International transport is a subject to many regulatory measures worked out by governments, international organisations (e.g. IMO, ILO, EU), regional institutions and public entities. As a result, such regulatory mechanism, which is getting throughout international, strongly affects the real sphere of maritime transport as well as its productivity and efficiency. Maritime transport operators have to apply to many new standards and rules set by international public regulators aimed mainly at improving and enhancing safety and security at sea. It is sometimes very painful process in terms of costs and time but inevitable to survive in the highly competitive environment. The author analyses the nowadays existing regulatory mechanism in maritime transport and tries to evaluate it in terms of its impact on effectiveness of maritime transport processes.

Our paper deals with the methods and techniques used in the educational process in the Maritime University of Constanta to develop the practical abilities and principles in applying the operational procedures and the utilization of the specific safe and rescue equipments at sea, by the students and maritime officers. The educational process has an outstanding role in the career of a maritime officer and the problem of the safety and security is essential in order to avoid catastrophes and for saving human lives. The paper presents the implementation, the role and function of the new simulators as part of the teaching process. Quality cannot be obtained without new teaching methods and training procedures, where IT and simulators occupy an outstanding place. These new methods and techniques have been introduced in the Maritime University of Constanta (MUC) step by step, from the multimedia tools to computers with dedicated complex software.

Opis:
Realization of a national interests is a leading through the country political-economy actions based on a possessed national strategy. In Polish reality the role of leading strategy should be played by a long-term development plans. Now strategy - Long-time National Development Strategy Poland 2030 is one of them. It defines detailed in some, defined by country, areas of its actions and indicate the way of achieve them. In case of Polish sea interest, we should admit that they are not strictly related with sea economy and in a much higher degree are determinate in sectors strategy, energetic, environment and regional development. Achieving them is conditioned by ability to use it’s own potential and due to limited possibility in impact on sea areas, also in use already existing or arising supranational arrangements. Independent leaded by Poland actions should be concentrate in Baltic Sea. Important target should be correlation polish national interests with regional cooperation plans. It should be concentrate in sailing security issue, especially oil tankers and incorporate polish ports into system of transporting commodities form Asia to Europe and combating organized crimes. We should admit that, the most important target of polish presence on others water reservoirs is partial assumption of liability for polish transport of LNG gaze security by UE and NATO. That is why committed ourselves in UE action, including combating immigrations (BRODEX project) is necessary.

The 21st century rivalry of the maritime powers took the form of substitute activities. These are military incidents, control, or seizure of a shipping entity, and activities that threaten shipping itself. This determines the state of maritime security of Poland, because the Baltic has become one of the areas of its conduct. The adopted form of importing energy carriers along with the forming an alliance with the US construction of the alliance with the USA creates the possibility of taking hostile actions against it. It is necessary to adapt the form of operation of the Polish Navy to these threats. Based on the analysis of international, and national legal regulations, strategic documents of maritime powers, and applied forms of maritime activity, the scope of changes in Polish maritime policy was determined. Modifications of the definition of terms maritime piracy and unlawful assault at sea in Polish legal regulations were considered necessary, they should also include activities of maritime terrorism, subversion and sabotage of offshore facilities and installations, as well as ships operating. The principle of linking defense tasks against the sea attack, and maintaining navigation continuity was proposed as an element determining the construction method of the Polish Navy and the scope of combat training. On this basis, its combat potential and scope of training were determined. It should cover four areas (preparation for defense operations, combating nontraditional risks, how to respond to provocative, and criminal activities).

This article tries to show the relationship between one important set of deficiencies included in the Paris Memorandum of Understanding on Port State Control procedures, propulsion and auxiliary machinery, the importance of this set of deficiencies for the PSC inspection and also its importance for the Maritime Safety. The maintenance of the propulsion and auxiliary machinery systems has become less important that it deserves, that means while the ship sails everything is supposed to be properly maintained, this is the most extended policy in the Companies and accepted and supported by the Owners. This article studies the deficiencies included in the category propulsion and auxiliary machinery detected by the Port State Control Officers (PSCO) of the Paris MOU area, and tries to demonstrate how important they are in these inspections. At the same time can be seen the professional profile of the PSCO’s as well as the assessment made by them of those areas included in this set of deficiencies.

