This study analyzed the usage of data of track geometry measurement for railway infrastructure maintenance processing support and estimated its influence on railway infrastructure maintenance decision-making. Especially, the approach assessment of the influence of track geometry monitoring on railway infrastructure processing. The well-timed maintenance of the arrangement of railway tracks in allowable conditions is sufficient for the smooth and steady running of rail vehicles. The mechanism of track gauge widening during exploitation is usually gradual and relatively long-lasting. When are not detected in a timely manner, the final track failures often arise under the effect of additional factors, such as surpassed train speed limit, poorly maintained and functioning running gear of a rail vehicle, misalignment of rails, and extreme dynamical effects. A questionnaire considering the influence of the application of track geometry monitoring was formulated. An expert review was completed in order to perform a comparative analysis of the features of track geometry monitoring with the greatest influence on railway infrastructure maintenance processing. The data collected from respondents were processed using a multi-criterion estimation method, especially an interactive fuzzy linear assignment method. Finally, basic conclusions and considerations are given.

Wraz z rozwojem wieloletnich programów inwestycyjnych, liczba kolejowych przedsięwzięć budowlanych w Polsce utrzymuje się na niespotykanym dotychczas wysokim poziomie. W artykule przedstawiono wybrane procedury, pozwalające zmniejszyć ryzyko wypadków podczas budowy i modernizacji infrastruktury kolejowej. Część z przyjętych rozwiązań dotyczy umożliwienia prowadzenia ruchu pociągów równolegle do wykonywania prac budowlanych. Zwrócono szczególną uwagę na instrukcję Ibh-105 regulującą zasady bezpieczeństwa w ramach inwestycji kolejowych, a także wewnętrzne regulaminy prowadzenia ruchu pociągów na cele inwestycji budowlanych.
Currently, along with the development of long-term investment programs, the number of railway construction projects remains at an unprecedented high level. At the same time as the number of investments, the number of people involved in the implementation of individual infrastructure projects is increasing. Year on year, tens of thousands of workers, construction machinery operators and works managers work on the modernized railway tracks. Each of these people is responsible for the safety of construction works, including the health and life of colleagues. The article presents selected procedures and measures that may reduce the risk of accidents during the construction of railway infrastructure.

The article presents the importance of a specific rail transport system in the logistics service of cargo transported between two generators of international trade in goods – China and the European Union. Using selected operational data relating to the railway systems of several countries (including Belarus, Kazakhstan, Latvia, Russia, and Ukraine), it indicates the great economic importance of the 1520 Space – an area dominated by broad‑gauge infrastructure. Beyond the comparative aspect, and against the background of the influence and importance of railways for the economy, it presents the scope and costs of investments that are necessary and desirable to ensure the efficiency and optimization of goods flows. The study covers the growing share of Trans‑Eurasian container transport in the volume of cargo handled using the 1520 Space rail infrastructure, which is a key link in Trans‑Eurasian supply chains and of which the Russian railway system is an essential component.
W artykule przedstawiono znaczenie specyficznego systemu transportu kolejowego w obsłudze logistycznej towarów przewożonych pomiędzy dwoma generatorami międzynarodowego handlu towarami – Chinami i Unią Europejską. Posługując się wybranymi danymi operacyjnymi, odnoszącymi się do systemów kolejowych kilku krajów (m.in. Białorusi, Kazachstanu, Łotwy, Rosji, Ukrainy), artykuł wskazuje na duże znaczenie gospodarcze systemu 1520 mm – tzw. infrastruktury szerokotorowej. Poza aspektem porównawczym, na tle wpływu i znaczenia transportu kolejowego dla gospodarki, przedstawiono w nim zakres i koszty inwestycji, które są niezbędne i pożądane dla zapewnienia efektywności i optymalizacji przepływów towarów. W badaniu uwzględniono rosnący znaczenie transeurazjatyckich przewozów kontenerowych w wolumenie ładunków obsługiwanych z wykorzystaniem infrastruktury kolejowej 1520 mm, która jest kluczowym ogniwem w transeurazjatyckich łańcuchach dostaw, a której kluczowym elementem pozostaje rosyjski system kolejowy.

