Opis:
The aim of the text is to present and systematize the most important reasons for the „Islamic State” dramatic rise to power and significance. The reasons are the sum total of a number of diverse and mutually linked factors. These fall into the three categories: A. effective use of hard power connected to military activities and terrorist attacks; B. appropriate use of soft power concerning financial, logistics or propaganda sphere; C. different events of processes of local or international character. These three groups of factors and their interactions result in the so-called triad of the „Islamic State” phenomenon.

The aim of the article was to show the diversity of Daesh propaganda. It consists of the of political, religious and social narratives. They have one task - to convince the world that the newly created ‘caliphate’ is a fact: it has the ability to defend its territory, no matter of how great is the efforts of ‘crusaders’, moreover, is an efficient state, which is an ideal home for Sunnis. Brutality is the element with which the propaganda Daesh primarily connotations, appears very frequently. It has specific role - to deter opponents. This reason why so often presents „hunting” on Iraqi soldiers, and mass executions. This brutality, in connection with mercy, meeting the needs of justice and belonging, makes propagandas an efficient tool for building ‘caliphate’.

This paper is devoted to the analysis of the threat that the activities of the Islamic State may pose to the national security of China. The article briefly describes the history of the establishment of ISIS and the functioning of the organization. The author also analyses the issues of classification of Daesh as a specific subject of international relations. In the next part of the article, the problem of recruitment of foreign fighters into the ranks of IS is discussed. It seems that it is the Chinese Xinjiang terrorists, who have had a time of fighting in the ranks of ISIS, that may pose a major threat to internal security and foreign interests of the PRC. The research problems for which answers can be found in this work are questions about the nature of the possible threat that the Islamic State may pose to the PRC. Is this threat still relevant after the inevitable destruction of the IS in Syria and Iraq in 2019? The present research has been carried out using the analysis and synthesis of secondary research material in the form of scientific studies and source texts. The research will use the historical method and, to a lesser extent, the analogy and quantitative approach.

The theoretical system of reference was based on push-pull model combined with the cost-benefit theory which allowed to analyse this phenomenon in the context of the most popular theories of migration.

This article reviews American policy toward Syria since the onset of its civil war there. It concentrates on debates and decisions about the use of American military power to influence events there. Before 2014, President Barack Obama consistently refused to use military power and, while he did initiate military action against the Islamic State in the summer of 2014, many in and out of the administration thought he should do more. This article identifies reasons for Obama’s hesitance and argues that some of his pre-2014 fears about using military power have been realized in later years.

The present paper concerns studies on innovative communication and propaganda strategies of the main jihadist group called “the Islamic State of Iraq and Syria” (ISIS). In fact, media and Internet agitations enabled to reinforce ideological and operational influences of that organization and they affected different militants in the world who joined the battlefield in Syria and Iraq or carried out terrorist attacks in the West. Analysis of propaganda techniques reflects the following topics: liturgical speeches, official media channels, social medias and encrypted communication. Besides, the research demonstrates different audiences of ISIS communication strategy, which aims at affecting emotions and at stimulating opinions and reactions. The indoctrination concerns traditional, liturgical speeches delivered in Arabic by ISIS leader, Abu Bakr al-Baghdadi who targets local populations in mosques. Moreover, it also reflects new technologies such as radio and TV stations, official websites or social medias that include sophisticated programs, high quality pictures, graphics and videos. However, the paper also deals with some advanced computer and Internet technologies, which enable to protect identities of jihadists who follow important conversations about ISIS objectives.

In light of the existing threat posed by IS, and its expected proliferation in the foreseeable future, discussions on means to combat this phenomenon should attract more attention on academic, political, and social levels, with the hope of finding a comprehensive long-lasting remedy for this highly contagious plague.

