Bezprecedensowy zakwit „złotych alg” Prymnesium parvum w Odrze w 2022 r. był najgorszą klęską ekologiczną w Polsce i Niemczech od dekad. W 2023 r. udało się powstrzymać przenikanie „glonów-zabójców” z Kanału Gliwickiego, jak również zbiorników Czernica i Januszkowice do głównego nurtu Odry. Artykuł przedstawia aktualny stan wiedzy o tej katastrofie oraz wnioski z przeprowadzonych w Polsce, pionierskich testów metod wygaszania zakwitów w wodach płynących. Ponadto w niniejszej pracy zebrano i przedstawiono zagraniczne sposoby zwalczania „złotych alg” w stawach rybnych, na obszarach cennych dla przyrody, żeglarstwa i wędkarstwa, jak również restytucji fauny (w tym małży skójkowatych, istotnych tak dla gospodarki, jak dla ochrony przyrody) po masowym zakwicie P. parvum.
The unprecedented bloom of “golden algae” Prymnesium parvum in the Oder River in 2022 was the worst ecological disaster in Poland and Germany in decades. In 2023, the penetration of those “killer algae” from the Gliwice Canal, as well as the Czernica and Januszkowice reservoirs into the main stream of the Oder River has been stopped by the Polish Waters. The article presents the current state of knowledge about this catastrophe and draws conclusions from pioneering tests conducted in Poland on methods to mitigate blooms in flowing waters (in the Gliwice Canal). Additionally, this work compiles and presents foreign methods of combating “golden algae” in fish ponds, in areas valuable for nature, sailing and fishing, as well as fauna restitution (including Unionidae mussels, significant for both the economy and for nature protection) following a mass bloom of P. parvum.

The aim of this article is to analyze the tourism potential in the riverside areas of selected cities in Lubuskie Voivodeship located in the Oder River valleys. The research issue of the article was defined as a way to measure tourist potential in the development of riverside areas. In the research phase, based on the comparative multi-criteria method, special attention was paid to the accessibility of the river for the inhabitants, their usefulness for the recreation, as well as the location of the recreational infrastructures in the river valleys. The presence of infrastructure using the river's potential is marginal in the shoreline zone of the cities under analysis. Despite the rapid growth of tourist activities its river potential is still being marginalised. The research problem was to determine the tourist potential of selected cities and to identify the cities with the greatest potential, in which the advisability of investment seems to be the most relevant and necessary. The result of considerations carried out using the multi-criteria analysis method is the selection of the city with the greatest tourism potential. Among the surveyed cities, Nowa Sól has the greatest tourist potential.

Large rivers have played and continue to play a highly significant role in the development of societies and countries. The specific nature of the Oder River in the past was determined by the variability of state affiliations and the functions assigned to it. In the competition for dominion over the entire course of the river or over selected sections of it, Czech, Polish, German and Scandinavian influences clashed at different times. Today, a new definition of the role played by the Oder in the context of an increasingly integrated Europe and the evolution of the relevance of national borders is urgently needed. Previous research in this area is seriously inadequate. Studies written in German, as well as in Polish academic circles, should be considered factually incomplete and methodologically outdated. The authors propose a new program of research on the history, present day and prospects for the development of the Oder and the Oder River region. Their starting point should be detailed archival searches conducted in Poland and Germany, as well as an analysis of contemporary concepts of river use for the nations and communities along the Oder River. The article contains the main tenets of such research and its concept.
Duże rzeki odgrywały i nadal odgrywają bardzo istotną rolę w rozwoju społeczeństw i państw. O specyfice Odry w przeszłości decydowała zmienność przynależności państwowej i funkcji, jakie jej wyznaczano. W rywalizacji o panowanie nad całym biegiem rzeki lub nad wybranymi jej odcinkami w różnych okresach ścierały się wpływy czeskie, polskie, niemieckie i skandynawskie. Współcześnie pilną potrzebą jest nowe zdefiniowanie roli Odry w warunkach integrującej się Europy i ewolucji znaczenia granic państwowych. Dotychczasowe badania w tym zakresie są dalece niewystarczające. Opracowania powstałe zarówno w niemieckim, jak i w polskim środowisku naukowym należy uznać za nie- pełne merytorycznie i przestarzałe metodologicznie. W związku z tym autorzy proponują nowy program studiów nad dziejami, współczesnością i perspektywami rozwoju Odry i Nadodrza. Bazą tych badań powinny być szczegółowe kwerendy archiwalne prowadzone w Polsce i w Niemczech oraz analiza współczesnych koncepcji wykorzystania rzeki dla nadodrzańskich państw i społeczeństw. W artykule zawarto główne tezy takich badań oraz ich koncepcję.

