The concept of beauty in the landscape of the city has become relative; the aura of the place, attractiveness, value to attract customers regardless of the time of the day and year became important. Not always the public space gives good energy to the recipient. Sometimes, contrary to the expectations of the originators of consumer offer for this space, it is even considered to be repulsive. The phenomenon of generating good or referred to as bad energy by urban public spaces existing in reality, is an interesting research topic. It can accommodate both the newly created public spaces, old, historic spaces currently being reformed and iconic space. The way to create new successfully cases of public spaces is relying on multidisciplinary studies of the sociology and psychology of architecture.

Public space is an important element of urban structure, playing various spatial, social and economic roles in towns/cities. Its quality influences the quality of life of the inhabitants and the attractiveness of the town as a whole. Public space located in town center is the most representative of its identity and image, and also serves multiple functions and activities. The quality of urban space depends on different factors, which have been discussed in professional literature for the last few decades. The author of this paper developed a model for assessment of the quality of public space in town centers based on studies of methods already used in Poland and abroad, and the analysis of trends and ideas which should be taken into consideration while constructing a set of criteria for assessment methods. The main goal of this paper is to present the methodology of research on the quality of public space in town centers using this model. An important element of the model is the proposed method of delimiting the research area – the town center – based on identification of key public space of a town. The model comprises three methods, which can provide valuable information on the quality of public space, and also serve as a basis for constructing ratings of towns in each of these methods and the model as a whole. The research conducted using this model in chosen medium-sized towns of the Łódź region showed that the results of ratings obtained using particular methods and the whole model coincide with subjective opinions on public space in town centers given by its users and professionals evaluating it.

Przestrzeń publiczna w Polsce w ostatnich latach podlega postępującej prywatyzacji i fragmentaryzacji. Jest to zjawisko bardzo niekorzystne ze względu na funkcje, jakie przestrzeń ta pełni w strukturze przestrzennej miast i wsi, decydując o możliwości zaspokojenia różnego rodzaju potrzeb, w tym przede wszystkim społecznych, mieszkańców, i wpływając tym samym na jakość ich życia. Nasilaniu się tych niekorzystnych procesów sprzyja z pewnością odreagowanie polskiego społeczeństwa na realny socjalizm w nowo ukształtowanych warunkach neoliberalizmu i gospodarki rynkowej, ale także polskie prawodawstwo w zakresie planowania przestrzennego ułatwiające komercjalizację przestrzeni miast i wsi oraz zawłaszczanie przestrzeni publicznej w różnej formie. Celem niniejszego artykułu jest przedstawienie różnych sposobów pojmowania i znaczenia przestrzeni publicznych, mechanizmu kształtowania takich przestrzeni w Polsce, a także miejsca, jakie przestrzeń publiczna zajmuje na nowo budowanych osiedlach w strefie podmiejskiej Poznania.
Public space in Poland has seen advancing privatisation and fragmentation in the recent years. This is a highly undesirable development because of the functions that this space performs in the spatial structure of towns and villages, offering their residents a possibility to fulfil a variety of needs, primarily social, and thus affecting their quality of life. What favours those harmful processes is certainly Polish society’s wish to get over feasible socialism in the new conditions of neo-liberalism and a market economy, but also Polish physical planning legislation, which makes it easy to commercialise urban and rural space and to appropriate public space in a variety of manners. The article presents various ways of understanding public spaces, the mechanism shaping such spaces in Poland, and the place that public space is given on newly built housing estates in the Poznań suburban zone.

Cultural space revitalisation is a specific kind of city centre renewal. It especially aims atimproving a degradad urban structure in the aspect of spatial and social attractiveness. In the paper, the author deals with questions of directing a city centre revitalisation process in the right way. In author’s opinion it is needed to prove the necessity of the search for solutions to the current spatial problems within a city centre simultaneously considering some extra questions. Having reached the proper level of social and economic stabilization, other kinds of problems will be addressed subsequently. Therefore, it is necessary to think about the future right now, and programme long-term and interdisciplinary strategies for the city downtown development. In conlusion, it is essential to provide the right spatial politics to stimulate the realization of a compact city idea.

This article presents a creative and destabilising function of art created in urban public space. This public space is here seen according to the view of belgian philosopher Chantal Mouffe as agon - battleground and confrontation of hegemonic projects. Public art is one approach to take the floor in a public debate this is why it has a political character. Krzysztof Wodiczko is a creator of this type of art who postulates creation through democratic public space art and promotes public domain. This article particularly shows his concept contained in “The Abolition of War” publication.

