The aim of this paper is to examine whether the reform of the curriculum introduced in 1999 altered the extent and manner of presenting some selected geography topics, especially the problem of cultural diversity in Poland. On the basis of official documents on education and selected geography textbooks existing before and after 1999, the author sought to assess whether there have been any changes (both quantitative and qualitative) in the content and in the way they are presented in textbooks. The comparison has shown that the curriculum reform has not led to significant changes in school curricula, as regards the scope of the content. The analysis of textbooks has confirmed the hypothesis that the selection and scope of the content depends largely on the subjective assessment of its importance in geography teaching done by the author(s). Some authors consider these issues as important and worthy of wider discussion, while others only indicate or even ignore them, which in turn results in a great diversity of school textbooks.

Additional complicating factor in bilateral relations between national minority and the home state is different political status of Lithuania, Belarus and Ukraine and different processes of transformation the consequence of which is differentiated state of political relations of Poland with its eastern neighbours. Lithuania, like Poland, is a member of EU, Ukraine, outside the structures of European integration, pursued a variable foreign policy, depending on the ruling options and the economic situation, and Belarus, because of internal policy which is unacceptable in the EU countries, is located on the political periphery of Europe.

The article presents personal memories of Professor Aleksander Koj’s alumni. Professor Aleksander Koj was a world-class biochemist of significant scientific achievements, a renowned authority in the field of acute-phase response regulation and acute-phase proteins. He was an excellent academic, a true Master, admired and followed by many Polish biochemists. Thrice he served as the Rector of the Jagiellonian University in Kraków. He navigated the University through a difficult time of political transformation in Poland, modernized the management system of the University and led to the commencement of the construction of the new University campus. He was the co-creator and the first Chairman of the Conference of Rectors of Academic Schools in Poland. He will be remembered as a devoted community worker aiming at strengthening the bond between the Polish community abroad and our homeland, propagating knowledge, promoting the concept of European integration, democracy and tolerance, as well as the collaboration between scientists, artists and men and women of culture. He was wise, righteous, and noble. Many had the honor of calling him their friend, and a great many saw in him a moral authority.

Transformacja ustrojowo-polityczna, jaka dokonała się na przełomie 1989/1990 r. w Polsce, zmieniła wiele obszarów życia społecznego. Jednym z nich była ochrona zdrowia. Zmiany społeczno-polityczne zasadniczo zmieniły sektor ochrony zdrowia, wprowadzając nowe zasady działania służby zdrowia, a także zupełnie odmienne finansowanie. W niniejszym opracowaniu starano się przedstawić transformację systemu ochrony zdrowia w Polsce na przełomie 1989/1990 roku oraz odpowiedzieć na pytanie jak transformacja ustrojowa wpłynęła na zmiany w sektorze ochrony zdrowia. Polski sektor ochrony zdrowia przechodził liczne przeobrażenia. Jego zasadnicza transformacja rozpoczęła się na przełomie 1989/1990 r., a dość ważne przemiany zaszły w latach 1997–2003. Przedmiotowa hipoteza będzie weryfikowana za pomocą następujących metod badawczych: behawioralnej oraz instytucjonalno-prawnej.
The social and political transformation that took place at the turn of 1989/1990 in Poland changed many areas of social life. One of them was health protection. Socio-political changes have fundamentally changed the health care sector, introducing new principles of operation of the health service and completely different financing. This study attempts to determine the transformation of the health care system in Poland at the turn of 1989/1990 and how the systemic transformation influenced changes in the health care sector. Its fundamental transformation began at the turn of 1989/1990, and quite important changes took place in 1997–2003. The hypothesis in question will be verified by the following research methods: behavioral and institutional-legal.

