate and bulk data collection continues unabated. There are numerous arguments that such measures should not be used in democratic states. Despite the recurring reports of abuse and questionable usefulness of such solutions, there is also no shortage of arguments put forward by proponents of the use of untargeted measures proving the need (or even necessity) for their use for public security purposes.The issue presented here is also the subject of ongoing interest on the part of legislators and the judiciary. The article aims to provide an overview of the evolution of the ECtHR’s position on the use of electronic surveillance, in particular its untargeted forms. However, the article is intended not only to recapitulate the reasoning as set out in recent case law – including the 2021 judgments of the Grand Chamber in Big Brother Watch et al. v. United Kingdom and Centrum för rättvisa v Sweden – but also to prompt further discussion on the relevance of the Court’s position as set out in relation to the most important legal issues relating to mass surveillance. It is the author’s intention that in this way it will be possible to answer the question of whether the current standard set by the ECtHR can be considered sufficient to protect against the risk associated with the spread of modern surveillance measures and their increasing use by public authorities.

Our study explores peoples’ visions of surveillance and resistance to surveillance, enabled through communication and digital platforms in Europe. The research involves future scenario development and analysis, which allows us to sketch out future outlooks concerning surveillance/resistance in Europe, examining how these visions reflect the main assumptions, fears and hopes about the future of societies in Europe. The analysis, which is anchored in surveillance studies, shows how the visions of surveillance and resistance are informed by people’s dispositions towards technology, which centre around techno-optimism and techno-pessimism, focusing either on the empowering or liberating forces of technology or on technology’s disabling and destructive power. These dispositions instruct ideas about the futures of Europe, seeing Europe as either a regulator or protector of people’s privacy and freedoms or as a surveillant apparatus, curtailing peoples’ freedom and democratic rights.

This article contributes to the emerging literature on digital encryption as a political issue by focusing on the way in which debates about encryption are embedded in a broader security discourse. Drawing on empirical material from Germany, this article shows how debates on encryption bring its ambiguous nature to the fore. Encryption is seen as both a threat and a source of protection, it thus becomes clear that technology only acquires its political meaning in discourse. Furthermore, I show that security is discussed in terms of uncertainty, risks and complexity. The article concludes by arguing that this prevailing idea of security as risk leads to security measures that attempt to deal with complexity by involving a variety of actors, making multi-stakeholder approaches as a solution more plausible.

The activity which States undertake when conducting extensive non-directed surveillance programmes is seen as one of the major threats to privacy at the time of the information society. This problem has a special dimension in the European Union because the surveillance activity of individual Member States may be an obstacle to the functioning of a single internal market, particularly when it comes to ensuring the freedom to transfer personal data. Due to the supranational character of contemporary means of communication, and especially Internet communication services, guarantees related to the protection of privacy ought to be analysed not only through the prism of domestic regulations but also in the light of international law provisions. Results of an analysis of the relevant primary and secondary EU law have been presented. A special focus was put on Directive 95/46 of the European Parliament and of the Council on the protection of individuals with regard to the processing of personal data and on the free movement of such data and Directive 2002/58 on privacy and electronic communications. The formal eff ects of the rulings of the Court of Justice which determined invalidity of the retention directive have been analysed as well, mainly from the perspective of the validity of national provisions implementing the general obligation to retain the data in legal orders of EU Member States. Particularly interesting seems to be the analysis of the grounds for non-directed surveillance programmes and comparison of the fi ndings with the rulings of the CJEU and the ECHR, particularly the recent CJEU’s judgment in Tele2 and the ECHR’s judgment in Szabo v. Hungary. The judicial decisions analysed in the paper may not only be useful in solving matters related to surveillance instruments used in individual cases but may also serve as a helpful tool in establishing the directions of development of domestic regulations in line with international standards. The latter may also be related to the provisions of the surveillance act and anti-terrorist act recently binding in Poland.