W artykule przeanalizowano problemy globalnej logistyki, spowodowane ograniczeniami (kwarantanną) wynikającymi z epidemii koronawirusa COVID-19. Przedstawiono kierunki rozwiązania globalnych i lokalnych problemów polskiego rynku transportowego i logistycznego. The article analyses global logistics problems caused by quarantine activities related to COVID-19 coronavirus. Vectors were presented to solve global and local problems of the Polish transport and logistics market. The possibilities of expanding the influence sphere of the Visegrad Group under the international logistics centers development program through the gradual integration of the Poland and Ukraine railway infrastructure. The geopolitical and infrastructural potential of Ukraine's railway network was analysed.

Przedstawiono również kierunki unijnej polityki transportowej dotyczącej zasad kreowania systemu opłat wyrównujących warunki konkurencji międzygałęziowej. W artykule zaprezentowano rozwiązania dotyczące fi nansowania utrzymania obiektów stacyjnych (w tym dworców) w państwach Unii Europejskiej (poza Wielką Brytanią) o najdłuższej sieci linii kolejowych (Niemcy, Włochy, Francja). W podsumowaniu zaprezentowano zaś propozycje kierunkowych rozwiązań tego problemu na gruncie polskim.

In Poland, due to the increase in investments made by railways in recent years, and thus the increase in the replacement value of transport infrastructure, the need for expenditure on infrastructure maintenance will increase in the next 30 years, or the development of the developed transport network will degrade. As part of the overall discipline of resource management, subdiscipline has emerged - infrastructure asset management. As part of the management of railway transport infrastructure, the demand for cheaper maintenance costs will grow. The cost reduction of infrastructure maintenance is possible through meticulous assessment of its condition, rational selection of locations and scope of repairs at the assumed risk level, as well as at the stage of preparation of new construction or modernization projects taking into account aspects of later maintenance. For some time, we have been observing the accumulation of knowledge (methods, programs, procedures) in the country and abroad enabling optimization of infrastructure condition assessment and programming of its maintenance. The implementation of these solutions may result in a more rational use of funds for infrastructure maintenance and not disturb its smooth functioning in operation. The article discusses aspects that should be considered in the design process of railway infrastructure. Particular attention was paid to the durability of steel components of the railway superstructure, maintenance costs as well as aspects related to the capacity of the track node. An example of dependence of selected values of radial arcs depending on their durability and maintenance costs was presented. It was proposed to change the track layout at the Warszawa Srodmiescie passenger stop planned for reconstruction. Calculations of kinematic parameters for various configurations of railway turnouts were performed. Also, calculations of the capacity for the existing track system solution as well as the proposed track system after reconstruction of the analysed Warszawa Srodmiescie railway station were also carried out.

This research paper is about the renewal, improvement and development of railroad transportation industry and planning for its contribution to the national and regional economic development. A theoretical exploration provided a guide for the necessary assessments. A research method based on the case study of almost all elements of the Iran railroad transportation system has been performed. The implementation of the observation by means of some indicators proves that hinders shall be removed to achieve maximum profit of the rail transport industry. Strengths, weaknesses, opportunities and threats (SWOT) analysis aided to evaluate the features of the industry. The analysis revealed that the present system of the railroad transportation is unable to assist the national macro economy. The failure corresponds to scarcely investing, funding, managing, infrastructure, operating conditions, and international/regional trade limitations. However, with the help of the improvement plans the prospects for the rail transport development will be pretty satisfactory due to the strategic Geo-policy, climate, nature, and trade potentials. A linear programming for the rail transport industry (LPRTI) has been provided to suggest the ways for maximizing of the rail transport system’s profits to support the national macro economy. The outcome of this research paper assists the regional/national economies with the help of a successful railroad transportation industry everywhere in the world.

