The paper provides a discussion of diverse delays occurring in technology development, and an explanation of reasons why, when seen holistically from outside, the process of technology development might appear as an autonomous, self-determining, uncontrollable process. When seen from inside, however, the process is far from being uncontrollable. This paradox is explained by the fact that technology development contains many processes with delays, in total amounting sometimes to fifty years; when seen from outside, such a process might appear uncontrollable, even if it is very much controllable when approached internally and in detail. Therefore, the definition and types of technology creation as well as stages of technological processes are discussed in some detail in this paper. Some aspects of the contemporary informational revolution and some recent results on micro-theories of knowledge and technology creation are also reviewed. It is suggested that one of possible ways of changing the paradigmatic attitude of philosophy of technology is to invite some such philosophers to participate in the development of modern tools of knowledge civilization era, such as software development and evaluation. The conclusions of the paper stress the need of essentially new approaches to many issues in the time of informational revolution.

The paper presents a reflection on the role of technology and, in particular, information technology in the era of knowledge civilization. Diverse perceptions of this era, the concepts of three civilization eras versus three waves, of a cultural platform versus an episteme of a civilization era, of a big change at the end of industrial civilization era are outlined. The first principle of cultural anthropology and the concept of cultural imperialism are recalled. The contemporary philosophy of technology is shortly reviewed. An interpretation of Die Technik und die Kehre of M. Heidegger from a technological point of view is given. It is shown that we should distinguish technology proper from the system of its socio-economic applications, and that the relation of technology proper to hard science and to socio-economic applications of technology forms two positive feedback loops; the one of socio-economic applications might be more dan- gerous in cases of social infatuation with technological possibilities or other misapplications of technology. It is shown that the technology of knowledge civilization era will differ from that of industrial era in proposing boundless number of diversified technological possibilities; thus, the Heideggerian warning against social infatuation with technological possibilities must be not only repeated, but also modified and strengthened.

The work is a critique of F. Dyson's book Imagined Worlds. The author of the book, awell-known American physicist, discusses in it, among others, the future of mankind, considered in a wide range of time: from ten to ten million years. Science dominates in his vision of future. In his opinion it will be the main factor of changes occurring on Earth, and then also beyond it, when people spread in the outer space. I do not like this vision of future, as Dyson treats people merely as biological objects that will be transformed as far as the progress of science will allow. His approach is illustrated by a discussion of three issues that constitute significant motifs of the book: genetic engineering, radiotelepathy and the problem of immortality of human individuals. Foreseeing a great development of natural sciences and of technology Dyson does not expect in future any mental or moral progress in people. For this reason I define his approach to people as dangerous naturalism.

Im Aufsatz wird der Gedanke von Lewis Mumford und seine Wahrnehmung der technischen Kultur rekonstruiert, die in den Werken Technik und Zivilisation und Der Mythos der Maschine enthalten sind. Es wird gezeigt, dass die von den Forschern seiner Ideen unterschiedenen Phasen viele gemeinsame Momente aufweisen, die mit der kritischen Auffassung des Einflusses der Technik und der Wissenschaft auf Menschenleben verbunden sind. 
W artykule dokonuję rekonstrukcji myśli Lewisa Mumforda i jego postrzegania kultury technicznej, zawartych w dziełach Technika a cywilizacja oraz Mit maszyny. Tom 2. Pentagon władzy. Badacze zajmujący się myślą Mumforda dzielą jego krytyczne podejście do kultury technicznej na dwie fazy, która to myślą zawarta jest we wspomnianych pracach. Sądzę jednak, że fazy które są wyodrębniane posiadają tak naprawdę wiele wspólnych momentów, przez co twardy podział proponowany przez Carla Mitchama czy Thomasa Hughesa może budzić pewne wątpliwości. 
Reviewed are Lewis Mumford's ideas and the  perception of technical culture as  outlined in his Technics and Civilization and The Myth of the Machine. The purpose of this review  is to take note  of the common points in Mumford’s  critical notion evolving over the years  regarding  the impact of technique and science  on man’s  life as  singled out  by scholars  of his works.

