The paper deals with threats to security related to the world shipping. The case studies presented illustrate tendencies and directions of potential threats to world shipping. The authors emphasize the necessity of undertaking efforts aimed at amending maritime law with reference to the existing threats.

Podstawowym zadaniem artykułu jest przedstawienie, a ściślej przybliżenie, zagadnień dotyczących przygotowania oceny bezpieczeństwa morskiego wg zalecanej przez Międzynarodową Organizację Morską (IMO) metodologii formalnej oceny bezpieczeństwa morskiego (FSA – Formal Safety Assesment) [2]. Metodologia FSA stanowi starannie opracowaną, całościową i wyczerpującą metodologię, której celem jest zwiększenie bezpieczeństwa morskiego, zwłaszcza bezpieczeństwa życia, zdrowia i mienia oraz ochrony środowiska morskiego poprzez zastosowanie w procesie decyzyjnym oceny ryzyka oraz oceny kosztów i zysków. FSA umożliwia w szczególności uzyskanie odpowiedzi na następujące pytania: Kto jest najbardziej narażony na ryzyko? Kto osiągnie największy zysk ze zmniejszenia ryzyka? Kto w największym stopniu będzie obciążony kosztami zmniejszenia ryzyka? W artykule przedstawione zostaną, ale w bardzo skróconej postaci, także inne metody oceny bezpieczeństwa morskiego, zwłaszcza zalecane przez Międzynarodowe Stowarzyszenie Służb Oznakowania Nawigacyjnego (IALA) w procesie tworzenia, doskonalenia i eksploatacji elementów infrastruktury nawigacyjnej.
The main aim of the paper is to present basic issues related to working out maritime safety according to formal safety assessment (FSA) methodology, recommended by IMO. FSA methodology allows obtaining an answer to the questions: Who is most exposed to risk? Who will benefit most by reducing the risk? Who will bear the most cost of reducing the risk? The paper will also show, in short form, other methods used to assess maritime safety, especially methods recommended by IALA in the process of developing, improving and using elements of navigational infrastructure.

Na podstawie przeprowadzonej analizy potencjalnych zagrożeń (ze szczególnym uwzględnieniem zagrożeń bezpieczeństwa morskiego) w artykule przedstawiono i scharakteryzowano działania podjęte przez państwa europejskie w celu zwiększenia poziomu bezpieczeństwa europejskiej wspólnoty interesów morskich. Jeden z elementów stanowią programy budowy nowych klas okrętów.
The paper presents the results of potential maritime threats analysis and characteristics of European actions, which were taken for improvement of the security level in Europe. The naval ship building programs are the most important element of such actions. The main part of this paper is a research analysis (according the author the most important) of trends in world new ship building including the weapons systems and programs.

W prezentowanym artykule skupiono się na ogólnych aspektach bezpieczeństwa państwa, zagrożeniach oraz kryteriach bezpieczeństwa. Podjęto w nim również próbę sformułowania definicji bezpieczeństwa morskiego i bezpieczeństwa morskiego państwa.
The paper presents general aspects of state security, different threats and criteria of state security. The article also includes a proposal of state cooperative security visualization and definition of maritime and maritime security of the states. Last decade has shown that we should analyze security as a complex problem, which contains: military, political, economical, ecological, social and cultural aspects. Only if we analyze the influence of maritime and information threats we can receive the true level of state security.

W artykule zawarte są rozważania dotyczące okrętów przeznaczonych do zwalczania zagrożeń asymetrycznych. Jest to nowy rodzaj zagrożeń, gdyż pojawił się dopiero po rozpadzie bipolarnego świata i wydaje się, że najbliższa przyszłość w aspekcie bezpieczeństwa morskiego w dużej mierze będzie obejmowała walkę z nimi. W niniejszym artykule dokonana została analiza form zagrożeń asymetrycznych oraz przeciwnika asymetrycznego w celu wypracowania wymagań dla okrętu przeznaczonego do zwalczania tych zagrożeń.
The paper considers issues related to ships used to fight asymmetric threats. This is a new kind of threat which occurred after the break up of the bipolar world. It seems that the nearest future related to maritime security will be characterized by fight against these threats. The paper also analyses forms of the asymmetric threat and asymmetric opponent in order to work out requirements for a ship designed to fight these threats.

