Tematyczne szlaki kulturowe cieszą się coraz większym zainteresowaniem i popularnością. Nie tylko przyciągają uwagę znawców i ekspertów, lecz także stanowią interesującą i oryginalną ofertę turystyki kultury wysokiej. Poruszona w artykule problematyka obejmuje zagadnienia dotyczące utworzenia Szlaku Kultury Łużyckiej w Powiecie Będzińskim, składającego się z miejsca byłej osady obronnej, byłych cmentarzysk, punktów osadnictwa, miejsc różnych znalezisk luźnych. Przedstawione zostały plany i pomysły związane z utworzeniem szlaku oraz zaprezentowano dotychczasowe działania koncepcyjne w kwestii tworzenia alternatywnych typów szlaku. W pracy wykorzystano metody miękkich badań operacyjnych, ukierunkowane na wspomaganie procesu definiowania problemu decyzyjnego przy pomocy algorytmu PrOACT i jego strukturyzacji na potrzeby wielokryterialnej oceny. Zaprezentowano metodę SMART w analizie decyzyjnej dotyczącej najefektywniejszego wyboru spośród różnych typów szlaku: tradycyjnego, niewytyczonego, wirtualnego czy też questingowego.
Thematic cultural routes become increasingly popular and they are object of interest. They attract not only specialists and experts, but they also provide an interesting and original offer of high culture tourism. The topic covered in the article concerns the creation of the Lusatian Culture Route in District of Będzin consisting of the site of the former defensive settlement, former cemeteries, settlement points, places of various loose finds. Plans and ideas related to the creation of the route have been presented and the existing conceptual activities on the creation of alternative types of the route have been also presented. The purpose of the paper is to identify the possibility of using an analytical approach to identify the problem and objectives of decision-makers (authorities of local government units) whose competence is related to the creation of such a cultural route. In this paper, there will be used „soft” operations research methods which are directed to support the process of defining a decision problem using the PrOACT algorithm and its structuring for multicriteria evaluation. The SMART method will be presented in the decision analysis for optimal selection of different types of the route: traditional, not marked out, virtual or questing.

Opis:
The study is devoted to the study of strategic vectors for the development of recreational lands. It is proved that in the current state of the recreational lands of the EU countries there are certain obstacles on the way to the sustainable development of the respective territories. The recreational sphere is deprived of the possibility of balanced development due to the problems of inefficient use of the lands of the respective territories. These lands cannot provide both the need for recreation and the necessary protection and restoration of the environment due to the negative anthropogenic impact. The author’s definition of the term "land strategizing" is given. The components, functions, subjects and the effect of the implementation of the strategy of recreational territories are determined. The proposals for the implementation of the land strategy process using the methodology of foresight forecasting of recreational land use have been developed. The scientifically grounded stages of Foresight forecasting and methods of their implementation from the set of Foresight forecasting methodology are proposed. The logical-structural scheme of land planning for recreational territories based on the foresight methodology is presented. Also the procedure for the foresight methodology implementation in the direction of sustainable management of recreational land use is proposed.

Purpose: The main purpose of the work is to present the impact of standardisation methods on the ranking results. The second purpose of the article was to present Warsaw’s position in comparison with the capitals of countries from the Eurozone. Design/methodology/approach: Major European cities were assessed using Eurostat data. The proprietary Smart City Index (SCI) indicator is proposed for the study, referring to six areas of Smart City assessment. Two measures are indicated in each of them. The first is an objective measure, while the second is a subjective measure, based on the opinion of the city’s residents about the situation in the city, or their own situation. Building rankings of the cities, following normalisation methods were used and compared: unitisation, unitisation with zero minimum, normalisation in range [-1, 1], classical standardisation, Weber standardisation and two quotient methods. Findings: The best results were obtained for the classical standardisation. For this method we obtained the smallest number of consistent positions in rankings and the minimal maximum of distance between the positions in rankings. The position of Warsaw as a city in 16th position (20 of all) was confirmed regardless of the standardization method used. Originality/value: There is proposed an original method to assess cities based on Eurostat data. This method allows construction of Smart City ranking. The main value of the work is that the classical standardisation is recommended to transform the original values of individual indicators.

A new solution to the problem of frequency estimation of a single sinusoid embedded in the white Gaussian noise is presented. It exploits, approximately, only one signal cycle, and is based on the well-known 2nd order autoregressive difference equation into which a downsampling is introduced. The proposed method is a generalization of the linear prediction based Prony method for the case of a single undamped sinusoid. It is shown that, thanks to the proposed downsampling in the linear prediction signal model, the overall variance of the least squares solution of frequency estimation is decreased, when compared to the Prony method, and locally it is even close to the Cramér-Rao Lower Bound, which is a significant improvement. The frequency estimation variance of the proposed solution is comparable with, computationally more complex, the Matrix Pencil and the Steiglitz-McBride methods. It is shown that application of the proposed downsampling to the popular smart DFT frequency estimation method also significantly reduces the method variance and makes it even better than the least squares smart DFT. The noise immunity of the proposed solution is achieved simultaneously with the reduction of computational complexity at the cost of narrowing the range of measured frequencies, i.e. a sinusoidal signal must be sufficiently oversampled to apply the proposed downsampling in the autoregressive model. The case of 64 samples per period with downsampling up to 16, i.e. 1/4th of the cycle, is presented in detail, but other sampling scenarios, from 16 to 512 samples per period, are considered as well.