Opis:
People responsible for crisis management, especially in coastal voivodships (Pomeranian, West Pomeranian and Warmian-Masurian Voivodeship) must be aware and prepared to take effective action in the event of emergencies in maritime waters. The geographical, hydro meteorological conditions and geographical conditions of the Baltic Sea of the Baltic Sea and the increasing intensity of Baltic shipping, and in particular the increase in oil transport, mean that the likelihood of maritime accidents that can generate crises in sea areas increases significantly. There are about 2000 ships in the Baltic marine area at any given moment and about 3500 - 5500 ships navigate through the Baltic Sea per month. Approximately 20% of the ships in the Baltic Sea are tankers. Despite different uncertainties some trends in the Baltic shipping can be expected. For example ship traffic is likely to increase yearly and it is expected that vessel size will increase because the maritime transport must be more efficient and cost-saving. Such trends create serious threats for Baltic States. The maritime administrations of the Baltic States and international maritime organizations undertake a number of actions to increase maritime safety in the Baltic Sea. The publication characterizes Baltic shipping and analyzes the scale of threats generated by maritime accidents, as well as ways of responding and minimizing the probability of emergencies in the Baltic Sea. Activities including: legislative and organizational activity were also characterized; practical use of modern technology both on vessels and in land navigation monitoring systems; marine traffic engineering and shipbuilding, which aim is to minimize the likelihood of maritime accidents in the Baltic Sea and analyses of Baltic states capacity to oil spill response. In addition, the publication proposes a definition of a crisis situation in relation to sea areas and presents when a maritime accident or incident can generate a crisis situation in sea areas. The result of the research process is proposals for actions that, in the author's opinion, should be taken to reduce the number of maritime accidents in the Baltic Sea.

Zamierzeniem autora opracowania jest przedstawienie wybranych aspektów bezpieczeństwa ze szczególnym uwzględnieniem bezpieczeństwa przestrzeni morskiej przygranicza. Bezpieczna przestrzeń przygranicza morskiego pojawia się w prezentowanym materiale jako nowe podejście i sytuuje ją w rzeczywistości społecznej, ekonomicznej, administracyjnej, prawnej, jak również wytycza zaledwie pewne kierunki spojrzenia na bezpieczeństwo przymorza. Elementami środowiska pracy na morzu są sytuacje i czynniki socjonautyczne, psychospołeczne, socjoekonomiczne, socjoorganizacyjne związane bezpośrednio lub pośrednio z pracą na morzu, między innymi takie jak: układ władzy i struktur społecznych, układy prawne, treść pracy, konfliktowość, zadowolenie oraz możliwość rozwoju osobowości w pracy. Artykuł prezentuje przestrzeń morską w ujęciu teoretycznym jak również ukazuje podejście badawcze do problematyki bezpieczeństwa przygranicza morskiego. Ważnym staje się pokazanie bezpieczeństwa przygranicza morskiego w kontekście działań funkcjonariuszy Morskiego Oddziału Straży Granicznej w Gdańsku.
The aim of the study is to present chosen safety aspects with with particular reference to maritime boundary space. The safe space of maritme boundary appears in the given material as a new approach and positions it in social, economic, administrative, and legal realities. It also charts merely certain directions of the view to analyse the marine safety. The environmental elements of work at sea are socionautical, psychosocial, socioeconomic and socioorganizational situations and factors directly or indirectly relevent to work at sea, such as: system of power and social structures, legislative arrangements, work context, conflicts, gratification and possibility of personality development at work. The article presents marine space in theoretical field and portrays an experimental approach to security of maritime boundary issues. The security demonstration of maritime boundary in context of officers’ activities from Marine Border Guard Forces in Gdańsk becomes crucial.

This paper introduces software solutions for communication, equipment control, and management of oceangoing ships for enhanced Global Maritime Distress and Safety System (GMDSS) network and equipment. This software controls all maritime transmission systems and integrates communications software at level of server and workstations. Equipment control software is used to control and maintained locally or remotely transceivers, transmitters, receivers and other hardware. Special management software is included to process, analyze and exploit the various types of information generated by GMDSS networks and equipment. This papers are also includes the concept of software solutions on radio and satellite GMDSS ship terminals, on radio and satellite GMDSS coast terminals, and as well as in GMDSS Cospas-Sarsat ground terminals. In addition, the cybersecurity system in GMDSS security management is also described in this paper.

This study was determined the evaluation of the safety, security, and protection of the navigational trip in terms of safety among marine engineering students as an entire group and when they were classified according to section such as Polaris 3-A, Polaris 3-B, and Polaris 3-C. Respondents of the study were the one hundred twenty (120) Polaris marine engineering students who are currently enrolled in the College of Maritime Education of JBLFMU-Molo for School Year 2017-2018 who were on board or have undertaken the navigational trip and have observed some of the safety and security services on board. The researchers employed quantitative-qualitative research design by Creswell (2013) to determine the navigational trip and observations of the safety and security services on board. Results revealed that the respondents had “excellent evaluation” about the safety, protection, and security of the navigational trip vessel. There were no significant differences in the evaluation of the respondents as to the different sections; no relationships were observed when the respondents’ evaluation results were compared according to sections. The observations and comments cited in this study signify that the navigational trip vessel exhibited safety and security, maintain clean and safe environment, and followed the strict implementation of safety as prescribed by the international standards. The respondents’ comments attested that the navigational ship has implemented the international standard of safety and procedure on board.