Introduction: In this article, selected issues concerning sanitary and epidemiological surveillance in post-war Poland (until 1989) have been described. Sanitary problems which occurred in Poland directly after the Second World War and the development of infectious diseases’ epidemiology have been included. Purpose: To summarize the establishment, development and modification of sanitary and epidemiological structures, the introduction of vaccinations as well as other medical means of overcoming infectious diseases, improving people’s living conditions and health situation. Materials and methods: Literature related to the topic and archival materials from the Voivodeship Sanitary-Epidemiological Station in Gdansk were used. Archives included a vaccination programme valid between 1975 and 1989 and a two-week specimen report concerning morbidity rates of infectious diseases and chemical poisoning. Results: Thanks to the archival materials, issues concerning infectious diseases were emphasized. The the utilized literature brought out the National Institute’s for Public Health role as an authority in the cooperation with other healthcare institutions, influenced the formation and organization of sanitary and epidemiological service in Poland. Conclusions: The historical background of this text has been presented as a secondary subject, however, the years 1945-1989 comprising the time-frame of this article were a period of great changes. One of them was the formation of sanitary and epidemiological surveillance.

Face to the development and competition to competitiveness, which drives the search for quality and above ail; cost reduction, maintenance has become one of the strategic functions in the company. One of the solutions incorporated in management systems is Conditional maintenance that has proved successful; Reduce downtime, optimize manufacturing, ensure safety and profitability of production. For this type of maintenance to be effective, precise and reliable measurements are required. Experience has shown that vibration analysis is the most widely used technique for reliable monitoring and diagnosis. The objective of this work is the study carried out at the Elma Labiod cement plant, which has adopted continuous monitoring in the hope of an optimal approach to conditional maintenance. We use the analysis of global velocity and acceleration levels, spectral analysis and envelope analysis to detect defects and anticipate degradations that can affect a mechanism and determine the probable causes of these malfunctions. In this context, the actual measurements were analyzed by vibratory indicator leading to detection of the weak points causing a malfunction on the machine (rolling bearings), therefor an optimization of the maintenance is realized by monitoring the degradation through on-line control system. The analysis of these vibrations let the possibility to detect and locale the defective components once the fixed corresponding threshold limit of vibration level has been reached.

The article examines the figure of the spy—alongside themes related to espionage—as employed in two books by the Northern Irish writer Ciaran Carson (1948–2019): the volume of poems For All We Know (2008) and the novel Exchange Place (2012). Carson’s oeuvre is permeated with the Troubles and he has been hailed one of key writers to convey the experience of living in a modern surveillance state. His depiction of Belfast thematizes questions of terrorism, the insecurity and anxiety it causes in everyday life, as well as the unceasing games of appearances and the different ways of verifying or revising identities. In Carson’s later work, however, these aspects acquire greater philosophical depth as the author uses the themes of doubles, spies, and makeshift identities to discuss writing itself, the construction of subjectivity, and the dialogic relationship with the other. Taking a cue from Paul Ricoeur’s and Julia Kristeva’s conceptions of “oneself as another,” the article examines how Carson’s spy-figures can be read as metaphors for processes of self-discovery and identity-formation, tied to the notion of “self-othering.” Carson employs the figure of the spy—who juggles identities by “donning” different clothes or languages—to scrutinize how one ventures into the dangerous territory of writing, translation and love, as well as to reconsider notions of originality and self-mastery. Ultimately, Carson conceptualizes literature as specially marked by deceptions and metamorphoses, defining in these terms the human condition.