Crowdfunding is a form of funding projects (business, scientific, social, artistic, etc.) based on small but numerous payments, collected mainly through Internet communities. The article presents the current state of interest in this form of public art funding, both in Poland, and abroad. The analysis of crowdfunding websites shows several features of this mechanism used for public art funding. It encourages artists to engage in more active participation on the Internet, especially on social networks’ level, which is particularly important in the all-or-nothing financing system. Crowdfunding also encourages people to be more active citizens, as financial support for specific projects in the field of public art is not only an endorsement, but also a real act of participation in the processes of creation of public space. On the other hand, crowdfunding has very limited ability to control and influence the artistic and social value of projects. Reliance on the “wisdom of the crowd” may therefore lead to the promotion of mediocre initiatives, neither presenting a high aesthetic value, nor bonded to the space in which they are to be found. There are also other risks associated with crowdfunding of public art, such as the risk of rollover of such initiatives from public institutions (e.g. local governments) solely on the shoulders of citizens, or the lack of intellectual property protection.

Smart city model is one of the most well-known development models nowadays. It is characterized with holistic approach towards city growth and introducing ICT systems to facilitate, among others, management of the city and communication. Because of the ease of implementation of said ICT systems many municipalities choose to use them. In 2007 the European Smart City model for medium-sized cities in the European Union was created. The model presents guidelines in which the city should be developed to become 'smart'. Medium-sized European cities were evaluated using parameters and indicators in six categories. Consequently, in 2007, 2013 and 2014 rankings of the European Smart Cities were created. Scandinavian cities and Luxembourg were located on the top of the ranking. Among Danish cities of Aarhus, Aalborg and Odense found their place on the list. The most characteristic public spaces in Aarhus and Aalborg are located by the water. In Aarhus there are boulevards by the canal Aarhus Å, and currently constructed waterfront located in the old harbour (Dock 1 and 2). In Aalborg there is a multifunctional waterfront on the south bank of Limfjord. In this paper waterside public spaces of both cities are presented. Good design solutions are described and examined how they relate to smart city model. Danish waterfronts are examples of well-designed, multi-functional public spaces. They meet, among others, recommendations of ten activities gathered by the Project for Public Spaces. Those ten activities characterize well-designed spaces. Watersides projects of Aarhus and Aalborg may serve as an example for waterside solutions in Poland, especially now, when river banks in many cities are being re-integrated into the urban fabric.

In this paper I bring closer some of the aspects of my work, I show the approach to the space when working in public locations. The components of this approach are a careful observation of the environment, spending time with the locals, talking to them, taking into account the symbolic nature of the contents brought by the people. So I quote and comment some of the dialogues that happened between me and the passers by during a four week creative intervention in the city’s oldest street.

Revitalization is the process of giving a new life and the centre of Chrzanów is the unique target of the undertaken actions. The new Renaissance of the central areas – and public urban spaces in particular – marks the return to the very core of the idea of the city and urbanity. The redefi nition of particular, spatially isolated parts of the urbanized environment is an effective form of counteracting deurbanisation processes as well as the social and economic stagnation of the city. In practice, the strategy of operational revitalization developed for the centre of Chrzanów is a series of coordinated social, spatial and economic activities undertaken with respect to the entire city, but carried out gradually in its various locations and scales. The Old Town Market Square, the fi rst to have undergone these processes, quickly became the symbol of the revitalization of the city of Chrzanów and its social affirmation.

The thesis of my paper is that art participatory practices in public space have a paradoxical potential to avoid a paradigm of visibility. What I call the paradigm of visibility is a formula of social presence of art which is based on a necessity of occupying a certain physical or symbolical space and an effort to sustain it. This kind of public presence of art is traditionally considered to be a guarantee of its value in terms of both artistic and social legitimisation. A question arises if this formula has an alternative. It seems that participatory art practices in public space – focused on production of objects and searching for social impact and social efficacy – can formulate a different model of presence of art (of its production and distribution) than object-based art.

