    Konferencje bibliotekarskie w Polsce są platformą wymiany doświadczeń dotyczących realizacji podstawowych zadań instytucji bibliotecznych oraz miejscem wymiany spostrzeżeń na temat wpływu zmieniającej się rzeczywistości prawnej i technologicznej na funkcjonowanie bibliotek. Tematyka konferencji każdorazowo uwzględnia szerokie spektrum działalności bibliotecznej, często odzwierciedlając aktualne zmiany ustawodawcze lub wdrażane nowe rozwiązania techniczne. Innowacyjne rozwiązania możliwe do wprowadzenia, propozycje zmian i usprawnień procedur bibliotecznych częściej stanowią przedmiot prekonferencji. W niniejszym artykule dokonano podsumowania cyklu konferencji pn. Wrocławskie Spotkania Bibliotekarzy, organizowanych na Politechnice Wrocławskiej od 2007 r., pierwotnie przez Bibliotekę Główną i Ośrodek Informacji Naukowo -Technicznej, a następnie przez Centrum Wiedzy i Informacji Naukowo-Technicznej, w którego skład wchodzą Biblioteki Politechniki Wrocławskiej.
    Conferences of librarians held in Poland constitute a platform for the exchange of experiences associated with the realization of the fundamental task of library-based institutions and they also furnish opportunities for the exchange of observations about the influence of the changing legal and technological reality upon libraries. The theme of the conference, which each time takes into account a wide range of library-based activities, frequently reflects the current legislative changes or the new technical solutions which are implemented. More frequently, innovative solutions which may be implemented, the suggestions of changes and improvement of library-based procedures constitute the subject of pre-conferences. The text recapitulates the series of conferences known as the Wrocław Meetings of Librarians, organised at the Wrocław University of Science and Technology since 2007, initially by the Main Library and the Centre of Scientific and Technical Information, and then by the Centre of Scientific and Technical Knowledge and Information, of which the Libraries of the Wrocław University of Science and Technology constitute an integral part.

    Opis:
    The wide expansion of digital technologies has influenced research in all fields of science as well as educational activities. Scientific objective: The purpose of this article is to examine critical areas of academic library activity, in a significant or requiring far-reaching changes in all aspects, in the context of needs of the scientific community. Research methods: It was decided that the method that will allow to outline the situation in this area will be qualitative content analysis texts from leading journals. For this purpose, the main databases of Web of Science articles have been searched: Science Citation Index Expanded (SCI-EXPANDED), Social Sciences Citation Index (SSCI), and Arts & Humanities Citation Index (A&HCI), using the instruction TS = (“academic library” OR “academic libraries” OR “university library” OR “university libraries”) AND TS = (scholars or scientists or faculty or researchers or academics). The query limited to the last five years yielded gave as results 170 articles, of which 51 were deemed relevant to the issues discussed. Results and conclusions: In the light of qualitative content analysis of those texts, it is possible to distinguish following areas as important: general approach of scholars and librarians to cooperation, practices of research support, access to information resources adapted to scholars’ needs, data curation support, publication strategies support. On this basis, conclusions have been drawn about the role and type of support that academic libraries may provide in the process of scholarly communication. Cognitive value: This study has contributed to the research into the evaluation of academic library’s support services in the process of scholarly communication.

    Fakt, że rozwój nauki możliwy jest jedynie wówczas, gdy zapewni się dostęp do wyników i wniosków z przeprowadzanych badań, od dawna znany jest w środowisku naukowym. W latach dziewięćdziesiątych ubiegłego stulecia refleksja ta stała się impulsem do powstania ruchu Open Access (OA) i budowania pierwszych otwartych archiwów, mających przyspieszyć przepływ informacji. W artykule przybliżono założenia idei OA, przyczyniającej się do popularyzacji wiedzy oraz jej rozwoju; na przykładzie Repozytorium Uniwersytetu Jagiellońskiego przedstawiono sposób funkcjonowania repozytoriów, korzyści płynące z publikowania w otwartym dostępie, oraz wskazano miejsce, jakie repozytoria instytucjonalne mogą zajmować w komunikacji naukowej.
    The fact that the development of science is possible only when access is made to the results and the conclusions associated with the research which was conducted has been familiar for a long time in the scholarly community. In the 1990s this reflection became an impulse for the establishment of the Open Access movement (OA) and for the construction of the first open archives which were supposed to accelerate the flow of information. The article familiarises the reader with the premises of the OA concept which contributes to the popularisation of knowledge and its development, it presents on the basis of the example of the Jagiellonian University Repository the manner of the functioning of repositories, the benefits which are associated with the opportunity to publish works in the open access framework and it indicates the position which institutional digital libraries may assume in scholarly communication.

