Opis:
The issue of controlling business activities of entrepreneurs is an extremely broad one. Due to the limited framework of this study, port control of ships has been made the subject of this paper. The development of the existing system for controlling compliance with shipping safety standards has been analysed in depth. International, EU, and Polish legal solutions concerning port control of ships have been presented, analysed, and evaluated. The aim of this study is to demonstrate the effectiveness of the analysed system of ship control. The research method used in this paper is dogmatic and legal.

Opis:
The idea of the proposed concept is to optimize information exchange between ship managers and potential charterers. There are many attempts to create electronic system for facilitation of information exchange, but all of them are aimed to find solution in particular area: container or oil trade, collecting data on ships or some other Port State Control issues. Existing technical solutions in most cases are not taking into account possibility of data change, which may vary significantly during ship’s trip. Moreover, there is no deep analysis of each proposed variant, which can take into account all variable factors. Also – there is no complex solution, applicable to any ship / any cargo. Proposed concept describes the system of electronic data exchange, which assists in decision-making and based on risk assessment of changing scenario in the process of choosing the best solution for fixing the ship.

This study discusses the principles and methods of assessment based on Port State Control inspections of various flag ships. These inspections are aimed at checking to what extent international convention requirements concerning navigational safety and marine environment protection are fulfilled. This study makes use of annual statistical reports of the Paris Memorandum of Understanding, and incorporates the author’s presentation of calculating methods, on which the assessments of the national merchant vessel fleets are based.

The paper evaluates effectiveness of fire drills for emergency and responding to PSC inspections on board. A brief background about the PSC inspection on fire drills on board is introduced in the beginning. Then the significance of effectiveness evaluation on fire drills is presented. Next, legal ground is discussed on International Conventions, including regulation of related regional group, national maritime laws and rules and Concentrated Inspection Campaign (CIC). Furthermore, PSC New Inspection Regime (NIR) for Paris MOU and Tokyo MOU are also discussed, and many deficiencies related to fire safety measures found in the PSC inspection are statistically analyzed. More importantly, the paper introduces System Engineering Theory, presents the principle and method of effectiveness evaluation, focuses on the preparation, performance and rehabilitation of fire drill and develops the Criterion of Effectiveness Evaluation. Finally, some suggestions are raised to carry out effectiveness evaluation for emergency and responding to the PSC inspection.

This article tries to show the relationship between one important set of deficiencies included in the Paris Memorandum of Understanding on Port State Control procedures, propulsion and auxiliary machinery, the importance of this set of deficiencies for the PSC inspection and also its importance for the Maritime Safety. The maintenance of the propulsion and auxiliary machinery systems has become less important that it deserves, that means while the ship sails everything is supposed to be properly maintained, this is the most extended policy in the Companies and accepted and supported by the Owners. This article studies the deficiencies included in the category propulsion and auxiliary machinery detected by the Port State Control Officers (PSCO) of the Paris MOU area, and tries to demonstrate how important they are in these inspections. At the same time can be seen the professional profile of the PSCO’s as well as the assessment made by them of those areas included in this set of deficiencies.

The importance of safety on ships is beyond dispute, however, there are some types of ship for which this matter deserves special consideration. One of these types of ships are passenger cruises, due to the high number of human lives that travel on board. For this reason, we believe that a particular study of safety in cruise ships is needed. The Port State Control (PSC) mechanism of coastal States to try to ensure security in their territorial waters in respect of the traffic of foreign ships may, a priori, be an impartial and reliable indicator of security, according to the deficiencies it detect in ships and the detentions that carried out. Thus, we will use the PSC inspections in this paper. The source of information about PSC inspections is EQUASIS, which is the information system of the majority of regional agreements PSC and US Coast Guard. The study period is 5 years (2012-2016) and the cruise ships analysed are belonging to the International Association of Cruise Lines (CLIA). The objective of this work is an initial approach to safety on cruise ships and the structure of the sector according several factors (company, cruise type, age and pavilion).
