Opis:
The paper presents selected theories of regional development. The first one is the concept of “top-down” development, according to which the region is understand as an “object” of development: the processes taking place in the region are the consequence of external conditions of development. Subsequently, selected “bottom-up” regional development theories, in which the leading role is attributed to the differentiated activities of the region which is the “subject”, not the “object”, of the development processes, are presented. Finally, the paper points out the references to regional development in the concepts of “new economic geography” and evolutionary economics, which show the complexity of modern regional development processes.

A case study of the Lower Silesian Voivodeship is presented in this article. From the European Union's perspective, Lower Silesia is an example of a less developed region; however, it is also an example of a region that has improved significantly in regards to development due to a change in its innovation model. The purpose of this article is to identify the factors that have had an impact on the change in the region's development path (stimulants), as well as to indicate the weaknesses and barriers limiting further development. This article is based on a review of the literature, statistical data analysis as well as structured, in-depth interviews that were conducted with representatives of regional and local authorities, scientific units and business-related institutions. Recommendations for the regional policy of Lower Silesia have been formulated on this basis.

Supporting smart specialization, taking into account regional potential, makes sense in the case of probable, significant increase of a competitive advantage in the region. This should result in economic growth. In turn, countering dispersion of the EU support by indicating smart specialization of a given region, constituting one of the policy objectives for regions, does not guarantee development of these specializations, and therefore, economic growth. One must remember that development of given specializations is a result of the local-level processes, which determine the market and at the same time being the main stimulant for their formulation. The strategic objective should be the introduction of such a system which will generate innovations, taking into account the advanced technologies and their diffusion into less developed areas. Flexibility should be an important aspect, understood as the capacity of specific areas to modify the use of their own potential. It is important to shape and promote pro-innovative and proentrepreneurial stances. Designating smart specialization and supporting it with the EU funds cannot be a goal in itself, but a carefully considered and prudent financial policy.

Opis:
The primary objective of this paper is to present theoretical foundations, principles of operation and the benefits resulting from efficiently functioning innovative integration relations which are cluster structures. This study attempts to assess the impact of above-mentioned forms of relations on regional and local development, as well as to indicate the conditions for development of these relations in the face of ongoing globalization processes. Clusters play a particularly important role in the context of increasing innovation across the whole economy. Moreover, thanks to their often considerable clout they are able to influence the shape of economic law, the formal institutional framework of functioning of economy. Cluster structures can be a stimulant of many positive changes, especially towards the development of advanced integration processes, as well as an effective regional and trans-regional development, and, finally, an increase of the competitiveness at global level.
Podstawowym celem niniejszego opracowania jest prezentacja teoretycznych podstaw, zasad funkcjonowania oraz korzyści płynących z efektywnie funkcjonujących innowacyjnych powiązań integracyjnych, jakimi są struktury klastrowe. W opracowaniu podjęto próbę oceny wpływu ww. form powiązań na rozwój regionalny i lokalny, jak też wskazania uwarunkowań rozwoju tych związków w obliczu zachodzących procesów globalizacji. Klastry odgrywają szczególnie ważną rolę w kontekście zwiększania innowacyjności całej gospodarki. Ponadto dzięki swojej często znaczącej sile przebicia są w stanie oddziaływać na kształt prawa gospodarczego, instytucjonalno-formalne ramy funkcjonowania gospodarki. Struktury klastrowe mogą być stymulantem wielu korzystnych zmian, zwłaszcza w kierunku rozwoju zaawansowanych procesów integracyjnych, jak również efektywnego rozwoju regionalnego, ponadregionalnego czy wreszcie wzrostu konkurencyjności na poziomie globalnym.

There are many levels of discussion on current challenges and issues facing regional development. One of them is the question of the existence of the cause and effect relation between regional and spatial developments. In the light of a current discourse about the European Union’s regional development as well as implementation of a number of new solutions concerning regional policy in Poland, especially in the urban development context, this issue deserves a special attention. In this article, regional and spatial developments in terms of strategic documents of the European Union and Poland for 2014-2020 were considered. The article concerns theoretical positions on the influence of tourism on regional and local development. The adaptation possibilities of chosen regional development theories for the research needs of the tourism influence on regional development are presented. Four groups were analysed: 1) endogenous development theories 2) network development theories 3) economic base theories 4) polarisation theories. Using works based on these there has been an attempt to indicate the theoretical basis of tourism growth as a factor of regional development.

Purpose – The aim of this article is to investigate how the use of financial instruments influences the development of Regional Development Funds (RFR) in Poland and to assess the maturity and coherence of the regional development financing system in this country. Design/methodology/approach – The methodology is based on the multilevel governance literature and on data collected during 26 in-depth interviews in regional, national and international institutions. Findings – The authors demonstrate that the use of financial instruments stimulates new kinds of cooperation between several institutions and contributes to the establishment of RFR. The authors also show that the Polish regional financing system is still developing and formulate recommendations about necessary improvements. Originality/value – The main contribution of this article, in addition to taking up a new, relevant topic for the regional development policy in countries benefiting from European Union (EU) cohesion policy, is the application of the multilevel governance (MLG) concept to explain the development of the Polish regional development financing system. Moreover, the significant added value of this study comes from the use of data collected during 26 in-depth interviews (IDI) in regional, national and international institutions on the use of repayable instruments in regional development policy.

The development of any region is a complex phenomenon that depends on various factors, including a financial infrastructure that supports enterprises and other business entities. Issues related to the impact of financial institutions on economic development are often addressed in the academic literature. Some researchers claim that the development of financial institutions and instruments leads to the development of the entire country, indicating a close correlation between them. Others confirm this interdependence; however, they argue that it is non-linear and it depends on other factors, such as the country’s level of economic development, as well as how advanced its financial infrastructure is. Few studies have addressed the impact of regional financial institutions on regional development, and although macroscale studies have been implemented on the micro-level, they don’t necessarily reflect any interdependencies. Regional financial infrastructure plays an important role in regional development, and the Regional Development Funds (RDFs) that have recently appeared in some voivodeships confirm this interdependency. These institutions are likely to become integrators and stimulators of regional financial markets, and RDFs can become entities that manage capital that can be appreciated in many banks and exert a tangible effect on regional financial policies. At the same time, they will level any market flaws in terms of access to capital by micro-, small, and medium enterprises, as well as running growth-promoting policies tailored to the specific regional needs.
