Electoral processes in many African countries including Nigeria, are faced with the challenges of conducting free, fair, credible and violence-free elections. Political violence has become a stain on Nigerian democracy. This paper therefore examined the impact of political violence on national security in Nigeria. The paper adopted the descriptive analytical approach. This study found out that Political violence in Nigeria is now a stain in our democracy that is now seen as a political structure and strategy for employment during elections and the use of weapons during elections have an aftermath impact on the national security. Consequently, some recommendations were made by the researcher. The Independent National Electoral Commission (INEC) has to take conscious and strategic actions against political violence in the country (Nigeria), due to the fact that action and inaction of the government of the country plays a very important role in either stopping or continuing the menace. Appropriate security network and intelligence should be organized to monitor electoral activities of the country to mitigate incidences of violence. The Independent National Electoral Commission should conduct free, fair and credible elections in Nigeria while the political parties and their candidates should ensure strict compliance with electoral regulations of the country (Nigeria).

Almost five decades have passed since after the Nigerian civil war that claimed closed to five million lives between Nigerian and Biafran separatists. Yet, rather than learn lessons learnt to forestall peace, it is worrisome that the escalation of terror against state and its institutions has taken heightened dimensions at various times. It is this worry that gave vent to this theoretical paper that utilizes content analysis to explore relevant parameters that are factorial to this dangerous escalation of terror in Nigeria particularly targeting its institutions as helpless soft targets for attack. Consequently, the paper questioned institutional alienation, inequality, and unhealthy politicization of religion and education as largely responsible for the increasing terror attacks. Drawing from these insights, the paper using induction and deduction tools, outlined major ways forward in addressing the menace of terror. Inclusive governance, income redistribution, secularism as a functional state policy and liberalization of access to education according literature, were strong factors that point to solutions that can lead productive engagement and inclusive involvement in governance and decision-making process in order to ultimately encourage the de-escalation of terror attacks against state and its institutions.

The Boko-Haram insurgency has affected livelihoods in the Northeast Nigeria in all ramifications. This study reviewed scholarly submissions on the drivers and impact of the insurgency in the area. The outcome of the review showed that the insurgency is driven mainly by poverty, religious extremism, and politics. Equally, the insurgency has affected rural livelihoods entirely and has exacerbated food insecurity, unemployment, and poverty. This is because critical infrastructure like schools, hospitals, markets, and electricity/telecommunication facilities have been largely destroyed, and residents of some communities are still displaced. Hence, to better the livelihood of the people in communities where normalcy has been restored, there is the need to promote agriculture and trade by securing the communities and enhancing access to affordable agricultural inputs.
Rebelia Boko-Haram wpłynęła negatywnie na poziom życia mieszkańców północnego-wschodu Nigerii. W tym badaniu dokonano przeglądu opinii naukowych na temat czynników powodujących i wpływu rebelii na ten obszar. Wyniki przeglądu wykazały, że rebelia jest napędzana głównie przez biedę, ekstremizm religijny i politykę. Rebelia znacząco wpłynęła na obniżenie dochodów na wsi i zaostrzyła brak bezpieczeństwa żywnościowego, zwiększyła poziom bezrobocia i ubóstwa. Wynika to z faktu, że infrastruktura krytyczna, taka jak szkoły, szpitale, rynki oraz instalacje elektryczne/telekomunikacyjne, została w dużej mierze zniszczona, a mieszkańcy niektórych społeczności nadal są przesiedlani. Dlatego też, aby poprawić warunki życia ludzi w społecznościach, w których przywrócono normalność, istnieje potrzeba promowania rolnictwa i handlu dla lokalnych społeczności i zwiększenie dostępu do przystępnych cenowo środków produkcji rolnej.

The adoption of smart card technology in various parts of Africa has reduced electoral malpractices, resulting in election credibility and acceptability. However, its use in Nigeria’s electoral process is believed to have downsides. The paper investigates how adopting smart card technology reduced electoral malpractices during the 2019 presidential election, making it more transparent, credible, and reliable than the traditional technique. It uncovers the flaws of the technology in Nigeria, including card reader malfunction, delays in accreditation and voting, the inability of the INEC staff to operate the technology efficiently during voting, and election postponement, among others. It is therefore recommended that the INEC improve public awareness of the use of the technology and train its staff.

