The intention of the author of this article is to draw attention to the increasingly strong influence of global and local conditions for the development of e-tourism Poland. In this context, outlines the important issue related to the diagnosis of the factors that provide essential knowledge about the contemporary environment of e-tourism which need its tourist operators to build innovative offerings and business models.

Banki Spółdzielcze, pomimo niskiej na tle całego sektora bankowego skali działania mierzonej wartościami kredytów i depozytów, mają znaczący udział w liczbie jednostek organizacyjnych banków w Polsce. Dzięki mniejszej niż w przypadku banków komercyjnych koncentracji wokół dużych ośrodków miejskich pokrywają swoimi obszarami działania niemal cały kraj. Jednocześnie grupa 558 banków spółdzielczych działających w Polsce nie jest homogeniczna pod względem skali i rentowności działania, pomimo porównywalnej oferty i wykorzystywanych kanałów marketingowych. Celem badania jest odpowiedź na pytanie, czy różnice w osiąganych przez banki wynikach ą powiązane z różnicami w charakterystyce terenów, na których działają. Prowadzenie przez banki spółdzielcze działalności na terenach miejskich, charakteryzujących się niższym bezrobociem, większą liczbą podmiotów konkurencyjnych oraz mniejszym udziałem podmiotów rolniczych w podmiotach gospodarczych ogółem, związana jest ze zwiększonym ryzykiem działalności, jednocześnie prowadząc do osiągania wyższych wyników odsetkowych. Występowanie takich zależności może być podstawą do bardziej wnikliwych porównań placówek banków pod względem efektywności oraz umożliwia ocenę szans rozwoju banku poprzez zwiększanie zasięgu terytorialnego.
Even though that cooperative banks have a small part in a value of credits and deposits compared to whole Polish banking sector, their presence on the market is visible. Their main area of operations, as opposed to commercial banks, are small cities and rural areas, enabling them to reach customers from wider region using less resources. The group of 558 cooperative banks operating in Poland is not homogeneous in terms of scale of operations and profitability, despite the comparable products and marketing channels available for them. The aim of this research is to find whether the differences in cooperative banks financial results are related to differences in the local market conditions. Cooperative banks operating in urban areas, with a higher competition, lower unemployment rate and lower share of agricultural entities in total business entities have a higher exposure to risk and interest income. Such relations could be used for a more complex efficiency analysis of cooperative banks and their branches.

Opis:
Two sections of sediment from small oxbow-lake infillings located in different river valleys in central Poland were studied by cladoceran analysis in order to examine the response of aquatic ecosystems to the Younger Dryas. Lithological and geochemical records, as well as chydorid (Chydoridae) ephippia analysis were also used to reconstruct Younger Dryas climate trends. A high concentration of cladocerans, as well as the presence of Cladocera taxa preferring warmer water, was found. It is likely that local processes in the oxbow lakes were important, because the presence of warm-preferring taxa was also related to their habitats and their development. Yet local environmental forces, such as the influence of the rivers, habitat modification, macrophyte abundance, and eutrophication, were not only major factors to affect the Cladocera diversity in the Younger Dryas. The observation of changes in the composition and concentration of Cladocera in oxbow-lake infillings indicates that most of the changes occurred in response to climate changes.

Opis:
The global and local conditions of uniqueness and the criteria excluding a possibility of bifurcation of the equilibrium state for small strains are derived. The conditions and criteria are derived analyzing the problem of uniqueness of solution of the basic incremental boundary problem of coupled generalized thermo-elasto-plasticity. This paper is a continuation of some previous works by the author, but contains new derivation of the global and local criteria excluding a possibility of bifurcation of the equilibrium state for a comparison body dependent on statically admissible fields of stress velocity. All the thermal elastoplastic coupling effects, non-associated laws of plastic flow and influence of plastic strains on thermoplastic properties of a body were taken into account in this work. Thus, the mathematical problem considered here is not a self-conjugated problem. The paper contains four Appendices A, B, C and D where the local necessery and sufficient conditions of uniqueness have been derived.