Celem artykułu jest ukazanie tego, jak wielkie znaczenie idea sprawiedliwości odgrywa w życiu społecznym i politycznym. W pierwszej jego części zostaje zarysowana historia sprawiedliwości począwszy od tradycji greckiej („Państwo” Platona), poprzez chrześcijaństwo (w ujęciu encykliki „Bóg jest miłością” Benedykta XVI) aż do współczesnej teorii sprawiedliwości J. Rawlsa, której zasady (m.in. wyrównywania szans, redystrybucji dochodów) stały się swoistym modelem dla wielu współcześnie funkcjonujących państw. W części drugiej spróbujemy spojrzeć na polską transformację ustrojową po 1989 roku przez pryzmat twierdzenia Rawlsa, że wszelkie instytucje i mechanizmy regulujące życie politycznej wspólnoty, niezależnie od tego jak były nowatorskie i doskonałe, muszą zostać w dłuższym dystansie zakwestionowane, jeżeli nie spełniają elementarnego wymogu sprawiedliwości. Postawimy tezę, że program „Prawa i Sprawiedliwości” w 2015 roku odpowiadał trafnie na niespełnioną potrzebę sprawiedliwości w polskim społeczeństwie, co było źródłem sukcesu wyborczego i poparcia społecznego dla rządu w kolejnych trzech latach. W zakończeniu wskażemy jednak także na niebezpieczeństwa, które związane są z nadmiernym rozrostem rządowych programów społecznych. Przypomnimy za F. von Hayekiem, że dążenie do równości ekonomicznej stanowi śmiertelne zagrożenie dla wolności.
The aim of the paper is to show a role of an idea of justice in social and political life. In the first part the Author describes the history of justice beginning with the Greek tradition (Platon’s State), through Christianity (as described in encyclical “God is love” by Benedykt XVI) till the modern theory of justice by J. Rawls, the rules of which (e.g. equality of chances, income redistribution) constitute a model for many modern states. In the second part an attempt to interpret the Polish political transformation after 1989 year is done, considering the Rawls’ claim that all institutions and mechanisms regulating a life of political community, independently of their modernity and excellence, must be put to the question in a long term if they do not fulfill the basic condition of justice. The Author proposes a thesis that the program of “Prawo i Sprawiedliwość” political party in 2015 year met the unfulfilled need for justice in Polish society and it was a source of the electoral success and social support for the government in the following three years. Nevertheless, some dangers connected with an excessive growth of the governmental social programs are indicated in the final part. It is reminded, on the basis of Hayek statement, that striving for economic equity creates a fatal threat for freedom.

The article analyzes the development of the Polish bankruptcy law of bankruptcy law in the legal historical aspect. The first part discusses the research model used in the historical-legal research model from the perspectives of the idealization concept of science. Three stages of the development of bankruptcy law were presented. The analysis referred to both legal acts and non-source knowledge, which is, inter alia, knowledge of economic conditions. The article shows that it is not possible to reconstruct the normative content in isolation from the social and economic conditions. On the basis of the analysis of the development of the broadly understood bankruptcy law in Polish legislation, two trends in the development of this area of law have been demonstrated in the article. The first one pointing to the primacy of restructuring (repairing) proceedings aimed at preserving a functioning debtor's enterprise. The second, concerning the extension of the subjective scope of bankruptcy and restructuring proceedings, to entities that do not conduct business. Time will tell if these trends are right and will contribute to the objectives.
W artykule przedstawiono analizę ewolucji polskiego prawa upadłościowego. W pierwszej części omówiono wykorzystany model badawczy stosowany w naukach historyczno-prawnego. Model ten odwołuje się do idealizacyjnej koncepcji nauki. Przedstawione zostały trzy podstawowe etapy rozwoju polskiego prawa upadłościowego. Dokonana analiza historyczno-prawna dotyczy zarówno aktów prawnych, jak i wiedzy poza źródłowej, która jest między innymi znajomością warunków ekonomicznych. Artykuł pokazuje, że nie można zrekonstruować treści normatywnych danego aktu prawnego w oderwaniu od warunków społecznych i ekonomicznych, które istnieją w czasie jego obowiązywania i stosowania. Na podstawie analizy rozwoju pojętego prawa upadłościowego w polskim ustawodawstwie sformułowane zostały dwa zasadnicze kierunki rozwoju tej dziedziny prawa. Pierwszy wskazuje na prymat postępowania restrukturyzacyjnego (naprawczego) mającego na celu zachowanie sprawnie działającego przedsiębiorstwa dłużnika. Drugi, dotyczący rozszerzenia podmiotowego zakresu postępowań upadłościowych oraz restrukturyzacyjnych, na podmioty, które nie prowadzą działalności gospodarczej. Czas pokaże, czy te trendy są właściwe oraz czy przyczynią się do osiągnięcia zakładanych celów.