The African continent is rich in oil and natural gas resources, much of which is still not fully explored. The reasons for this are climatic and geological conditions, the colonial past, which overlaps with the uneven economic development of the countries in the region, political, economic, and security problems. This article looks at the prospects for expanding gas infrastructure from Nigeria through the Maghrebi-Sahelian region towards the EU. Two gas pipelines will be analyzed – the Trans-Saharan gas pipeline (Nigeria-Algeria) and the Atlantic gas pipeline (Nigeria-Morocco). Due to the fact that two projects are competitive, the question arises which of them has the greater chance of implementation? The main purpose of this article is to investigate whether the construction of new gas pipelines from Africa to the EU is justified, taking into account the processes of transformation of European energy markets and whether the projects of the above-mentioned gas pipelines are economic or political nature. To what extent can these two gas pipelines constitute a strategic interest in terms of natural gas supplies for the European Union and how important will they be in the diversification process compared to other suppliers? Moreover, it is very important to assess whether natural gas resources and capacity will be sufficient to transport gas to the EU, taking into account the demand for this natural gas also in transit countries. The article will analyze the potential and energy infrastructure of Algeria and Nigeria as key exporters of natural gas to the EU from the African region. It will be no less important to find an answer to which role and importance of Morocco, which is a net importer of energy resources but occupies a strategic geographic location, which makes it an important transit country. During an in-depth analysis of all the factors influencing the implementation of two projects, their strengths and weaknesses will also be indicated, and how their implementation may affect the geopolitical situation in the Maghrebi-Sahelian region and relations between countries.

Celem artykułu jest przedstawienie zaangażowania Polaków w misje pokojowe w Afryce Subsaharyjskiej. We wstępie scharakteryzowano znaczenie misji pokojowych, ich cechy dystynktywne. Zwrócono uwagę na kontrowersje towarzyszące operacjom w świecie postkolonialnym w kontekście zimnowojennej rywalizacji mocarstw oraz funkcjonowania ONZ. Następnie omówiono udział Polaków w trzech misjach: w Nigerii, Etiopii i Namibii. Artykuł kończy się analizą porównawczą czynników decydujących o udziale w operacjach (determinantów instytucjonalno-politycznych oraz – w mniejszym stopniu – pobudek indywidualnych), a także ukazaniem ewolucji form zaangażowania się Polaków: od obserwatorów w Nigerii, przez uczestników misji humanitarnej w Etiopii, do ekspertów i specjalistów z dziedziny logistyki w Namibii.
The aim of the article is to present the involvement of Poles in peacekeeping missions in Sub-Saharan Africa. The introduction characterises the significance of peacekeeping missions and their distinctive features. Attention is drawn to controversies surrounding such operations in the postcolonial world in the context of the Cold War rivalry between superpowers and the functioning of the United Nations. The participation of Poles in three missions is then discussed: in Nigeria, Ethiopia and Namibia. The article ends with a comparative analysis of the factors determining participation in operations (institutional and political determinants and – to a lesser extent – individual motives), as well as showing the evolution of the forms of involvement of Poles: from observers in Nigeria, through participants in a humanitarian mission in Ethiopia, to experts and logistics specialists in Namibia.

Collection, disposal and management of plastic waste and polythene bags is a grow ing problem in Nigeria. The use of plastic/polythene bags made of thin plastic film has increased significantly in recent years. The manner of disposal of these items has resulted in the degradation of the natural environment. In Nigeria, lots of plastics are used on daily basis, of which most, if not all of them, are not properly disposed of. Some of these items end up in landfills, littering the environment, harming wildlife or blocking drainages, therefore, increasing the risk of flood. This paper examines the existing laws in relation to waste management in Nigeria and the inadequacies of the existing legislation in combating this phenomenon. The doctrinal method of research was used and it is recommended that there is a need for new legislation to be enacted for Nigeria to surmount the menace of plastic pollution.

