European old-age pension systems face multiple challenges. On the one hand, governments are concerned with the fiscal effects of ageing societies. On the other hand, there is a social pressure on maintaining standards of living during the retirement. Such tension is one of the most significant socio-economic conflicts in modern politics. During last 25 years, policy makers tried to answer these challenges by pension reforms. In general, a trend towards reducing social rights can be distinguished, which is to a significantly smaller extent accompanied by improvement of coverage and benefit levels for some groups. This research analyses old-age pension reform trajectories in three European countries: Greece, France and Germany. It focuses on the generosity of pension benefits, access to pensions, and anti-poverty function of the pension systems. The paper assesses, whether over a period 1990–2015, a convergence took place between the countries and if yes, what was its direction.

With a growing dependency on the private participation across the globe, India also implemented the economic reforms process but these reforms have not been supported by any major amendments in the labour Laws though privatization of public enterprises, is one of the key issues in the ongoing economic reforms and India has a major workforce employed in the PEs. Global experiences in privatization appear to suggest that there should be a clear-cut privatization law, which will sustain the logic of what to privatize, how to privatize and for whom to privatize, but till today India has not even considered enacting such a law. The presence of old labour laws and the absence of a privatization law present a complex situation at the time of the second generation of economic reforms undertaken by India. This paper tries to investigate how the Indian Labour law is helpless in helping the labour and in protecting the larger interest of the PE’s reforms.

The aim of the article is to analyze the European programs of the main political parties in the Weimar Triangle countries. The analysis will focus on the political vision and possible institutional changes. In addition, the position on euro area reforms and (in Polish case) prospects for membership of the EMU will be examined. Another issue is the response to the migration crisis, and views on the future of the internal market, deepening cooperation in defense policy and a vision of the future of EU foreign policy. Finally, brexit issues will be examined. The article will compare the European doctrine of particular countries, then the views of the government (and its party base) and the opposition parties.

The aim of this paper is to understand the economic reforms that were undertaken in the late 1980s and early 1990s in India and their relevance today. The study is based on a literature review. The findings from the literature review are validated from data on growth at the national and regional levels. It was found that much of the effects of the reforms are relevant even today in the Indian context. There has been a positive impact on growth due to liberalisation policies. Economic indicators such as GDP and FDI have been on an increasing trend. The removal of trade barriers has had a positive effect on industry. Employment opportunities have increased in both rural and urban areas resulting in a reduction in unemployment. On the negative side, the observed growth is not inclusive. There has been regional a disparity in growth among the different states with some states growing faster than others. Moreover, not all sectors enjoy the benefits of liberalisation. The agriculture sector, for example, has not seen any or at least very few reforms. Thus to sum up, the government of India needs to continue the reforms and ensure that the benefits of an open market reaches one and all.

At the end of the 18th century and during the partitions, the education of young females constituted a separate educational track. At elementary level, young females had access to regular schools. At secondary level, private and monastic schools dominated. The government’s first interference with the education of young females was, perhaps, the attempt by the Commission of National Education to establish a permanent supervision of certain female schools (under legislation from 1775). The laws regarding education in each partition were not commensurate with the growing educational aspirations of women and the general socio-economic conditions. The Russian Partition was characterised by the dual existence of Polish private schools an governmental schools focused on the Russification of young Polish females. In Galicia, the most controversial issue was the creation of female secondary schools, the completion of which would enable a young woman to pursue university studies. Only during the Second Polish Republic did female education achieve equality before the law.

In the Accession Treaty of 16 April 2003, Poland agreed to adopt euro as its national currency, but the date of this adoption was not specified. The financial crisis in several countries of the Eurozone, in response to the world financial crisis in 2008, reduced drastically the public support in Poland for the replacement of the zloty by the euro. This article has two objectives. One is to assess the net costs, economic and political, for Poland remaining long outside the Eurozone. In this assessment the analysis includes also two official reports by National Bank of Poland, the country’s central bank, published in 2009 and 2014. The other objective is to note and assess the reforms which have been undertaken by member states of the Eurozone in response to this crisis, in order to maintain and enhance financial stability and economic effectiveness of the rules adopted at the start of the Eurozone on 1 January 1999. The author suggests to consider and adopt additional reforms. Discussed is also the USA experience with its own monetary union, and the potential influence on policy developments in the EU of increasing global competitive pressures from China and India.

