This article describes and analyses Polish diaspora policy changes in the years 2011–2015. Two decades after the rebirth of the Polonia policy in 1989, it was completely rebuilt. Emphasising values and Poland’s obligations towards the diaspora was replaced by paying more attention to the interests and profitability of this policy. The authors demonstrate how New Public Management (NPM) concepts influenced this shift. Analysis of two different sources – documents programming Polish diaspora policy and interviews with experts and persons designing the Polonia policy – confirmed that NPM principles influenced Polish diaspora policy on five dimensions: organisational restructuring, management instruments, budgetary reforms, participation, marketisation/privatisation.

Opis:
Purpose: The purpose of the article is to draw attention to the important problem of taking into account the expectations of buyers of products to the activities of manufacturing companies in the area of marketing mix to a more sustainable, as a way of modern social management. Design/methodology/approach: The article has a theoretical and empirical character. The theoretical part of the study was prepared on the basis of a review of the literature concerning the subject, while the research part of the work is the result of own survey conducted among the inhabitants of the Silesian province. The research was based on the survey method with the use of distributed questionnaires, also commonly known as street surveys. The tool used to obtain data was a survey questionnaire containing a structured set of open and closed questions. Findings: In the course of the research study it was determined that there should be a modification of the marketing mix elements in terms of environmental and social, by means of which production, trade and service enterprises directly affect consumers. Customers' decision to purchase a product is increasingly dependent on the company's active involvement in pro-environmental and pro-social activities. Research limitations/implications: The research results obtained are not representative in the statistical sense, although they are an interesting approach to the problem and undoubtedly have a cognitive character in the area in question. Practical implications: Business activities of enterprises should focus not only on achieving financial goals or expanding market shares, but should also take into account environmental and social objectives. Middle and high-level managers are expected to change the way of managing the organization into a more pro-environmental and pro-social one, which in turn will contribute to changing the perception of the enterprise itself among consumers, as a sustainable organization. Social implications: Considerations contained in the article indicate the need to change the behavior and attitudes of buyers to a more responsible in terms of environmental protection and other market participants. The article draws attention to the need to make conscious purchase choices, which in turn should contribute to improving the condition of the environment and the life’s quality of societies. Originality/value: As a result of the conducted research study, a theoretical-cognitive gap was identified. It was also found that there is a scarcity of qualitative and quantitative research in the area of the undertaken topic. Therefore, there is a need for further examinations, which should be characterized by intensity and depth in both theoretical and empirical layers. The article is addressed to managers of manufacturing companies, as well as service companies who want to conduct business in accordance with the concept of sustainable development.

Higher education system in Poland has undergone in the years 1989–2020 the process of profound changes. The logic and the philosophy of the reforms of the Polish HEI have stayed in the broad frame of New Public Management, thus being convergent with the public policies addressed to academic institutions in US and Europe (Ferlie, Musselin, Andresani 2008). The circumstances of implementing the NPM driven reforms were, however, very specific in Poland: on the one hand, the modernization of the HE institutions took place in the context of the profound, wholistic systemic transformation. On the other, Polish academia entered the new era with the resources, habits and traditions that had been shaped by the past experiences. The paper is the case study of the Polish HEI after 1989. I aim to identify the processes and mechanisms that have been put into motion by the solutions and regulations adopted by the public authorities – privatization, performance based funding and decentralization in the first place. In the frame of NPM, public authorities supersede planning by steering via setting the boundary conditions and payoffs matrix in such a way as to encourage – or make rational – to move in a certain, desired direction. I argue this kind of steering resulted in many negative externalities, including instrumentalization of the HEI missions and erosion of the academic ethos.

