    Opis:
    Health policy as a process and as activities in the sphere of public responsibility may cause different evaluation problems but at the same time the proper and reliable assessment should be understood as the essential interest of the engaged stakeholders: government at different levels, payers, providers and patients as well. The paper concerns the problem of difficulties influencing the research focused on the health policy description aiming at the indication of the most important factors, effects, possible development dimensions that may significantly change the health system. The methodology in this case is also a complicated issue: quite often based on the instruments typical for social disciplines but not completely applicable for the presented subject. The paper describes the new innovative and universal tool for the purpose of the analysis aiming at reliable and comparable health policy assessment, it presents the stages and objectives of such evaluation and the perspectives of the HPA matrix development both for research and for didactic purposes.

    The variety of sources and forms available for supporting the R&D process has, including non-repayable funds changed dramatically over the last few years. Today they are available for all interested in the running researches – both start-ups, as well as large companies. It is an extension of instruments sharing risks embodied in company’s development in the long run. Offered measures of financial support system are an attractive factor decreasing the risk of investment in R&D and encouraging entrepreneurs to spend their own funds for research. This has a strong impact on the sphere creating innovative solutions giving a competitive advantage.
    Różnorodność źródeł, jak też dostępnych form wsparcia sfery badawczo-rozwojowej, w tym bezzwrotnych środków publicznych, zmieniła się radykalnie w ciągu ostatnich lat, co powoduje, że dzisiaj sięgać po nie mogą zarówno startupy, jak i duże firmy zainteresowane rozwojem B+R. Zachęcają one do podejmowania ryzyka oraz rozwoju firmy w dłuższej perspektywie. Oferowane środki finansowe wraz z systemem wsparcia ustawami stanowią istotny czynnik obniżający ryzyko inwestycyjne w B+R, jak też zachęcający przedsiębiorców do wydatkowania własnych środków na badania. Dają silny impuls do poszukiwania rozwiązań innowacyjnych oferujących przewagi konkurencyjne.

    Opis:
    Due to very specific conditions of work of machines and equipment used in coal mining industry, the manner of their selection, taking into account the changing working conditions, is very important. Appropriate selection influences the increased durability and reliability of machines and equipment, which translates into the economic effects achieved. As the issue of measurement and evaluation of coal mechanical properties (including coal workability measurement) is of great importance, previously applied methods for coal workability evaluation have been shortly reviewed. The importance of the problem is confirmed by the number of methods developed in various research centers all over the world. The article presents new instruments for determining and evaluating the mechanical properties of coal material (workability). The instruments have been developed in Poland and the author of this article is their co-inventor. The construction, principle of operation and innovative character of solutions applied in the instruments have been presented.
    Ze względu na bardzo specyficzne warunki pracy maszyn i urządzeń stosowanych w górnictwie węglowym, istotny jest sposób ich doboru, uwzględniający zmieniające się w trakcie pracy warunki. Prawidłowy dobór, wpływa na zwiększenie trwałości i niezawodności maszyn i urządzeń, co przekłada się na uzyskiwane efekty ekonomiczne. Z uwagi na ważność zagadnienia, jakim jest pomiar i ocena właściwości mechanicznych węgla (w tym pomiar urabialności węgla), dokonano krótkiego przeglądu dotychczas stosowanych metod oceny urabialności węgla na świecie. Istotę problemu potwierdza ilość opracowanych metod w różnych ośrodkach naukowych na świecie. W artykule opisano nowe, powstałe w Polsce przyrządy do wyznaczania i oceny właściwości mechanicznych materiału węglowego (urabialności), których autor niniejszego artykułu jest współtwórcą. Przedstawiono ich budowę, zasadę działania oraz innowacyjność zastosowanych rozwiązań.

    Celem artykułu jest ocena skuteczności instrumentów podatkowych w funkcji stymulacyjnej. Instrumenty podatkowe można uznać za skuteczne, kiedy wpływają na decyzje przedsiębiorców zgodnie z intencją ustawodawcy oraz powodują wymierne, zamierzone efekty gospodarcze. Przedmiotem badania jest podatek dochodowy i wykorzystanie ulgi na działalność B+R oraz preferencyjnej stawki opodatkowania dochodów z praw własności intelektualnej (PIT/CIT IP) w latach 2016–2021. Zastosowano metodę badania dokumentów, analizy ilościowej i jakościowej danych statystycznych dotyczących rozliczenia podatku dochodowego i nakładów przedsiębiorstw na działalność badawczo-rozwojową. Wykazano, że przywileje w postaci ulgi B+R oraz preferencyjnej stawki podatkowej PIT/CIT IP wysyłają silne bodźce. Świadczy o tym wysoka dynamika liczby podatników korzystających z tych przywilejów oraz kwoty odliczonych wydatków na B+R i podatku należnego PIT/CIT IP. Bardziej skutecznym narzędziem funkcji stymulacyjnej podatku dochodowego jest ulga B+R. Największe korzyści podatkowe osiągają podatnicy podatku dochodowego od osób prawnych oraz osoby fizyczne opodatkowane jednolitą stawką.
    The aim of the article is to evaluate the effectiveness of tax instruments in the stimulus function. Tax instruments can be considered effective when they influence business decisions as intended by the legislator and produce measurable, intended economic effects. The subject of the study is income tax and the use of the R&D tax credit and the preferential tax rate on income from intellectual property rights (PIT/CIT IP), from 2016 to 2021. The methods of document examination, quantitative and qualitative analysis of statistical data on income tax settlement and enterprise expenditures on research and development activities have been used. Privileges in the form of R&D tax credits and a preferential PIT/CIT IP tax rate have been shown to send strong incentives. This is evidenced by the high dynamics of the number of taxpayers taking advantage of these benefits and the amount of R&D expenditures deducted and PIT/CIT IP due. A more effective tool of the income tax’s stimulus function is the R&D tax credit. Corporate income taxpayers and individuals taxed at a flat rate reap the greatest tax benefits.

