Poor lookouts, i.e. one of errors in situation awareness, are pointed out as the major cause of collisions of ships, through investigations of collision accidents. In order to evaluate safety measures for preventing collisions caused by poor lookouts, it is necessary to understand background factors, so called “contexts”, of errors in situation awareness regardless of occurrence of collisions. The purpose of this study is to point out the possible significant contexts, using a navigator’s situation awareness model. As a result, we point out that one of the possible significant contexts is a problem on judgment of priority levels of other ships with regard to attention.

This paper presents the methodology and research results on identification of potential users of the ESABALT system, which is targeted towards improving the situational awareness in the Baltic Sea region. We describe the technique of analysing the stakeholders involved in maritime sector processes, especially in maritime transport processes, while also taking into account their different classification criteria. The resulting list of stakeholders is used to identify system users and their classification into user profiles groups. This study will form the basis for the identification of user requirements of the ESABALT system.

The Baltic winter navigation depended always very much on the ice conditions in the sea. The sea ice occurs different in form and amount, depending on the sea area and the winter season. As the maritime traffic on the Baltic Sea constitutes a substantial amount in the whole of the Baltic countries transport, Sea Ice Services (SISs) have come into being. They constituted the Baltic Sea Ice Meeting (BSIM) – a body, which assembles the parties, which are interested in warnings against bad ice conditions, and in protection of navigation in ice in the Baltic Sea. An indispensable co-operator to this body was always the company “Baltic Icebreakers”. To-day within the BSIM operate by the SISs of Denmark, Sweden, Finland, Russia, Estonia, Latvia, Lithuania, Poland and Germany, Netherlands, Norway and the Baltic Icebreakers. The main statutory duties of the SISs is the acquisition, processing and dissemination of actual information on sea ice conditions and on obstructions to navigation due to sea ice. This is done by maintaining observing posts along the coast of those countries, in their ports and approaches to them, by gathering information from ships, from ice beakers, if possible – from reconnaissance flights or satellite images. Routine products of SISs are the ice reports, ice bulletins, ice charts, forecasts and warnings and other information broadcast by mass media, e.g. radio, internet, Navtex and on the national and Baltic SISs’ web sites etc.

W pracy przedstawiono propozycję wykorzystania teorii masowej obsługi i jej metod analitycznych do badania prakseologicznego systemu działania, którym jest morski port handlowy, traktowany jako wielokanałowy system masowej obsługi. We wstępie zaprezentowano założenia metodologiczne i podstawowe narzędzia badawcze teorii masowej obsługi, ukierunkowane na analizę morskiego portu handlowego. W dalszej części został przedstawiony wielokanałowy model morskiego portu handlowego, obejmujący 5 terminali portowych. Wybrany terminal kontenerowy posłużył do szczegółowych badań analitycznych za pomocą metod teorii masowej obsługi.
The paper presents a proposal to use the theory of mass service and its analytical methods to study the praxeological operating system, which is a commercial sea port, treated as a multi-channel mass service system. The introduction presents the methodological assumptions and basic research tools of mass service theory focused on the analysis of the commercial sea port. In the next part, a multi-channel model of the commercial sea port was presented, covering 5 port terminals. The selected container terminal was used for detailed analytical research using the methods of mass service theory.

Subiect of the paper is the problem of predicting sea-going ship resistance and/or horsepower in real operating conditions. Attention is drawn first of all to the need and possibility of revising the very much outdated but still used "service margin" method, which consists in adding an arbitrary percentage margin to the value of resistance or horsepower, relatively precisely determined for the calm water conditions. A negative impact in this respect is shown of the generally used delivery-acceptance procedures, where particular importance is attached to the ship propulsion tests on the "measured mile". The need of revising the "service margins" is a consequence of an obvious need for most efficient ships from the technical as well as economic point of view. Secondly, it is a "must" of permanent improving the ship design quality - the adequacy and accuracy of design methods. The work presents the "wave service margin" coefficient models. It is assumed that they may contribute to the necessary rationalization of the procedure of real ship resistance and/or horsepower determination. The work is based on the results of resistance tests of a series of ships designed within the Baltecologicalship project. The tests were carried out in the Chair of Ship Theory and Design of the Faculty of Ocean Engineering and Ship Technology, Gdansk University of Technology.

