After the Polish Committee of National Liberation (PKWN) had been established, Communist education activists came to Poland from the Soviet Union. The group was led by Dr Stanisław Skrzeszewski who was appointed Head of the Education Department in Lublin. In order to draw teachers to work in the Polish school that was being rebuilt, they had to completely change the views of education they had propagated before. These were tactical actions supposed to neutralize the teacher circle's unfavorable or hostile attitudes. This resulted from the fact that the education structure of the London Government Delegation and the Clandestine Teachers' Organization (TON), working on the liberated lands, were under the influence of the Peasants' Party (SL), and they did not join the new authorities' organizational work, as they did not trust the Polish Workers' Party or the National People's Council. This is why in the “Appeal to the Polish Teachers” issued on 1 August 1944 by the Education Department in Lublin it was, among others, stated, that “The teacher has a complete freedom of democratic political views, speech and actions, according to his views”. The people managing the Education Department, knowing the moods prevailing in the society, did not want to introduce radical changes at the initial stage, and the curriculum, including history, was the same as the one before the war. This is proven, among others, by the “Directions for organizing public primary schools in the school year 1944/45”. Such actions resulted from the social-political situation obtaining in Poland at that time. The new authorities did not want to indispose the Polish society and the teachers towards themselves, as the Communist education activists coming from the USSR were already looked at with suspicion. They were also afraid for their own future fate, as the PKWN, and then the Provisional Government were not recognized by the two remaining superpowers of the anti-Hitler coalition, that is, the United States and Great Britain. This had a great influence on the compromise solutions decided on in the field of education. In the new Provisional Government of National Unity (TRJN) appointed on 28 June 1945, on the basis of the agreement between the three superpowers concluded in Jalta, a Polish Peasants' Party (PSL) activist, the president of the Polish Teachers' Association (ZNP), Czesław Wycech became Minister of Education. When Czesław Wycech took over the function of the minister, the Communists, partly debarred from the posts of authority, still tried to influence the crucial decisions, keeping some of the most important positions. Żanna Kormanowa, an education activist who came from the Soviet Union, is a good example here. She had the key function of the Head of the School Reform and Curricula Department. Despite fears of losing it the Communists were able to keep the position. Formally not controlling the Ministry of Education, they in fact had a lot of influence on the curricula that were being prepared. Many PPR activists knew that establishing the TRJN was a necessary compromise. However, they could not understand why the party had given up just this ministry, as their educational work done so far was assessed as very good by the party leaders. They thought that reconstructing the contents of school education in history and forming a new, communist educational ideal, were an indispensable condition in the planned ideological attack. In this way a situation arose, in which the changes in education were being introduced by teachers connected with PSL, who did not agree with the former Ministry of Education's conception of reform. They did not accept the education ideal postulated by PPR, either. On the contrary, the main educational aims, which the Ministry of Education headed by the PLS pursued, were: “the principles of democracy understood as respect for human rights for freedom, for full development, for participation in material and cultural achievements according to one's work and abilities, as aspiration for dividing hardships and burdens that an individual has to bear for the common good”. These aims proved that the PSL wanted to build a fully democratic state, which was contrary to the principle of “the dictatorship of the proletariat” proclaimed by the PPR. However, in the situation that obtained at that time the Communists had to tolerate the views presented by the Ministry of Education. Until the forged elections of 1947 the Ministry tried to resist the PPR's influences and aimed at democratic changes in Poland, which was reflected, among others, in the curricula that were then issued. Having seized all the power in 1947 the Communists started putting into effect the ideals of education based on Marxist-Leninist ideology, alien to Polish people. Deserted in its struggle for democracy the PSL, supported practically by the Church alone, subjected to repressions and exposed to actions aiming at its dissent, was not able to defend the democratic and national education. The education ideas proclaimed by the PSL after the war were returned to practically only after the rise of the “Solidarity” trade union in 1980, and started being put into effecty after the breakthrough of 1989, when Poland regained full independence.

