In the light of the provisions of the set of new directives of 2014 that regulate public procurement issues, public procurement is bound to boost the innovativeness of the Union’s economy. Among the legal instruments set forth in directive No 2014/24, there is innovative partnership, which is a special procedure that allows contracting parties to establish a long term cooperation with contractors, based on partnership, and aimed at developing and purchasing a new innovative product, service or construction work. In his article, the author analyses legal solutions provided for innovative partnership, comprised in the said directive. Simultaneously, he discusses potential dangers and interpretation doubts that may influence the understanding of this solution. And – which is clear – national legislation in this area is defined by the European regulations that, when changed, make it necessary to transpose new legal solutions to the national law, and therefore can affect the proper implementation of innovative partnership to the national law.

In the author’s opinion, the proposed provisions – contrary to their nomenclature – introduce an institution of samesex marriages. Therefore they may be considered incompatible with Article 18 of the Constitution of the Republic of Poland. The proposed regulations regarding the dissolution of the partnership provide less protection to the children of partners than the children of one of them adopted by the other, what is inconsistent with the constitutional principle of equality. Besides the bills contain many legal shortcomings.

The aim of the article is to present the efforts of the Federal Republic of Germany toward NATO’s enlargement in the 1990s. The collapse of the Soviet Union and the political changes in Central-Eastern Europe triggered a necessity to establish an effective framework for multilateral cooperation among the NATO member states and the former members of Warsaw Pact as well as the old Soviet republics. The Federal Republic of Germany along the United States became the driving forces of these efforts to support the NATO’s initiatives such as the North Atlantic Cooperation Council (NACC), the Partnership for Peace (PfP), and the Euro-Atlantic Partnership Council (EAPC). These efforts brought to the first historical NATO enlargements in 1997 and 2004.

Opis:
Statutory institutionalization of civil partnerships stirs up large controversies and considerable disputes in the public debate. Legal arguments appearing in the discussion regard Article 18 and Article 32 of the Constitution of the Republic of Poland. The author expressed a negative position concerning the possibility to institutionalize civil partnerships in compliance with the Constitution. In his opinion an appropriate and consistent with the Constitution legal solution is to strengthen or to extend the scope of rights of persons remaining in such partnerships (hetero-or homosexual ones) ensured by various legal acts, without statutory institutionalization of these partnerships.

Supporting entrepreneurs outside the country is one of the tasks of at least two ministries – the Ministry of Economy and the Ministry of Foreign Affairs. Some of the tasks are performed by various institutions, which in their properties are designed to promote Polish export. Proposed by them forms of cooperation with enterprises – from financial support through promotion, and ending with the conclusion of international agreements, are to create a range of tools which enable the Company to have a chance to gain new markets for its products, and thereby increase their income and influence positively on the wealth of the whole society. The article assesses the activities of two ministries – the Ministry of Economy and the Ministry of Foreign Affairs, their impact on facilitating the internationalization of enterprises. Standardized interviews were conducted. Callers were employees of selected companies of the dairy industry who are directly involved in exports in the company. The interview questionnaire was conducted with representatives of 15 companies from the tested industry. There was no direct effects of the impact on export results of conducting actions under Polish development assistance. The surveyed entrepreneurs have not met with any situation in which a partner from the target indicated in any way that he knows this business and it influenced his willingness to cooperate with the Polish company.
Wspieranie przedsiębiorców poza granicami kraju jest jednym z zadań przynajmniej dwóch ministerstw – Ministerstwa Gospodarki oraz Ministerstwa Spraw Zagranicznych. Część zadań wykonywanych jest także przez różnego rodzaju instytucje, które mają za zadanie wspierać polski eksport. Proponowane przez nie formy współpracy z przedsiębiorstwami – od wspomagania finansowego poprzez promocję, a kończąc na zawieraniu międzynarodowych umów, mają stworzyć wachlarz narzędzi, dzięki którym firmy będą miały szansę na zdobycie nowych rynków zbytu na swoje produkty, a tym samym zwiększą swoje dochody i wpłyną pozytywnie na zamożność całego społeczeństwa. Dokonano oceny działań Ministerstwa Gospodarki oraz Ministerstwa Spraw Zagranicznych dotyczącej ich wpływu na ułatwienie internacjonalizacji przedsiębiorstw. Przeprowadzono badania sondażowe – wywiad standaryzowany. Rozmówcami byli pracownicy wybranych przedsiębiorstw przemysłu mleczarskiego, którzy bezpośrednio zajmują się eksportem w firmie. Kwestionariusz wywiadu przeprowadzono z przedstawicielami 15 przedsiębiorstw z badanej branży.

