In our times, a growing interest of organizations, including also the public ones, in crowdsourcing, can be observed. It enables to acquire knowledge located in virtual communities. However, despite many benefits, crowdsourcing initiatives very often fail. Therefore, a need for their evaluation is recognized. Nonetheless, in the subject literature, a shortfall of criteria and methods of evaluating crowdsourcing may be observed. The existing proposals do not ensure a comprehensive picture of crowdsourcing, and they do not take into account its multidimensionality. The article is intended for a presentation of the ways of evaluating crowdsourcing and an original proposal of a list of indicators, which may be used for evaluating crowdsourcing in public organizations. The article presents the original proposal of activities, by which it is possible to assess the degree of implementation of the adopted tasks and determine the level of obtained crowdsourcing results. The conducted research allowed to recognize that it is possible to measure crowdsourcing results using quantitative and qualitative indicators. A prerequisite for selecting the appropriate means is first of all to indicate the purposes for which crowdsourcing should be used.

Purpose: The aim of this paper is to determine the factors that influence the process of implementation of risk management process into municipal offices across Poland. Methodology: The Polish Public Finance Act requires public sector entities to put in place a risk management system within the framework of management control. The author conducted in-depth interviews with key personnel responsible for risk management in public administration units. Findings: The results of the research show that public sector organizations face certain problems in the process of implementing a risk management system. Employees seem to resist change. As a result of the project, four factors that influence the process of introducing risk management have been identified. Implication: Public sector organizations are mostly large, bureaucratic organizations, governed by numerous regulations, which all in all tends to hinder efficient management. The results of the discussed research are to support public entities in the process of implementing change. Value: The paper explores the importance of overcoming barriers to the process of implementing risk management in the public sector.

Trainings as well as their impact on employability and employees’ performance have been the subject of interest of theoreticians and practitioners of management for a long time. However, according to the literature study, the outcomes of employees’ trainings also depend on the applied style of leadership as well as on the quality of relationships between supervisors and subordinates. This paper tries to answer the question: what are the relationships between transformational leadership, the quality of supervisors’ relationships with subordinates, employees’ trainings and employability, employees’ quality and effort of work in public organizations? This aim will be achieved by presenting the results of literature study and empirical research carried out in public organizations.

Employees’ attitudes to changes and organizational performance have been the subjects of interest of theoreticians and practitioners of management for a long time. However, direct relations between these phenomena are rarely examined. Dynamic changes in organizations providing public services, their striving for enhancement of innovativeness and an increase of organizational performance cause that today this problem acquires special importance. This paper tries to answer the questions: what are employees’ attitudes to organizational changes in public organizations and what are the relationships between employees’ attitudes to organizational changes and public organizations’ performance? These aims will be achieved by presenting the results of literature study and empirical research carried out in public organizations.

Opis:
One of the most important indicators of democratization and openness of a country is holding of free and democratic election. Conducting honest and open elections has an important meaning for creating a positive image of Ukraine on the international scene, as well as evidence that the country fulfills its obligations to protect human rights and freedoms. One of the means of controlling elections is participation of official observers and community. To a large extent from their conclusions about legitimacy of elections or, conversely, violation of the electoral law depends on the international community's recognition of legitimacy of the newly elected authorities. Organization of election observation by public organizations is one of the most significant dimensions of democratic development around the world. Non-party election observation and control by NGOs are also aimed at ensuring the integrity of election through deterrence and disclosure of violations and falsifications, prevention and mitigation of electoral violence and provision of recommendations for improvement of electoral processes. There are two main criteria for classification of public observers – by country of origin (internal and external (international)) and time (long-term and short-term). Internal official observers are representatives of candidates for deputies, political parties (blocs) or non-governmental organizations. International observers are observers representing foreign states and international non-governmental organizations. Long-term observers, as a rule, are involved in monitoring electoral process at all (or most) stages, and short-term observers, as a rule, focus on monitoring activities on an election day, that is, they are primarily interested in voting and counting procedures. The right of official observers from non-governmental organizations, from foreign states and international organizations to officially monitor the course of the election process is determined in the Law of Ukraine "On Elections of People's Deputies of Ukraine". In particular, Article 78 of the Law states that the permission to have official observers during election of deputies has only a public organization whose statutory activities include election process and its monitoring and which is registered in accordance with the procedure established by law, not later than sixty days before a voting day. Analyzing the quantitative characteristics, activities and reports of official observers from international organizations and public organizations on monitoring the progress of the parliamentary elections in Ukraine in 2002-2014, we observe the growth of their participation in elections which promotes democracy, openness of elections and recognition of legitimacy of their results. It is worth noting that the reports of official observers noted that despite some violations of the electoral law, the elections of people's deputies of Ukraine in 2002-2014 were conducted in accordance with the national electoral law, international obligations and standards of democratic elections. The reports witnessed democratic, transparent and legitimate Ukrainian elections, ensuring basic civil rights and freedoms. Among the series of recommendations it was proposed to codify the electoral legislation of Ukraine. Recommendations provided to the election process participants following election observation campaigns in Ukraine, their consideration by state institutions in the preparation of election legislation and holding of further elections will contribute to the improvement of the electoral process.