The aim of this study was to conduct an epidemiological and laboratory surveillance of Influenza-Like Illnesses (ILI) in Polish Armed Forces, civilian military personnel and their families in 2011/2012 epidemic season, under the United States Department of Defense-Global Emerging Infections Surveillance and Response System (DoD-GEIS). ILI incidence data were analyzed in relation to age, gender, patient category as well as pathogen patterns. Multiple viral, bacterial and viral-bacterial co-infections were identified. Nose and throat swabs of active duty soldiers in the homeland country and in the NATO peacekeeping forces KFOR (Kosovo Force), as well as members of their families were tested for the presence of viral and bacterial pathogens. From October 2011 to May 2012, 416 specimens from ILI symptoms patients were collected and analyzed for the presence of viral and bacterial pathogens. Among viruses, coronavirus was the most commonly detected. In the case of bacterial infections, the most common pathogen was Staphylococcus aureus.

This article focuses on the development of photography and the constantly improving practices of surveillance culture. Photography is shown as a tool used by public agencies to ensure community security in all its variations. The discussion starts with Bruno Latour’s ideas about the impact of technology on society and culture. The construction of the camera is presented as an innovation in the advancement of the 19th-century police methods of investigation and a reference is made to a publication by visual culture researcher Jonathan Finn. The paper also explores the surveillance culture practices adopted by the Security Department of communist Poland. It studies How to Look Natural in Photos, a book that adopts the perspective of observers and voyeurs to depict the life of a community in photographs. The article refers to works by Michel Foucault and Dorota Sajewska and try to define what the album How to Look Natural in Photos is about and what material it actually presents.

Injuries are a major cause of death around the globe. According to statistics, around 5 million people die each year world wide remaining another few millions disabled due to injuries. The world health organizations reveals that more than 90% of the injury related deaths are from low and middle income countries. But the worrying factor is that the most of the injury related deaths in these countries could have been prevented with a concerted effort. Most of the developed countries use injury surveillance systems to monitor injury cases and take preventive measures. However, low and middle income countries can not afford for such systems because of the lack of funds and basic infrastructure, like Internet. This paper proposes an effective injury surveillance system for those countries which can be functioned with minimum resources and minimum cost.

Volume Crimes (aka petty crimes) take place on a daily basis affecting citizens, local communities, as well as business and infrastructure owners. In this paper, we present a novel intelligent surveillance solution (P-REACT) that integrates video and audio analytics both on-site (using an embedded platform connected to local sensors) and centrally on a cloud service. This intelligent surveillance system has been conceived and designed to anticipate volume crimes in areas where video surveillance is allowed by current legislation and more specifically in shops and public transportation systems; intended as a modular and low cost solution. The capability of dynamically adapting the analytic algorithms that are performed on-site provides a more accurate detection of crime evidences.

We live, increasingly, in a state of extraction. My thesis is that we have not yet figured out the implications of a primary or fundamental logic of state extraction. We have not figured out its implications for our own predicament-for the predicament, that is, not of state functionaries as such, not of extractors and surveyors, which is a predicament of domination, but the predicament of those who would rather not be dominated, and who understand that giving up on domination is the logical price to be paid. These latter figures, those who refuse domination, those who prefer not to be dominated, hence not to dominate, they might in fact constitute the “borders of the border,” that fantastic fringe territory of the human this conference has decided to thematize and, in some sense, to honor. Let me then reserve that theoretical position, the position of border or hyperborder dwellers, to develop what follows. I will claim that the border of the border is today the site where information will not be shared-an opaque site of silence and secrecy, a place of radical reticence concerning unconcealment.

Currently, the GIS software is often used to perform various tasks related to spatial planning. Exemplary use of GIS techniques is determination of marine radar shadows. Such analysis can be helpful during creating surveillance systems, which generally consist of several radar stations. But the use of standard analysis tools with the default functionality may not always yield satisfactory results. The reason for this, in the case of radar sensors, is the image distortion caused by the characteristics of the radar beam. This paper presents a modified method for the visibility analysis, which includes two basic radar image distortions - angular and radial distortion. Such improvement gives much more accurate results during determination of radar shadows then application of standard methods of viewshed analysis. Presented method was verified in the aspect of accuracy by using real radar image and radiolocation target. Further accuracy study took into consideration different DSM models used to perform viewshed analyses.