Vessels’ traffic in the area of Southern Baltic has not been organized yet. Therefore a risk of potential grounding or collisions is imminent. Organization the traffic by means of passive methods like determination the ships’ routes or traffic separation schemes is one of the better measures to improve navigation safety. Although such activities should take into account interests of coastal countries. The whole area should be considered, and the needs arising from traffic at present and in the future should be met. Due to complexity of above problem, solutions that are fragmentary may lead to deterioration of existing situation and cause new threats for all Baltic countries.

The aim of the TOPVOYS project supported by the MarTERA ERA-Net Cofund program within the European Commission is to advance and implement analyses tools and decision support system for voyage optimisation. Based on marine weather analyses and forecasts combined with near real time satellite-based observations of wind, wave and surface current conditions as well as sea surface temperature fields the best shipping route are examined. The proposed approach aims to identify the optimum balance between minimisation of transit time and fuel consumption as well as reduction of emissions without placing the vessel at risk to damage and or crew injury. As such it is compliant with the International Maritime Organization guidelines [6] for ship routeing to keep the traffic smooth and avoid accidents, notably in the presence of unfavorable marine meteorological conditions. The tool performances will be demonstrated both in post-voyage analyses and real time operations for the North Atlantic Ocean crossings, voyages from Europe through the Mediterranean Sea and the Suez Channel to the Far East (e.g. China, South Korea) and voyages around Southern Africa.

When designing a transport vessel, one of the most important parameters assumed by the owner is the service speed of the ship. Service speed and motor power are calculated as an approximation of the ship’s speed in calm water (i.e., the contract speed) with the addition of the sea margin (SM). In current design practice, the addition of SM is not dependent on weather parameters occurring in liner shipping. This paper proposes a new method for establishing the value of SM depending on the type and size of the vessel and the average statistical weather parameters occurring on various shipping lines. The results presented in this paper clearly demonstrate that further research is needed to determine the precise relationship between the shipping and vessel type and the weather parameters on a shipping line.

This study presents a quantitative approach to mapping benthophagous fish feeding grounds. This approach combines the spatial biomass distribution of benthic prey items and their importance for the diets of predators. A point based biomass data of macrozoobenthos together with a set of environmental factors was used to develop Random Forests models that produce continuous biomass distribution layers for individual prey species. Depending on the diet composition and the importance of prey for fish feeding, these layers are overlaid and an integrated GIS map of the seabed showing the quality of feeding grounds is generated. These maps provide a useful basis for conservation and marine spatial planning. In addition, this method could be applied to the mapping of resources used by other benthophagous organisms. The method is presented using the example of three common Baltic fish species: cod, flounder and viviparous eelpout.

This article deals with the issue of tax liability arising when taxpayers undertake economic activity in maritime areas. The research was conducted both on the grounds of direct taxes, indirect taxes and property taxes. The article verifies the hypothesis that the current provisions of Polish tax law do not fully comply with the tax authority granted to Poland as a coastal state in its maritime areas. The research method used in this study was a critical analysis, including a linguistic analysis of the provisions of tax acts and international agreements to which the Republic of Poland is a party. In addition, the research used the analysis of views of doctrine and jurisprudence of administrative courts and tax authorities.

This article presents the principles of data transmission and processing in a module of duplex transmission of messages as required by ship reporting in the RIS (River Information Services) system. Technical specification of messages intended for ship commanders is analyzed. Data standards in harmonized River Information Services on inland waterways are presented. Furthermore, the analysis covers message structures, encrypting in XML format for electronic reporting by ships. Finally, the author evaluates the advantages of introducing the RIS system for the safety of inland vessel traffic and the effect of the system on environmental protection.

The main objectives of the MarCom project (‘Maritime Communications - broadband at sea’) are to investigate the main user needs and communication technologies requirements to accommodate those needs within the maritime community. The project will carry out several pilots to demonstrate the usability of terrestrial wireless technologies in combination with, and in some areas instead of satellite communication (SatCom). The major benefit to the maritime users are expected to be reduced costs, increased bandwidth, Quality-of-Service (QoS) and improved communication security and versatility. The MarCom approach is characterized by combining thorough investigations of present and future user needs through nine scenarios/user cases along with identification of cost-effective communication platforms to match the application requirements being obtained. The MarCom investigations have revealed the bandwidth needs for a set of application groups, and identified the data integrity requirements for each group. Furthermore this paper is addressing the MarCom work with the IMO/IALA e-Navigation strategic initiative in establishing the bandwidth requirements to obtain the major objectives of the e-Navigation concept.