The article aims to examine the role of non-farm actors and environmental interest groups in the Common Agricultural Policy (CAP) of the European Union (EU). It uses policy networks as an analytical tool to understand the structure, dynamics and outcomes of the EU’s agricultural decision-making processes. Both locations of actors in the CAP policy structures and interaction modes between actors are examined. Also, the role of networks in shaping the CAP’s reform decisions is assessed. The article shows that non-farm actors, and specifically environmentalists, researchers and other agents interested in major CAP reforms, have limited influence on final policy outcomes. At the same time though it has been found that non-farm actors play an increasingly important role in framing the CAP policy debate. They form active and vocal issue networks that impinge upon initial stages of the agenda setting phase in the policy cycle process. Also, the EU institutions become more and more dependent on non-farm actors’ expertise when it comes to policy evaluation. Although the pro-reform approach of these actors is clearly noticeable, it is still too small to bring more than incremental changes within the policy

The purpose of the article is the study of foreign experience of agricultural economics in the EU and its possible use in Ukraine. Badanie tych doświadczeń zagranicznych, zarówno w zakresie określenia cech wspólnych, jak i odmiennych, ma pewną wartość dla opracowywania wzorców i trendów, zasad dla narodowej reformy agrarnej i polityki rolnej.

Purpose – An evaluation of changes in the Polish tax system resulting from the governmental prog-ramme called the Polish Deal and an analysis of their consequences for taxpayers with respect to the objectives of a rational and coherent tax system. Research method – A critical analysis of the pertinent literature and tax laws. Conclusions are formu-lated using a deductive method drawing on the achievements of tax theory and the analysis of tax laws. Results – The tax system changes contained in the Polish Deal do not constitute a full-scale reform of the tax system. They were hastily introduced without a thorough analysis of their economic, finan-cial and social consequences. It is disputable whether they will make the tax system fairer as intended and their effects will only be known in the future. Also, they do not ensure compatibility between direct and indirect taxes and do not support the stability of the tax system. Originality/value/implications/recommendations – Tax system changes that are ill-conceived and disre-gard the redistributive function of taxes may have consequences other than expected. The main out-come of a tax system revision should be the compatibility between all fiscal policy goals rather than between some of its elements and the stability and transparency of tax laws.

The closer we get to our times, the more often school reforms take place in different countries. They are an attempt to respond to deep social changes. However, in most cases, these reforms are not veryeffective. The author gives examples of failed Polish educational reforms of the last half-century. It is noted that there was a large gap between the façade proclamations of the benefits that the announcedreforms were supposed to bring and their real effects. Therefore, the author puts forward a thesis that too often reformers play a confidence game and in fact the announced change in education means nochange in practice. Meanwhile, real, profound school reforms are essential, as society and the economy will increasingly need graduates educated to meet the needs of the 21 st century. They are supposed to be people who think critically, are creative, have high communication skills, and are focused on cooperation with others. For the preparation of such graduates to be possible, there needs to be a radical change in the concept of the school and in the way teachers work.

