Opis:
The paper deals with entry barriers induced by public aid and actual monopoly in a given market segment. The EU law on competition constitutes the subject, being seen, however, from economic perspective, which is the method of law and economics. The focus are universal services which seem to be extremely vulnerable to the monopolization of public procurement and to unfair state aid, and to rent seeking as well. The overview of legal foundations reveals the EU regulations are too soft to bring a solution to these problems. Additionally, the soft stance of EU institutions by no means makes the situation sounder. As far as universal services are concerned, the member states are free to choose agents, with constraints imposed by the EU being of definitely general nature and the rationale for this saying that these services need to be delivered even on non-profit basis if necessary. Here, we see the EU aiming at two trade-offs that is liberalization on the one hand and mission of the efficiently performed universal service on the other hand. On the EU level common rules of providing universal services are made which are to be implemented on the national level. According to the European Commission, such “division of labour” allows an action which is suitable to peculiarities of every member state. In practice, such elasticity provokes national public bodies to moral hazard. This constitutes an actual challenge for common policies in the sake of gradual and controlled liberalization. There is a prolonged conflict between member states and the EU institutions concerning the issue in which direction rules in this field should be developed. The market segment under scrutiny, precisely market for universal services, reveals how controversial role in single-European-market building may be played by big companies. Most member states are prone to prefer agents vested in their countries. This peculiar alliance is supported with administrative devices that make the preferred group relatively narrow. Thus the state conserves actual monopoly and encourages rent seeking, and demonstrates its own weakness in promoting competitive order. Under such circumstances, by contrast to the EU endeavors to promote and to control economic liberalization in the member states, both the payer (public institution) and the provider (economic agent) may present an open aversion to competition. Obviously, this status quo is in contradiction to a general trend in the EU to guarantee equal access to public procurement, also in transnational dimension. Other conflicts arise on the ground that countries differ concerning a bare need for liberalization of universal services or with respect to advancement of the reforms. In some countries liberalization is advanced which means relatively open and equal access to public procurement, including foreign agents. Other countries discriminate agents, both foreign and non-privileged home operators.

The Questionnaire of Religious Insights (QRI) presented in this paper was constructed to challenge the current model of religious orientations, especially the Quest Scale, by providing insight into different kinds of motivation that can influence spiritual seeking. The QRI contains two scales: Doubt (D) and Quest (Q). Validation of the internal reliability of the QRI and external criteria analysis was examined within an exploratory study conducted in a group recruited under a research grant. The second was conducted on a group of 117 young Polish adults. The study pro[1]vided evidence for the internal reliability of QRI and its criterion validity using Religious Orienta[1]tion Scales. The results of the second study suggest that most of the external validity criteria have been met. In conclusion, the proposed model of exploring motivation factors that may influence religious questing is a topic worth pursuing. We present studies that can follow this exploratory study that can be undertaken on more extensive and diverse age samples.

The values connected with health protection and the process of shaping of these values in an educational context were the objects of the research. The author not only shows the unsatisfactory level of the learners’ knowledge about the possibility of undertaking preventive health-seeking actions, but she also presents components of the learners’ attitudes and beliefs that inhibit the implementation of changes in this area. The author situates the reasons of the majority of the problems in the declarative character of the assumptions of the Russian educational health policy.

Women’s disproportionate involvement in religion has been the subject of debate in the sociology of religion for some time. In particular, the gender gap in New Age spiritualities appears considerably greater than that found in the congregational sphere of mainstream religion. This article argues that there is nothing in being a woman per se that may attract an individual to certain spiritual activities but rather, that it is the elective affinity between women as a group and such activities that creates the impression of a direct appeal. Much of the holistic spirituality milieu is designed by women for women, not least the most popular elements concerned with healing and well-being. It is therefore possible that the initial gap between men and women is small but it becomes subsequently reinforced and widened due to the gendered nature of alternative spirituality courses, workshops and treatments.