Opis:
Magnetorheological materials belong to the group of the so called intelligent materials. Their rheological properties can be changed in a large range using an external magnetic field. That is why they fmd ever growing application in modern technical equipment, among others in controlled dampers, clutches, sensors etc. In the paper, a numerical strength analysis of a magnetorheological material was presented. The influence of the volume fraction of carbonyl iron particles (the share of the carbonyl iron particles varied from 1.5 to 33.0 vol. %.) on the mechanical properties of the material were investigated, in particular on the Young's modulus variation. Experimental tests were carried out for specimens made of pure PU 70/30 elastomer with iron particles. They induded uniaxial compression tests. In the farmer case, specimens were in a shape of a cylinder with a diameter of 20 mm and a height of 25-30 mm. The results of experimental tests carried out in order to determine the parameters necessary to build the numerical model were induded in the paper. In the paper, an algorithm developed for determining the parameters for modelling the structure was presented. A fragment of the structure, containing several particles of iron and some quantity of elastomer, corresponding to the assumed volume fractions, was subjected to numerical analysis.

Purpose: The construction of rankings is an important element of city assessment consistent with the Smart City concept. New rankings appear periodically. New sets of variables or concepts for ranking are proposed. The article is part of this trend. Design/methodology/approach: The article combines the hierarchical structure of areas and indicators used in Smart City assessment with the concept of multidimensional assessment of facilities using the TOPSIS method. Findings: Assessment of the possibility of using the presented method to evaluate both individual areas of the city operation combined with an overall assessment. Originality/value: The most important achievement of this article is the proposal of the concept of city evaluation using the TOPSIS (SCI2T) method. An assessment of selected cities based on the proposed method is also presented.

The work examines the role of innovative solutions in order to make more efficient use of waste and the reduction of their storage. Such solutions are necessary in the transformation process of linear economy to circular model. In the new model, the role of waste is being changed. Waste has not yet been treated as a by-product of economic activity but as a valuable resource that can be reused in the production process. There were also analysed how extent is the development of innovativeness in Poland in comparison to other European Union Member Countries. There is also analysed the direction of changes in the waste management field, especially in the structure of municipal waste. Another aim is to examine the examples of the Polish enterprises acting in waste management sector and the kind of innovative methods they use. In the article there were also presented supportive tools for implementing innovations in enterprises, with a focus on the waste management. They include among others: National Smart Specialisations and Regional Smart Specialisations.

When evaluating or ordering alternatives concerning given multiple criteria, decision-makers often use aspiration and reservation levels for criteria, which allows them to define some reference alternatives that build a common framework for the evaluation. In this paper, new multiple criteria approach, called distances to aspiration reference points (DARP), is presented, which can be implemented in a specific evaluation or ranking problem when many different aspiration levels should be taken into consideration. One example of such problem is measuring sustainable development of countries or states within the Union. In DARP, to measure the performance of alternative (state), the notion of distances between alternative and individual or common aspiration reference points is used. To manage the problem of different reference points, a modified max-min normalisation technique is proposed. DARP application for measuring smart growth of the EU countries is conducted to demonstrate the effectiveness of the proposed method.

The objective of this paper is to present the results of research carried out to develop a design method for Smart Cities systems. The method is based on the analysis of design cases of Smart Cities systems in cities, the selection of the city appropriate to the requirements for implementation and application. The Case Based Reasoning method was used to develop the proposed design methodology, along with mechanisms of the conversion of project processes and roles to Rational Unified Processes (RUP). The prerequisite for the proposed method is that the enterprise manager must be knowledgeable about high-level Smart Cities system architecture and the design framework applied. The authors, being themselves knowledgeable about architecture of this kind and about project environments which implement KPI models, propose a generic solution applicable to any environments and system architectures.
Celem artykułu jest prezentacja wyników badań nad opracowaniem metody projektowania systemów Smart Cities. Metoda ta bazuje na analizie przypadków projektowania systemów Smart Cities w miastach, wyborze spełniającego wymagania zdecydowanego na wdrożenie ośrodka i zastosowaniu. Do budowy proponowanej metody projektowania wykorzystano Case Based Reasoning oraz mechanizmy konwersji procesów i ról projektowych do procesów zunifikowanych RUP. Warunkiem stosowania proponowanej metody jest wiedza kierującego przedsięwzięciem o wysokopoziomowej architekturze systemu Smart Cities oraz stosowanych ramach projektowych. Autorzy posiadając wiedzę o takiej architekturze, a także o środowiskach projektowych implementujących modele KPI, proponują rozwiązanie generyczne, które mogą być wykorzystywane dla dowolnych środowisk i architektur systemów.

