Opis:: The creation of an open society and a living environment which is accessible and of use to all is the main task at present to improve the life of all citizens. Juvenile crime is a serious societal problem, which is taking on increasingly drastic forms. The article discusses the scale and forms of crime most often committed by minors in the Masovian police district in the years 2013–2016 The direct impact of juvenile crime on citizens’ sense of security and safety is also presented. The presented results have been obtained by analysing the statistical data from the General Police Headquarters of Poland, seated in Warsaw, and from the Voivodship Police Headquarters in Radom.

The author of the article undertook the effort of presenting the transformation of the Polish police force from the perspective of the opinions of the Police Chief Commanders. He analyzed these opinions critically.

The activity of police education for most readers is associated with the preparation of an officer for service on our streets. Nevertheless, the scope of activity of this type of facilities is much wider. The following article attempts to present several levels of activity that indirectly translate into public security. The training offer of police schools is addressed not only to police officers, but also to external entities that carry out tasks related to ensuring security and public order.

The public safety management process is an integrant of many people along with public and private institutes cooperating with each other to guarante the citizens’ safety and minimalising the effects of the encountered dangers. The subject of the present study is assessment of the level of public safety in the Jarosław’s county in 2017–2020 as well as the attempt to answer the following questions: what are the biggest safety threats in the Jarosław’s poviat? What is the sense of safety of the population in the Jarosław’s county? What is the assessment of the activities of local authorities by the inhabitants of the poviat in the field of public safety protection? What are the inhabitants’ expectations concerning the public safety?

Opis:: W badaniach podjęto próbę rozstrzygnięcia kwestii, czy w okresie dwunastoletnim w populacji policjantów zwiększyła się czy też zmniejszyła proporcjonalnie grupa tych, którzy są skłonni do udzielania pomocy innym, bez względu na rodzaj zagrożenia oraz czy deklarowane przez nich działania mają znamiona skuteczności i zaliczane są do chwalebnych. Stosując metodę symulacji słownej, zdiagnozowano 250 funkcjonariuszy Policji. W 1998 r. badaniami objęto 126 policjantów, natomiast w 2010 r. 124 funkcjonariuszy. Na użytek niniejszego opracowania analizie poddano działania policjantów w trzech symulowanych sytuacjach zagrożenia: (1) obrony postronnych osób przed napaścią fizyczną; (2) zagrożenia innej osoby utonięciem; (3) bliżej nieokreślonej, wskazującej na konieczność udzielenia pomocy innym ludziom. W rezultacie przeprowadzonych badań nie odnotowano tendencji wzrostowej w proporcjonalnej liczbie deklarowanych działań w 2010 r., kwalifikowanych do chwalebnych, w porównaniu do badań z 1998 r.
The study attempted to determine whether in the twelve-year period the proportion of those who are willing to help others, regardless of the nature of threat, has increased or decreased in the population of police officers. Another issue was whether actions they declare appear to be efficient and can be classified as glorious. Using a verbal-simulation method, a sample of 250 police officers was examined: 126 in 1998 and 124 in 2010. Self-reported actions in three simulated emergencies were analyzed: (1) someone committing a physical assault on another person; (2) another person drowning; (3) unspecified circumstances indicating the need to help other people. As a result of the study, there was no proportional increase in the number of praiseworthy actions declared in 2010, compared to the studies conducted in 1998.

Opis:: This article presents the material scope of public safety and public order in the context of the Polish police jurisdiction. The considerations are based on the assumption that safety, as one of the social rights, is an inalienable human right while human rights are the product of moral and political agreements between people. When attempting to define the material scope of the notions of "public safety" and "public order", it should be noted that both in the process of making and applying the law and in the legal literature, the use of the term "public safety and order" has been accepted. Nevertheless, the concepts of public safety and public order are not unequivocal. The relevant literature presented in this article is dominated by approaches that define both public safety and public order as a desirable state. Most often, public safety is related to the functioning of the state and its citizens, while public order refers to a narrower sphere of complying with norms and maintaining the efficiency of public institutions . Both concepts are of an administrative nature, i.e. they are concerned with issues related to the implementation and observance of regulations in force in a given country. Public order, just like public safety, is also a certain internal condition of a state, as no organised community can allow its members to exercise their will without any restrictions. Rules governing the conduct and coexistence of community members are defined by appropriate norms, such as customs, moral and religious principles or legal norms, all of which are subject to permanent changes, which in turn makes it necessary for the institutions established to protect public order and safety to adapt by systematic improvement of their organisation in the functional dimension.