    Celem badań opisanych w artykule było przedstawienie doświadczeń pracowników Biblioteki Jagiellońskiej związanych z wdrażaniem polityki otwartego dostępu na Uniwersytecie Jagiellońskim. Opisane działania skupiają się zarówno na historycznym aspekcie wdrażania polityki, jak i na działaniach kontynuowanych lub podjętych po ogłoszeniu związanych z tym aktów prawnych. Do zbierania danych zostały wykorzystane metody analizy i krytyki piśmiennictwa oraz studium przypadku, których zastosowanie pozwoliło  szczegółowo opisać temat otwartego dostępu do nauki z perspektywy wdrożenia takiej polityki na Uniwersytecie Jagiellońskim. Na kanwie zgromadzonych doświadczeń można stwierdzić, że główne problemy we wdrażaniu otwartej nauki na uczelni to słaba znajomość tematu przez pracowników i brak dostatecznego finansowania. Do głównych zalet natomiast należą: nieograniczony dostęp oraz szersze rozpowszechnienie wyników badań i publikacji naukowych.
    The underlying goal of the present study is to investigate  the experience gained by the Jagiellonian Library staff in the implementation process of the new open knowledge policy at the Jagiellonian University. The discussed tasks and decisions pertaining to the process focus on both the historical aspects of the implementation of the policy and the relevant activities that are either being carried out now or became effective following the introduction of relevant legal acts and a series of legal instruments pertaining to the comprehensive realisation of the project. Applicable methods of literature analysis and review were used to collect data, just as a case study, which altogether allowed the concerns of open access to knowledge to be properly distinguished and discussed in detail from the perspective of its implementation at the Jagiellonian University. Our experience thus far indicates that the main issues in the implementation of open knowledge at the University include insubstantial awareness among staff, as well as insufficient funding. The main advantages of open  knowledge, however, include: limitless access to literature and a better promulgation of research results, scholarly output and publications.

    Publikowanie w trybie otwartego dostępu (OD) wpisało się już na stałe w proces komunikacji naukowej. W niniejszej pracy podjęto próbę wykorzystania dostępnych narzędzi w celu analizy dorobku publikacyjnego naukowców Uniwersytetu im. Adama Mickiewicza w Poznaniu pod kątem jego pełnotekstowej dostępności oraz określenia statusu publikacji otwartych. Pierwszy etap badania polegał na pobraniu z Bazy Wiedzy UAM 9488 numerów DOI , co stanowiło 70,4% wszystkich artykułów z objętego badaniem okresu, czyli od roku 2017 do 2020. Drugi etap obejmował wykorzystanie narzędzia Simple Query Tool udostępnianego przez Unpaywall (https://unpaywall.org/) w celu określenia statusu OD dla badanej próby. Wszystkie dane były pobrane 25 marca 2021 roku. 63% przebadanej próby stanowiły artykuły otwarte, dostępne pełnotekstowo w legalnych źródłach. Artykuły zamknięte objęły 29,7% badanego dorobku. Artykuły otwarte zostały sklasyfikowane w czterech kategoriach: złotej, zielonej, brązowej oraz hybrydowej. W badanej próbie najpowszechniejszym typem otwartego dostępu był złoty OD, którego odsetek wzrósł z 51,2% w 2017 do 61,3% w 2020 roku. Najbardziej popularnym wśród pracowników UAM wydawcą publikującym artykuły otwarte okazał się Uniwersytet im. Adama Mickiewicza w Poznaniu (ponad 22% artykułów). Najwięcej artykułów zamkniętych opublikowano w wydawnictwie Elsevier (37%). Podstawowym ograniczeniem była możliwość analizowania tylko tych artykułów naukowych, które zawierały DOI .
    Open Access as a publishing model for scholarly communication has become a staple of modern publication, dissemination and discovery of academic research. This article is an attempt to use all available tools to analyse the publishing output of the researchers of the Adam Mickiewicz University in Poznań as regards its full-text availability and the determination of the status of open publications. The methods: The initial stage of the study involved downloading 9,488 DOI identification numbers from the AMU Knowledge Database, which comprised 70.46 per cent of all the articles within the chronological bracket under examination (2017–2020). The second stage involved downloading data from the Web of Science and Scopus data bases, whereas the third stage involved the use of the Unpaywall’s Simple Query tool (https://unpaywall.org/), i.e. the tool that provides data on whether an open version of an article exists based on the article’s DOI , to establish the Open Access Status for the sample under investigation. All data were retrieved on March 25, 2021. The results: 63% of the study samples included open articles, available in full-text in legitimate sources for academic literature. Closed articles included 29.7% of the research output under investigation. The open articles were categorised into the following four types: gold, green, brown and hybrid. In the sample under scrutiny, the most common type of open access model was that of the gold open access model, while its proportion increased from 51% in 2017 to 61% in 2020. The Adam Mickiewicz University in Poznan emerged as the most popular publisher that produced open articles (more than 22% of articles). The largest number of closed articles has been published by Elsevier (37%). The basic limitation was the impossibility of analyzing all published articles, but only those articles that were provided with their DOI identification numbers.