The aim of this article is to describe and critically assess the main contentious issues in Sino-Russian relations and to explain how they affect the development of this relationship. First of all, the article examines the attitudes of China and Russia towards their relationship in the context of the changing distribution of power and increasing competition in Central Asia. Secondly, the influence of the collectively understood West on the dynamics of the Sino-Russian partnership is analyzed, with particular emphasis on the role of the United States. These applications are supplemented with an assessment of regional perception of relations in the Asia-Pacific region and a study of trade between two parties. The author does not limit himself to one methodological approach, drawing from the Balance of Threat Theory, the concept of security dilemma and analyzing political discourse and structure of bilateral trade. The results of the analysis indicate the existence of relatively permanent and significant barriers, suggesting that the Sino-Russian relations will not reach a higher level of intensity than is the case at present. The current form of cooperation enables both parties to pursue common interests without risking an assertive reaction from the United States. Only sudden and far-reaching changes, harmful to both countries, have a chance to bring about a convergence of China’s and Russia’s interests sufficient to create a fully operational alliance.

Partnership and Cooperation Agreement is a document regulate the European Union external relations with third countries. Obligatory document between the European Union and Russia from 1999 (1997) expired in 2007 and haven’t been replaced by a new agreement up till now. Negotiate a new treaty which regulates the base relations should be in interest of both sides, according to a strategic partnership. Unfortunately, negotiations for a long time are in impasse. Both of subjects can’t reach a consensus as to scope and content of the document and on matters relating to energy dialogue, European security, policy towards the Commonwealth of Independent States (CIS ) and keep human rights. Conversation were breaking off very often because of the attitude and actions of Russia against individual EU Member States and countries of the (CIS). In the meantime, in the EU proposed to create together with the United States of America, Transatlantic Trade and Investment Partnership introducing free trade area through liberalization of both internal markets. This project obtained a big interest in the EU and then began negotiations which despite of many impediments will have a good prognosis for the future. To conclude, the article aims is to present scope of the new Partnership and Cooperation Agreement between the EU and Russia, indicate the causes and areas of negotiation impasse and to refer to the state of negotiations Transatlantic Trade and Investment Partnership.

Opis:
The operation of a supply chain is related to the flow of products and services between suppliers and buyers. Partnership sales networks play a special role in the supply chain in the telecom market. The article’s purpose is to analyse factors behind the development of partnership sales networks in the supply chain of a telecom. A network analysis method was applied. “Pajek” software, created by Vladimir Batagejl and Andrej Mrvar was used as a tool for analysis and visualisation. The results of the research allowed to examine main factors of the development of a partnership sales network of the analysed entity, which included: the reduction of the number of employees and the reduction of sales commissions. This served as a basis to develop a probable development scenario (until 2022).

The academic environment of Wrocław emerged and developed in particularly difficult conditions of the post WWII era. Thanks to continuation of the tradition, experience and contributions of leading scientists from the former Jan Kazimierz University of Lwów, it quickly achieved an important, internationally recognized position in particular in mathematics and chemistry. Two different sociological concepts of relations within the scientific community have developed simultaneously: (1) partnership between leaders and research team members, (2) hierarchical structure based on authority of a leader. History proved that both may be effective. Wrocław became a modern center of research management comparable to leading western universities. The general approach based on relationship „between master and a follower” has been replaced by the more effective relatioship „between a school and a follower”. Similarly to the Lwów tradition the Wrocław Scientific Society has played an integrative role in relations among scientists of different disciplines.

Inter-sectoral cooperation is one the most important elements of contemporary, place-based policy. Deriving from the conditions of the environment, also the global one, local actors should join their forces by investing in the resources determining today’s’ development – knowledge and human capital – in the most effective way. However, internal national or regional conditions, very often do not allow for efficient adaptation of development mechanisms, even when they have been already tested in other places. By narrowing the area of analysis to the relationships between territorial self-government and non-governmental organisations, this paper is an attempt to answer the question on what scale, in the Polish conditions, public-social partnerships are being built and what is their scope. Analysis concerns the institutions involved in the investment in knowledge and human capital, operating in the region of Lodz.