Opis:: The Constitution of the Republic of Poland guarantees each person the freedom to organise and to participate in peaceful assemblies. This liberty may be restricted by a dedicated act. The principles of conduct in the case of gatherings are regulated by the Act on Assemblies of 5 July 1990. In view of the above, the assumption that public gatherings are a special case of public congregation was adopted as the basis for the considerations presented in this article. The paper outlines a number of determinants affecting the safety of participants of public meetings, which will be both positive and pejorative in nature. The research conducted indicates that the participants of these assemblies will be subject to the influence of the assembly and aforementioned assembly will be influenced by them. All the more so since a public meeting is a gathering of people with a high power of interaction. The analyses and assessments carried out point to the significant role of state institutions in ensuring the security of public assemblies, which, in addition to their organisers, carry a huge burden of responsibility on their shoulders.

This article is describing a process of creating structures of Emergency Notification System in Poland. The author focused on localization of Emergency Notification System in national safety system and showing cooperation of authorities and the rescue services, and the effects that this cooperation brought. The article regards to the specific type of tasks, which author set apart in the changing law, building ICT and organizational part, especially creating PSAP (Public Safety Answering Point). At the end of the article author presents conclusions of conducted activities.

Opis:: Terrorism and ecoterrorism are one of the contemporary public safety threats in Po-land. The emerging radical ideologies that assume violence and terror find their sup-porters, which enforce state activity. Both the Police and the Border Guard, guarding the broadly understood security and public order, are obliged to counteract and combat terrorism. This article presents considerations regarding counteracting and combating terrorism and ecoterrorism in Poland by the Police and the Border Guard. Thanks to their activities, it is possible to identify terrorist threats and counteract them, as well as to prosecute the perpetrators of acts of terrorism.

The article is the addition to first part of the review concerning the PR rules in public institutions. Particular attention was paid to the following PR are-as: citizens’ relations, internal communication, visual organizational image, special events, sponsoring, as well as research and funding acquisition. It is a truism, that a development of public institutions on PR field should be multilateral. Not only such much noticeable PR aspects as cooperation with media organizations or usage of the Internet power but citizens’ relations, internal communication, visual organizational image, special events, sponsoring, research and funding acquisition as well in this proceeding ought to be taken into account. PR rules in this paper included could lead public in-stitutions to be much more flexible in describing organizational area. Object effectiveness could be increased as well, taking both internal criterions and external requirements into consideration.

Opis:: Artykuł przedstawia miejsce PR w systemie bezpieczeństwa publicznego. Część pierwsza skupia się na zasadach PR w następujących jego sferach: relacje z mediami, informowanie publiczne, internetowy PR i publicity, w odniesieniu do działalności instytucji publicznych .
The article presents PR locus in the public safety system. The first part is focused on PR rules in following areas: media relations, public information, Internet PR and publicity, towards to public institutions’ activity. PR is a fundamental aspect of public institutions’ activity in both normal and abnormal conditions. It is dealt with as a fifth, independent management function as well. As a typology of PR rules is truly problematic aspect, object tools useful for public officers are worth to take into considerations. Group of the tools is constituted by media relations, public information, publicity, relations with citizens, internal communication, visual identity, special events, sponsoring, scientific researches and funds winning for scientific needs. The first four in three, important towards to PR locus in the public safety system, organizational conditions (normal conditions, image crisis conditions and reaction for public safety threats conditions) have been described.

The paper determinates the safety areas. It has been made on the basis of Polish authority sources analysis results. The starting point was the Polish Constitution owing to the most importance among all the Acts of law. The Montesquieu’s authority division seemed to be insufficient, taking preset legal state into consideration. Authors identified following safety areas: legislative, executive, judicial, media and civic. All of them are determined by the description of duties and responsibilities relevant to national safety. Discussion results concerning the Polish Parliament, the Polish President, the Council Cabinet, government administration departments, governors, the Police, The State Fire Service, State Medical Rescue, the Polish Armed Forces, the Constitutional Tribunal, the State Tribunal, the National Audit Office, media, community guards, safety commercial organizations, universities and particular citizens activities were sufficient to show the significance of all safety areas in public safety system.