The subject matter of the article is an intra-Catholic anti-Roman movement of statist nature, known as Josephinism. The movement spread throughout Austrian crown lands (Austria, Hungary, Transylvania, Banat, Bohemia, Slovakia, Galicia, Lodomeria, southern Netherlands, Croatia and Tuscany). Josephinism had its rise under the influence of enlightened absolutism, and Gallican and Febronian ideas. It started in the 1750s during the reign of Empress Maria Theresa (1740-1780), reached full development during the reign of Emperor Joseph II (1780-1790), and formally ended in 1855 by the conclusion of the Concordat between Austria and the Church State. The Josephinist system claimed and implemented the State supremacy over the Church in administrative and financial matters. By state government’s decrees numerous monasteries and fraternities were dissolved, organising pilgrimages was limited, and bishops’ direct communication with Rome was prohibited. At the same time the number of parishes was increased and a new ecclesiastical order of services was introduced. Joseph’s II great contribution was issuing the Edict of Tolerance in 1781, which granted freedom of religion and worship to the members of Evangelical Lutheran Church, Evangelical Reformed Church, the Orthodox Church, and the Mosaic faith. Owing to the support of Peter Leopold, Grand Duke of Tuscany, brother of Emperor Joseph II, in 1786 a diocesan synod was held in Pistoia (Tuscany), which postulated reforming the Mass, strengthening the authority of bishops and restoring papal primacy of honour in the Church. In 1794 its provisions were condemned by Pope Pius VI (1775-1799) in the bull Auctorem fidei.
Tematem artykułu jest wewnatrzkatolicki ruch antyrzymski o charakterze etatystycznym, znany pod nazwą józefinizmu. Objął on swym zasięgiem kraje korony austriackiej (Austria, Węgry, Siedmiogród, Banat, Czechy, Słowacja, Galicja, Lodomeria, południowe Niderlandy, Chorwacja i Toskania). Józefinizm powstał pod wpływem oświeconego absolutyzmu oraz idei gallikańskich i febroniańskich. Rozpoczął się w latach 50. XVIII wieku za rządów cesarzowej Marii Teresy (1740-1780), pełny rozwój osiągnął za rządów cesarza Józefa II (1780-1790), a formalnie zakończył się w 1855 roku przez zawarcie konkordatu między Austrią a Państwem Kościelnym. System józefiński głosił i realizował zwierzchnictwo państwa nad Kościołem w sprawach administracyjnych i majątkowych. W wyniku zarządzeń władz państwowych zlikwidowano wiele klasztorów i bractw, ograniczono organizowanie pielgrzymek oraz zakazano bezpośrednich kontaktów biskupów z Rzymem. Jednocześnie zwiększono liczbę parafii i wprowadzono nowy porządek nabożeństw. Zasługą Józefa II było ogłoszenie w 1781 roku Edyktu tolerancyjnego, który przyznał wiernym Kościoła Ewangelicko-Luterańskiego, Kościoła Ewangelicko-Reformowanego, Kościoła Prawosławnego i Religii Mojżeszowej wolność wyznania i kultu religijnego. Dzięki poparciu Piotra Leopolda, wielkiego księcia Toskanii, brata cesarza Józefa II, w 1786 roku w Pistoi (Toskania) odbył się synod diecezjalny, który postulował reformę Mszy Świętej, wzmocnienie władzy biskupów i przywrócenie w Kościele prymatu honorowego papieża. Jego postanowienia w 1794 roku zostały potępione przez papieża Piusa VI (1775-1799) w bulli Auctorem fidei.

The article presents changes in the education of economists in Poland, referring in particular to the experiences of the Poznań University of Economics and Business and its institutional predecessors in the years 1926-2016. The aim of the article is to analyze the contemporary framework of the university as a commercial enterprise versus the classical integrity of the academy, related to Humboldt’s conception of a university. The analysis includes an approach to the modelling of educational programmes in economics, starting from serving the needs of the immediate business environment in the inter-war period to education according to the standards of the university which conducts research and educational activities within the system in harmony with the Bologna Process. Proposals of an analytical approach were also formulated in connection with dilemmas concerning the organization of a university and its organizational units which differ in their substance, quality and personnel. The concluding part expresses the opinion that although transformations of academic culture are multidirectional and complex, the present times have witnessed a final dismantling of the classical academic culture and which takes on the shape of the corporate culture of businesses operating in the market economy, dominated by economic calculus and the application of competition rules. It is important to ensure that the humanistic values of science and higher education as the mainstays of universitas are not lost in the processes of rationalizing and reforming the structures of universities of economics.

The paper presents a comprehensive reform agenda for Polish universities in the years to come. It discusses major problems of higher education funding, governance and organization and suggests a set of possible interrelated steps. The reform agenda is based on several underlying principles, including competition and quasi-market, internationalization, scientific excellence, vertical stratification of the system (into three major institutional types – with a focus on the emergence of internationally visible national flagship universities), and the concentration of research funding in research-active universities. The paper refers also to the national parameterization exercise (as performed by the KEJN), major national funding bodies, national quality assurance and accreditation systems, as well as academic careers.

The main question to be addressed while discussing post-revolutionary and in particular, post-EuroMaidan Revolution reforms being implemented in Ukraine is – how significant can be essentially neoliberal reforms being conducted in Ukraine in terms of overcoming first of all military-political, but also economic crisis and providing peace in the country, which could positively impact international security as well? Why can we assess post-EuroMaidan reforms as in fact neoliberal? Not only Georgian, but also other foreign libertarians’ direct active participation in the Ukrainian Government makes these reforms neoliberal, but first of all Ukrainian President – Petro Poroshenko’s broadly announced “4-Ds Program”. However, it is noteworthy to mention that there is still an important gap and internal controversy within the current Ukrainian leadership when it comes to the implementation of this program. There is also a meaningful controversy in addition to attempt assuming generally that neoliberal, and specifically, neoliberal economic policy in Ukraine as well, is an efficient strategy for internal or external conflict resolution and/or has conflict preventive function if we take into consideration much specific in many regards Georgian-Russian War of 2008 and current factual Russian-Ukrainian War, both conflicts taking place in parallel with the neoliberalization of Georgia and Ukraine.