    The methodology of pedagogy belongs to the youngest group of pedagogical disciplines. The first thoughts about the basic postulates of the methodology of pedagogy were recognized long ago, even in the pedagogical paradigm of John Amos Comenius (1592-1670), who created support for the methodology of pedagogy as an integral component of pedagogical science. After the presentation of the basic concepts of the pedagogical theory of this Moravian thinker, the principle of evidence in his pedagogical theory is considered in this paper. A review was made of the influence Comenius left on his followers Jean-Jacques Rousseau (1712-1778) and Johann Heinrich Pestalozzi (1746-1827), especially from the point of view of further development of the principles of evidence in their education theories. In this paper, we have con-firmed our hypothesis about the compatibility of the principle of evidence with research techniques and instruments. Proactively action by Comenius represents a turning point not only in the field of pedagogy development as a science and its disciplines, but also in the field of human development in general. Regarding that, there is a need for a new pedagogical discipline, Comeniology, which will give a new perspective to this pedagogical doctrine and will foster a critical review in relation to his pedagogical theory. According with our research subject, we have presented some of our dilemmas and questions to which the Comeniology as a new scientific discipline could give an answer, and therefore a kind of scientific contribution. Based on the previous methodological achievements, Comeniology remains committed to discovering the origins of other research techniques and methods in the pedagogical postulates of Comenius, to determine the applicability of the Comenius pedagogical principles with regard to the changes and challenges facing the contemporary teaching process, to open the issue of pedagogical psychological competencies of teachers for the application of the golden rule of Comenius and its other principles, to continue engagement of Comenius in the qualitative educational function of a modern school, but also to consider the influence of other factors (family environment) that may influence the choice of teaching principles and methods.

    Przedmiotem artykułu jest analiza wybranych problemów natury metodologicznej oraz etycznej, jakie mogą pojawiać się w toku realizacji badań z udziałem osób z niepełnosprawnością intelektualną. Praca ma charakter przeglądowy. Omówiono w niej takie zagadnienia, jak błędy pojawiające się w badaniach typu self-report oraz związane z nimi trudności, których mogą doświadczać osoby niepełnosprawne intelektualnie; ogólne sposoby przeciwdziałania im. Wskazano na niektóre kwestie etyczne w zakresie eksploracji z udziałem przedstawicieli tej grupy, m.in. wyrażanie świadomej zgody, sposób rekrutacji respondentów.
    The article analyzes selected methodological and ethical problems that may accompany research with persons with intellectual disabilities. The article has a review form. Issues such as errors appearing in self-report research and related difficulties that may be experienced by people with intellectual disabilities are discussed. The general methods of counteracting them are also presented. Some ethical issues in the field of research with the participation of representatives of this group were indicated, among others expressing informed consent, the way of recruiting respondents.

    Opis:
    The main objective of this article is to present potential research opportunities offered by the analysis of conditions, structure and instruments of the foreign policy of the country. The secondary objective is to present several potentially interesting research scenarios using the presented approach. For the purpose of these analyses, selected definitions of foreign policy functioning in the mainstream of Polish science (by leading researchers of international relations) and included in English-language publications of renowned foreign publishers will be presented. Then, the authors’ definition of foreign policy will be proposed based on these publications. In the following subsections there will be a presentation of selected elements of foreign policy analysis in the form of its determinants, structure and instruments. In their research, the authors used secondary research material in the form of scientific articles in Polish and English. The method used in the research is the method of content analysis.
    Celem wiodącym niniejszej pracy jest przybliżenie możliwości badawczych, jakie daje analiza uwarunkowań, struktury oraz instrumentów polityki zagranicznej państwa. Wtórnym celem jest zaś prezentacja kilku potencjalnie interesujących scenariuszy badawczych z wykorzystaniem przedstawionego ujęcia. Na potrzeby niniejszych rozważań przytoczono wybrane definicje polityki zagranicznej funkcjonujące w głównym nurcie polskiej nauki (autorstwa czołowych badaczy stosunków międzynarodowych) oraz zawarte w anglojęzycznych publikacjach renomowanych wydawnictw zagranicznych. Następnie na ich podstawie zaproponowano autorską definicję polityki zagranicznej. W kolejnych podrozdziałach zawarto prezentację wybranych elementów analizy polityki zagranicznej w postaci jej uwarunkowań, struktury oraz instrumentów. W swoich badaniach autorzy wykorzystali wtórny materiał badawczy w postaci opracowań naukowych w języku polskim i angielskim. W badaniach zastosowano metodę analizy treści.

    At the beginning of the eighteenth century, new lectures in natural philosophy based on direct and immediate demonstrations began to spread through Europe. Within this context, a chair of experimental philosophy was created at the University of Padua in 1738, and the new professor, Giovanni Poleni, established a Cabinet of Physics, which became very well known in eighteenth-century Europe. In the following two centuries, Poleni’s successors continued to acquire thousands of instruments used for teaching and research, which today are held at the Museum of the History of Physics of the University of Padua. The present paper describes the main peculiarities of the collection, comprising instruments from the Renaissance to the twentieth century. We also discuss the current acquisition policy of the museum, aimed at collecting material evidence of the research and teaching activities in physics that are carried out in Padua today. We will outline both the local peculiarities of the collection and its international dimension, based on the contacts that have been established throughout the centuries between Padua and the international scientific community. Some aspects of the circulation of scientific knowledge in Europe and beyond will thus also emerge.