    Przepisy tzw. dużej nowelizacji ustawy o prawie autorskim i prawach pokrewnych obowiązują od stycznia 2016 r. Zmiany dotyczą m.in.: rozszerzenia dozwolonego użytku informacyjnego zezwalającego każdemu na korzystanie z przemówień publicznych, wykładów oraz kazań w granicach uzasadnionych celem informacji (art. 26 ustawy o prawie autorskim); dozwolonego użytku edukacyjnego (art. 27 ustawy o prawie autorskim) stanowiącego, iż na potrzeby dydaktyczne lub w celu badań naukowych instytucjom oświatowym, uczelniom, jednostkom naukowo-badawczym, instytutom naukowym Polskiej Akademii Nauk (jeśli prowadzą studia doktoranckie, podyplomowe lub prezentują inne formy kształcenia) oraz muzeom przysługuje prawo do wykorzystania rozpowszechnionych utworów w oryginale i w tłumaczeniu oraz do zwielokrotniania drobnych utworów lub fragmentów większych utworów w procesie nauczania. Dozwolony użytek edukacyjny umożliwia korzystanie przez instytucje edukacyjne z e-learningu (pod warunkiem, że uczestnicy kursów nie będą anonimowi). Znowelizowana ustawa zawiera szereg uregulowań istotnych z punktu widzenia bibliotekarzy. Dotyczą one m.in. wypłaty wynagrodzenia dla twórców za użyczanie egzemplarzy utworów przez biblioteki publiczne (public lending right); korzystania z utworów osieroconych oraz z utworów niedostępnych w obrocie handlowym, znajdujących się w zbiorach instytucji kultury i oświaty, takich jak archiwa, biblioteki, muzea.
    The regulations of the so-called “major amendment” of the acts of law concerning copyright and cognate acts of law have been binding since January 2016. The changes concern inter alia the extension of fair use, which enables everyone to use public speeches, lectures or sermons within the limits of the justified use of information (Art. 261 of the law concerning copyright); fair education-related use (Art. 27 of the law concerning copyright) which stipulates that educational institutions, institutions of higher education, scholarly and scientific research units, scholarly institutes of the Polish Academy of Sciences, museums (if they offer PhD studies, post-doctoral studies or other forms of education), are entitled – for the purpose of instruction or research – to use the works which are disseminated in the original form and in the translated form and to multiply brief woks or fragments of greater works in the process of instruction. Fair education-based use facilitates the use of e-learning by educational institutions (on condition that the participants of the courses are not anonymous). The amended act of law contains a number of regulations which are relevant from the point of view of librarians, e.g. the payout of remuneration to the authors, lending copies of works by public libraries (public lending right); the use of orphaned works and of works which are not circulated in trade, works which are a part of the collections of the institutes of culture and education such as archives, libraries and museums.