The efficiency-driven trend towards amalgamation characterising local government reforms in Europe seems to have escaped Romania, which displays a significant increase in the number of local governments post- 1989. This is the result of rural first-tier local governments splitting into smaller units. The paper examines objective factors and subjective motivations that have shaped the behaviour of both national and local actors in dealing with territorial reform. First, it explores the rationale and rationality of a central government initiative to facilitate municipal splits against a set of criteria derived from the literature. Second, it examines the municipal splits occurring between 1991 and 2018 against alternative or concurring explanations developed in the literature based on economic, socio-cultural and political elements. The paper argues that in the highly charged political context of the post-communist countries it is reasonable to expect a dominance of subjective rather than objective factors in decision-making on territorial reform.

This paper explores the success story of the Cuban revolution of 1959. It documents the remote and immediate factors that instigated the revolution, particularly, the resentment against the corrupt, repressive and dictatorial rule of Fulgencio Batista; America’s neocolonial domination of Cuban economy and politics as well as; the lackluster economic growth of Cuba that benefitted foreigners but impoverished Cuban peasants. The paper further interrogate the factors that aided the success of the revolution and the many reforms introduced by Fidel Castro, the charismatic leader of the revolution, right from the first month of the new government; through which the revolution was consolidated initially, and has remained formidable since the past fifty-eight years, even in the midst of United States antagonism. The study employed the eclectic method of inquiry adopting mix of historical, descriptive and interpretative methods of data collection and analysis. The study relied heavily on secondary data sourced from journal articles, textbooks, newspapers and magazines and other relevant materials including theses, dissertations and government reports. Facts and information obtained were, however, subjected to corroboration and critical analysis to enhance objectivity.

The subject of the article are currency reforms that were carried out after the Second World War in the Polish state. The first legal regulations from 1944 - 45 concerned the unification of the money circulation, which in practice meant the exchange of occupation money for the new currency. However, the repayment of financial claims made before the outbreak of the war was regulated by a decree of 1949. Another monetary reform concerned the new, socialist economic policy of the Polish state. The basis for it was the Act of October 28, 1950 on the change of the monetary system. After this reform, periodic changes in prices and wages were introduced, which were not based on strictly legislative solutions. In practice, these ordinances were in the nature of new monetary reforms. The Act of 1950 was repealed by the Act of 7 July 1994 on the denomination of the zloty.

The conflict in Ukraine since the beginning of 2014 has been the important in the history of Ukraine as an independent state. Despite the danger of economic collapse, the loss of Crimea, and war in its most industrialized region, Ukraine is still trying to conduct reforms and implement Western standards. Through persistent work Ukraine has been moving forward, despite all the difficulties. The society is staying together with the government to save the economy and defend the integrity of the whole country. This article outlines key processes in the Ukrainian reforms during 2014 and describes the cooperation of Ukraine with the European Union and international organizations in the field of financial support and reforms. The main goal of the article is to present the situation in various spheres of the country’s development, but it is also an attempt to present a wider perspective on both the achievements and shortcomings in the process of reforms. The authors focus on those aspects having a significant impact on the Ukrainian economy after February 2014.

Political changes in Northern Africa, known as the Arab Spring, allowed reli‑ gious parties to take over the power. In the paper I analyzed political developments in Tunisia and Morocco in the past two years. Both countries have accepted reform agendas though their implementation brought about different results. In Tunisia the changes were very volatile, deeply interfering with all aspects of public and private spheres. In Morocco, on the opposite, the process was much more gentle, overseen in all aspects by king Mohamed VI. The fact that ruling political par‑ ties have religious roots has influenced the process of reforms and caused serious anxiety. The complexity of the economic, social, and political challenges in both countries hinders the reform process. The tensions between two ways of devel‑ opment (religious and secular) cause controversy and uncertainty which are the subject of this paper.