The aim of the article is to examine the theories that underpin the ownership and management of oil rights in Nigeria and the need for a new ownership model. The economy of Nigeria is majorly supported by revenues from natural resources, especially crude oil. With the downturn in the country’s economy, the Nigerian Federal Government recently embarked on a series of crude oil discoveries to increase revenue despite the unresolved violations of human rights of the indigenous peoples and environmental abuses committed during oil exploration in the Niger Delta region of the country. The Nigerian government finds justification for this uncontrolled exploration of natural resources in the doctrine of discovery and the rule of capture. The author argues that basing the right of the Nigerian Federal Government to explore natural resources on the two doctrines has negative implications on the rights of indigenous peoples in Nigeria and environmental protection, and is a continuation of the philosophies behind colonialism. Therefore, the article examines the doctrine of discovery, the rule of capture, the colonial philosophies of property rights, and the legal regime regarding ownership of natural resources in Nigeria. It suggests a hybrid ownership model where ownership is shared between indigenous groups and the government.
Celem artykułu jest zbadanie teorii stanowiących podstawę własności i praw do wydobycia ropy naftowej w Nigerii oraz potrzeby opracowania nowego modelu własności. Gospodarka Nigerii opiera się głównie na przychodach z zasobów naturalnych, zwłaszcza ropy naftowej. Wraz z osłabieniem gospodarki kraju rząd federalny rozpoczął poszukiwania ropy naftowej celem zwiększenia przychodów, pomimo nierozstrzygniętych naruszeń praw człowieka ludności tubylczej i nadużyć wobec środowiska naturalnego popełnionych podczas poszukiwań ropy naftowej w regionie delty Nigru. Rząd Nigerii uzasadnia tę niekontrolowaną eksplorację zasobów naturalnych w doktrynie odkrycia (doctrine of discovery) i zasadzie zawłaszczenia (rule of capture). Autor wskazuje, że oparcie prawa nigeryjskiego rządu federalnego do poszukiwań zasobów naturalnych na tych podstawach negatywnie oddziałuje na prawa rdzennej ludności Nigerii i na ochronę środowiska oraz stanowi kontynuację filozofii kolonializmu. W związku z tym w artykule poddano analizie doktrynę odkrycia, zasadę zawłaszczenia, kolonialną filozofię praw własności oraz reżim prawny dotyczący własności zasobów naturalnych w Nigerii. Sugeruje to hybrydowy model własności, w którym własność jest dzielona pomiędzy grupy tubylcze i rząd.

The flypaper effect is undoubtedly among the most interesting concepts in subnational government spending behavior. This study is the first attempt to provide empirical evidence on the existence of the flypaper effect in the two largest economies in Sub-Saharan Africa: Nigeria and South Africa. Using the two-step system generalized method of moment’s estimator, our results show that the flypaper effect exists for both state and provincial governments in Nigeria and South Africa. Provincial governments in South Africa are found to be more responsive to positive changes in unconditional federal transfers than state governments in Nigeria. We therefore recommend sensitization on the receipt and disbursement of unconditional federal transfers. This will help reduce the illusion or information asymmetry about the use of unconditional federal transfers.

Plastic pollution has emerged as a significant environmental and public health concern globally, with detrimental effects on ecosystems, human health, and socio-economic development. One way to a safer global environment is encouraging rural communities to manage solid waste and reduce plastic pollution. This study aims to explore the environmental governance and political economy of plastic pollution management in rural communities of Ogun State, Nigeria. By examining the interactions between governance structures, political actors, and socio-economic factors, the study seeks to provide insights into the challenges and opportunities associated with plastic waste management in rural areas. The study employs a mixed-methods approach, combining qualitative and quantitative data collection methods, to obtain comprehensive and detailed findings. The results of the study indicate divergent interests among stakeholders regarding the management of plastic pollution and environmental concerns in rural communities of the Ijebu region in Ogun State, Nigeria. The research emphasizes the importance of supporting community-led environmental initiatives that adhere to established environmental guidelines for effective solid waste management, with particular emphasis on plastic waste, in rural areas of Nigeria.

This study investigated women, migration, decent work and vulnerabilities in Africa. Essentially, it is on record that for the last few years more female migrants have been migrating independently for work, education and as heads of households. Despite these improvements, female migrants may still face stronger discrimination, are more vulnerable to mistreatment, and can experience double discrimination as both migrants and as women in their host country in comparison to male migrants. Nonetheless, male migrants are also exposed to vulnerabilities in the migration processes. For example, records have it that every day, women across Libya who have been subjected to forced marriages, sexual abuse, and other dire situations, leave their home countries for the prospect of a better life and with longing for Europe’s safety, they are willing to face an equally perilous route ahead, with the constant risk of being returned to Libyan detention centres, where they are abused, starved, and tortured (Palmucci, 2021). It is based on this that this study was carried out using investigative analysis of women victims who are presently returnees to their home country (Nigeria). Through identified women returnees from some of these countries, most especially Libya, 15 women returnees interacted to share their experiences while outside the country for greener pastures. These 15 women returnees were able to link the authors of this study to other 29 women returnees to Nigeria in the last three to two years.

