Article is devoted to theoretical and methodological aspects of the foreign policy of the European Union. These refl ections come from the basic assumption that the EU, as a unique participant of international relations, has developed a specific sphere of regulating its relations with the outside world, which essentially corresponds to the foreign policy of the state. This sphere, as an unprecedented phenomenon in the international arena, however, is characterized by great indefi niteness in terms of both theoretical and methodological, as well as political practice, which include, inter alia, such basic issues as the scope and conceptual definition of this policy. The article attempts to explore the most important issues related to the specificity of EU foreign policy (in particular the relationship between the EU institutions and Member States) and proposes a definition of this policy, treated as so-called European Union’s external policy.

The “Clean Energy for all Europeans” package (so called “winter package”) presented by the European Commission in November 2016 aims at reforming some of the central pieces of EU energy legislation. New measures proposed are to increase energy efficiency, boost renewable energy usage, reform the European energy market, introduce new governance measures for the Energy Union, and support clean energy innovation. This article gives an overview of the package and presents some initial thoughts on its significance for the Polish energy policy and energy market transformation.

In the following article the author presents basic directions of the European Union’s policy regarding migration and third-country nationals, as well as displays the significance of education in achieving said objectives. This article presents a legal framework of the European Union’s educational policy in migration’s context and shows the problem of immigrants’ integration through education in the culturally varied societies. The author draws attention to the significance of the integration’s model in which intercultural education plays a leading role. The author describes the difficulties associated with implementation of the European Union’s educational policy’s assumptions in local environments. In the article the author presents the conclusions of these issues’ analysis in order to indicate the main areas to improve.

The aim of the article is to present the assessment of the EU information policy instruments made by Polish journalists of the mainstream media, as well as their opinion about the instruments and the extent to which they are used. The analysis tries to verify the assumption that the journalists use the instruments of the EU information policy in their editorial work and approve them, as much as they approve the European project. Despite positive opinions, the journalists have some objections to the functioning of some instruments and they propose introducing modifications that would make them function better. The research method that has been applied in the analysis is the semi-structured in-depth interview. The non-probability sampling was used in the research. The key criterion for respondent selection was raising the subject of the EU in editorial work.

The Common Agricultural Policy of the European Union plays a particular role in the process of European integration and the implementation of numerous community goals that go beyond the traditional functions of agriculture, associated with the production of food, and concern the multifunctional development of rural territories. The CAP played the main role in enlarging the EU, by incorporating the twelve new states from Central and Eastern Europe by means of ensuring their smooth integration into the common market and facilitating the accelerated adaptation, modernization and restructurization of the agricultural and food sectors, as well as the non-agricultural fields of the socio-economic and cultural activation of rural populations. The EU’s agricultural and rural policy continues to undergo evolutionary transformation, and its shape in the new 2014–202 financial perspective is of vital and justified interest for Poland. The paper presents the latest proposals of the European Commission in this respect, presented on October 12, 2011, the Polish official negotiating position and the author’s assessments, opinions and predictions.

Changes which have taken place in recent years in the foreign trade policy of the European Union are quite important and in particular include its attitude towards preferential trade agreements (PTAs). Although the EU’s trade policy history shows that PTAs have been used in the past, only in recent years has their importance increased. The Union is now linked to about 50 different trade liberalizing agreements. With the change of motives for undertaking bilateral negotiations, the spatial extent has also changed. Preferential trade agreements have become one of the primary means of creating the modern foreign trade policy of the European Union.

This article looks at the European Union’s external policy as a late-Westphalian political innovation. The article assumes that the external activity of the European Union goes beyond the classical framework of foreign policy, which is usually considered an attribute of the state, and the EU itself, as a hybrid entity, formulates and implements external policy. The latter has a normative and functional character, which means that the basis of the EU’s presence in the world is a set of specific rules, tools and organizational structures allowing for actions that not only complement the foreign policy of the member states but also go beyond its framework. European Union’s late-Westphalian external policy is based on three pillars – multilateralism, normative plasticity, and hybridism, which when considered collectively create an image of the EU’s activity beyond the model of classical diplomacy and interstate cooperation.
Celem niniejszego artykułu jest bliższe spojrzenie na politykę zewnętrzną Unii Europejskiej jako późnowestfalską innowację polityczną. W artykule przyjęto, że aktywność zewnętrzna Unii Europejskiej wykracza poza klasyczne ramy polityki zagranicznej, która jest zwykle uznawana za atrybut państwa, a sama UE jako podmiot hybrydowy, formułuje i realizuje politykę zewnętrzną. Ta ostatnia ma charakter normatywno-funkcjonalny, co oznacza, że podstawę obecności UE w świecie stanowi zbór określonych zasad, narzędzi i struktur organizacyjnych pozwalających na działania, które nie tylko uzupełniają politykę zagraniczną państw członkowskich, ale także wykraczają poza jej ramy. Późnowestfalska polityka zewnętrzna Unii Europejskiej opiera się na trzech filarach – multilateralizmie, normatywnej plastyczności, hybrydowości, które rozpatrywane kolektywnie tworzą obraz aktywności UE wykraczającej poza model klasycznej dyplomacji i współpracy międzypaństwowej.