The American strategy to combat the ‘Islamic State’ rests on four pillars. The first is to conduct systematic air campaigns against the terrorists. The second involves increasing support for forces fighting the jihadists on the ground. The third is based on the strengthening of international cooperation in counter–terrorism operations. The fourth involves the provision of humanitarian aid to civilians displaced from the territories occupied by the jihadists. This article analyzes the assumptions, tactics, the most important decisions and actions of the American administration to combat the ‘Islamic State’. It is an attempt to provide answers to the questions: why has there been a growth of extremism in the Middle East? Why is the ‘Islamic State’ a new form of terrorist threat? How does it differ from other terrorist organizations? How was the ‘Islamic State’ created? What actions have been taken by the international coalition led by the United States in the fight against the jihadists in the Middle East? Is the strategy taken up by the United States effective? Does the defeat of the ‘Islamic State’ require the involvement of US ground forces in Iraq and Syria?

Jews have lived in Iraq and Kurdistan for thousands of years. The vision of the founding of the State of Israel and the emergence of the Nazi ideology in Europe caused that the participation of Jews in social and cultural life and contribution to the development of education and the economy in Iraq ceased to have meaning. The strong influence of Nazi and anti-Zionist ideology led to discrimination and persecution of the Jewish minority in this country. The effect of this was the establishment of laws in the 1950s, which in exchange for permission to travel to Israel deprived Jews of Iraqi citizenship. Nowadays, the legal situation in Iraq and Iraqi Kurdistan has changed aTher the overthrow of Saddam Hussein’s regime. Currently, Kurdish law allows the appointment of representatives of ethnic and religious minorities, the creation of a cultural centres and the reconstruction of important places of worship, as well as obtaining compensation for lost property as a result of repression of previous Iraqi governments. However, the Iraqi New Constitution of 2005 and the Act of 2006, superior to Kurdish law, provide the opportunity to return and regain citizenship to those who lost it, but the exception is Jews who renounced their citizenship on the basis of the 1950 and 1952 laws. Despite the still strong ties with Iraq and Arab culture, Jews, especially Israeli, are deprived of the opportunity to return, regain their citizenship and claim their right to lost property.

Opis:
Turkey is an important actor of the war in Syria. After the first months of the conflict the Syrian neighbour began supporting the opposition forces in the war and took a very critical approach to Bashar al-Assad’s regime, based on the assumption that the Syrian president must definitely resign from the office. It was a substantial change of the Turkish policy towards Syria in comparison to the first decade of the 21st century. The main goal of this article is an in-depth analysis of Turkey’s policy towards the war in Syria in order to identify the reasons for a specific, inflexible Turkish position. The author verifies positively a hypothesis that the Turkish policy towards Syria and the war there is a result of the interplay of many domestic and foreign policy factors in Turkey as well as the regional and international situation. The inflexible Turkish position is in this context a consequence of the more sectarian policy of the AKP government (reflecting the departure from the “strategic depth doctrine”) connected with the ideological factor as well as the negative consequences of the Assad regime’s actions for Turkish security and the increasingly complex Kurdish issue.

The author of the article indicates on the necessity to involve all elements of the national safety system in prevention from dangers resulting from dynamic geopolitical systems changes. Incidents like Crimea’s occupation by Russian army, war in Donbas and huge exodus of refugees from Middle East countries caused by war in Syria and offensive of Islamic State determine international relations in negative way. A. Czop reminds that 5200 security agencies operate in Poland, which employ 114 thousands of qualified security guards and 18 thousands qualified technical workers. About 300 thousands people are employed in private security sector in total. This should be treated as an essential element of national safety system. The author presents proposals of legislative, functional, organisational and economic changes, which may improve the effective utilization of security agencies in national safety system. The proposals results from the author’s study on the safety system and are amongst interest of National Security Agency.