Theoretical background: Participatory budgeting enables the co-creation of local budgets through discussions between residents and local authorities. Thanks to this, it is possible to implement those investments that are important for the local community. By voting, the citizens may participate in the process of creating local development. Purpose of the article: The purpose of the article is the diagnosis of the concept of public governance and tools used within the framework of co-management, with particular emphasis on the participatory budget on the example of the city of Lublin in 2015–2021. Research methods: The analysis covered existing data from budget resolutions of individual cities, reports from the Lublin Research Group and from Internet sources. The publication includes both quantitative and qualitative research. Main findings: The participatory budget of Lublin is characterized by a relatively high share of funds allocated to the implementation of tasks in total budget expenditure compared to other provincial cities in Poland. For several years, there has also been a noticeable decline in the turnout of people voting for projects under the participatory budget. Thanks to a detailed analysis of the functioning of the participatory budget of the city of Lublin, compared to other provincial cities in Poland, there is a need to promote the idea of social participation more strongly.

The period stretching from 1974 till now has been characterized as the most stable period of the political and administrative history of Greece. However, the appropriate organizational culture which can contribute to the creation of a strategic vision for Greek public administration has not yet been shaped. Therefore, the public sector is not efficient and productive. On the contrary, bureaucratic pathogenies are particularly prevalent. These pathogenies have been rendered even more intense during the economic crisis and the recent pandemic. It is necessary that the modern culture of public administration be focused on effective cooperation, the satisfaction of both citizens and administrative executives’ expectations, respect for the individuality and development of public sector executives, the enhancement of public services’ good reputation, assessment, communication and finally the implementation of the principles of ethics, integrity and legitimacy. The culture of a modern public administration should be based on the principles of new public management and electronic government. This article is based on the study of secondary sources, more specifically institutional texts, international and national organizations’ reports, studies, historical texts, as well as civil servants’ views. The conclusions are particularly significant and can spark off the change of the organizational culture in public administration.

E-usługi a troska o wizerunek ZUS W artykule przedstawiono działania elektroniczne (e-działania) podejmowane przez Zakład Ubezpieczeń Społecznych (ZUS) – instytucję administracji publicznej, realizującą zadania określone przepisami prawa. Celem tego opracowania jest prezentacja aktualnych e-usług oferowanych przez ZUS, a także analiza wpływu wyżej wymienionych usług na kreowanie wizerunku tej instytucji, która kładzie duży nacisk – w swojej wizji i misji – na opiekę nad klientem oraz budowanie wzajemnego zaufania. Działania podejmowane przez ZUS pozwalają wysunąć tezę, że instytucja ta jest przygotowana do wspierania klientów na odległość. Instytucja reaguje na sygnały wysyłane z zewnątrz i otwiera się na potrzeby klientów, wdrażając nowoczesne techniki komunikacji, a także edukuje i popularyzuje wiedzę na temat ubezpieczeń społecznych. W artykule wykorzystano analizę krytyczną oraz wyniki badań statystycznych udostępnione przez Dział Obsługi Klienta w ZUS.
The article presents e-actions undertaken by the Social Security Institution (Zakład Ubezpieczeń Społecznych, ZUS) — a state-owned institution that accomplishes tasks determined by the law. The aim of this study is to present current e-services offered by ZUS as well as to analyse the influence of the aforementioned services on the image of this institution,  which lays great emphasis in its vision and mission statement on customer care and also building trust in this institution. Actions taken by ZUS permit a claim that ZUS is prepared to support customers remotely. The institution responds to signals sent from society and addresses customers’ needs by implementing modern communication techniques as well as by educating and popularizing knowledge of social insurance. Critical analyses and results of the statistical research made available by the ZUS Customer Service Department were used in the writing of this article.

The article is devoted towards the application of managerial accounting for deliverology development at the local government level in countries and comparing them to the stage of fiscal decentralisation implementation in Ukraine. The aim of the article is to show how the application of the managerial accounting approach in the public sector can contribute to the introduction of deliverology at the local level using Ukraine as an example. The methodology is based on the application of Difference in Difference method for the implementation of deliverology at the local government level. It has been proved that the use of multi-criteria decision-making methods in the analysis of the performance of budget programmes at the local level will contribute to the improvement of public services delivery. The main contribution of this study is to provide the basis for developing recommendations for the use of a single or uniform standard of electronic databases on regional development indicators and local budgets. This will help to ensure operational control over deviations of actual indicators from planned ones, as well as identify regions where local authorities are using resources inefficiently.