Autor od kilkunastu lat samodzielnie lub w zespołach badawczych prowadzi badania nad funkcjonowaniem przestrzeni publicznych miast Górnego Śląska. Poniższy tekst jest próbą refleksji, która zrodziła się podczas ich trwania. Autor skoncentrował się w nim na problematyce nowych mieszczan i funkcji, które przestrzeń publiczna pełni wobec nich. Celem tekstu jest pokazanie katowickiej ulicy Mariackiej jako przestrzeni dla tej grupy społecznej. W początkowej części tekstu podjęta została próba pokazania problematyki tworzenia się nowych mieszczan w Polsce. Następnie autor przedstawia specyfikę ulicy Mariackiej. W kolejnej części omówione zostały funkcje przestrzeni publicznych. W zasadniczej części tekstu przedstawiono funkcje, które spełnia wobec nowych mieszczan katowicka ulica Mariacka.
The author, individually or as a member of a team, has been conducting research on functioning of the public space in Upper Silesia towns for a few years now. The text presents a few reflections which have arisen as a result of these studies. The author concentrates on the problems of new bourgeois and functions which public space performs toward them. Showing the Katowice Mariacka street as the space for new bourgeois is the main aim of this article. At the beginning the author attempts to present issues related to the formation of new bourgeois in Poland. Then he describes the specific character of the analyzed Mariacka street and defines functions of the public spaces in general. The main part of the text is dedicated to the relations between Mariacka Street and new bourgeois. As a result it has become possible to define the exact meaning of that street for new bourgeois in Katowice.

In 2016, the title of the European Capital of Culture was awarded to Wrocław. To celebrate the year of 2016 citizens could partake in many cultural initiatives prepared specially for this occasion. The proposals aimed at the people of Wrocław included the ECC 2016 Microgrants program, under which any citizen could realize, gain funding, as well as obtain administrative and promotional support for their designed cultural activity. Field studies conducted during the first two editions of the program served as the basis for a report, which includes conclusions regarding the perception of the urban space submitted by task performers. Low-budget cultural activities proved to be an excellent pretext for the citizens to reconsider the issues of public space in Wrocław, access to cultural events or the manner of constructing official discourses about the city and its space. This article focuses on the issue of space in the context of Microgrants 2016 and presents the outcomes of the fieldwork.

Artykuł prezentuje działania, mające na celu ożywienie przestrzeni publicznych Starego Miasta w Bydgoszczy i dostosowanie ich do współczesnych potrzeb i oczekiwań mieszkańców. Głównym motywem regeneracji staromiejskiej przestrzeni publicznej i zwiększenia atrakcyjności obszaru może stać się kultura, twórczość artystyczna i tradycje historyczne. Powodzenie procesu przekształceń zależy jednak od uwzględnienia dwóch jego aspektów: przedmiotowego i podmiotowego. Aspekt przedmiotowy to działania w sferze materialnej (poprawa jakości i stanu technicznego przestrzeni publicznej, zmiana funkcji budynków, wprowadzenie małej architektury, zieleni itd.). Aspekt podmiotowy to zaangażowanie do procesu przekształceń jak najszerszego grona uczestników. Artykuł pokazuje próby włączenia do współpracy właścicieli nieruchomości, najemców, środowisk twórczych, organizacji i stowarzyszeń. Skuteczność zaproponowanego kierunku przekształceń zależna jest bowiem od spójności i jednoczesności działań prowadzących do osiągnięcia wspólnego celu – ożywienia przestrzeni publicznych i nadania im charakteru przestrzeni kreatywnych, wypełnionych sztuką i współtworzonych przez artystów i mieszkańców
The oldest part of Bydgoszcz was historically formed as a consequence of many social and economic processes. The streets that used to accommodate trade and social interaction have now lost their significance and so the historic city centre is not attractive to the city inhabitants anymore. Therefore, there is a need to bring vitality back through accommodating current public needs and expectations. Looking for new attractive functions to boost the area, we established that culture, art and tradition can play an important role in functional transformation, consequently leading the regeneration process of public spaces in the old city centre. Firstly, the quality of public spaces is to be improved through renovations of old apartment-houses, as well as resurfacing streets and public spaces. At the same time, a series of initiatives are being undertaken in order to change the functions of commercial premises and to introduce more attractive green spaces and small architecture. Our initiatives are put into action through collaboration with property owners, cultural associations, and many others. These actions are coordinated by the City Council. It is important for our initiatives to be approved by all concerned organizations and to be undertaken in parallel with cohesion aiming to bring vitality to public spaces in the form of areas thriving with art created jointly by artists and city inhabitants.