Stanowi to znaczące wyzwanie dla ugrupowania europejskiego, jak również dla państw członkowskich. W opracowaniu dokonano analizy wyzwań związanych ze zmianami klimatu i rosnącym zapotrzebowaniem na energię oraz działań podejmowanych w ramach unijnej polityki energetycznej. Omówiono regulacje wynikające z prowadzonej przez Unię Europejską polityki energetycznej, ze szczególnym uwzględnieniem polityki klimatycznej. Zwrócono uwagę na zaangażowanie instytucji europejskich na arenie międzynarodowej w podejmowaniu działań na rzecz przeciwdziałania ociepleniu klimatu, jak również podjęto próbę wskazania uwarunkowań wewnętrznych i zewnętrznych istotnych z punktu widzenia realnej możliwości wprowadzania celów polityki klimatycznej i energetycznej. Przedstawiono uwarunkowania wewnątrzunijne, wynikające ze zróżnicowanego poziomu rozwoju gospodarczego państw członkowskich, struktur ich gospodarek, posiadanych i wykorzystywanych zasobów surowców energetycznych, rosnącego uzależnienia od importu nośników energii, obserwowanego spowolnienia gospodarczego, oraz zmieniające się otoczenie zewnętrzne mogące zakłócić stabilny rozwój gospodarki europejskiej w kierunku gospodarki niskoemisyjnej.
The European Union is particularly active in the area of international relations when it comes to taking actions against climate warming. It claims to be working toward a low emission economy in the long-term. Such a strategy has proven to be a challenge both for the community as a whole and itsMember States. This paper presents an analysis of the challenges presented by climate change and the growing demand for energy, as well as actions taken under the EU’s energy policy. This includes commentary on the regulations of the European Union’s energy policy, with a particular focus on climate policy and European institutions’ commitment on the international scene to activities counteracting climate warming. Furthermore, an attempt is made to characterize both the internal and external conditions for the implementation of climate and energy policy. The internal conditions of the union which are described include a differentiation of the economic development of differing Member States and the structures of their economies, the varying amounts of energy resources possessed and used, the increasing import dependence of energy carriers, as well as economic slow-down. Based on this analysis, it is concluded that further changing external conditions might interfere with the European economy’s stable development towards a low-emission economy.

