In the opinion of the author, the scope material immunity includes the fulfilment of Deputy’s obligation to inform voters about the work of a parliamentarian and about the activities of the body to which he or she was elected. This obligation may be fulfilled through a direct information to voters at meetings with them as well as through the media. The scope of formal immunity is covers the Deputy’s responsibility for an infringement of the rights of third parties by means of informing voters about his work and the activities of the Sejm. In the light of the Supreme Court’s findings, it can be assumed that suing a Deputy to a civil court for infringement of personal rights in a statement made at a press conference in which he or she reports on his or her activities falling within the sphere of the execution of the parliamentary mandate, requires a prior consent of the Sejm.

In this study, highly porous buckypapers were manufactured via vacuum filtration techniques and nanocrystalline $TiO_2$ thin films were deposited on buckypapers using reactive radio frequency magnetron sputtering to understand the role of the deposition power. In addition, the effects of the deposition parameters on the electrochemical properties as an anode electrode for Li-ion batteries have also been studied.

During research work in the Non-Ferrous Metals Department on AGH University of Science and Technology concerning new corrosion inhibitors for iron alloys in magnetic fields, Ho3+ ions were proposed as one of the new inhibitors. One of the methods for determining the rate of the corrosion process is determining the concentration of Fe ions in a solution. Due to the required high precision of determining the concentration of Fe ions in a solution contains Ho3+ ions with a wide range of concentrations, the influence of the matrix effect and interferences of Ho3+ ions must be known. The present work investigates the impact of Ho ions within a range of 0 to 100 mg/L for the quantitation of Fe ions in a 0.1 M HCl solution using the MP-AES method. The obtained results were analyzed using the single-factor ANOVA method. In a range of up to 40 mg/L, Ho3+ ions are not a significant factor to determining the Fe concentration by MP-AES.
W trakcie prac badawczych prowadzonych na Katedrze Fizykochemii i Metalurgii Metali Nieżelaznych na Akademii Górniczo-Hutniczej w Krakowie dotyczących nowych inhibitorów korozji stopów żelaza w polu magnetycznym, jako jeden z nowych inhibitorów zaproponowano jony Ho. Jedną z metod określenia postępów procesu korozji było oznaczenie stężenia jonów Fe w roztworze metodą atomowej spektroskopii emisyjnej w plazmie mikrofalowej (MP-AES). Z uwagi na wymaganą wysoką precyzję określenia niewielkiej zawartości jonów Fe w roztworach o różnej zawartości jonów Ho konieczne stało się zbadanie, czy obecność jonów Ho wpływa istotnie na ocenę ilościową jonów Fe metodą MP-AES. W niniejszej pracy zbadano wpływ stężenia jonów Ho w zakresie stężeń od 0 do 100 mg/l na oznaczenie zawartości Fe w 0,1 M kwasie solnym. Uzyskane wyniki poddano analizie statystycznej z wykorzystaniem metody ANOVA. W zakresie stężeń jonów Ho w analicie do 40 mg/L nie wykazano istotnego wpływu na oznaczenie żelaza na poziomie ufności 95%.

Numerous disease entities may present with myalgia, involving just one muscle group or many muscles (polymyalgia, polymyositis). Apart from trauma, myalgia may be caused by infectious agents, including viruses, Gram-positive, Gramnegative, anaerobic or atypical bacteria, fungi or parasites. Individual history and laboratory findings are crucial for the diagnosis. Once diagnosed, myalgia is treated with proper medication, rehabilitation and/or other methods. We report a case of a 4-year-old female patient hospitalised due to lower extremity pain and impaired gait, with a prodrome of sore throat, rhinitis, cough and pustular rash. Laboratory findings facilitated the diagnosis of a mixed, viral-bacterial aetiology, with tailored treatment promptly initiated, resulting with the patient’s quick recovery. This study highlights the need for a comprehensive diagnostic workup in cases of childhood myalgia to identify the aetiologic agent, allowing to introduce targeted therapy, and thus facilitate speedy recovery.
Ból mięśniowy (mialgia) może być objawem licznych zespołów chorobowych i dotyczyć jednej grupy lub wielu mięśni. Przyczyną mialgii, poza urazem mięśni, mogą być infekcje, a wśród nich – wirusy, bakterie Gram-ujemne i Gram-dodatnie, bakterie beztlenowe i atypowe, a także grzyby i pasożyty. Rozpoznanie mialgii ustala się po zebraniu wywiadu i wykonaniu badań laboratoryjnych. Następnie włącza się leczenie farmakologiczne, rehabilitacyjne i/lub inne. W pracy opisano przypadek 4-letniej dziewczynki hospitalizowanej z powodu bólu kończyn dolnych i zaburzeń chodu, poprzedzonych nieżytem nosogardła, kaszlem i wysypką o charakterze grudkowym. Wyniki badań laboratoryjnych pozwoliły na rozpoznanie etiologii zachorowania (mieszana, bakteryjno-wirusowa), a zastosowanie celowanego leczenia doprowadziło do szybkiego ustąpienia objawów. W artykule zwrócono uwagę na potrzebę wykonania szerokiej diagnostyki w przypadku mialgii u dzieci, ponieważ od identyfikacji czynnika etiologicznego i włączenia celowanej terapii zależy szybkie ustępowanie objawów chorobowych.