Tematem artykułu są wyniki badań i opis urządzeń, opracowanych i wykonanych w firmie Adaptronica, monitorujących obciążenia w transporcie kolejowym. Wagi dynamiczne zbudowane są na bazie przetworników mocowanych w sposób nieinwazyjny do stopki szyny, a identyfikacja obciążeń opiera się na pomiarze odkształceń szyny kolejowej wywołanych przejazdem pociągu. W artykule przedstawiono wyniki badań uzyskanych podczas monitorowania odcinków linii kolejowych, charakteryzujących się znaczną intensywnością ruchu pociągów. Określono histogramy wartości obciążeń osiowych badanych pojazdów. Rezultaty zweryfikowano w oparciu o wyniki pomiarów referencyjną wagą statyczną lub o pomiary przejazdów lokomotyw o znanej masie.
The article presents the devices for monitoring loads in railway transport, developed and manufactured by the Adaptronica company. Dynamic scales utilize portable transducers fixed in a noninvasive way to the rail foot. Load identification is based on the measurements of rail deformations caused by a passing train. The article presents the results obtained during the monitoring of railway lines, characterized by significant intensity of train traffic. Histograms of axial load values of the tested vehicles were determined. The measurements’ results were verified with the results obtained with a reference static scale or with the results obtained during passage of locomotives with a given mass.

The article deals with research on the relationship between the performance of road and rail freight transport and transport infrastructure in EU countries. The authors of the article examined the relationship between transport performance and transport infrastructure by correlation and regression analyses. Verification of the statistical significance of the regression model was also performed. The main objective of the contribution is to find out what are the relationships and influences between transport infrastructure and development of transport performance. Research has shown that the strength of the relationship between transport infrastructure and transport performance is different for states. There are strong dependencies as well as strong independent relationships between the transport infrastructure and transport performance.

Safety in rail transport is a problem that many countries are struggling with. Rail transport is one of the main areas of Poland’s economic development. The authors analysed and interpreted statistical data on the condition of the railway infrastructure and rail safety, as well as identified the main causes of railway accidents. The development of rail infrastructure has a significant effect on freight and passenger transport safety. Among the most serious hazards in rail traffic are accidents and rail collisions. The most frequent rail accidents occur at level crossings, where those responsible are motor car drivers. There is a clear trend showing a decrease in the number of accidents with an increase in the percentage of well-preserved rail lines. This situation is a consequence of social awareness.

Artykuł jest poświęcony przyjętym w grudniu 2016 roku nowelizacjom przepisów Unii Europejskiej odnoszących się do funkcjonowania zarządców infrastruktury kolejowej. Te nowe regulacje umownie zostały określone jako czwarty pakiet kolejowy. W treści artykułu w części wprowadzającej omówiono założenia wstępne, jakie przyjęła Komisja Europejska, tworząc projekty przepisów wchodzące w skład tego pakietu. Następnie omówiono główne zmiany w dyrektywie 2012/34 uchwalone przez Parlament Europejski w grudniu 2016 roku, dotyczące zasad funkcjonowania zarządców infrastruktury kolejowej.
This article is dedicated to the amendments adopted in December 2016 by the European Union relating to the functioning of railway infrastructure managers. These new regulations are contractually defined as the fourth railway package. In the article, the introductory part is covered by the initial assumptions adopted by the European Commission by creating the draft regulations included in the fourth railway package. The main amendments to Directive 2012/34, adopted by the European Parliament in December 2016, deal with the rules governing railway infrastructure managers.

Celem artykułu jest analiza przewozu towarów transportem kolejowym w Polsce z w okresie 2010 – 2016. Przedstawiono sytuację na rynku kolejowym, uwzględniając krajowe i międzynarodowe uwarunkowania prawne, infrastrukturę kolejową oraz przewoźników odpowiadających za organizację transportów. Zaprezentowano ogólną charakterystykę krajowego rynku transportu ładunków, uwzględniając statystyki publikowane przez Główny Urząd Statystyczny oraz dane pochodzące ze stron Urzędu Transportu Kolejowego.
The aim of the article is to analyze the carriages cargo using railway transport in Poland in 2010 – 2016. The paper presents basic information about rail transport such as national and international rules of law, rail’s infrastructure and main companies responsible for the organization of transport. The article presents the general characterization of the national transport market of goods. Paper discussed the impact of railway transport on the national economy. An author used the statistics published by the Central Statistical Office (GUS). The Article is finished by a brief summary of content described in it.