The world system, understood as one organism, from time to time experiences an attack by “microorganisms” interested in its annihilation or at least in its weakening. A few years ago, this role was played by the Islamic State, with the goal of fighting the rotten, hypocritical and injust international system. According to the Islamists, this system included all countries of the world, as well as Muslims who did not swear allegiance to the Caliph Baghdadi. The Islamic State was a state entity completely different from any other country in the world. It was not recognized by anyone, it was not a member of the United Nations, or any existing international organization. Even though, as a state, it was not recognized by anyone, Daesh was recognized by everyone as a terrorist organization that should be exemplarily and comprehensively annihilated. The ideology used by the Islamic State was Salafism as an apocalyptic response to the injustice and lie of the “system”. Poverty, the lack of a radical and comprehensive ideological alternative for people who are excluded, angry at the lack of perspectives, meaninglessness, double standards and hypocrisy have fueled the Islamists. Utopism for complete equality resembled the first Bolsheviks or early Christians, with the motto “there is no Greek or Jew”. The Islamic State, driven by Salafism, has thrown down the gauntlet to the world order, largely created by the West. This time the world system defeated the “microbes” that were attacking it. Its “guardians”: politicians, journalists, philosophers and religious leaders should, however, think deeply about the condition of the “immune system” for the future, re-evaluate some of the ways of functioning and the dominant norms that govern the system, because successive victories over successive “microbes” in changing civilisational conditions are not at all obvious.

Is it possible, that the United States renounced 'altruistically' or 'honourably' such an opportunity, and despite the reports and warnings was surprised with the occurrence of the Islamic State? The Author puts in her study the following research question: "Was conducting a military invasion possible (and whether it is still potentially possible) in such a way, which would have effectively implemented a stable and democratic government in Iraq after taking full political control over it?''

The purpose of the following article is to provide details regarding the foundation, expansion, ideology, strategy and mindset of the Islamic State. The article examines the current situation in Syria, a failed state, and Iraq. Furthermore, the complex geopolitical situation of the entire Middle East region, as well as, significant problems which ISIS poses worldwide have been discussed thoroughly. Finally, new areas of operation, possible threats, but also the whole new operational framework contemporary terrorist organizations or their affiliates may use, have been taken into consideration.
Celem niniejszej publikacji jest przedstawienie przyczyny powstania, ekspansji, ideologii, metod działania tzw. Państwa Islamskiego. W poniższym artykule opisano również obecną sytuację na terenie Syrii, która ma aktualnie status państwa upadłego, oraz Iraku. Ponadto przedstawiono również skomplikowaną sytuację geopolityczną całego regionu bliskowschodniego, a także problem, jaki niesie ze sobą ISIS na terenie całego globu. W publikacji przedstawione zostały również nowe sektory działań, zagrożenia, a także nowe ramy, w jakich mogą działać współczesne organizacje terrorystyczne na arenie międzynarodowej.

In the last three years, the Islamic State (ISIS – Islamic State in Iraq and Syria) had to redefine its strategy as a result of air raids conducted by the antiterrorist coalition. The tactic is no longer concentrated on the territorial expansion and the creation of their own statehood, but on the attacks carried out by the so-called "lone wolves", just like in the case of their rival Al-Qaeda. The idea of a solitary attack is accompanied by a new method used by the terrorists – crashing into people or places with the help of cars. Since the events in Nice in 2016, this phenomenon, known as “ramming”, has taken a death toll in Europe.
Na przestrzeni ostatnich trzech lat Państwo Islamskie (ISIS – Islamic State in Iraq and Syria), wskutek nalotów koalicji antyterrorystycznej, musiało dokonać redefinicji swojej strategii. Taktyka działania, przestała się skupiać na ekspansji terytorialnej oraz na utworzeniu własnej państwowości, ale wzorem konkurencyjny Al-Kaidy, zaczęła opierać się, na zamachach tak zwanych „samotnych wilków”. Idei samotniczego zamachu, towarzyszy nowa metoda, stosowana przez terrorystów, jaką jest taranowanie z użyciem samochodu. Zjawisko to, znane w terminologii antyterrorystów jako „ramming”, od lipcowych wydarzeń w Nicei z 2016 roku, zbiera swoje śmiertelne żniwo w Europie.

The aim of this article is to analyze the rise of the so-called Islamic State in the perspective of a Middle Eastern and commentator for “The Independent”, Patrick Cockburn, who also publishes in the “London Review of Books. The text begins with a sketch of the geo-political determinants for the spread of the Islamic holy war, i.e. jihad. Then, it focuses on the disturbing phenomenon of sectarianism – directed mainly at the Shia branch of Islam – the attitudes of extremist Sunni preachers. The third chapter presents the complex combination of events that has contributed to the growth of extremist tendencies in Iraq. The subject of further deliberations is the conversion of the initially secular resistance to the regime of Bashar al-Assad in Syria into a civil war, in which jihadists are the main opponents of the president.