    W artykule podjęto rozważania z zakresu szeroko rozumianej komunikacji naukowej, uwzględniając zagadnienia kompetencji uczestników aktów komunikacyjnych z obszarów science communication, scientific communication, scholarly communication. Kompetencje nakreślono, analizując bariery komunikacyjne, rozpatrując różnice wynikające z założeń IQ (inteligencji intelektualnej) oraz EQ (inteligencji emocjonalnej), sytuując komunikację naukową we wzorcu komunikacji synergicznej. Zaprezentowano modelowe koncepcje kompetencji opisanych w literaturze przedmiotu, lokalizując pojęcia information literacy, transliteracy i metaliteracy w odniesieniu do procesów zachodzących w komunikacji naukowej.
    The article presents considerations associated with the broadly conceived scholarly communication, with reference to the problems associated with the competence of the participants of communicative acts in the area of science communication, scientific communication, scholarly communication. The competences were outlined by means of an analysis of communication barriers, with reference to the differences resulting from the premises of IQ (intellectual intelligence) and EQ (emotional intelligence), situating scholarly communication in the model of synergic communication. There is a presentation of the concepts of competences described in subject literature by means of anchoring the concepts of information literacy, transliteracy and metaliteracy in reference to the processes which occur in scholarly communication.

    The article is devoted to the genre of Festschrift, i.e. a volume dedicated to an eminent scholar in a particular field (linguistics in this case) on the occasion of his or her birthday/jubilee. It focuses on the position of the Festschrift in scientific discourse, its intertextual character and its relationship to other genres with similar communicative intentions (laudatio/eulogy, brief biographical portrait, obituary). It further analyzes the interactional aspects of the Festschrift: the way in which authors of contributions manifest their relationship to the personality and works of the honoree, citing and analyzing his or her opinions, dealing with the honoree’s individual style, utilizing his or her topics or terminology, or reminiscing about collaboration with the scholar. The article also devotes attention to titles of the individual contributions to the volume, their ordering, rhetorical pathos, figurative expression and humorous dedications. Frequently-used speech acts such as thanking, congratulat¬ing, praising and complimenting are also analyzed.
    Artykuł poświęcony jest gatunkowi księgi jubileuszowej – zbioru ofiarowanego wybitnemu specjaliście z jakiejś dziedziny (w tym przypadku z dziedziny lingwistyki) z okazji jego jubileuszu. Rozważane jest miejsce zbioru jubileuszowego w obrębie dyskursu naukowego, zwraca się uwagę na jego intertekstualny charakter i na jego stosunek do innych podobnie motywowanych gatunków (laudacja, portret, nekrolog). Następnie analizowane są interakcyjne aspekty księgi jubileuszowej – w jaki sposób autorzy artykułów manifestują swój stosunek do osoby i dzieła jubilata (cytują lub analizują jego opinie, odnoszą się do jego indywidualnego stylu, podejmują jego tematy bądź terminologię, wspominają swoją z nim współpracę). Uwagę poświęca się także tytułom poszczególnych artykułów w zbiorze, ich układowi, retorycznemu patosowi, figuralnym sposobom wyrazu i pełnym humoru dedykacjom. Analizowane są też najczęściej używane akty mowy, jak podziękowania, gratulacje, pochwały i komplementy.
    Der Aufsatz befasst sich mit der Textsorte Festschrift, d. h. Sammelbänden, die bedeutenden Persönlichkeiten eines Faches (hier: der Linguistik) zu einem Lebensjubiläum gewidmet sind. Er konzentriert sich auf die Position der Jubiläumsfestschriften im wissenschaftlichen Diskurs, ihre intertextuelle Natur und ihre Beziehungen zu anderen Textsorten mit ähnlicher Kommunikationsmotivation (Laudatio, Medaillon, Nekrolog). Ferner werden die interaktionalen Aspekte der Festschrift analysiert: die Art und Weise, wie die Autoren der Beiträge im Sammelband ihre Beziehung zu der Persönlichkeit und zum Werk des Jubilars zum Ausdruck bringen (ob sie ihn zitieren und seine Ansichten erörtern, sich mit seinem Individualstil befassen, seine Themen bzw. Terminologie übernehmen, sich an ihre Zusammenarbeit mit dem Jubilar erinnern usw.). Der Artikel richtet seine Aufmerksamkeit auch auf die Titel der einzelnen Beiträge im Sammelband, die Art und Weise ihrer Reihung, rhetorisches Pathos, figurative Ausdrucksweise und humorvolle, witzige Dedikationen. Auch häufige Sprechakte wie Danksagung, Glückwunsch, Lobpreisung oder Komplimente werden dabei berücksichtigt.