The purpose of the work is to characterize the potential for the smart development of urban-rural communes of the Lublin Province as potential catalysts for the implementation of the smart villages' concept. In order to determine the potential for the smart development, the zero-unitarization method was used. In specific areas of smart village concept a synthetic index was determined. The study negatively verified the relationship between the level of potential for the smart development of the studied communes and the accessibility of transport and communication of the region's capital. The study also revealed a positive correlation between the size of the urban centre in the urban-rural commune and the level of the potential of smart development of urban-rural communes.

Purpose: Linear ordering is an important issue for evaluating multi-attribute objects. The issue of assessing cities in the context of their rating in the light of the smart city concept is a linear programming issue. The primary purpose of the article is to report the results of linear ordering obtained based on different methods and to present comparative analyses. Design/methodology/approach: The data presented in the article are based on EUROSTAT. It refers to indicators characterising selected European capitals. Findings: Based on the indicators selected from the database, the ranking of cities is determined based on the presented methods. The results obtained were used for benchmarking. Originality/value: The most significant value of the work is the benchmarking that was carried out. The analysis proved that the TOPSIS method showed that the result obtained was similar to that obtained by SCI.

To effectively transport materials through different means of transport, it is essential to have an optimized warehouse logistics first. Thanks to the Industry 4.0 platform, there are several ways to accomplish the delivery of materials from a warehouse through transport by road, rail or air. This paper deals with a primary warehouse problem, which is the fast and accurate search and selection of required items in the stock. For this issue, the use of smart glass technology and its implementation in the logistic processes of warehouses could help. In a particular way, an IRS (Integrated Rescue System) warehouse was selected as an example. The augmented reality (AR) type of glasses was selected. The introductory part of this paper deals with the current situation in the warehouse and logistic processes, where the problem of lack of qualified staff and material supply is prevalent, particularly during different crisis situations, such as pandemics or high employee turnovers. The use of smart glasses is one of the many possible problem-solving variants in this field. Further, a basic description of smart glasses, possible uses and sorting are presented in this paper. For the experiment, it was necessary to choose several different commercially available models of smart glasses. An evaluation was provided by the Simple comparative method, Saaty's method and Linear partial utility function method and the best options were identified. Also, there is an example of smart glasses application for picking a particular component in an IRS warehouse in the last part of this paper.

Opis:
Accurate network fault diagnosis in smart substations is key to strengthening grid security. To solve fault classification problems and enhance classification accuracy, we propose a hybrid optimization algorithm consisting of three parts: anti-noise processing (ANP), an improved separation interval method (ISIM), and a genetic algorithm-particle swarm optimization (GA-PSO) method. ANP cleans out the outliers and noise in the dataset. ISIM uses a support vector machine (SVM) architecture to optimize SVM kernel parameters. Finally, we propose the GA-PSO algorithm, which combines the advantages of both genetic and particle swarm optimization algorithms to optimize the penalty parameter. The experimental results show that our proposed hybrid optimization algorithm enhances the classification accuracy of smart substation network faults and shows stronger performance compared with existing methods.

The use of a fixed-wing aircraft instead of a multirotor would increase the total flight time, and expand the surveyed area. It is important to determine the most favourable positions of the receivers on the surface of the aircraft. The scattering effects of the sound waves coming from the ground source and aircraft engine on the acoustic field on the aircraft surface are not homogeneous. In the article the authors present the modelling of the scattering of the sound waves over the airplane surface with the usage of boundary element methods. After determining the effects from the sound source on earth and from the aircraft engine the conclusion was made, that the influence from the engine noise is greater than that from the ground source, and in order to localize the low amplitude signals, the aircraft need to glide. Considering only the effects of the ground source, the optimal areas for the microphones placement were determined.

The goal of this study is to present a new theory known as the three-temperature memory-dependent derivative (MDD) of ultrasound stress waves in functionally graded anisotropic (FGA) smart materials. It is extremely difficult to address the difficulties related to this theory analytically due to its severe nonlinearity. As a result, we suggest a new boundary element method (BEM) to solve such equations. The suggested BEM technique incorporates the benefits of both continuous and discrete descriptions. The numerical results are visually represented to demonstrate the impacts of MDD three temperatures and anisotropy on the ultrasound stress waves in FGA smart materials. The numerical findings verify the proposed methodology’s validity and accuracy. We may conclude that the offered results are useful for comprehending the FGA smart materials. As a result, our findings contribute to the advancement of the industrial applications of FGA smart materials.

