Indian experts in South Asia are often haunted by a conventional understanding that India's policy towards the small states in the region does not alter with a change of guard. Such understandings specifically hint at the role of the Indian bureaucracy, which is deemed a permanent government and a prominent actor in India's foreign policy decision-making. On the contrary, several claims have been made about how India's foreign policy towards its neighbours has been driven by inconsistencies and ad hocism because of the lack of a clear-cut neighbourhood policy. Narendra Modi's neighbourhood policy is generally interpreted from two conflicting perspectives: either Modi's neighbourhood policy is a continuity of the tradition, or, if it is not, it is a change. To assess what has been continued under the Modi administration in dealing with India's neighbours, and what has been significantly altered, this study uses a neo-Kautiliyan approach, i.e. an Asiatic term for India's neorealist approach, which concurrently foregrounds a non-Western perspective. The reason for using this approach is the wish to discover how far the securitisation of the Indian foreign policy has continued in dealing with small countries. The second objective is to assess how such securitisation has impacted India's rise, while the third one is to see to what extent India's rise has been laden with responsibility towards its small neighbours while prioritising its security concerns. Methodologically, this study is embedded in literature review; the materials comprise both academic and general debates on India's neighbourhood policy, particularly during the Modi administration.

Since 1991 the world’s interest in South Asia has been rising continually. On the parallel basis India s ambitions and its commitment to international affairs influenced both foreign and economic policy. This is to observe also with respect to increase in regional cooperation in South Asia. In the mid-point of the 21st century India will become the most populous nation worldwide. Due to in-depth changes within India s economy which began in the early nineties India enjoys accelerated economic growth which could spill all over the region. This involves changes across the society and growing domestic demand. Thanks to increased openness of the Indian economy the volume of regional trade begins to rise eventually. India attracts more foreign investment and draws investors’ attention to other South Asian countries. This article also aims at highlighting India s key role in regional political and economic cooperation within SAARC and BIMSTEC. The author also concentrates on new perspectives of Indian foreign policy i.e. the Look-East-Policy and a new approach to Indian Ocean. Contrary to a common belief that specific Indian political culture may hamper solving regional, mainly boundary, conflicts, and the author argues that India in the decades to come will take advantage of its democratic political system to prove its readiness to assume a more pragmatic stance towards China, Pakistan, Myanmar and Bangladesh. This is critical for India in order to sustain its success.

Tool microlithization was often, although not always, a typical feature of Indian Mesolithic assemblages. Similarly with the previous period, Neolithic developed at a different time and took form in particular areas.

In the article the author focuses on the analysis of Sino-Indian rivalry in the three countries, seeking common points and differences in their situation. These are the inland Nepal, located between India and China; the islands of Sri Lanka, lying adjacent to the Indian subcontinent; and the Maldives, five hundred kilometer away from it. Author claims that in the 21st century there is an increase of intensity in relations between the People's Republic of China and the Republic of India in the field of competitive impacts in the analyzed countries. However, due to the significantly lower potential of India in the economic sphere and less activity in the international arena, the policy of this country in South Asia is most often reactive to China's actions. In the 21st century a significant change in the political situation in Nepal, Sri Lanka and the Maldives can be seen. India's former hegemony has been undermined by China, which has gained an advantage in all of these countries.