Introduction and objective. Expansion into new areas and the great epidemiological significance of the D. reticulatus tick in Europe prompts investigations of its ethology. Therefore, the locomotor activity of D. reticulatus adult stages in an optimal habitat during the spring and autumn activity periods was analysed. Materials and method. Marked D. reticulatus adults were placed at the central point of each experimental plot. At regular time intervals, specimens attached to the cloth used in the flagging method were collected, and the distance covered by the ticks was measured. In each collection round, the temperature and humidity level in the habitat was also measured. Results. Within 7 weeks, adult D. reticulatus ticks can cover an average distance of 60.71±44 cm. The locomotor activity of adult stages is greater during the spring than the autumn activity period. Questing, females cover a greater distance (66.35±100 cm) than male ticks (54.85±45 cm). Adult stages are characterised by greater aggressiveness 24 hours after being released, i.e. 30% of females and 19% of males attempt to attach to host skin. The locomotor activity in adult ticks depends on the humidity of the habitat (Z=-1.198; p=0.050). The temperature does not affect tick walking. Conclusions. Given the low rates of horizontal locomotion of adult D. reticulatus ticks, the prevalence of the species in nature is determined by the presence of their hosts and humidity conditions ensuring their further development and survival. The dependence of D. reticulatus locomotor activity and aggressiveness on the humidity level implies an increased risk of host attacks in locations and periods that offer favourable humidity conditions for this species.

This paper explores a range of health care seeking actions adopted by Polish migrants living in London. It is based on the in-depth interviews with 62 Polish migrants who resided in London in 2007 and 2008. The study reflects experiences of a diverse group of participants encompassing individuals of different ages, family circumstances and employment statuses. It uncovered a number of actions such as avoiding contact with any health services, self-medication, utilising Polish private doctors in London, and accessing public health services in Poland and London. These services and strategies were often used successively, concurrently or interchangeably depending on individual’s assessment of their situation and circumstances at the time of experiencing a particular medical need. The research uncovered a prominence of transnational health care seeking practices as most participants continued to access at least some form of health care in Poland. It also noted the impact of the length of stay, knowledge of English and labour market position on patterns of health care use. Engagement with the British National Health Service (NHS) was characterised initially by lack of knowledge of the system resulting in meandering between different institutions. There was also a sense of cultural unease and mismatch of expectations characterising doctor-patient encounters. However, the pathways of access and attitudes towards the NHS began to change as migrants learned their way through the English health care system. This underlines an importance of taking into account a longitudinal dimension in studies of migrant health care seeking behaviour.

Foreigners face certain barriers in accessing medical care, though international medical students are in many aspects privileged in this field. The aim of this study is to explore whether these students are facing problems in accessing healthcare. An original survey questionnaire was prepared and distributed online and on paper among students. In total 138 questionnaires were filled out. The results were analyzed using statistical methods. The main barriers faced by students are the lack of knowledge about the healthcare system and language problems. The study shows there is a need to start working on institutional solutions to provide information about access to healthcare and to overcome language barriers in healthcare institutions.

Aim. The purpose of this article is to analyse risky behaviours undertaken by university students on the Internet. Theory. The concepts of “risk” and “risky behaviour” are known and often discussed in science. Krzysztof Ostaszewski (2005) defines risky behaviours as actions that contradict social norms and legal order, which at the same time pose a threat to a person's health and development. The catalogue of risky behaviours is very diverse and—more importantly—open. With the development of civilisation, new forms appear. Examples include risky behaviours on the Internet. Methodology and research results. The study population sample consisted of 241 university students. The research was conducted using an online survey questionnaire. The respondents admitted to taking risks in the virtual world. A large percentage of respondents admit to sharing private information on social networks (almost 70%). Nearly 75% of respondents ignore communications about potential threats to websites, putting themselves at risk of losing sensitive data. Moreover, 65.1% of students admit to downloading content from illegal sources. Other risky behaviours undertaken by students on the Internet include Internet addiction and online activities, aggression on the Internet, sexual and/or erotic behaviour in cyberspace. The paper also presents the answers to open-ended questions, which refer to threats on the Internet as perceived by the students. The answers given most often referred to: addiction to new technologies, loss/theft of private data, vulnerability to false/unverified information available on the Internet. Cognitive value. Online risk-taking is a global problem. The phenomenon should be further theoretically considered and analysed in a pedagogical practice.