    This article uses the model of dependency between centers and peripheries of scientific knowledge production to create a theoretical framework for investigating predatory journals. The framework is presented as an alternative to the dominant ways of the problem's characterization. Predatory journals are so far described mostly as a newly emerging phenomenon strongly connected with publishing in Open Access and fraudulent publishers. In this article, I argue that predatory publishers are recognized as illegitimate by the center of knowledge production. This geopolitically situated approach let me look more critically on the ways of assigning this illegitimacy. It also allows me to define the ostensible center and reveal a mechanism for functioning many journals accused of being predatory. The ostensible center is understood as an institution disseminating knowledge that is invisible or illegitimate to the center. However, at the same time some actors see an ostensible center as belonging to the center. The presented terms are analytical tools for further research that might enable us to get a wider picture of a modern global system of knowledge production and point out its antiegalitarian mechanism.

    The article aims to diagnose how Polish political science is internationally recognized, and how this recognition has changed during the last period of research evaluation (2017–2021). For this purpose, several quantitative indicators from the 2013–2016 and 2017–2021 evaluations were analyzed: the number of publications, place of publication, the impact of both the journal and the article. The hypotheses assume that in 2017–2021, the numerical output of Polish political science works indexed in international databases increased significantly. Still, when it comes to the impact of the Polish academy on global political science, it remains weak. The data provided in the SciVal program was used for the analysis. Articles were selected from the Scopus database, specifically from the “Politics & International Studies” collection. The results of the conducted research confirm the assumptions formulated in the hypotheses.
    Celem artykułu jest diagnoza tego, jak zmieniła się międzynarodowa rozpoznawalność polskiej politologii w trakcie ostatniego okresu ewaluacji nauki (2017–2021). W tym celu przeprowadzono analizę kilku wskaźników ilościowych z ewaluacji 2013–2016 oraz 2017–2021, dotyczących liczby publikacji, miejsca publikacji, prestiżu czasopisma i wpływu artykułu. W hipotezach założono, że w latach 2017–2021 dorobek liczbowy polskiej politologii obejmujący prace indeksowane w międzynarodowych bazach danych zwiększył się znacząco, jeżeli jednak idzie o wpływ polskiej akademii na nauki o polityce w skali globalnej, pozostaje on nieznaczny, sytuując nauki o polityce na peryferiach globalnego dyskursu. Do analizy wykorzystano dane udostępniane w programie SciVal. Wybrano artykuły, które były indeksowane w bazie Scopus w kolekcji „Politics & International Studies”, opublikowane z afiliacją co najmniej jednej z 34 uczelni, które w okresie 2017–2021 ewaluowały się w dyscyplinie nauki o polityce i administracji. Wyniki przeprowadzonej analizy potwierdzają założenia sformułowane w hipotezach.

    In contemporary media and communication science, mediatization is regarded as an “emerging paradigm”, but the term itself is diffuse and highly contingent. An attempt is made in this paper to integrate structural and individual concepts of mediatization theory by combining it with Bourdieu’s field theory using the example of science. After outlining the notion of mediatization underlying this text, the special features of scientific communication and the scientific field are presented. Hypotheses mentioned in the literature on the influence of new media technologies on science are contrasted with the state of research. This reveals that the impact of media innovations cannot be seen in a monocausal manner. In field-specific mediatization, they interact with various structural and individual elements.