‘Stranded Pakistanis’ in Bangladesh – victims of political divisions of 70 years agoNearly 300 000 Urdu-speaking Muslims, coming mostly from India’s Bihar, live today in Bangladesh, half of them in the makeshift camps maintained by the Bangladeshi government. After the division of the Subcontinent in 1947 they migrated to East Bengal (from 1955 known as East Pakistan), despite stronger cultural and linguistic ties (they were Urdu, not Bengali, speakers) connecting them with West Pakistan. In 1971, after East Pakistan became independent and Bangladesh was formed, these so-called ‘Biharis’ were placed by the authorities of the newly formed republic in the camps, from which they were supposed – and they hoped – to be relocated to Pakistan. However, over the next 20 years, only a small number of these people has actually been transferred. The rest of them are still inhabiting slum-like camps in former East Bengal, deprived of any citizenship and all related rights (to work, education, health care, insurance, etc.). The governments of Pakistan and Bangladesh consistently refuse to take responsibility for their fate, incapable of making any steps that would eventually solve the complex problem of these people, also known as ‘stranded Pakistanis.’ The article explains historical and political factors that were responsible for the fate of ‘Biharis’ and presents their current legal situation in Bangladesh. „Opuszczeni Pakistańczycy” w Bangladeszu - ofiary podziałów politycznych sprzed 70 latW prowizorycznych obozach utrzymywanych przez rząd Bangladeszu żyje do dziś blisko pół miliona muzułmanów z indyjskiego Biharu, którzy po podziale subkontynentu w 1947 roku wyemigrowali do Bengalu Wschodniego (później: Pakistanu Wschodniego), pomimo silniejszych więzi kulturowych i językowych (posługują się językiem urdu) łączących ich z Pakistanem Zachodnim. W 1971 roku po uniezależnieniu się Pakistanu Wschodniego i utworzeniu Bangladeszu, około 300-tysięczna grupa Biharczyków została zamknięta przez władze nowo powstałej republiki w obozach, z których następnie miała zostać relokowana do Pakistanu. Jednak w kolejnych 20 latach zaledwie część tych osób została rzeczywiście przesiedlona. Pozostali, pozbawieni obywatelstwa i wszystkich wiążących się z tym uprawnień (np. do pracy, edukacji, ochrony zdrowia, ubezpieczenia itd.), wciąż zamieszkują przypominające slumsy obozy na terenie byłego Bengalu Wschodniego, zaś rządy Pakistanu, Indii i Bangladeszu wzajemnie przerzucają na siebie odpowiedzialność za ich losy, niezdolne do poczynienia jakichkolwiek kroków, które pozwoliłyby ostatecznie rozwiązać skomplikowany problem tzw. opuszczonych Pakistańczyków (ang. stranded Pakistanis). Artykuł wyjaśnia czynniki historyczne i polityczne, które były odpowiedzialne za los „Biharczyków”, oraz przedstawia ich obecną sytuację prawną w Bangladeszu.

The article reviews the Polish edition of the classical synthesis of Thai history written by Chris Baker and Pasuk Phongpaichit. While both the book and the translation are of high quality and worth reading, the former contains a few omissions and dubious opinions, and the latter some mistakes.

The extraordinary rise of China is one of the most remarkable events of the 21st century and it has attracted tremendous interest in international politics. Yet, the ways in which the small states in South Asia strategically respond to the changes in the systemic structure have largely been neglected in traditional literature. This article seeks to fill this gap by systematically analysing the types and causes of strategies undertaken by three small states in South Asia in order to respond to China's rise. Empirically, it focuses on the contentious regional dyads in South Asia and its maritime domain, exploring how structural, behavioural, and past experiences shape the way in which Bangladesh, Sri Lanka, and Maldives respond to a rising China and the regional power politics. This article concludes that the small states in South Asia are neither bandwagoning nor balancing China, as structural realism assumes. Instead, these states have adopted a form of a 'hedging' strategy where they do not merely act as Lilliputians in Gulliver's world, but they maximise opportunities that a rising China offers these countries of South Asia.

Although discussion about connecting Chinese railways to Nepal borders first surfaced in the year 1973, it could not make any headway until the political change of 2006 in Nepal, when the idea of linking Tibet with Kathmandu resurfaced again. However, political instability in Nepal further thwarted it, at least until Nepal faced the Indian blockade in 2015 and had to look for ways to diversify its trade and transit. Thus, for Nepal, China’s railways offer an escape from its dependence on India for trade and transit. But, for Beijing, it offers a strategic gateway to enter South Asia, which is India’s conventional sphere of influence. Although Nepal and its northern neighbor China have agreed to connect Nepal’s capital Kathmandu with the Tibetan Autonomous Region of China through railways, the materialization of such a game-changer is not free from challenges. Against the same backdrop, the objective of this study is to discover various challenges faced by the trans-Himalayan railways including political, bureaucratic, economic, and environmental challenges, and to concurrently identify how the geopolitical challenge tops the list, halting Nepal’s ambition to ‘bridge’ India and China and instead aggravating the possibility of becoming a burden to both the Asian giants. While the available literature on China and South Asia is mostly concentrated on Belt and Road (BRI) projects, ‘debt trap’ narratives, and geopolitical rivalry between India and China, this study would be a new attempt to understand how China’s aim to get connected with South Asia via land is not free of impediments. Using the qualitative method, this study reviews the geopolitical challenges confronted by the trans-Himalayan railway in the context of territorial disputes between India and China in the Himalayan region and the U.S.-Indian strategic partnership to contain the rise of China and its ambitious connectivity projects.