Opis:: Ze względu na ukształtowanie i właściwości skał w byłych kamieniołomach na stromo nachylonych zboczach zachodzą procesy erozji, co sprawia, że od calizny odrywają się drobne odłamki skalne gromadząc się na półkach w formie piargów. Proces ten zachodzi z różną intensywnością, zależy od wielu czynników, również od stopnia sukcesji naturalnej. Przebywanie bezpośrednio pod ociosem nie jest do końca bezpieczne. Co zatem robić, aby osobom postronnym zapewnić bezpieczeństwo? Czy zabezpieczanie ścian skalnych środkami technicznymi w ogóle ma sens? W artykule przedstawiono kilka obiektów pogórniczych, na przykładzie których poddano pod dyskusję ten problem.
Due to the shape and properties of the rocks in the former quarries, erosion processes take place on the steeply sloping slopes, which causes small rock fragments to break off the rock and accumulate on the shelves in the form of scree. This process takes place with varying intensity and depends on many factors, including the degree of natural succession. Being directly under the side wall is not entirely safe. So what to do to ensure the safety of people? Does securing rock walls with technical means make sense? The article presents several post-mining facilities, on the example of which this problem was discussed.

Umiejętność dokonania oceny jest bowiem warunkiem doskonalenia rozwiązań w omawianym zakresie, a te – jak pokazały doświadczenia ostatniej powodzi w Polsce – są wciąż jeszcze niedoskonałe. Należy przy tym podkreślić, że każdorazowo odnoszono się do działań (funkcji) kierowniczych, mających na celu radzenie sobie z sytuacjami kryzysowymi wywołanymi przez zagrożenia o charakterze niemilitarnym. W artykule sprecyzowano pojęcie zarządzania kryzysowego i przedstawiono poszczególne fazy procesu zarządzania kryzysowego. Omówiono krótko kształt współczesnego modelu systemu zarządzania kryzysowego w Polsce, wskazując poszczególne szczeble zarządzania w strukturze tego systemu. Przedstawiono problem oceny procesu zarządzania kryzysowego jako zagadnienie wielokryterialne. W tym kontekście przedyskutowano możliwe kryteria i wymiary jego oceny. Zaproponowano sposób postępowania zmierzający do uzyskania syntetycznej oceny procesu zarządzania kryzysowego i wskazano na możliwość tworzenia rozwiązań alternatywnych. Zaakcentowano takSe niektóre problemy dokonywania oceny procesu zarządzania kryzysowego.
Neither does this paper offer a complex solution to the problem of assessing the crisis management process in the context of ensuring public safety, nor does it present the holistic procedure in this regard. It is only a contribution to the discussion on how to evaluate the crisis management process in the context of ensuring public safety. Being able to do this seems to be the main condition for its improvement, which – as the last instances of flood in Poland showed – is necessary. It seems to be stressed in the paper that the non-military treatment of public safety was taken into consideration. In particular, the notion of crisis management was specified and the phases of the crisis management process were described. The current model of crisis management in Poland was also briefly presented, indicating major management levels. The problem of evaluating the crisis management process was described as a multidimensional issue. In that context possible criteria and dimensions of its evaluation were discussed. A course of action aiming at achieving a synthetic assessment of the crisis management process was proposed and possibilities of creating other solutions were pointed out. Some problems of assessing the crisis management process in the context of ensuring public safety were emphasised as well.