The subject of the present article is the activity of the territorial self-government in a town with county rights. We will aim to present the conditions in which Polish self-government was formed and how it functions at present, focusing particularly on the functioning conditions of a city with county rights in Eastern Poland, socalled Poland B. We will consider both the functioning conditions of self government which may be characteristic to self-governments throughout Poland, its eastern part as well as the conditions specific to the self-government of Przemyśl. This will involve examining economic conditions as well as historical, geopolitical, legal and social ones. We will begin with a brief analysis of the concept of selfgovernance and the long way Polish democracy has come from the beginning if its existence until the present system. Then, we will present the functioning conditions of one of the cities with county rights in the Podkarpackie Voivodeship and discuss its activity, citizens’ appraisal as well as the initiatives undertaken by its citizens and by the citizens of its surrounding areas. The suggested categories of conditions include both internal and external ones. They are all interdependent. As the analyses presented in this article indicate, the formation and functioning of Przemyśl self-government were influenced not only by its geopolitical location but also by Austrian Partition, Polish Peoples’ Republic, administrative reform of 1999 and its multinational character. What is more, currently, the funds obtained from the European Union have a significant influence on the development of selfgovernment in Przemyśl, and also throughout Poland. However, the way they are used must be constantly monitored and adopted to local conditions and needs. In the analyses we have used i.a. the results of surveys conducted in 2010 for the purposes of a project entitled “Przemyśl in Public Opinion”, and also Polish nationwide study on communes carried out in 2013 by Grzegorz Gorzelak and Bohdan Jałowiecki’s team. Moreover, data included in the strategic documents on the development of Przemyśl has also been used.

Subject and purpose of work: This paper discusses the essence and main areas of conditions of local development in the context of the political transformations which have occurred in Poland over the last thirty years. Against this background, an attempt was made to differentiate between the conditions and factors of local development. The purpose of this work is to seek, considering different ways of defining local development and as part of different developmental models, a distinction and consistency between the essence of the concept of “conditions of development” and the concept of “factors of development” and to indicate the universality of general conditions for development at all levels of a country’s territorial division. Materials and methods: This paper draws on the author’s own thoughts and a critical analysis of the literature on the subject, as well as documents relating to the practical shaping of the strategy and development policy in Poland. It presents the basic ways of defining local development and the model approach to development processes and characterises the main conditions of Poland’s socio-economic development over the last thirty years. Results: It was determined that in the literature conditions of development are often identified with factors of development, which is not justified. It was determined that conditions constitute a certain potential which determines the possibilities for the progress of developmental processes, whereas granting a driving force to these possibilities transforms them into developmental factors for a given area. The general conditions of a country’s development also define the conditions of development at the lower levels of territorial division. Conclusions: In the context of the growing role of local development programming and planning, it is important to differentiate between the concepts of “conditions” and “factors” of local development. Local development is shaped by both the overall conditions and factors of development of a country, and the specific local conditions and factors. The effective implementation of local development programmes and strategies requires the skill to convert development conditions into factors.
Przedmiot i cel pracy: Przedmiotem pracy jest przedstawienie istoty i głównych obszarów uwarunkowań rozwoju lokalnego w kontekście przemian systemowych ostatniego trzydziestolecia w Polsce. Na tym tle podjęto próbę rozróżnienia między warunkami i czynnikami rozwoju lokalnego. Celem pracy jest poszukiwanie, przy różnym sposobie definiowania rozwoju lokalnego i w ramach rożnych modeli rozwojowych, rozgraniczenia i spójności między istotą pojęcia „uwarunkowania rozwoju” i pojęcia „czynniki rozwoju” oraz wskazanie na uniwersalność uwarunkowań ogólnych dla rozwoju na wszystkich szczeblach podziału terytorialnego kraju. Materiały i metody: W pracy wykorzystano własne przemyślenia oraz krytyczną analizę literatury problemu badań oraz dokumentów odnoszących się do praktycznego kształtowania strategii i polityki rozwoju w Polsce. Zaprezentowano podstawowe sposoby definiowania rozwoju lokalnego i modelowego ujęcia procesów rozwojowych oraz scharakteryzowano główne uwarunkowania rozwoju społeczno-gospodarczego Polski w ostatnim trzydziestoleciu. Wyniki: Stwierdzono, że w literaturze uwarunkowania są często utożsamiane z czynnikami rozwoju co jest praktyką nieuzasadnioną. Ustalono, że istotą pojęcia uwarunkowanie jest potencjał określający możliwości dla przebiegu procesów rozwojowych, natomiast nadanie siły sprawczej tym możliwościom przekształca je w czynniki rozwoju dla danego obszaru. Ogólne uwarunkowania rozwoju kraju określają jednocześnie warunki rozwoju na niższych szczeblach podziału terytorialnego. Wnioski: W warunkach zwiększania się roli programowania i planowania rozwoju lokalnego ważne znaczenie ma rozróżnienie istoty między pojęciami „uwarunkowania” i „czynniki” rozwoju lokalnego. Dla rozwoju lokalnego istotne znaczenie mają zarówno ogólne uwarunkowania i czynniki rozwoju kraju jak też specyficzne uwarunkowania i czynniki lokalne. Skuteczne realizowanie programów i strategii rozwoju lokalnego wymaga umiejętności przekształcania uwarunkowań w czynniki rozwoju.