Artykuł jest próbą odpowiedzi na pytanie, w jaki sposób mierzyć sukces organizacji publicznych? Literatura przedmiotu wskazuje, że stosowanie pojedynczej miary jest niewystarczające, ponieważ daje ona uproszczony obraz sytuacji w krótkim czasie, nie odzwierciedlając zazwyczaj perspektyw na przyszłość. Rozważania prezentowane w niniejszym artykule są efektem realizacji projektu badawczego „Kluczowe czynniki sukcesu organizacji sektora publicznego na przykładzie ośrodków pomocy społecznej”, finansowanego ze środków NCN (Numer umowy 2013/09/N/HS4/03861).
The article is an attempt to answer the question of how to measure the success of public organizations. The literature indicates that the use of a single measure is inadequate because it gives a simplified picture of the situation in a short time usually does not reflect the prospects for the future. The considerations presented in this article are the result of the research project „Key success factors for public sector organizations on the example of social services organisations“ funded by the National Science Centre (contract number 2013/09/N/HS4/03861).

This article attempts to present and explain the functioning of the market mechanism of the market of one percent. The article discusses the problem of the unintended consequences of intended actions, which were induced in to the Polish tax system by “1% mechanism”. It is about the possibility of donating 1% income tax due from individual taxpayers to public benefit organizations. As a result of the implemented regulations a market of one percent has been created, on which public benefit organizations conduct competitive struggle for money which taxpayers can dispose. This article aims to explore the mechanism of competition on the market of one percent and understand methods of competitive struggle. The article makes the hypothesis that the public benefit organizations can either alone carry the burden of competition for the 1% tax, or offload it onto their mentee. The article makes references to the statistics of the Ministry of Finance and the implementation and financial report of investigated organizations.

This paper examines how the presence the media of national minorities aligns itself with the principles of civil society principles and fosters tolerance and stability in the Ukrainian multi-ethnic society. It follows from the analysis that the existence of periodicals published by national minorities increases social awareness, contributes to national reconciliation, mutual understanding between people, and promotes social development. It was found that ongoing publication of national periodicals approved by the state enables representatives of national minorities to feel equal citizens of Ukraine, whose high social status and cultural needs are acknowledged and recognized. The registered periodicals and radio broadcasts of the Polish national minorities in the Carpathian region evince the existence of free non-governmental organizations that reflect the interests of social groups and their values. It is emphasized that the Polish community of Prykarpattia is dispersed, therefore the development trend of its social media reflects the nationwide progress of ethnic integration of particular national communities into society. Also, the authors show that Polish-language and bilingual newspapers and magazines of the Ivano-Frankivsk region are important factors in the preservation and public expression of the identity of national minorities, reflect their unique culture, traditions and the degree of their assimilation.

The aim of this article is to identify primary risk areas related to the protection of personal data on the basis of current regulations (further referred to as “the GDPR-related legal risk”) in organizations of the public finance sector. Celem artykułu jest identyfikacja podstawowych obszarów ryzyka związanych z problematyką ochrony danych osobowych na podstawie aktualnych przepisów (dalej: ryzyko prawne RODO) w organizacjach sektora finansów publicznych. Opracowanie przybliża problematykę zarządzania ochroną danych osobowych z punktu widzenia ekonomicznej oceny skutków naruszania obowiązujących norm prawnych w kontekście możliwych do poniesienia sankcji finansowych i wizerunkowych dla organizacji publicznych. Artykuł opiera się na przeglądzie dostępnej literatury, wynikach kontroli NIK oraz badaniach własnych.