The aim of the article is a description of the activity of POP PZPR at ZLP in Olsztyn in the sphere of developing of local literary environment and a character of literature which was written in this area. The analysis aims at establishing the role of POP as for: aims of the literature, assessment of conditions of the writers’ work and the relations with other organizations. The subject of analysis are the archives POP PZPR at Olsztyn department of ZLP which are kept in Archiwum Państwowe in Olsztyn.

The sessions of the 9th Extraordinary Congress of the Polish United Workers’ Party (PUWP) was preceded by a profound public critique of both the structures and the activity of the judiciary and administration of justice. The corporations of lawyers demanded to strengthen the independence of the judiciary. They demanded to abolish the regulations on the so called “warranty” of socialist justice and to abolish the term of office in the Supreme Court. The Party, however, had no intention of changing and getting rid of legal regulations that allowed them to control the sphere of the judiciary. In the programme presented at the congress, the Central Committee of the PUWP emphasized the need to strengthen the existing structures of the socialist system of justice that in their opinion ensured the ‘independence’ of the judiciary. This approach of the PUWP towards the system of justice was rejected by a group of delegates who criticized the programme presented by the Central Committee at a meeting of a task group. They pointed out the need for tangible legal changes in the system administration of justice as postulated by the corporations of lawyers. These views were nonetheless found to be anti-socialist, and were not included in the final text of the congress resolution, which merely reiterated the theses set forth in the Central Committee’s programme statement.

The minutes of the meetings of the PPR Club (Polish Workers' Party Club) of The MBP (The Ministry of Public Security) are an extremely valuable source of information about the way the party worked and the lives of the main members, who had created the whole structure of the GUC (Main Office of Censorship) that was the unit of the MBP between 1945 and 1947. A great attention was focused on the culture and education commission, which was supposed to be a an important unit of the MBP workers' indoctrination. The way the commission worked was considered insufficient because the administration often changed their directives, that leaded to loss of discipline of the rank and file members of the party's units. The existing documentation shows that the given commands were not often rethought. Even the members of the unit have no idea what the meeting was going to be about. There was no information about what was on the agenda. It was the reason why the members were unwilling to come to the meetings. According to the opinion of the employees and the party members, the meetings were considered boring, and the speakers were thought to be badly prepared to present their papers, and often did not have the slightest notion what was discussed. The analysis of the minutes shows the picture of a totalitarian country, units of which try to control all the possible areas of Poles' lives, trying to accomplish the process of sovietization of Poland.