Opis:
Celem artykułu jest przedstawienie funkcjonowania pieśni do Matki Bożej Gietrzwałdzkiej Już to po zachodzie słońca w przekazach z żywej tradycji. Tę napisaną w 1877 r. przez Andrzeja Samulowskiego pieśń, zainspirowaną objawieniami w Gietrzwałdzie, przekazywano drogą ustną i w ten sposób dotarła ona do wielu parafii na terytorium naszego kraju. Podczas badań terenowych zebrano 22 przekazy tej pieśni, które pochodzą z 9 regionów Polski. Studia nad tym materiałem wykazały, iż pieśń ta posiada 4 wersje melodyczne, z których wersja I i II mają liczne warianty, jak również, iż jest to pieśń wielofunkcyjna (maryjna, dziadowska, pielgrzymkowa, pogrzebowa). Uwagę zwraca ogromna różnorodność wszystkich przekazów pieśni, każdy z nich jest inny, często wykazujący lokalne uwarunkowania, co potwierdza, że cechuje je bogata wariabilność melodyczna, metrorytmiczna, międzystroficzna, agogiczna i odmienny sposób wykonawstwa wokalnego, jak też duża wariantywność tekstu.
The main aim of the article is to show functioning of the song Już to po zachodzie słońca (It is already after the sunset) in the living folk tradition. Originally, the song, inspired by the miraculous apparitions in Gietrzwałd and written in 1877 by Andrzej Samulowski, was passed down in oral tradition and in this way it reached different parts of Poland. During the field research 22 recordings of this song were gathered, coming from 9 different regions of our country. Research has shown that this song has 4 melodic versions, of which Version I and Version II have numerous variants; also, it has been proved that this song is multifunctional (it serves as a Marian song, a beggar song, a pilgrimage song and a funeral song). It is worth pointing out that these recordings are really varied, each of them is different, usually is defined by local conditions. It confirms a high degree of melodic, methro-rytmic, interstanza and agogic variability, various ways of vocal performance, as well as, quite high text variantability.

Is it possible to label the edges of Kₙ with distinct integer weights so that every Hamilton cycle has the same total weight? We give a local condition characterizing the labellings that witness this question's perhaps surprising affirmative answer. More generally, we address the question that arises when "Hamilton cycle" is replaced by "k-factor" for nonnegative integers k. Such edge-labellings are in correspondence with certain vertex-labellings, and the link allows us to determine (up to a constant factor) the growth rate of the maximum edge-label in a "most efficient" injective metric trivial-TSP labelling.

The objectives important from the point of view of environmental protection can be implemented in different ways, using different management tools. Therefore, it should be noted that it fully seems reasonable to assume that some of the important goals in terms of environmental protection will be achieved through spatial management tools. The main objectives of this article are to determine how the spatial management system at local and regional level in Poland is carried out in relation to the environmental protection as well as to assess the current state of affairs in this area and to propose some changes. Particular attention was paid to the direct instrument of spatial management, which is the local development plan.