Combat is a complicated and complex phenomenon. In this process we take actions of different degree of effectiveness. Assessment of these behaviours and understanding the underlying mechanisms are the basis for a sport program created to increase the fighter’s competitive level. Competent trainers know that there are five elements that influence a result of a sport fight: being familiar with the rules of the sport fight, strategy, stance, dodging and blocking and applying techniques while you are in motion. Many inquisitive trainers wonder: why a competitor with a great technique, could not apply it during a tournament? Why a competitor who usually does excellent during exercises cannot repeat the same things during the competition? Why the competitor’s results change (during one tournament victories are achieved and medals are granted while on other occasions he or she loses even to a weaker opponent) ? Supreme trainer is usually a good teacher and observer. Coach pays attention to learners’ mistakes, and tries to correct them. The concept of free sparing enables to break down the process of scoring points. When analyzing a fight it helps to notice, which of the preparation components are insufficient and what else needs to be improved. This is a great tool for a competent trainer, which helps to understand the real, often hidden cause of failure. Appropriate preparation for the fight has many interrelated aspects. But understanding the core of the problem is a first step to find a recipe for victory. We need to remember that record achievements and spectacular victories result from hard and wise work of the trainer and the competitor.

Theoretical background: The article is devoted to the knowledge gap in understanding processes of growing state interventionism in a number of post-communist countries, Poland being one of the most notable examples. This evolution is still understudied in the literature, both in terms of evidence and proper theoretical framework. Existing theoretical perspectives have been created for studying other types of economies an do not fully fit the transition ones. Among these perspectives, the state capitalism (SC) one seems to be the most promising.Purpose of the article: The task of this paper is to study the growing state interventionism in Poland using the state capitalism approach which had to be refined by the authors in order to be more applicable for analyzing transition economies. Using this framework, the history of SC formation and its present state in Poland are studied, including specific features of Polish state capitalism, e.g. the importance of the state-owned enterprise (SOE) sector as the source of rents, as well as the varieties of the state control over the enterprise sector.Research methods: The article makes use of mostly qualitative methods, quantitative ones playing an auxiliary role by systematizing evidence used in qualitative research. The study was based on analysis of the existing literature and evidence of interventionist practices of the Polish government. The authors attempted to fine-tune the SC approach both through refining its definition and including areas previously mostly neglected by SC studies such as relationships between the state and the enterprise sector. They created a typology of SC phenomena in transition economies which made it possible to study the Polish case in a comprehensive way.Main findings: At this stage, the authors think that no strict definition of state capitalism is possible because of its highly contextual character. Thus, the outcome of the study may not be universal, but the authors believe that their concept of six basic features of state capitalism may be applicable not only to Poland, but to other transition economies as well. Besides, the article raises awareness of the importance of state-controlled enterprises in studies on state capitalism. The article also identifies challenges for further research and the still existing knowledge gaps. Among others, the questions remain, whether the statist trends in Poland and other countries lead to a system change and what are the roots of these trends.

Traditional and Western medicine are both commonplace in South Africa, and are often consulted in conjunction with each other. The article aims to fill critical knowledge gaps in understanding how women as caregivers decide on medication when experiencing illness in the home. In order to achieve valid and rich in-depth understanding about the types of medicine that individuals opt for, a narrative study was conducted. The research participants are women from Bloemfontein’s townships. Analysis of the participants’ narratives suggests that there are social-economic, traditional, and cultural trajectories associated with negotiating medical treatment. The findings indicate that the context in which individuals give meaning to, diagnose, and treat illness influences their remedial choices. Accordingly, many individuals constantly shift between different types of remedies, as they believe that they yield different, but unique possibilities and solutions.

Therefore, this study aimed to assess associations between personal time perspectives, stigma, socio-economic factors, and attitudes toward seeking professional psychological help (ATTSPPH) in a sample of adults in the general population in Hungary (N=273) aged 18-84 (mean=28.47, SD= 10.31). Multivariate regression analyses found that attitudes towards seeking professional psychological help were inversely associated with stigma, and residing outside of the capital city and positively associated with female gender. None of the time perspectives were associated with help-seeking. The results are discussed regarding the importance of mental health in Hungary.