Lysozyme (LSZ) exhibits strong antibacterial activity against gram-positive bacteria. This property has found practical applications in the medicinal and pharmaceutical industries. Elucidating protein orientation on a nanoscale surface has important implications for integrat- ing proteins into micro- and nano-fabricated devices. Analysis of conformational changes of proteins by quartz crystal microbalance (QCM-D) and surface plasmon resonance (MP-SPR) was performed. Both methods can be used to study protein adsorption phenomena (adsorbed amount and the thickness of protein layer). A combination of QCM-D and MP-SPR methods makes it possible to draw conclusions about the factors that control the interactions between LSZ and the surface of gold. pH strongly affects the effectiveness of LSZ adsorption onto the surface and leads to orientations changes of protein on the surface. The highest adsorption value was attained near the I.E.P. This data clearly indicates that electrostatic interactions are a driving force for LSZ adsorption and significantly affect the topography of layers formed on the surface. Furthermore, these meas- urements show high hydration (60%) of LSZ layer on surface of gold.

The starting point of this article is the work of the Japanese artist Yasunao Tone, entitled MP3 Deviation. Th e work was created in collaboration with a team of researchers focused around the Music Research Centre (Thom Blake, Mark Fell, Tony Myatt, Peter Worth), at the University of York in the UK in 2009. In the case of MP3 Deviation we are therefore faced with an attempt to discover and update what was to remain hidden. The result is the ability to induce 22 kinds of errors as a consequence of applying appropriate changes to the selected parameters. The artist uses the prepared soft ware during concerts, and the results of the experiments have been also released in the form of a vinyl record. Yasunao Tone’s proposals reveal the need for a kind of de-politicization of art. Contemporary sound artists, using high-tech tools in their work, are increasingly dependent on competing manufacturing corporations, and thus on the laws governing the export market. Searching for and highlighting (and even creating) defects can be treated as a political act which expresses itself in opposition to the prevailing economic and political relationships.

The objective of this paper was to examine the separation efficiency of fluorides by heterogeneous reverse osmosis membranes made from cellulose acetate and modified coal with aryl diazonium salt (batch 318 K) and lignite based fly ash pretreatment. The effect of varying the feed concentration (400-100 mg/dm³) of sodium and ammonium fluorides on performances of these membranes using 400 mg/dm³ aqueous solution of sodium chloride as referent system at 1.76 MPa have been investigated. Practically no significant change in the membrane characteristics (product rate, and solute separation) by varying the above concentration of feed salt solutions. The high separation of fluoride (synthetic sample) ≈99% was obtained by resulting membranes pretreated with different amount and contact time of low cost adsorbent (fly ash) at pH 4. A sample of waste water effluents of cement industry was also treated with above membranes without pretreatment and the results are presented. These data indicate that the fluoride ion concentration are within acceptable level as far as environmental limits concerned, therefore, their practical application produced water of suitable quality, essentially free from fluorides.