Municipal authorities should implement measures aimed at balanced development: in the ecological, economic and social range. An important role in this context is played by the procedure of the assessment of the environmental impact and the decision on the environmental conditions. We discuss the structure of the local error of exponential operator splitting methods. In particular, it is shown that the leading error term is a Lie element, i.e., a linear combination of higher-degree commutators of the given operators. This structural assertion can be used to formulate a simple algorithm for the automatic generation of a minimal set of polynomial equations representing the order conditions, for the general case as well as in symmetric settings.

The set criterion is an appropriate defining approach regarding the solutions for the set-valued optimization problems. By using approximations as generalized derivatives of set-valued mappings, we establish necessary optimality conditions for a constrained set-valued optimization problem in the sense of set optimization in terms of asymptotical pointwise compact approximations. Celem opracowania jest szczegółowa analiza przebiegu warunków termicznych, oraz częstości występowania inwersji temperatury w różnych piętrach wysokościowych północnych stoków Małego Skrzycznego (1211 m n.p.m.). Materiałem badawczym wykorzystanym do analizy warunków termicznych, były dane monitoringowe pochodzące z pięciu stacji pomiarowych zainstalowanych na różnych wysokościach nad poziomem morza, wzdłuż profilu wysokościowego, na zboczach o ekspozycji południowej. W ramach opracowania wyznaczono częstości występowania poszczególnych termicznych typów pogody, zjawisk inwersji temperatury, oraz opracowano mapy rozkładu przestrzennego temperatur powietrza na badanym stoku.
The aim of the research paper is a detailed analysis of a course of thermal conditions and frequency of occurrence of temperature inversion on the different height above sea level of north slopes of Małe Skrzyczne (1211 m.a.s.l.). Monitoring data coming from five meteorological stations installed on different height above sea level along hypsometric profile on slopes with southern exposure were used in order to analyze the thermal conditions. Moreover, frequency of occurrence of thermal weather types, temperature inversion phenomena and maps of spatial distribution of air temperature on the studied slope were determined.

Opis:
The commented judgment regards the statutory command to include information about mineral deposits in the study of conditions and directions of local (spacial) development. Since the municipal council had ignored this obligation while preparing the study, the voivode (as the supervisory authority) had an obligation to appropriately modify this document by replacement ordinance. Environmental Protection Law in its Art. 72 provides that such studies as well as local development plans must take into account the current and future needs related to the mining of minerals from deposits.
Комментируемое решение касается предусмотренного законом предписания учитывать в исследовании факторов и направлений землепользования и застройки гмины информации о месторождениях ископаемых. Если совет гмины не выполнил этой обязанности, воевода (как орган надзора), должен был изменить этот документ путём вынесения заместительного распоряжения. Закон «Право охраны окружающей среды» (ст. 72) предусматривает, что как упомянутое исследования, так и составленные на их основании местные планы землепользования и застройки гмины, должны учитывать актуальные и будущие потребности связанные с добычей ископаемых из месторождений.

Artykuł dotyczy problematyki formułowania lokalnej polityki przestrzennej wobec obszarów przestrzeni publicznej. W pierwszej części przedstawiono uwarunkowania formalnoprawne prowadzenia działań wobec takich terenów w kontekście jednego z najważniejszych dokumentów planistycznych – studium uwarunkowań i kierunków zagospodarowania przestrzennego gminy. Natomiast w drugiej części artykułu zaprezentowano wyniki badań, dotyczących sposobu kształtowania polityki przestrzennej wobec obszarów przestrzeni publicznej w wybranych miastach powiatowych województwa wielkopolskiego.
This article deals with the issues of local spatial policy formulation to areas of public space. The first part presents the formal and legal determinants of carrying out activities to such areas in the context of one of the most important planning documents – the study of conditions and directions of spatial management. In the second part of the article are presented results of studies on how spatial policy towards areas of public space in selected cities Wielkopolska voivodeship.