Wspólna Polityka Rolna (WPR) jest historycznie pierwszą spośród wspólnych społeczno-ekonomicznych polityk UE, która ulegała różnorodnym zmianom. Celem współczesnej WPR nie jest wyłącznie zagwarantowanie bezpieczeństwa żywnościowego konsumentom i godziwych dochodów rolnikom, ale również zapewnienie: zrównoważonego rozwoju rolnictwa i obszarów wiejskich, wzrostu konkurencyjności gospodarstw rolnych, ochrony środowiska i walorów krajobrazowych. Celem pracy jest analiza zmian, jakie zaszły w polskim rolnictwie po akcesji do UE z perspektywy odziaływania WPR na te zmiany. W pracy skoncentrowano się głównie na analizie wybranych działań PROW. Pracę wykonano z wykorzystaniem analizy statystyczno-opisowej dostępnych danych empirycznych z użyciem metod porównawczych. Korzystano z danych GUS, ARiMR, Eurostat, badań terenowych IERiGŻ oraz literatury przedmiotu. Z wykonanych analiz wynika, że objęcie polskiego rolnictwa WPR stworzyło dla tego sektora nową jakość rozwojową a rolnicy relatywnie dobrze ją wykorzystali. Pomimo pewnych następstw niepomyślnych, ogólny bilans polskiego rolnictwa jako członka UE jest korzystny. Konieczność dostosowania do standardów obowiązujących na unijnym rynku była barierą dla pewnej grupy rolników, ale ten przymus i dopływ środków finansowych skutkował przyśpieszeniem procesów modernizacji rolnictwa (poprawa struktury obszarowej, wzrost wyposażenia w środki mechanizacji, zwiększenie siły ekonomicznej, unowocześnienie technologiczne itp.) i wyodrębnianiem się silnych ekonomicznie, konkurencyjnych gospodarstw rolnych. To zjawisko prowokowało poprawę produkcyjności czynników wytwórczych. Sytuacja taka, rozszerzenie rynku zbytu, dopłaty bezpośrednie skutkowały wzrostem dochodów rolniczych. Oddziaływanie dopłat bezpośrednich na przemiany strukturalne było niejednoznaczne. Z jednej strony stymulowały procesy koncentracji, ponieważ wzrost powierzchni gospodarstwa wiąże się z uzyskaniem większych dopłat oraz efektami skali, z drugiej strony, powodowało wstrzymywaniem się z decyzją właścicieli małych gospodarstw.
The Common Agricultural Policy (CAP) is historically the first among the common socio-economic policies of the EU that has undergone various changes. The contemporary CAP does not only aim at guaranteeing food security to consumers and fair income to farmers, but also to ensure: sustainable agricultural and rural development, increase in farm competitiveness, environmental and landscape protection. The aim of this paper is to analyse the changes that have taken place in Polish agriculture since the accession to the EU, and the impact of the CAP on those changes. The focus is mainly on the analysis of selected measures under the RPD. The work has been carried out as a statistical and descriptive analysis of the available empirical data using comparative methods. The data used comes from Statistics Poland, the ARMA, Eurostat, fieldwork done by the Institute of Agricultural and Food Economics, and the literature. The analysis shows that the implementation of the CAP in Polish agriculture has resulted in the quality of development, and farmers have used the opportunity relatively well. Despite certain unfavourable consequences, the overall balance of Polish agriculture as a EU Member is good. The necessity to adjust to the standards of the EU market was a barrier for a certain group of farmers, but this constraint and the inflow of funds has led to the faster modernisation of agriculture (improvement in the agrarian structure, increase in the ownership of agricultural machinery, increased economic power, technological modernisation, etc.) and the rise of a group of economically resilient farms. This phenomenon has in turn stimulated improvement in the productivity of production factors. Such a situation, the expansion of the market and direct payment has resulted in the increase of agricultural income. The impact of direct payments on the structural change has been ambiguous. On one hand, it has stimulated the concentration of land ownership, as the increase in the farm aream entails higher payments, and the economies of scale, while on the other hand, it prevented smallholders from making a decision.

W opracowaniu dokonano analizy wyzwań związanych ze zmianami klimatu i rosnącym zapotrzebowaniem na energię oraz działań podejmowanych w ramach unijnej polityki energetycznej. Omówiono regulacje wynikające z prowadzonej przez Unię Europejską polityki energetycznej, ze szczególnym uwzględnieniem polityki klimatycznej. Zwrócono uwagę na zaangażowanie instytucji europejskich na arenie międzynarodowej w podejmowaniu czynności na rzecz przeciwdziałania ociepleniu klimatu, jak również podjęto próbę wskazania uwarunkowań wewnętrznych i zewnętrznych istotnych z punktu widzenia realnej możliwości wprowadzania celów polityki klimatycznej i energetycznej. Przedstawiono uwarunkowania wewnątrz unijne, wynikające ze zróżnicowanego poziomu rozwoju gospodarczego państw członkowskich, struktur ich gospodarek, posiadanych i wykorzystywanych zasobów surowców energetycznych, rosnącego uzależnienia od importu nośników energii, obserwowanego spowolnienia gospodarczego, oraz zmieniające się otoczenie zewnętrzne mogące zakłócać stabilny rozwój gospodarki europejskiej w kierunku gospodarki niskoemisyjnej.
The European Union is particularly active internationally when it comes to actions against climate change. It aims to create a low emission economy in the long-term. Such a goal, however, proves to be a challenge both for the community as a whole and its individual Member States. This paper presents an analysis of the challenges related to climate change and the growing demand for energy, as well as actions driven by the EU’s energy policy. It examines the regulations regarding the European Union’s energy policy, with a particular focus on climate policy. Attention is directed toward European institutions’ commitments on the international scene to activities counteracting climate change. Furthermore, an attempt is made to characterize both the internal and external conditions for the implementation of climate and energy policy. Internal (EU) conditions are described, particularly a differentiation of the economic development among the Member States and the structures of their economies, the differences in available and exploited energy resources, the increasing dependence on the import of energy resorces, and economic slowdown. It is therefore concluded that further changing external conditions might interfere with the European economy’s stable development toward becoming a low-emission economy.

Polityka handlowa UE w ostatnich latach zmieniła swoje priorytety, stawiając w większym stopniu na rozwiązania bilateralne. Z teoretycznego punktu widzenia wprowadzane rozwiązania liberalizacyjne powinny prowadzić do wzrostu obrotów towarowych. Jednak umowy te mogą w różnym stopniu wpływać na wymianę towarową poszczególnych państw członkowskich. Jak zatem w nowych warunkach handlowych zmieniała się wymiana towarowa między Polską i innymi krajami UE z Koreą Południową, Peru i Kolumbią? Analiza handlowa jest dość niejednoznaczna i nie wskazuje wyraźnego trendu wzrostowego.
EU trade policy in recent years has changed its priorities, selecting bilateral solutions. From a theoretical point of view liberalization should lead to the growth of trade in goods. However, the impact of liberalization agreements may vary depending on the EU country. The analysis of trade is quite ambiguous and does not indicate a clear upward trend.