Celem niniejszego artykułu jest analiza problemu związanego z powrotem do Europy byłych członków Państwa Islamskiego (IS). W ramach niniejszego materiału poruszono takie kwestie jak: znaczenie inwazji USA na Irak w 2003 r. dla powstania IS; możliwości przyjęcia byłych członków IS przez państwa pochodzenia; konsekwencje obecności byłych członków IS dla bezpieczeństwa Europy; możliwość ich skutecznego osądzenia i skazania zgodnie z prawem krajowym; skuteczność, działających w Europie, programów deradykalizacyjnych i integracyjnych. W konkluzji zawarto tezę, że w najbliższym czasie należy się spodziewać wzrostu liczby zamachów terrorystycznych w Europie oraz wzmożonych akcji zbrojnych w prowincjach IS m.in. w Afryce Północnej. W ciągu kilku najbliższych miesięcy, byli członkowie IS nawiążą ponownie kontakty, których konsekwencją będą spektakularne zamachy terrorystyczne w Europie i innych częściach świata.
The purpose of this article is to analyze the problem related to the return of former members of the Islamic State (IS) to Europe. As part of this material, following issues have been raised: the importance of US invasion of Iraq in 2003 for the emergence of IS; the possibility of admission of former IS members by countries of origin; consequences of the presence of former IS members for the security of Europe; the ability to judge and convict them effectively in accordance with national law; effectiveness of deradicalization and integration programs operating in Europe. The conclusion is that in the near future one should expect an increase in the number of terrorist attacks in Europe and increased military actions in IS provinces, among others in the north Africa. In the next few months, former IS members will establish contacts again, which will result in spectacular terrorist attacks in Europe and other parts of the world.

Artykuł jest próbą ukazania historii idei kalifatu wraz z osobą kalifa oraz jej adaptacji do warunków 2014 roku przez władze samozwańczego Państwa Islamskiego. Zniesienie religijnej władzy zwierzchniej przez Kemala Mustafę w 1924 roku zapoczątkowało usilne dążenia społeczności muzułmańskiej do ponownego jego ustanowienia. Aktualna sytuacja w Iraku i północno-wschodniej Syrii jest dramatyczna, bowiem nastąpiło wypaczenie tradycyjnych idei religijnych, wynikających z islamu. Elementem najważniejszym stał się odwet na znienawidzonym świecie zachodnim i próba przejęcia dominacji nad światem poprzez zniszczenie wszystkiego, co nie należy do islamu. Niemal każdego dnia opinia publiczna dowiaduje się o kolejnych mordach na jeńcach lub wyznawcach innych religii, a także o szarganiu godności drugiego człowieka. I wszystko to w imię Boże.
The article presents the history of the idea of a caliphate and a caliph and its appropriation by the self-proclaimed Islamic State in 2014. The abolition of the religious power in 1924 by Kemal Mustafa prompted Muslim community to demand its reestablishment. The present situation in Iraq and Northeast Syria is dramatic. Islamic traditional religious ideas have been distorted. Their place has been taken by the desire to take revenge on the hateful West, destroy all un-Islamic things and dominate the world. Hardly a day passes without a murder of war prisoners or adherents of other religions being in the news. Human dignity is daily violated, too. And all in the name of God.

The struggle against global terrorism is taking place, and it is between civilizations. It is a war against radical international terror, which is attempting to change the world order and is sowing fear among both citizens and governments. Huntington maintains that people can re define their identity and consequently the boundaries and compositions of civilizations change. The phenomenon of the ‘Islamic State’ illustrates this. There is a cultural difference between civilizations that support Islamic terror, which tramples individual rights, and Western civilizations that are dedicated to pluralism and democracy. The Western world for already seven decades has been under attack by international terrorism, and the peak is the phenomenon of the ‘Islamic State’, which began in the Middle East and now is attacking Europe, and not just Europe. A difficult global war is being waged, and it is necessary to find an effective response to the threat. This response will include a multi-system strategy that addresses ideology, media, financing, and operational activity, including the handling of European residents who joined the ranks of the Islamic State and acquired operational experience, returned to Europe, and constitute an infrastructure of terrorism and terrorist attacks. The integration of forces and resources, significant operational activity, and legislative changes that curtail individual liberties, in cooperation with the moderate Muslim population, will enable the West and Europe to defeat the terrorist entities that trample in all ways the fundamental values of humanity and human life.