It also compares the vision of the world based on the message of the Age of Enlightenment with today's technological revolution.

Artykuł stanowi analityczne studium zmian charakteru współczesnej logistyki. Rozważania zostały skoncentrowane na rozpoznaniu współczesnej wielowymiarowości logistyki jako dyscypliny wiedzy oraz zbioru praktycznych działań. Dokonano tego przywołując dorobek nowej ekonomii instytucjonalnej. Kwestia wielowymiarowości logistyki rozpatrzona została przez pryzmat elementów strukturalnych paradygmatu ekonomiki instytucjonalnej, to jest „ceremonii społecznych”, „technologii”, „filozofii” oraz „środowiska” otoczonego własnym „pasem bezpieczeństwa”, będącego ich otoczeniem. Charakterystyka została oparta na przypisanym im zbiorze zasadniczych wyznaczników. Takie podejście ma argumenty w przeszłości i w teraźniejszości.
The article “An attempted neo-institutional look at the multi-dimensionality of modern logistics” is an analytical study of changes in the nature of modern logistics. Note that the discussion was focused on the identification of modern multidimensional logistics as a discipline of knowledge and a set of practical actions. This was done recalling the achievements of the new institutional economics. The issue was considered as multidimensional logistics through the prism of structural elements of the paradigm of institutional economy, it is “social ceremony”; “technology”; “philosophy” and “environment” surrounded by their own “safety belt” which is their surroundings. Characterisation was done on the basis of their assigned set of fundamental determinants. This approach has produced arguments in the past and in the present.

Opis:
Examining the historical development of scientific concepts is important for understanding the structured routines within which these concepts are currently used as goal-directed tools in experiments. To illustrate this, I outline how the concepts of mental imagery and hallucinations each draw on an older interdependent set of associations that, although nominally discarded, continues to structure their current independent uses for pursuing discrete experimental goals. In doing so, I highlight how three strands of literature offer mutually instructive insights into how the uses of current scientific concepts contribute to experimental practices. The first strand of literature includes recent scholarship examining how the uses of scientific concepts can enable scientific practices (e.g., Boon 2012, Brigandt 2012, Feest 2010, Steinle 2012), the second strand comes from the technoscientific studies focused on non-human agency (Pickering 1995), and the third draws attention to how the functions of concepts are grounded by the set of historically contingent experimental practices (e.g., Canguilhem 2008, Tiles 1984).

The elaboration is dedicated to the problems associated with the development of digitalization in Poland in the context of philosophy, especially the philosophy of technology, and previous studies authors. Taken analysis focused on the problems of underdevelopment digital identified in the early eighties the twentieth century. And revised in 2017, as well as current directions of research and implementation of artificial intelligence. The key message of the study is to draw attention to the need for prudent development of digital Polish.

The paper concerns the problems of the teaching of philosophy in technical universities. Stereotypes and prejudices concerning technology (technophilia, technophobia) are the first barrier in this enterprise. The second barrier is caused by the lack of philosophy of technology in philosophical courses, and the third one is brought on by the absence of meta-technical reflection in technical subjects.