As one of Poland’s major rivers, the Oder requires the writing of an updated monograph to provide a new perspective on its history. In the historical portion (up to 1945), this work should be based on a thorough search of libraries and archives. Among those archives containing the most material relating to the river’s past, the State Archive in Szczecin should also be included. This article discusses the resources of the Szczecin archive in terms of research on the history of the lower Oder River. For the Ducal period, the most interesting collection featuring records pertaining to the river is undoubtedly the Archives of the Dukes of Szczecin. Among the materials preserved here are those on the navigation of the Warta-Oder or trade issues between Szczecin and Frankfurt on the Oder. On the other hand, for the 19th and first half of the 20th centuries, the most valuable archives, from the Oder’s perspective, are the collections of the Chief Presidium of the Pomeranian Province and the Szczecin Governmental District (Regierungsbezirk). Here we can find many folios discussing: navigation and fishing on the lower Oder, regulatory work on the river and finally the effects of the Oder floods. Also noteworthy are the files of the Directorate of Water Construction in Szczecin, which record all hydrological works carried out on the Oder. The above-mentioned groups constitute the core of the State Archive in Szczecin, which should be subjected to a thorough search if a decision is made to work on a new monograph of the Oder.
Odra jako jedna z głównych polskich rzek wymaga napisania kolejnej monografii, która pozwoliłaby na nowe spojrzenie na odrzańskie dzieje. W części historycznej (do 1945 r.) wspomniana praca powinna zostać oparta na gruntowej kwerendzie bibliotecznej i archiwalnej. Wśród archiwów zawierających najwięcej materiałów odnoszących się do przeszłości rzeki należy wymienić także Archiwum Państwowe w Szczecinie. W niniejszym artykule omówiono zasób archiwum szczecińskiego pod kątem badań nad historią dolnej Odrą. Dla czasów książęcych najbardziej interesującym zespołem zawierającym akta dotyczące rzeki jest bez wątpienia Archiwum Książąt Szczecińskich. Zachowały się tu między innymi materiały omawiające żeglugę warciańsko-odrzańską czy też problemy handlu między Szczecinem a Frankfurtem nad Odrą. Z kolei dla XIX i pierwszej połowy XX wieku z punktu widzenia Odry najważniejsze są zespoły Naczelnego Prezydium Prowincji Pomorskiej i Rejencji Szczecińskiej. Znajdujemy tu wiele poszytów omawiających żeglugę i rybołówstwo na dolnej Odrze, prace regulacyjne na rzece czy też skutki odrzańskich powodzi. Warto także zwrócić uwagę na akta Dyrekcji Budownictwa Wodnego w Szczecinie, w których zarejestrowano wszelkie prace hydrotechniczne wykonywane na Odrze. Wymienione zespoły stanowią w Archiwum Państwowym w Szczecinie trzon, który winien być poddany wnikliwej kwerendzie gdyby zapadła decyzja pracy nad nową monografią Odry.

Opis:
The road bridge in Cigacice is a very good example of and testimony to the level of knowledge and skills in interwar engineering art. The bridge is almost 100 years old, put to use in 1925, and was designed and manufactured by Beuchelt & Co. in Zielona Góra. The bridge has 10 spans with a parabolic main span, and the supporting structure for the spans is made of steel lattice girders. The object has been strengthened and modernized several times. Currently, renovation works are also being carried out, resulting from identified unfavorable corrosion of the steel elements of the bridge and the concrete bridge slab. The historic steel structure and the bridge supports are being renovated according to the conservation recommendations.

Przedstawiono czynniki dynamizujące i opóźniające realizację inwestycji infrastrukturalnych na ODW, a także zakres prac modernizacyjnych i remontowych na w perspektywach do roku 2020 i 2030.
The presented article concerns the issues of planning infrastructure investments on the Oder Waterway. It analyzed the sources of financing infrastructural investments for ODW and the entities responsible for their implementation. It presents the factors stimulating and delaying the implementation of infrastructure investments at the ODW, as well as the scope of modernization and renovation works on prospects to 2020 and 2030.

The need to prioritize activities aimed at increasing the use of inland waterway transport to support seaports and their staging is of primary importance for ports that have natural conditions (direct access to inland routes), but do not meet the basic requirements for their development (access to high-quality inland waterway connections). Due to the cost- and time-consuming nature of many of the recommended activities, it is crucial to properly plan internal and external measures by placing them on a timeline and assigning responsibility for their implementation to various stakeholders, including port authorities and waterway managers. Revitalizing the linear waterway infrastructure of these ports will be of paramount importance.