Traditional approach to management based on administration does not guarantee full achievement of its goals, nor is it satisfactory to service recipients. The focus on the widely understood stakeholders of the public domain is of the utmost value within the public sector. Thus, modern approach to management in public administration requires to abandon bureaucracy and improve the quality of services, customer satisfaction, and openness to new technologies. The article focuses on presenting and assessing the essence of changes in the Social Insurance Institution management which are supposed to ensure that the status of a modern public institution will be achieved. The process of transformations was conducive to developing a new model of management which is based on management by objectives, employs process-oriented management, and whose aim is to increase customer satisfaction.

 In response to the assumptions of new public management models and public or good governance, practical aspects of research in the area of public administration and the development possibilities of qualitative research methods are presented in the article. Due to the fact that qualitative research has become increasingly popular in the above disciplines, data archiving and transparency is discussed (Moravcsik), (Yom et al.) and guidelines and principles are established (American Political Science Association). However, there is a lot of controversy among scholars (Monroe), and some examples are missing. This paper presents the challenge of ‘openness’ in the empirical activities (or empirical practice) of researchers. Its purpose is to present the archiving data potential from in-depth interviews on the example of a small set of qualitative data from research in the field of public administration. Firstly, the basic assumptions of new models of functioning of public administration and related consequences for researchers are described. In the second part, the challenges related to openness in contemporary public administration models are briefly mentioned. Next, the method of creating an archive from existing data, individual stages, documents, and data is outlined; it is based on the author’s best practice on Qualidata (American Political Science Association; Van den Eynden et al.) and DA-RT principles.1 The summary includes examples of probable opportunities and challenges related to usage of data archiving for the research in public administration and political science development.

Traditionally, marketing used to be associated only with the business sector and be perceived as a discipline which has nothing much to offer the public sector. However, some would suggest that many of the management tools developed in business organisations can be, mutatis mutandis, successfully applied in public organisations. Hence, this paper aims to identify what marketing concepts and tools that are used in business organisations can be applied in the public sector and what are the preconditions for their implementation. To this end, two major approaches which have emerged in public management as an alternative to the classical bureaucratic approach are discussed: New Public Management and governance approach. On one hand, it can be argued that they offer wider application possibilities for marketing thinking, on the other - as they are two distinctive approaches they imply quite different marketing concepts and tools. In New Public Management a citizen is seen more as a customer of public services and goods, is at the receiving end of public policies; in the governance approach - is seen more as a partner empowered to shape public services that support him. Nudging and co-creation concepts are discussed as examples of marketing ideas within the context of these two public management paradigms.
Tradycyjnie marketing jest utożsamiany z sektorem prywatnym i postrzegany jako dyscyplina, która ma niewiele do zaoferowania w obszarze sektora publicznego. Niektórzy sugerują jednak, że wiele narzędzi zarządzania wypracowanych w organizacjach biznesowych można mutatis mutandis z powodzeniem zastosować w organizacjach publicznych. Artykuł ma zatem na celu wskazanie, jakie koncepcje marketingowe i narzędzia stosowane tradycyjnie w organizacjach biznesowych mogą być wykorzystane w sektorze publicznym i w jakich sytuacjach. W tym celu omówiono dwa główne nurty, które wyłoniły się w zarządzaniu publicznym jako rozwiązania alternatywne wobec klasycznego podejścia biurokratycznego: nowe zarządzanie publiczne i governance. Z jednej strony można stwierdzić, że otwierają one szersze możliwości dla myślenia marketingowego, z drugiej - ponieważ są to dwa odmienne podejścia, pociągają one za sobą różne koncepcje i narzędzia marketingowe. W nowym zarządzaniu publicznym obywatel postrzegany jest raczej jako klient korzystający z usług i dóbr publicznych, odbiorca polityk publicznych, w podejściu governance - jako partner uczestniczący w ich kształtowaniu. Jako przykłady koncepcji marketingowych wpisujących się w oba te nurty zaprezentowano koncepcję nudging i koncepcję współtworzenia (co-creation).