This paper represents a review of how public service broadcasting (PSB) has emerged and developed from the theoretical perspective in post-communist countries, also analysing the way in which these trends exist in Latvia. The development of PSB in Eastern Europe and the Baltic States has been affected to a great degree by the political culture. Parliament and the National Radio and Television Council are not focused on active dialogue with other social partners. Unprofessional management is also a problem in terms of the effectiveness and innovation of PSB operations. The author of this paper concludes that a fundamental necessity is to make note of European experience with culture and democracy, to take into account the experience of post-communist societies, and to react to changes caused by technologies. The point here is not to copy existing solutions, but instead to look for ones that are innovative.

The aim of the paper is to reconstruct the Central European idea in Milan Kundera’s work. The study analyses key works for the Central European category: The Book of Laughter and Forgetting and The Stolen West or The Tragedy of Central Europe. This text is an attempt to create the Kundera’s dictionary of Central Europe, and therefore it addresses such categories as fate and fate, memory and forgetfulness, scapegoat theory and the metaphorical death of the novel. The article highlights the key role of culture as a matter of Central European identity in opposition to the dominant historical-political discourse.
Celem artykułu jest rekonstrukcja idei środkowoeuropejskiej w twórczości Mila- na Kundery. Analizie zostają poddane kluczowe dla tej kategorii utwory: Księga śmiechu i zapomnienia oraz Zachód porwany albo tragedia Europy Środkowej. Tekst ten stanowi próbę utworzenia Kunderowskiego słownika Europy Środkowej, dlatego poruszone zostają takie kategorie jak: los i fatum, pamięć i zapomnienie, teoria kozła ofiarnego oraz metaforyczna śmierć powieści. W artykule zostaje podkreślona klu- czowa rola kultury, jako budulca tożsamości środkowoeuropejskiej w opozycji do dominującego dyskursu historyczno-politycznego.

European political culture is a multitude of values, which are oriented towards the reali-zation of freedom, self-governence of political life subjects, democracy, continental integra-tion, and influencing the outer world. The roots of this culture were created by the strongest state organism in the course of historical transformation. The framework of this culture were generated by philosophical thought dedicated to political life in European space; litera-ture and art also played an important role. Contemporary political culture, however ori-ented towards globalization processes (including syncretism and homogenization of cultural values) it may be, is deeply rooted into the historical legacy, to which it proudly adheres. The legacy of the past and the modernity created in Polish cultural space are an integral part of European political culture.

In this text I analyze Fred Moseley’s newest book Money and Totality, which tackles the infamous transformation problem. Moseley not only tries to show that Marx’s theory is quantitatively valid and that the transformation problem is in fact a pseudo-problem, but also situates it in a broader (macro-monetary) context of Marx’s whole theoretical endeavor.

Artykuł jest próbą podsumowania dyskusji wokół republikanizmu „Solidarności” i wschodnioeuropejskiego ruchu dysydenckiego lat 70. i 80. XX wieku, która towarzyszyła transformacji ustrojowej po upadku komunizmu w 1989 r. Autorka przedstawia źródła i najważniejsze wątki tej dyskusji, umieszczając je w kontekście współczesnej filozofii politycznej. Dotyczą one historycznych analogii ruchu dysydenckiego, ideowego pokrewieństwa ruchu i tradycji republikańskiej oraz dziedzictwa ruchu w dyskursie publicznym i rozwiązaniach ustrojowych. Pozwala to, z jednej strony, przybliżyć się do odpowiedzi na pytanie o typ republikanizmu najbliższego polskim doświadczeniom, a z drugiej — co ważniejsze — podjąć próbę ewaluacji intelektualnej dyskusji wokół republikanizmu w Polsce po 1989 r.
The article is an attempt at summary of the discussion on republicanism of the Polish Solidarity and the Eastern-European dissidence movement of 1970s and 1980s that took place after the fall of communism in 1989. The author comments on the debate’s sources and most important threads, placing them within the context of contemporary political philosophy. She presents three ways in which republicanism has been evoked in the debate: as a historical analogy, as a tradition that is intellectually coherent with the movement’s ideas, and as the movement’s legacy. In this way, the author comes closer to choosing a type of republicanism that corresponds with the Polish experience, and, what is more important, to evaluating the debate itself.