The role of alternative dispute resolution (ADR) in the management of cases and disputes in Nigeria and across the globe cannot be overemphasized. The judicial arm of the government is the arm responsible for interpretation of laws in Nigeria and the judiciary’s role in preserving the rights of citizens across Nigeria also cannot be overemphasized. It ensures that the society is stable in the face of insta-bility and ensures that lawlessness is not maintained. The judiciary ensures that laws made by the legislature are obeyed by ensuring that those who violate the provisions of any established laws are punished. In doing all these, it has been established that the system of administering justice in our courts in Nigeria is extremely slow. Considering the foregoing, alternative dispute resolution as a means of settling disputes has been of tremendous help in easing the hardship of getting cases resolved through the court system. This paper examines ways through which alternative dispute resolution has assisted the Nigerian judicial system and the need to use alternative dispute resolution the more in order to ensure that number of cases handled by courts are drastically reduced. Recommendations are made at the end of the research.

Like all federal systems, Nigeria has had its own fair share of insurgencies which ranged from conflict amongst ethnic nationalities to even religious terrorism. Of course, states have no option than to ensure and assure its citizens safety and security any way and anyhow they can guarantee it. Reprisal attacks on terrorists is a mere bandage method, basically because the wound has already been inflicted, but also since ensuring security is also target hardening, and has little effect on the success or failure of a terrorist attack. Security can only minimise casualties, not prevent attacks, especially those delivered by the terrorist suicide bombers. This paper uses secondary data as a source of information and presents the results of their content analysis to explain Nigeria efforts to protect the citizens. It argues that terrorism is a violent form of insurgency that must be retorted accordingly and any policy response that does not take this into consideration is not only naïve, but also utopian. The paper, then, recommends solutions adapted to particular circumstances. While it supports negotiation with Niger-Delta militants, it objects negotiation with Boko Haram, because these groups are pursuing totally different agendas.

Opis:
The scope of this manuscript is to propose a method of estimation of state's economic position. To evaluate an economic position, we apply formal analysis on Sułek's model of economic power, and analyze its factors. We evaluate whether the variables taken in a formal model are independent or not. In case they are strongly correlated, we split them or, if it is not possible, we create new factors which puts together correlated units. We apply various methods of predictions of economic power; in particular neural networks which do not require the normal distribution of errors. Finally, we estimate the state's economic position on the basis of formal analysis, predictions, and in comparison to selected economic rankings. All the results are figured out for Nigeria.
Celem niniejszego artykułu jest opracowanie metodyki szacowania pozycji ekonomicznej państwa. Do oceny pozycji ekonomicznej zastosowano analizę formalną w oparciu o model siły ekonomicznej Sułka i dokonano analizy jej czynników. Oceniono stopień niezależności zmiennych uwzględnionych w modelu formalnym. W przypadku gdy są one silnie skorelowane, rozdzielono je lub, jeśli nie było to możliwe, utworzono nowe czynniki, które łączą skorelowane jednostki. Zastosowano różne metody predykcji siły ekonomicznej, w szczególności oparte na sieciach neuronowych, które nie wymagają normalnego rozkładu błędów. Na koniec oszacowano pozycję gospodarczą państwa na podstawie analizy formalnej, prognoz oraz w porównaniu z wybranymi rankingami gospodarczymi. Wszystkie wyniki opracowano dla Nigerii.

This research has been carried out to examine the impact of excess shipload on ship performance and stability. The objectives are to analyse the trend of sinking ships in Nigeria occasioned to ship excess load. Secondly, to examine the relationship between load size and ship stability and identify the various factors responsible for ship instability. Data were gathered from operators in the maritime industry using structured questionnaires and interviews as data collection instruments. Four significant stakeholders that can provide information based on their involvement across three strata of management, operation and general cadre were sampled. Pearson Moment Correlation technique has been used to examine the relationship between load size and ship stability, and Analysis of Variance-one was used to identify the various factors responsible for ship instability. The Pearson Moment Correlation technique analysis shows a significant relationship between load size and stability. The analysis of variance revealed that "hogging and sagging" is the most crucial factor among the factors identified for ship instability. It has the highest value of F-ratio of 17.837 with a significance at p<0.05. The research concluded that resultant accidents from the instability of vessels are caused majorly by hogging and sagging of vessels, and notably, the occurrence is much in riverine areas in Nigeria. Loading the vessel has a relationship with the vessel's stability, as depicted from the analysis in this research. Recommendations on how to enhance stability through boat construction, shipbuilding, loading and passenger's use of life jackets, among others were made.