The European Union’s Water Framework Directive introduced a new approach to the system of water management in Europe by nominating the river basin district as the basic unit in water management. While its transboundary character aims to better manage natural resources, its design and implementation carries several challenges due to its weak integration of various bordering effects related to administrative boundaries that strongly affect the directives’ implementation. Based on a comparative document based case study of two river basin districts – the International Oder River Basin District (IORBD) and the International Torne River Basin District (ITRBD) – the paper scrutinizes the effects on the implementation processes of the directive and aims to draw attention to identify the differences that derive from various socio-spatial settings during the first cycles of water management plans from 2009 to 2015. By thematically comparing biophysical characteristics, cross-border cooperation, cultural and administrative borderingprocesses the study displays a mismatch between the directives aims for transboundary governance and the actual governance processes which are hampered by a variety of conflicting bordering processes.

Artykuł dotyczy żeglugi na Odrze, która po II wojnie światowej była ważnym szlakiem dla czechosłowackiego handlu. Zaprezentowano w nim negocjacje handlowe pomiędzy rządami polskim i czechosłowackim zakończone podpisaniem traktatu o transporcie. Zgodnie z jego postanowieniami we Wrocławiu powstała spółka zajmująca się transportem towarów, zarządzaniem stocznią. W tekście omówiono również pozycję, jaką zajmowała na polskim rynku, strukturę organizacyjną oraz skład osobowy.
After the Second World War the Czechoslovak Government attached importance to the navigation on the Oder River, which – in addition to the Elbe and the Danube – was to be an important route for international trade of the country. The trade negotiations with Poland, which had the whole navigable length of the river, were crowned with signing the Transportation Treaty on July 1st. It vested the Republic of Czechoslovakia with special powers in the Szczecin Harbour (free of duty zone) and a privileged position in the river and sea navigation. Following the stipulations of the Transportation Treaty there was another contract signed on May 12th, 1948 in Wrocław, an agreement to create a limited liability company, the Czechoslovak Oder Navigation Company (CSPO), which dealt with freight transport of merchandise goods on the Oder and its tributaries, as well as on the (German) canals connected to it; the Company also managed a shipyard and auxiliary workshops to repair its own shipping. The article presents the creation of the CSPO, its position in the Polish legal system, its inner structure, size and staff, organisational changes, rules of cooperation with the Polish Oder carrier, i.e. the legal, organisational and personnel conditions of the functioning of a foreign ship owner, against the background of developing the transport function of the Oder in the Polish-Czechoslovak relations.

The paper contains the analysis of the possibility of container transportation on the Oder Waterway (the Gliwice Canal, the canalized stretch of the Oder River, and the regulated stretch of the Oder River), on the assumption that the waterway complies with conditions of class III European waterway. The analysis is based on the concept of modern motor cargo vessel, adjusted to hydraulic parameters of waterway. The vessel is designed for ballasting when passing under bridges. The amount of ballast water that enables transportation of two tiers of containers is given. The costs of waterborne transportation are compared to the costs of rail transportation of containers on selected shipping routes.

W artykule omówiony został problem wyznaczenia lokalizacji śródlądowych terminali skroplonego gazu ziemnego (LNG) na rzece Odrze. Przedstawiono główne regulacje prawne dotyczące rozwoju infrastruktury paliw alternatywnych w transporcie morskim i śródlądowym. Dokonano charakterystyki budowy i eksploatacji statków śródlądowych służących do przewozu LNG oraz przenośnych zbiorników do transportu gazu LNG. Następnie po przeprowadzeniu analizy warunków nawigacyjnych na rzece Odrze, dokonano próby wyznaczenia możliwych lokalizacji terminali LNG wzdłuż rzeki. Głównymi kryteriami podczas wyznaczania lokalizacji był dostęp do infrastruktury drogowej oraz potencjalni kontrahenci, którzy mogliby być zainteresowani eksploatacją terminali LNG.
The article discusses the problem of determining the location of inland liquefied natural gas (LNG) terminals on the Oder River. The article shows the main legal regulations concerning the development of the infrastructure of alternative fuels in maritime transport and inland waterways. The article describe the characteristics of the construction and operation of inland vessels intended for LNG transport and portable LNG tanks. After the analysis of navigation conditions on the Oder River, attempts were made to identify possible locations for LNG terminals along the river. The main criteria in determining the location was access to road infrastructure and potential contractors who might be interested in the operation of LNG terminals.