The article is the result of research conducted by the authors in the project The International Cooperation for Rehabilitation and Social Integration of Refugee in Turkey and Europe supported by Erasmus+ Programme and aimed at creating an innovative model of rehabilitation and integration of refuge women (implemented by the University of Gaziantep, Turkey) based on the experiences of partner countries. The aim of the article is to analyse the specificity of mechanisms and integration models used in work with refugee women. Issues such as migration, legal status of refugee women, EU integration policy or European support programmes for refugee in the context of gender were examined using mixed research methods. The analysis was conducted from a transdisciplinary perspective: political, legal, social, anthropological and gender perspective. Artykuł jest wynikiem badań prowadzonych przez autorki w projekcie The International Cooperation for Rehabilitation and Social Integration of Refugee in Turkey and Europe realizowanym w ramach programu Erasmus+ i mającym na celu stworzenie innowacyjnego modelu rehabilitacji i integracji uchodźczyń (wdrażanego przez Uniwersytet Gaziantep, Turcja) na podstawie doświadczeń krajów partnerskich. Celem artykułu jest analiza specyfiki mechanizmów i modeli integracji stosowanych w pracy z kobietami uchodźczyniami. Zawarte w artykule zagadnienia, takie jak: migracje, prawny status uchodźczyń, polityka integracyjna UE czy programy pomocowe w kontekście kwestii gender, zostały zbadane przy zastosowaniu mieszanych schematów badawczych. Analiza została przeprowadzona z perspektywy transdyscyplinarnej: w ujęciu politologicznym, prawnym, społecznym, antropologicznym i genderowym.

W artykule omówiono problematykę budowy i wykorzystania wskaźników bezpieczeństwa drogowego w Unii Europejskiej. Znaczący rozwój metodologii budowy tych wskaźników nastąpił po 2000 roku, i był efektem opracowanych wówczas założeń do unijnej polityki transportowej na lata 2000-2010. W ramach projektu SafetyNet opracowano w latach 2004-2008 pierwszy podręcznik tzw. wskaźników wyników bezpieczeństwa, które dawały możliwość pomiaru, monitoringu oraz unijnego benchmarkingu efektów wdrażania różnych narzędzi poprawy bezpieczeństwa drogowego. Wskaźniki te stały się ważnym składnikiem unijnej polityki w zakresie transportu drogowego. Dalszy rozwój badań i prac naukowych pozwolił na opracowanie bardziej złożonych wskaźników i procedur pomiaru bezpieczeństwa drogowego oraz narzędzi do monitorowania skuteczności stosowania różnych środków profilaktyki bezpieczeństwa drogowego.
The article discusses the issue of construction and use of road safety indicators in the European Union. Significant development of the methodology of construction of these indicators took place after 2000, and was the result of the then developed EU transport policy for 2000-2010. Within the framework of the SafetyNet project, the first manual of the “Safety Performance Indicators” (SPI) that provided the opportunity to measure, monitor and benchmark the effects of implementing various tools to improve road safety. These indicators have become an important component of EU road transport policy. Further development of research and research has allowed for the development of more complex road safety indicators and procedures and tools for monitoring the effectiveness of the various road safety measures.

Throughout the existing Common Agricultural Policy of the EU present European agriculture has changed its character beyond recognition. European population over time has lost conception about the way that present modern agro-food complex, which has increased its work during the last 50 years following the unsophisticated subsidy policy oriented on the production, works. An effort of the returning the competitive character to this branch has lead Common Agricultural Policy of the EU to the different reforms which consistent application should lead to the decrease of the disproportions between supply and demand on the agricultural production market.
Dzięki istniejącej Wspólnej Polityce Rolnej UE współczesne rolnictwo europejskie zmieniło swój charakter nie do poznania. Ludność europejska z upływem czasu zatraciła koncepcję działania nowoczesnego kompleksu rolno-spożywczego, który zwiększył swoją produktywność w ciągu ostatnich 50 lat podążając niewyszukaną polityką dotacji, zorientowaną na produkcję. Wysiłek związany z odzyskaniem charakteru konkurencyjnego rolnictwa wymusił na wspólnej polityce rolnej UE przeprowadzenie różnych reform, których konsekwentne stosowanie powinno doprowadzić do zmniejszenia dysproporcji między podażą i popytem na rynku produkcji rolnej.