The year 1956 was an eventful time that saw new changes in the countries of the Eastern Block; and among others it influenced the functioning of the City Committee of the Polish United Workers Party in Toruń. In Poland due to the Convention of the USSR’s Communist Party (14 –15.02.1956) and the death of Bolesław Bierut (12.03.1956), there was a visible split in the highest echelons of the Polish United Workers Party. It also resulted from the declassifying of Khrushchev’s secret speech. All that contributed to the slackness in discipline in the City Committee of the Polish United Workers Party in Toruń. On the rising tide of social critique of the political and the economic system, the great demonstration in Poznań (28.06.1956) was staged. The demonstration turned into a regular fight between the demonstrators and the soldiers and policemen. All the above mentioned events met with a big response in the society of Toruń and contributed to the radicalization of political attitudes among youth 72 and students. Moreover, they revealed that people had no confidence in the City Committee of the Polish United Workers Party in Toruń and its publications. The Eight Plenum of Central Committee of the Polish United Workers Party was appointed on 19.10.1956, yet on the 18th//19th of October the Russian troops, which were based in Poland, began their march on Warsaw. The crisis was resolved by the election of a new chairman of the Polish United Workers Party, Władysław Gomułka. It raised Poles hope for the liberalization of the political system. It also resulted in changes within the party structures in Toruń; on the 31st of October new local authorities were elected. The events of the year 1956 revealed the oldes of problems that the City Committee of the Polish United Workers Party in Toruń had to face with. They also resulted in the decreasing numbers of the Party’s members and the demise of the Union of Polish Youth. Yet the Poles’ hopes were shattered just after the suppression of the uprising in Hungary by Russian military. Furthermore, in the next few years the liberalization in Poland was stopped.
In den Ostblockstaaten war das Jahr 1956 reich an Ereignissen und Waldlungen, welche auch einen Einfluss auf die Situation des Thorner Stadtkomitees der Polnischen Vereingten Arbeiterpartei ausgeübt haben. Als Folge des XX. Kongresses der Kommunistischen Partei der UdSSR in Moskau (14 –15 02. 1956) entstand eine tiefe Spaltung in den höhsten Gremien der Polnischen Vereinigten Arbeiterpartei. In diesem Zusammenhang, besonders aber unter dem Eindruck der Veröffentlichung der Geheimrede Chrustschows, wurde die Geschlossenheit in der personellen Besetzung des Thorner Stadtkomitees zerrüttet. Unter dem Einfluss der immer höher schlagenden Wellen der gesellschaftlichen Kritik des politischen und wirtschaftlichen Systems, ist es am 28. 06. 1956 zu der grossen Manifestation der Arbeiter in Posen gekommen, die sich in einen regulären Kampf der Demonstranten mit Abteilungen der Miliz und des Militärs umgewandelt hat. Diese Ereignisse erweckten eine starke Resonanz bei den Bewohnern der Stadt Thorn und haben zu einer Radikalisierung des jugendlichen Milieus, vor allem der Studentenkreise beigetragen. Sie haben auch das Vertrauen zum Stadtkomitee der Polnischen Vereinigten Arbeiterpartei und zu dessen Presseorganen untergraben. Die VIII. Plenarsitzung des ZK der 73 Polnischen Vereinigten Arbeiterpartei, auf der man eine neue Parteileitung wählen sollte, wurde auf den 19. Oktober einberufen. Doch in der Nacht vom 18. auf den 19. Oktober wurden die in Polen stationierten sowjetische Truppen Richtung Warschau in Marsch gesetzt. Die dadurch entstandene Krise wurde Dank der Wahl des Władysław Gomułka zum neuen Vorsitzenden des ZK der Polnischen Vereinigten Arbeiterpartei wirksam gebannt. Diese Ereignisse, besonders die Wahl Gomułkas, der das Vertrauen der Gesellschaft genoß, eweckte Hoffnung auf eine Liberalisierung des herrschenden Systems. Die Wahl des neuen Vorsitzenden des ZK, hat Umgestaltungen der personellen Zusammensetzung der örtlichen Parteistrukturen nach sich gezogen. Denn die Ereignisse des Jahres 1956 haben viele, die Tätigkeit der örtlichen Parteileitung betreffenden Probleme ins Licht gerückt. Das wirkte sich ebenfalls auf einen enormen Schwund der Zahl der Mitglieder aus, und hat auch die Auflösung der Partei unterordneter Jugendorganisation (ZMP) zur Folge gahabt. Die aufkeimenden Hoffnungen wurden leider schon 1956, nach der Zeschlagung des ungarischen Aufstades durch die sowjetische Armee, ausgelöscht und die schon eingeleitete Liberalisierung des Systems in den folgenden Jahren abgebremst.

Personnel policy was one of the main forms and methods of exercising authority by the communist party during the times of the Polish People’s Republic. The article discusses the rights and duties of the workers of the Polish United Workers' Party as a consequence of the new regulations concerning the mentioned matter, which appeared after the crisis of the communist party in the years 1980–1981. There has been made an observation that any job position in the communist party involved numerous privileges concerning wages and living conditions and above all, the real authority of the state was not exercised by the officers of state but by the workers of the Polish United Workers' Party.

The text is about the process of liquidation of Workers’ Publishing Collective “Prasa-Książka-Ruch”, which had been a particularly important element of political system in The Polish People’s Republic. The author says that this subject is not widely presented in the literature. Furthermore, she claims that for proper understanding of dismantling, she had met with the former last chairman of the Collective. Those meetings had given her a chance to write about aspects which hasn't often been presented in the literature. The text presents all the aspects and ways of liquidation but also shows main disadvantages of this process. Main signification has the act from 22nd March 1990 which started the liquidation. The author presents that the most important defect of this document was preparing the act in rush and lack of consciousness of the difficulty of this process. Accordingly, it caused many negative opinions about all the process.