Modelowanie komputerowe odgrywa istotną rolę we współczesnej nauce. Epistemologiczna rola, jaką odgrywają takie modele oraz prowadzone na ich bazie symulacje skłaniają do postawienia pytań o możliwe użycie podobnych metod w filozofii. Pomysły wykorzystania narzędzi matematycznych do sformułowania koncepcji filozoficznych sięgają czasów Barucha Spinozy i Isaaca Newtona. Newtonowska filozofia przyrody stała się przykładem udanego zastosowania matematycznych rozwa- żań do opisu przyrody na poziomie fundamentalnym. Oczywiście podejście Newtona otworzyło zarówno nowe obszary badań w fizyce, jak i stało się źródłem dla nowych rozważań o rzeczywistości fizycznej. Według Michała Hellera niektóre teorie fizyczne można traktować jako specyficzne formalizacje koncepcji filozoficznych. Modelowanie komputerowe w filozofii może być traktowane jako rozszerzenie tej idei, co będę starał się ukazać w niniejszym artykule. Będę również rozważał rolę modelowania komputerowego jako źródła nowych metafor filozoficznych zgodnie z koncepcją technologii definiującej D. J. Boltera. Rozważania te wiodą do konkluzji mówiącej, że w metodologii filozofii zachodzą istotne zmiany. Nowe podejście nie sugeruje odrzucenia bądź zanegowania dotychczasowych metod, a wskazuje raczej nowe narzędzie analityczne filozofii i źródło inspirujących metafor.
Computational modeling plays an important role in the methodology of contemporary science. The epistemological role of modeling and simulations leads to questions about a possible use of this method in philosophy. Attempts to use some mathematical tools to formulate philosophical concepts trace back to Spinoza and Newton. Newtonian natural philosophy became an example of successful use of mathematical thinking to describe the fundamental level of nature. Newton’s approach has initiated a new scientific field of research in physics and at the same time his system has become a source of new philosophical considerations about physical reality. According to Michael Heller, some physical theories may be treated as the formalizations of philosophical conceptions. Computational modeling may be an extension of this idea; this is what I would like to present in the article. I also consider computational modeling in philosophy as a source of new philosophical metaphors; this idea has been proposed in David J. Bolter’s conception of defining technology. The consideration leads to the following conclusion: In the methodology of philosophy significant changes have been taking place; the new approach do not make traditional methods obsolete, it is rather a new analytical tools for philosophy and a source of inspiring metaphors.

Philosophy in technology is a research program that studies the philosophical roots of engineering and technology. Technologists, by virtue of their education, believe that the limits, goals, possibilities, and effects of technology on society and humankind are exclusively technological problems, hence their solutions must lie exclusively in technology. In contrast, philosophy in technology asserts that the resolutions to these problems need to be rooted in an understanding of their philosophical origins. This program paper defines the objectives of philosophy in technology, the kinds of questions it explores, the methods it uses, and how it differs from the philosophy of technology.

Stanisław Lem is mostly known as a sci-fi writer and not widely perceived as a visionary of the cyber age, despite the fact that he foresaw the future of information technology better than most scientific experts. Indeed, his visions of future information-based societies have proved to be remarkably accurate. Lem’s stories fuse together elements of fantasy, philosophy, and science, but what we can really learn from them is the nature of humanity, technology, and philosophy, as well as the values of technological prophecies. Moreover, Lem gave birth to, without naming it as such, the concept of philosophy in technology, which is a perspective on technology and philosophy that explores the deep implicit philosophical foundations of technology and humanity.

Opis:
Koncepcje rozwoju zrównoważonego wypromowano w 1987 r. Zarysowane wówczas problemy, w dużej mierze nie zostały jednak rozwiązane. Artykuł wskazuje podstawowe bariery we wdrażaniu nowej wizji rozwoju odnoszące sie do poszczególnych płaszczyzn rozwoju zrównoważonego (moralnej, ekologicznej, technicznej, ekonomicznej, prawnej, społecznej i politycznej). Szczególną uwagę poświęcono przy tym moralnym uwarunkowaniom, które stanowią punkt zaczepienia dla wszystkich innych grup problematycznych zwiazanych z rozwojem zrównoważonym.
The idea of sustainable development was established in 1987 by United Nations report. Many of the problems recognized at that time have still not been solved. The article presents the main barriers to introducing this new understanding of development (connected with moral, technical, ecological, social and political issues). In this work the focus is on moral issues which are the basis for other groups of problems connected with sustainable development.