W pracy dokonano prezentacji idei i głównych przesłanek Zielonych Szlaków Greenways. Ukazano ich znaczenie; opisano korzenie i rozwój Zielonych Szlaków Greenways na świecie, w Europie i w Polsce. Analizie poddano jeden z przykładów Zielonych Szlaków Greenways zlokalizowanych w Polsce – Szlak Odry. Wskazano pozytywny wpływ Szlaku Odry na rozwój turystyki w wybranych, mniejszych miejscowościach leżących na tym szlaku. Przywołano najważniejsze osiągnięcia i sukcesy w tej dziedzinie. Tezą postawioną w pracy było założenie, że Zielone Szlaki Greenways mogą stanowić istotny czynnik pobudzający rozwój turystyki, zwłaszcza w skali regionalnej. Dotyczy to w szczególności miejsc i miejscowości położonych na obszarach o mniejszym potencjale turystycznym. Artykuł powstał przy wykorzystaniu zwartych materiałów książkowych, czasopism, jak również informacji netograficznych i kontaktów osobistych z koordynatorami Zielonych Szlaków Greenways. Metoda badawcza zastosowana w publikacji to krytyka piśmiennicza i wywiad telefoniczny. Wyniki badań potwierdzają postawioną tezę, że Zielone Szlaki Greenways pozytywnie wpływają na sytuację i rozwój turystyki.
The aim of this publication is to present the idea of creating Greenways as a factor stimulating and developing tourism. The paper presents the idea and the main premises of Greenways. It shows their significance. The publication describes the roots and the development of Greenways in the world, in Europe and in Poland. An analysis is made of one of the examples of Greenways in Poland—the Oder River trail. The paper presents a positive influence of the Oder River Trail on the development of tourism in selected smaller towns located on the trail. The most important achievements and successes in this area are shown. The thesis formulated in the paper was the assumption that Greenways can be an important factor stimulating the development of tourism, particularly at the regional scale. In particular, it concerns places and towns with lower tourism potential. The paper was created with the use of nonserial book materials, journals, as well as netographic information and personal contacts with Greenways coordinators. The research method used in the publication was literature criticism and a telephone interview. The research findings positively verified the formulated thesis that Greenways positively influence the situation and development of tourism.

Celem artykułu jest przedstawienie możliwości i potrzeb edukacji geograficznej dotyczącej krajobrazów kulturowych prowadzonej nad Odrą, z perspektywy obserwowanej rzeki. Uwzględniono zakres merytoryczny i dydaktyczny tej edukacji; zaprezentowano różne typy nadodrzańskich krajobrazów kulturowych i ich elementów. Przedstawiono ich zróżnicowanie i wyjaśniono jego przyczyny (uwarunkowania i czynniki geograficzne oraz historyczne).
The purpose of this article is to present the need and opportunity of geographical education about cultural landscapes which is performed on the Oder river. The author included substantive and didactical scopes of such education and presented various types of the Oder river cultural landscapes and their components, as well as emphasized their diversity and explained its causes (geographical and historical factors and conditions).

The article addresses the issue of the transport of goods on the Oder Waterway (Odrzańska Droga Wodna, ODW), in terms of its usefulness for the transport of containers in the face of limitations arising from the hydrotechnical conditions of the river and the modernisation programme. A realistic estimate leads to the conclusion that by 2030 the CEMT Class III classification may be achieved in the upper and middle sections. Combined river and land transport of containers has been proposed as an applicable solution, considering the present condition and the predicted development and modernisation of the waterway within the next years. The main feature of this transportation concept is the principle of transporting multiple layers of containers on inland ships, reducing the cost of transport of individual containers. Sections of the ODW that meet the parameters of the CEMT Class III, or higher, will be used in such a way. In points of contact with sections that do not meet those parameters, loading points will be organised where the upper layers of containers will be removed from the barge and transferred either to land transport or a loading barge capable of going under low bridges. The article presents analysis of the effect of the main parameters of the river and land system of container transport on its economic effectiveness. Those parameters are: the number of layers of containers on a barge, percentage of the entire route covered by land transport means, number and time of transhipments, and speed relations. Relationships between these parameters have been established, together with the principles of their selection, assuming the main criterion to be gaining profit by using combined transport in comparison with land transport. Examples of combined transport have been presented on the Gliwice–Świnoujście and Gliwice– Hamburg routes, including progress in modernizing the Middle Oder.

Its purpose is to analyze the existing opportunities and directions for development of inland waterways transport, and its inclusion in containers handling within the port’s facilities.