Due to the need for public sector reforms, a number of actions are being undertaken to improve the delivery of public services. New Public Management is one of the concepts that assumes the introduction of management methods and techniques modelled on the private sector into the public sector. In line with this new concept of customer management, service recipients are perceived not as supplicants but as customers. The aim of the article is to present the directions of changes in information flows in relations between public administration and economic entities related to the implementation of new public management. The article presents the basic assumptions of the New Public Management concept. Subsequently, the attention is paid to the types of information and methods of communication in relations of public administration with business entities. Electronic means are becoming one of the most important channels of information flow. The implementation of modern information and communication technologies enables electronic data exchange, creation of electronic documents, e-services and electronic access to information.

The text discusses the context and background for development of public-private partnership in the education sector. This development is based in the concept of New Public Management (New Governance) widespreaded in the policy and practice of governments since 1980 s. The article discuses an example of involvement of non-public actors in providing education: The Private Financial Initiative (PFI). PFI has become the predominant model for building and operating of new schools in the United Kingdom. The British experiences have been employed by other countries as the number and volume of educational investments conducted in the PPP formula is steadily growing. This process has been illustrated by the relevant European Investment Bank data. The text also features the Polish approach to contracting out public education services i.e. when local authorities entrusts the operation of public school to a private entity. This concept corresponds with the idea of community schools where local communities become authentic owners of the school itself and its assets.

Celem artykułu jest zbadanie, w jakim zakresie wyróżnione w klasyfikacji Christophera Pollitta i Geerta Bouckaerta (2011) państwa neoweberowskie (New Weberian States – NWS) różnicowały swoje polityki w reakcji na globalny kryzys finansowy 2007/2008. Artykuł oparty jest na studiach literaturowych (z wykorzystaniem bazy ScienceDirect) i statystykach OECD. W pierwszej części przedstawiane są źródła neoweberowskiej koncepcji państwa, a następnie specyfika polityk publicznych. Zasadnicza część artykułu opisuje polityki państw NWS i Nowego Zarządzania Publicznego (NZP) w reakcji na globalny kryzys finansowy 2007/2008. W konkluzji autorzy stwierdzają, że analizowane państwa (w liczbie 11) w różny sposób i w różnej skali reagowały na globalny kryzys finansowy, a reakcja ta jest w znaczącym zakresie funkcją narodowych modeli kapitalizmu finansowego (Grittersová 2014), które nie pokrywają się z podziałem dokonanym przez Pollitta i Bouckaerta (2011).
The goal of the paper is to inquire to what extent neo-Weberian states (NWS) identified by Pollitt & Bouckaert (2011) differentiated their policies in reaction to the global financial crisis of 2007/2008. The paper is based on desktop studies from ScienceDirect and OECD. In the first part of the paper, the sources of the concepts of neo-Weberian states are presented, followed by characteristic traits of public policies. The core of the paper is a presentation of the policies of neo-Weberian states on the one hand, and of New Public Management states on the other, in their reaction to the global financial crisis. The paper concludes that the eleven analyzed countries reacted to the global financial crisis in different ways and to a different degree. Their reactions ref lected their national models of financial capitalism (Grittersová 2014) rather than the categories identified by Pollitt & Bouckaert (2011).

Opis:
Objectives: The main objective of this article is to investigate the current stage of the public management paradigm in the area of the water and sewage sector in Poland. Research Design & Methods: A thorough examination of the current stage of research of the post-New Public Management concepts is followed by empirical analysis of public management paradigms present in the water and sewage sector in Poland. The research hypothesis focuses on a shift from the NPM model towards other paradigms closer to Neo-Weberian State or a hybrid. Analysis of statistical data is supported by additional arguments related to recent publications and legal changes in the sector. Contribution/Value Added: This article is one of the first analyses of the applications of post-NPM paradigms in the water and sewage sector in Poland. A special emphasis is put on the discussion of NWS elements in the paradigm shift taking place in this sector. Implications/Recommendations: The results of the research conducted prove that the NPM model is still in place in the water and sewage sector in Poland, but gradually, in particular as a result of recent changes to legislation and the introduction of more centralised procedures, the NPM model is being supplemented by new elements that are clearly of a NWS origin. While it is visible that these paradigms co-exist at this point, it is necessary to continue research and thorough observations of the sector to investigate the future development of public management in this area.