Code Excited Linear Prediction (CELP) algorithms are proposed for compression of speech in 8 kHz band at switched or variable bit rate and algorithmic delay not exceeding 2 msec. Two structures of Low-Delay CELP coders are analyzed: Low-delay sparse excitation and mixed excitation CELP. Sparse excitation is based on MP-MLQ and multilayer models. Mixed excitation CELP algorithm stems from the narrowband G.728 standard. As opposed to G.728 LD-CELP coder, mixed excitation codebook consists of pseudorandom vectors and sequences obtained with Long-Term Prediction (LTP). Variable rate coding consists in maximizing vector dimension while keeping the required speech quality. Good speech quality (MOS=3.9 according to PESQ algorithm) is obtained at average bit rate 33.5 kbit/sec.

Maximum power point trackers are in charge of absorbing the maximum potential power from the photovoltaic panels. Thus, this makes the maximum power point trackers the fundamental parts of the photovoltaic panel systems. The conventional maximum power point tracker algorithms are working well under balanced insolation conditions, however when the partial shade condition occurs, those algorithms are trapped at the local maxima. Hence, under partial shade conditions, the need for a global maximum power point tracking algorithm arises. Particle swarm optimization is a preferential algorithm of maximum power point trackers in literature, especially in partial shade conditions. This paper is focused on improving the existing particle swarm optimization algorithm for maximum power point trackers. The proposed advanced particle swarm optimization algorithm aims to catch the global maximum power point much faster, accurately and to reduce the chatter in the power curve. The proposed method accelerates the global maximum tracking time with gridding the initial search area. The effectiveness of the proposed method is demonstrated with simulation results and these results are compared with a conventional particle swarm optimization method under step changes in irradiance and partial shade conditions of an array of photovoltaic panels.

In this paper, we have numerically simulated a highly nonlinear multi-material chalcogenide photonic crystal fiber in order to investigate both the linear and the nonlinear parameters for generating a supercontinuum. The photonic crystal fiber is designed with borosilicate and As₂S₃ glass, where borosilicate is doped in a spiral shape in the cladding region of the fiber. The designed fiber was carefully anlaysed for the parameters, effective refractive index, effective mode area, dispersion and nonlinearity coefficient. The estimated parameters are found satisfactory and suitable for further simulation and investigation of the design for broadband supercontinuum generation.

The system to be developed has been designed in order to determine the training levels of the athletes in the field of taekwondo at national and international level and to follow-up the talent development process using computer support. The progression and continuity of hit power and time-dependent performance improvement of an athlete can be measured with interactive impact measurement system. The system determines a random target. It marks the target by blue light. When the light turns on, the athlete reacts accordingly and swiftly by kicking without knowing the light timing. The athlete only needs to know where the light is. Unlike in other training systems, the piston has been able to go back and forth in response to the strike of the athlete by means of a moving hydraulic system. The athlete can be pushed back by opening the piston when his/her performance drops down. The piston strike model is deactivated when the performance of the athlete is above a given threshold value. There will be four operating phases in the mechanism depending on the impact speed of the piston. Moving target robotic system analyses various hits in Taekwondo with the aim to determine hit force and reaction time. After completion of the warming up at the first stage, the athlete will be able to increase the workout level from low to high levels and will try to keep the mechanism behind as much as possible. Moreover, the athlete will be able to compare his/her results with results of others. Using this system, the efficiency of athletes can be easily determined and deficiencies can be resolved.

The paper reports on the growth conditions of Li$\text{}_{2}$B$\text{}_{4}$O$\text{}_{7}$ single crystals in both pure and Yb, Co, Mn doped systems. The crystals were grown by the Czochralski method using an intentional concentration of the above-mentioned ions at a level of 0.5 mol.%. The pure and Mn-doped crystals were found to be highly transparent and clear. The crystals doped with Yb$\text{}_{2}$O$\text{}_{3}$ had a lot of precipitations making them opaque. The Co-doped crystals were purple-blue in colour and highly transparent. The growth of Yb and Co doped Li$\text{}_{2}$B$\text{}_{4}$O$\text{}_{7}$ crystals was reported for the first time in this paper. Absorption was measured in the range of 200 to 3200 nm, moreover analysis of changes in the absorption spectrum ofγ-irradiated pure and doped Li$\text{}_{2}$B$\text{}_{4}$O$\text{}_{7}$ crystals was performed. Some thermoluminescence properties were measured, e.g. energies and lifetimes of the traps of different charge carriers occurring in the crystals at low temperatures.