This paper presents the general outline of European Network for Maritime Surveillance (ENMS). Establishing such a network constitutes one of the main tasks of the Integrated Maritime Policy of the European Union, which is now being developed. The relations of that future network with the already existing Vessel Traffic Monitoring and Information System (VTMIS) of the European Union, as well as with the already developing Global Monitoring for Environment and Security (GMES) system and with the Global Earth Observing System of Systems (GEOSS) have also been shown.
W referacie przedstawiono ogólną koncepcję Europejskiej Sieci Obserwacji Morskich (ENMS). Utworzenie takiego systemu stanowi jedno z podstawowych zadań opracowywanej obecnie Zintegrowanej Polityki Morskiej Unii Europejskiej. Przedstawiono również relacje tworzonego systemu z istniejącym już Systemem Monitoringu Ruchu Statków i Informacji (VTMIS) Unii Europejskiej oraz z powstającym europejskim systemem Globalnego Monitoringu Środowiska i Bezpieczeństwa (GMES) oraz z Globalnym Systemem Systemów Obserwacji Ziemi (GEOSS).

In this paper, an attempt has been made to present the first, i.e. the lowest level of maritime safety and security management. The importance of the National Network for ensuring the maritime safety and security has been increased immensely as the result of the outbreak and waging the global war on world terrorism. The national level of marine safety and security management is for some years (since 2002) the subject of many thorough and radical changes. However, there exist many reasons to conclude that process of transformation of national level of maritime safety and security will be continued, even in the much more firmed manner.

The International Atomic Energy Agency (IAEA) estimates that 10 million shipments of radio-active materials are transported annually. Each shipment is made up of either a single package or a number of packages transported from one location to another. The vast majority of these shipments, some 95%, relate to non-fuel cycle transports such as the transport of smoke detectors, and cobalt sources for medical purposes. Only 5% relate to nuclear fuel cycle transports. This study investigates the safety stability aspect, harmonized regulation based transportation, sustaining shipment aspect for the transportation of radioactive materials by ships. Consequently the originality of this paper appears the alignment of existing maritime rules and regulations with the IAEA regulations in order to provide easy understanding and usage for the establishment of code of safe and secure practices for seafarers with the countermeasures and harmonized regulations that are practically implemented by the navigation officers and Master.

This article tries to show the relationship between one important set of deficiencies included in the Paris Memorandum of Understanding on Port State Control procedures, propulsion and auxiliary machinery, the importance of this set of deficiencies for the PSC inspection and also its importance for the Maritime Safety. The maintenance of the propulsion and auxiliary machinery systems has become less important that it deserves, that means while the ship sails everything is supposed to be properly maintained, this is the most extended policy in the Companies and accepted and supported by the Owners. This article studies the deficiencies included in the category propulsion and auxiliary machinery detected by the Port State Control Officers (PSCO) of the Paris MOU area, and tries to demonstrate how important they are in these inspections. At the same time can be seen the professional profile of the PSCO’s as well as the assessment made by them of those areas included in this set of deficiencies.

The Maritime Safety Committee (MSC) at its 81st session decided to include, in the work programmes of the NAV and COMSAR Sub-Committees, a high priority item on "Development of an e–navigation strategy”. E-navigation is meant to integrate existing and new electronic navigational tools (ship and shore based) into one comprehensive system that will contribute to enhanced navigational safety and security while reducing the workload of the mariner (navigator). This paper describes present IT created to support navigational and administrative activities related to vessel movement and cargo transhipment. Direction of development of existing systems is drafted with reference to E-Navigation concept. Information sets available for the vessel in Polish Sea Areas are grouped.