Problemem badawczym podjętym w artykule jest wątek polskiej migracji (Polaków wyjeżdżających z Polski i powracających do kraju po latach) uwidoczniony w kinie polskim po 1989 roku. Chcę sobie zadać pytania dotyczące motywów towarzyszących migracji i związanych z tym różnych jej rodzajów (polityczna, ekonomiczna, socjo-cywilizacyjna). Chodzi mi także o tropienie relacji pomiędzy filmem, realną przestrzenią kulturową i jednostkowym doświadczeniem i tożsamością, a przy tym o rozpoznanie różnych strategii reżyserów w podejściu do omawianej problematyki: od wyrażania „tragedii migracji” do euforii związanej z nowymi możliwościami ekonomicznymi i egzystencjalnymi. Zamierzam także podjąć kwestie dotyczące tego, jak narracje migracyjne wyrażają specyfikę polskiej transformacji oraz na ile ujawniają cechy medialnych dyskursów o niej. Przedmiotem analizy są filmy fabularne z lat dziewięćdziesiątych (300 mil do nieba reż. M. Dejczer, 1989; Ostatni prom reż. W. Krzystek, 1989; Przeklęta Ameryka reż. K. Tchórzewski, 1991; Trzy kolory: Biały reż. K. Kieślowski, 1994; Szczęśliwego Nowego Jorku rez. J. Zaorski, 1997, i in.).
The aim of the article is to discuss the way of representing the migration motive in Polish post-communist cinematography. The term ‘Polish post-communist cinematography’ can be defined as the collection of national films created during the political system transformation that corresponds to it. The main research problems shown on the screen are the migration of Poles from Poland and their return after 1989. Motives accompanying migration and its related different kinds (political, economic, socio- civilizational) are of key significance. Tracking the relation between film, real cultural space and unique human experiences, as well as the investigation of different strategies of directors in terms of the discussed issues: from expressing ‘the migration tragedy’ to euphoria connected with new existential possibilities, is what I am concerned with. Moreover, the article includes following issues: how the migratory narratives express the specificity of Polish transformation and to what extent they reveal the characteristics of media discourse about this process. The subjects of analysis are feature films from the mainstream completed after 1989 (300 Miles to Heaven by Maciej Dejczer, 1989; The Last Ferry by Waldemar Krzystek, 1989; Three colours: White by Krzysztof Kieślowski, 1994; Happy New York by Janusz Zaorski, 1997; etc).

It has been more than thirty years since, in the pages of “Państwo i Prawo” (State and Law), together with Professor Andrzej Stelmachowski, who is not with us anymore, we formulated the principles of agricultural law for the young, developing discipline of Juridical Science, i.e. for the agricultural law. Dynamic development of the agricultural law in the previous political formation (also continued in the free–market economy) required the formulation of specific guiding principles of this discipline of Juridical Science. The passage of time, the political transformation that took place in Poland after 1989 as well as Poland’s membership in the European Union require verification of the formulated principles of agricultural law. Existing agricultural law as well as the legislation of the European Union and national legislation allow the formulation of new principles of agricultural law and ranking them according to the importance of legal regulation. They include: 1. The principle of intervention impact on agriculture and rural areas by the European Union and nation states in accordance with the objective of the EU Common Agricultural Policy. 2. The principle of productivity including the stimulation of technical and agricultural as well as biological progress by the state. 3. The principle of protection of the productivity of land within the frameworks of the protection of natural resources in conjunction with development of spatial rural areas. 4. The principle of protection of the farm as a farmer’s workshop and of the protection of other forms of land management.