The legal system of the Polish state in the first years after regaining independence (the so called “liberation”) was based in its fundamental part on the basic regulations created during the Second Republic. They were adapted to the structure of state machinery typical for that time, in which case the public administration and internal security functions were concentrated in the Ministry of Internal Affairs. In July 1944, in the framework of PKWN, these competences became subordinated to two separate bodies: the ministry of public administration and the ministry of internal security. This resulted in the appearance of conflicts of jurisdiction between the two new departments. The conflicts were aggravated with the entry of these departments into the composition of the Provisional Government of National Unity led by Stanislaw Mikolajczyk’s PSL (Polish Peasant Party). The Ministry of Public Administration was headed by Wladyslaw Kiernik (who was related to the populists), and the Ministry of Public Security was led by Stanisław Radkiewicz, a PPR (Polish Workers’ Party) representative. With the intensification of political conflict between the PSL and leftist political parties, cooperation was becoming increasingly difficult between the two ministries, which eventually almost evolved in the form of open competition. The Ministry of Public Security even sought to dominate this competitive power center and gain control over civilian administration. The Ministry sought to achieve this goal both with through political means and by using the subordinated force structures. These means were an effective tool to exert pressure on the organs of civil administration. Attempts to defend the independence of the institutions subordinated to civil administration, taken by successive ministers of public administration, all failed. The key here was the importance of the special position of the security machinery in the then system of authority, as well as the fact that it was led by a representative of the dominant party in the country, the PPR. Any conflict of interest was therefore destined to be determined in favor of the Ministry of Public Security.

Opis:
Institutions of the Tribunal of the State and constitutional responsibility were seen by the communist regime as irrelevant and unnecessary in a socialist system. The Supreme People’s State officers had only held a political responsibility before the Communist Party. Appointment the Tribunal of the State in March 26, 1982 and the introduction constitutional responsibility to the political system had to be regarded as an unexpected move by the communist authorities. The political decision on this issue was taken in the face of tumultuous events of August 1980 and born of the “Solidarity” movement, which was a threat to the hegemonic position of the Polish United Workers’ Party. In a public and inside the party came up a mainstream of the clearing. On each side could be heard voices of dissatisfaction of the way in which the state and the national economy were routed by the Political Bureau and the government. Changes at the highest echelons of power were not sufficient to calm these moods. Society and the masses of party members called for the public trial of those, who were responsibility for bringing the country to the economic crisis. In this way, the Tribunal of the State had become a tool in the hands of the new communists leaders, designed to achieve the political goals.

The Communist Party has played a pivotal role in Polish politics after World War II. Her branches were set up in every workplace, including the security apparatus. This text describes eleven silhouettes of people in charge of party structures in Voivodship Department of Public Security i Gdansk (in the period 1955–1956 as Voivodship Department for Public Security). They had different education, different biographies, but they had the most important feature – the confidence of the Party authorities. The first party secretaries were shown as a group. The author described the most important features of their biographies and juxtaposed them together. The article also explains the details of the selection of each of them, the most important events of every term and the circumstances of their dismissal from a position.

Opis:
The filing system of the Voivodeship-level party organisation of the Polish United Workers' Party in the years 1975-1990 covered the operations of the filing system of the Voivodeship Committee, the provincial centres of party work (from 1982), the committees of Cities, City-Communes, and Communes, and also staff committees and the central and branch party organisations. Depending on the volume and degree of industrialisation of a region, the organisation could show even as many as a thousand staff, who participated in recording the activities of the Communist party bureaucracy. In fact, every recorded piece of information which was created as a result of the party structures' functioning constituted a party document. The party documents consisted of internal and external records, which accumulated as a result of cases being conducted (the system of mcase files), and these comprised the whole of the documentation held moriginally in particular organisational units, whole organisations, and party organisational cells. Despite the existing rule of the reproducing of mthe work of superior party structures by the inferior units, the filing work of PUWP structures resulted in highly diverse documentation. In this marticle, the Author is going to attempt to answer three fundamental questions capturing the essence of "a party document", i.e. what were the main types of documentation produced by the Communist Party, what rules governed the formulation of the records in the party structures, and what rules governed the measures of authentication?