Research background: In order to examine market uncertainty, the paper depicts broad patterns of risk and systematic exposure to global equity market shocks for the major South Asian and Chinese equity markets, as well as for specific assets (gold and Bitcoin). Purpose of the article: The purpose of this paper is to investigate the dynamic correlation among the major South Asian equity markets (India and Pakistan), the Chinese equity markets, the MSCI developed markets, Bitcoin, and gold markets. Methods: While applying the GARCH-Vine-Copula model and the TVP-VAR Connectedness approach, major patterns of dependency and interconnectedness between these markets are investigated. Findings & value added: We find that risk shocks from developed equity markets are critical in these dynamic links. A net return spillover from Bitcoin to the Chinese and Pakistani stock markets throughout the sample period is reported. Interestingly, gold can be applied to hedge and diversify positions in China and major South Asian markets, particularly following the COVID-19 outbreak. Our paper presents three main original add valued: (1) This paper adds global factors to the targeted study of risk transmission among South Asian and Chinese stock markets for the first time. (2)The assets of Bitcoin and gold were added to the study of risk transmission among South Asian and Chinese stock markets for the first time, enabling the research in this paper to observe the non-linear link among the South Asian and Chinese stock markets with them. (3) Our research adds to these lines of inquiry by giving empirical evidence on how COVID-19 altered the dependent structure and return spillover dynamics of Bitcoin, gold and South Asian and Chinese stock markets for the first time. Our results have critical implications for investors and policymakers to effectively understand the nature of market forces and develop risk-averse strategies.

The article aims to describe the regional security challenges to India in South Asia. Since the partition of India in 1947, the country has continuously been under external threat as a form of proxy warfare and terrorism. For this purpose, the article highlighted the core hotspots where India has major border issues with China in the Himalayan terrain. India has been facing a bigger security challenge from China and Pakistan in the South Asia region. This article analyses the defence ties between India and France in the context of security. India's neorealist approaches expand its strategic partnership in global politics. Therefore, India has been getting strategic support from the French side whenever India seeks support in a critical situation. The article uses the methods of case study and discourse analysis to answer the question and find out the study's relevance. As a result of severe security threats, India had to negotiate the purchase of defence equipment from France. India had to buy Rafael fighter jet, submarine and other heavy military weapons. Indo-French relations are stronger than in the past and will develop as friendly relations in the future.

Subject and purpose of work: The study attempts to examine the trade unfairness and transboundary bottlenecks between Bangladesh and India with a view to prosper a balanced trade and sustained water cooperation. Materials and methods: The study is based on secondary data and statistical information. Mixed research methods such as qualitative, quantitative and data visualization techniques are adopted in this study to assess the political economy of river basin management, loss and damage assessment and trade situation assessment. Results: Due to upstream intervention, the North-Western region of Bangladesh has lost 4254218 metric tons of rice production during 2006-2014 cropping years which value is $1036 million. During the same period, the trade deficit of Bangladesh stood at $5.58 billion with India due to the diverse tariff and non-tariff barriers which triggers tension between this close neighbor. Conclusions: The trade and water co-operation should be extended among the South Asian countries including India and Bangladesh without delay to obtain the maximum benefit and economic prosperity.
Przedmiot i cel pracy: Praca ma na celu przedstawienie stanu stosunków gospodarczych między Bangladeszem i Indiami w kontekście wykorzystania transgranicznych zasobów wodnych. Szczególną uwagę poświęcono zachowaniu równowagi w handlu między tymi krajami oraz potrzebie rozwijania współpracy bilateralnej. Materiały i metody: W pracy wykorzystano dane i informacje wtórne zaczerpnięte ze statystyk i opracowań instytucji krajowych i międzynarodowych oraz literatury problemu. Zastosowano mieszane metody badawcze o charakterze jakościowym i ilościowym oraz techniki wizualizacji. Ocenie ekonomicznej poddano procesy i metody zarządzania zasobami gospodarczymi w dolinach rzek oraz potencjalne straty wynikające z niezrównoważonych stosunków handlowych. Wyniki: Badania wykazały, że niezrównoważone relacje transgraniczne sę niekorzystne dla Bangladeszu, który utracił w latach 2006-2014 możliwość wyprodukowania 4 254 218 ton ryżu o wartości 1036 mln USD. W tym samym czasie deficyt Bangladeszu w handlu z Indiami wyniósł 5579 mld USD. Wnioski: Z przeprowadzonej analizy wysunięto wniosek o potrzebie rozwoju współpracy w gospodarowaniu transgranicznymi zasobami wody oraz intensyfikacji stosunków handlowych poprzez ograniczanie i znoszenie barier handlowych.