Opis:: W artykule przedstawiono założenia i wstępne wnioski z projektu realizowanego w PIAP, obejmującego badania nad wpływem robotów mobilnych na zbiorowe zachowanie ludzi, skupiającego się w szczególności na identyfikacji oraz interpretacji czynników mogących napędzać lub hamować powszechne zastosowanie robotów mobilnych w środowisku ludzkim. W referacie wskazano potrzebę zastosowania robotów mobilnych w systemach bezpieczeństwa publicznego, w celu zwiększenia możliwości systemów nadzoru ludzi, w szczególności podróżnych przebywających na lotnisku. Roboty mobilne działające na lotnisku, są zdolne zapewnić operatorowi kompleksowe wykrywanie zdarzeń, wraz z systemem sygnalizacji alarmowej. W ten sposób mogą znacznie przyczynić się do wspomagania oraz ulepszenia procesu percepcji oraz do proaktywnego identyfikowania zbliżających się zagrożeń, sygnałów ostrzegawczych, analizowania ich i wspierania procesu podejmowania decyzji przez służby odpowiedzialne za bezpieczeństwo. W pracy przedstawiono podsumowanie aktualnego etapu badania, polegającego na analizie i prezentacji możliwych wzorców zbiorowych zachowań ludzkich w kontakcie z robotem mobilnym, operującym na międzynarodowym lotnisku.
This paper presents the objectives of the project, as currently executed in the Industrial Research Institute for Automation and Measurements PIAP, which is focused on examining the influence of the mobile robots on the collective behaviour of people. The main objective of the project is to identify and interpret the factors, which can drive or impede the common application of the mobile robots in a busy human environment. The paper also explains the necessity of application of the mobile robots in systems dedicated to the public safety and security, which would increase the level of necessary surveillance of the infrastructure and people, at the specific social area of the international airport. Mobile robots operating in the airport space can enable the security staff to detect the suspicious and dangerous events in a more efficient way. Complementing the existing surveillance systems with such devices would significantly enhance the processes of perception and decision making, in reference to preventing or reacting to the probable threats, such as terrorist or criminal attacks. This paper illustrates the current phase of the research, aimed at testing and describing the possible patterns in collective human behaviour connected with introduction of the mobile robot into the international airport area.

The below text describes issues connected with the functioning of the Public Safety Answering System in Poland. The study indicates the direction of organisational, legal and technical undertakings that serve to build the national system of receiving the emergency calls and also presents statistic data. The basic purpose of the considerations is to set up rules of how the emergency number 112 in Poland should function and to investigate its practical dimension that aims to create an effective system of processing emergency calls. The methodological basis of the considerations is the assumption that the undertakings made within the creation of the operation system of the emergency number 112 contribute to the improvement of their effectiveness.

Opis:: The research investigates the reasons behind the surge in the number of expulsion cases awaiting resolution by the Constitutional Court of Hungary during the initial year of the pandemic by conducting an analysis. Identity between the cases examined can be discovered along issues related to factual and legal merits, which in several cases is the cause of the problem and the effect of which draws attention to the right to an effective remedy. The study focuses on the factual and legal issues of decisions on expulsion and entry and residence bans from the point of view of legally established third-country nationals residing in Hungary. The study explores Constitutional Court and high court decisions of the period compared to the relevant case law of the Supreme Court in a comprehensible manner and digs up the roots of the identified common problems. Exploring the legal basis in the light of basic international and EU law obligations, both access to classified documents and a system of appeal against decisions constitute a set of complex, completely independent and unrelated procedures, that ultimately means that the facts on which the expulsion is based, which are also particularly difficult to ascertain, cannot be effectively disputed.

Misją niniejszej publikacji jest aproksymacja czytelnikowi występujących teorii i definicji dotyczących potrzeby szkolenia online w zakresie bezpieczeństwa publicznego.
The duty of ensuring the public safety lies on many specialized institutions. In the Republic of Poland this function, in particular, is fulfilled by the following institutions: Police, Border Guard, the Internal Security Agency, State Security Services, Military Police , municipal guards (commune). Assuming that the aspiration to find the truth and to hand the knowledge down from generation to generation is the particularly important human activity and noticing the fundamental .role of science in creating civilizations, the principles of higher education and scientific activity are determined. Because of that, the universities and other research institutions carry out the mission of the particular importance for the state. They also have the indisputable contribution to the development of culture and innovation of the economy, as well as they are co-shaping the standards being applicable in the public life. The intention of the paper is to introduce the theories and definitions dealing with the necessary online training concerning the public safety.

Opis:: Public safety and public order are a main welfare desirable by man and the entire community, in every epoch and every longitude, parallely has become the constant object of doctrinal inquiries. The specificity of each area of science and many other fields of science, their qualities and the desirable elements made the definition of these values, depending on the discipline of science, which adopted a different shape. Security and public order in the legal sciences are mostly expressed in the matter of substantive administrative law and subsequently also in constitutional law and substantive criminal law. The importance of this issue is evidenced by the creation of a new discipline – the Security Science, dedicated to this subject, by the resolution of the Central Commission for Degrees and Titles of 28th January 2011, which discusses the title issue in a multi-threaded and multifaceted manner. The specificity of security, its subjective perception and the state of reality, forces the concept to be analyzed also from the perspective of psychology, sociology and philosophy. On the other hand, for a deeper investigation of this phenomenon, the origin of its development and the formulation of future trends, it is important to examine this phenomenon by the historical instruments.