Systemy zarządzania budynkiem to część tematyki związanej z inteligentnymi domami, to zautomatyzowanie budynku polegające na połączeniu 3 komponentów: sensorów, urządzeń wykonawczych i jednostek obliczeniowych. Algorytmy sztucznej inteligencji będą mogły w przyszłości na bazie naszych zachowań oraz informacji z sensorów przewidzieć nasze potrzeby i samodzielnie określić działania niezbędne do ich realizacji. To właśnie jest przejawem sztucznej inteligencji. Rozwijające się na coraz większą skalę algorytmy sztucznej inteligencji w obszarach związanych z przewidywaniem potrzeb i zachowań wskazują na taką właśnie drogę rozwoju również dla SZB. Sprzyjać temu będzie również możliwość porozumiewania się głosem z automatyka budynków, jako naturalna formą komunikacji z użytkownikiem. Powyższe obserwacje można przenieść na pole badań nad zachowaniami ludzkimi. Przewidywane jest bardzo przychylne przyjęcie sztucznej inteligencji w zastosowaniach komercyjnych. Konsekwencją tak rozumianej ewolucji jest spekulacja co do terminu kiedy myślenie abstrakcyjne będzie również w zasięgu sztucznej inteligencji.
Building management systems are a part of the subject of smart homes, which are automated buildings based on a combination of three types of components: sensors, controlling devices and computation units. Artificial intelligence algorithms will be able to predict our needs based on our behaviours coupled with information gathered from sensors and determine the actions needed to satisfy them by themselves. It is a manifestation of artificial intelligence. Artificial intelligence algorithms that are being developed on an increasingly large scale in areas associated with the prediction of needs and behaviours indicate a similar path of development for BMS as well. This will also be aided by the ability to verbally communicate with building automation systems, which is going to be a natural manner of communicating with the user. The observations listed above can be transferred to the field of studying human behaviours. The commercial application of artificial intelligence is predicted to be positively received. The consequences of evolution understood in this manner is speculation concerning the point in which abstract thinking will find itself within reach of artificial intelligence.

Listing of watershed management goals/targets is one of the integral parts of the management plan for a watershed. In this paper, we have listed 18 watershed management targets for which the Malaysian watersheds could possibly be managed in future. Based on the listed watershed management targets, the priority ranking of 18 targets is developed from the relative importance weights obtained from a survey conducted from 29 stakeholders. Three weighting methods (SWING, SMART, and SMARTER) were applied to elicit weights. We found that the SMART (Simple Multi-Attribute Rating Technique) weighting method was a favorable method for eliciting stable sets of weights for the watershed management targets. The SWING weighting method produces better weights than the SMARTER method. The listed watershed management targets will assist watershed managers and decision makers in decision making to use available resources (e.g. water quality, land-use, groundwater, and many other resources) in a more efficient and sustainable manner. The efficient utilization of all resources within a watershed will ultimately save watersheds (more specifically the urbanized watersheds) from further deterioration caused by unchecked infrastructure development activities.
Określenie celów zarządzania zlewnią jest jedną z integralnych części planu zarządzania. W prezentowanej pracy ustalono 18 celów, do których w przyszłości zmierzać będzie zarządzanie zlewniami Malezji. Na podstawie tych celów ustalono ranking priorytetów, stosując wagi względnego znaczenia uzyskane w wyniku ankietowania 29 udziałowców. Dla uzyskania wag zastosowano trzy metody ważenia (SWING, SMART i SMARTER). Stwierdzono, że metoda SMART (Simple Multi-Attribute Rating Technique) była przydatna do ustalenia zestawu wag dla poszczególnych celów zarządzania zlewnią. Wagi ustalone metodą SWING były bardziej przydatne niż ustalone metodą SMARTER. Uporządkowana lista celów zarządzania będzie pomocna zarządcom i decydentom w podejmowaniu decyzji o wykorzystaniu dostępnych zasobów (jakość wody, użytkowanie ziemi, wód podziemnych i innych) w sposób bardziej efektywny i zrównoważony. Efektywne użytkowanie wszystkich zasobów zlewni uchroni je (szczególnie zlewnie zurbanizowane) od dalszego pogorszenia jakości wskutek niekontrolowanego rozwoju infrastruktury w przyszłości.

The paper presents selected results of research on the use of artificial intelligence methods, which are inspired by quantum computing solutions for modelling of electric power exchange systems. Methods used in the modelling of quantum data acquisition, quantization and dequantization of information as well as the methods of performing quantum computations were emphasized. Furthermore, we have analysed the results obtained for the neural model and for the evolutionary algorithm inspired by the quantum computer science. Eventually, the model was verified on the example of the neural model of the Electric Power Exchange (EPE).