The North Indian dhol-tasha drumming tradition was spread globally by the British indentureship system, which began in the 1830s and sent millions of men, women, and children to work in agricultural and industrial colonies around the world. While distinct dhol-tasha variants emerged in many places where indentured laborers settled, the most vibrant of these is tassa drumming in the southern Caribbean country of Trinidad and Tobago. While maintaining obvious and measurable links with its Indian forebears, tassa has undergone significant transformations in instrument construction, repertoire and performance practice. The essay concludes by arguing that such innovations suggest tassa is not a mere example of cultural survival, but a dynamic art form grounded in a distinct Indian aesthetic yet also thoroughly Caribbean in its diasporic creativity.
Północno-indyjska tradycja gry na bębnach dhol-tasha została rozpowszechniona na całym świecie dzięki brytyjskiemu systemowi umów, który rozpoczął się w latach 30. XIX wieku, kiedy to miliony mężczyzn, kobiet i dzieci zostały wysłane do pracy w rolniczych i przemysłowych koloniach na całym świecie. W wielu miejscach, w których osiedlili się robotnicy kontraktowi, pojawiły się odrębne warianty dhol-tasha. Najbardziej żywym z nich jest bęben tassa w południowo-karaibskim Trynidadzie i Tobago. Utrzymując oczywiste i wymierne związki z indyjskimi przodkami, bęben tassa przeszedł znaczące przemiany w konstrukcji instrumentów, repertuarze i praktyce wykonawczej. Takie innowacje sugerują, że tassa nie jest zwykłym przykładem formą kulturowego przetrwania, ale dynamiczną formą sztuki, opartą na odrębnej indyjskiej estetyce, a jednocześnie całkowicie karaibskiej w swojej diasporycznej kreatywności.

Opis:
A new ginglymodian fish, Isanichthys lertboosi, is described from the Phu Kradung Formation, north-eastern Thailand, a freshwater deposit of probable Late Jurassic age. The species is represented by four specimens, from the Phu Noi locality, associated with a rich fauna of sharks, turtles, crocodiles, and theropod and sauropod dinosaurs. One specimen is an isolated braincase, which provides characters rarely observed in extinct ginglymodians. The species is referred to the genus Isanichthys, a taxon originally described on the basis of a single specimen from the Phu Nam Jun locality, a slightly younger site approximately 75 km from Phu Noi. Isanichthys is mainly distinguished by frontals slightly narrower anteriorly than posteriorly, two anterior infraorbitals not in contact with the orbit, reduced preorbital region, and a small orbit and a cheek region completely covered by bones. The new species is characterized, among other characters, by a dermal component of the sphenotic visible on the cheek, one pair of extrascapulars plus a small median one, the presence of few suborbitals (ca. 4 or 6) arranged in one row, and a median dorsal row of scales with spine. Comparisons with other ginglymodian taxa and a cladistic analysis indicates that Isanichthys (Lepidotes) latifrons from the Late Jurassic of England, as well as probably Isanichthys (Lepidotes) luchowensis from the Early or Middle Jurassic of Sichuan, China, form a clade with both Thai species of Isanichthys. The new species provides evidence of the high diversity of ginglymodian fishes in the Phu Kradung Formation and suggests a new hypothesis of phylogenetic relationships among extinct ginglymodians.

Opis:
Introduction and aim. Industrialization and elevated greenhouse gas emissions pose significant threats to the environment, raising atmospheric carbon dioxide levels and leading to climate change. Climate change may impact human health either directly via increasing extreme weather frequency and altering disease patterns or indirectly via social institutions and disrupted global supply chain resulting in consequences like undernutrition. Material and methods. This review conducted a comprehensive literature search on PubMed, Google Scholar, and Cochrane Library, from inception to September 2022, using relevant keywords. Analysis of the literature. Massive flooding in South Asia is leading to a surge in water-related diseases. Cholera outbreaks have occurred in countries like Pakistan, India, and Bangladesh following floods, and waterborne diseases like typhoid, rotavirus, hepatitis A, and leptospirosis are prevalent in flood-affected regions. Additionally, Cryptosporidium, Campylobacter, Shigella, and Polio outbreaks are reported. Water-scarce diseases, including scabies, impetigo, and cellulitis, are also on the rise in flood-affected areas. Water-based diseases, such as dracunculiasis, schistosomiasis, and Leishmaniasis, pose significant risks. Vector-borne diseases, including malaria, dengue, and Leishmaniasis, are becoming more prevalent due to flooded areas providing breeding grounds for disease vectors like mosquitoes and sandflies. These diseases are now more common in flood-affected regions, affecting millions of people. Conclusion. Urgent measures are needed, including early warning systems, resilient infrastructure, drainage maintenance, and stricter land-use regulations, to reduce the impact of these natural disasters. International cooperation and immediate action at national and global levels are essential to mitigate the health crises caused by flooding and other natural disasters.