The main aim of the article is to create a psychological profile of people from the North Caucasus who have voluntarily joined the Islamic State and fight in its ranks. In addition, it determines motives that govern these individuals and describes what mechanisms are used during volunteers’ recruitment. Threats to international security created by North Caucasian militants after the fall of the Islamic State were also analyzed.

Since the 2011, Iran is deeply engaged in Syrian war in order to support and keep President Bashar al-Assad in power. Firstly, Iran started with political and diplomatic support and later turned into military and economic assistance. At the moment, it is believed that Syria is financially sustained by Iran. The main reason that Iran has determined for wide-scale engagement was the existential need for maintaining and then expanding its own regional power influences in the Middle East. If Syrian regime collapsed, Iran would be dealt with a big dilemma and it would loss Syria as a key military and political ally. Thus, Iran would have cut off his transit route to supply weapons to Lebanon for Hezbollah, as these transports still go across Syrian territory. It would surely diminish the Iranian position in the Middle East. Preventing such a case, Iran has been determined to engage in the Syrian conflict to a great extent, which, as a consequence, is charged with heavy costs. Although there is no exact data of Iran’s expenses for the Syrian War, it is supposed that this is in the range of 6 billion USD to 35 billion USD. At the moment, it can be said that engagement in Syrian war was beneficial for Iran, mainly in political sphere, yet the full consequences of this involvement will only be known in many months.

The article presents the Islamic State as a source of terrorist threats. In the eyes of ISIS fighters, the Western world is tantamount to moral corruption, and the lack of any values. By its actions, ISIS aims at pushing the followers of other religions out of the areas defined in the prophecies in the name of cleansing the world from evil. The author analyzes the activity of Islamic extremists in the context of the great wave of migration to Europe from the Middle East region. This phenomenon influenced changes in the international security environment, especially in the European Union countries. The author shows how ISIS, using ideology, pushes Islamic fundamentalists to prepare terrorist attacks. Combating such threats poses major challenges for anti-terrorist services.

Opis:
Iraq is a specific ethno-religious mosaic. By except Arabs and Kurds there are a lot of minorities which since ancient times were present on this territory. Among them are: Yazidis, Mandaneans, Shabaks, Assyrians, Turkmen and Marsh Arabs. After the collapse of Saddam Husein regime the U.S., British and allied troops began to control Iraq. In the face of such a situation many different radical Muslim groups has evolved and started to fight foreign soldiers. In result, Iraq plunged into instability and chaos and many minorities became a main victims of political and military conflict. Such societies like Yazidis, Mandaneans, Shabaks were persecuted, forced to flee and killed. by now Iraqi state has no any capabilities to protect such minorities which still feel insecure in their own country.
Obalenie w 2003 r. reżimu Saddama Husajna w Iraku przyczyniło się do daleko idących zmian wewnątrz tego państwa, co ma też swoje przełożenie na cały region Bliskiego Wschodu. W Iraku zmienił się ustrój, następnie doprowadzono do demokratycznych wyborów parlamentarnych, prezydentem został Kurd – Dżalal Talabani (obecnie prezydentem jest kurdyjski polityk Fuad Masum Haurami), a w 2005 r. przyjęto nową konstytucję. Długotrwała obecność wojsk USA i ich koalicjantów (w latach 2003–2011) stała się zarzewiem konfliktu z radykalnymi ugrupowaniami muzułmańskimi, które nierzadko inspirowane i wspierane z zewnątrz uzyskały możliwość bezpośredniej konfrontacji z siłami amerykańskimi, brytyjskimi, a także polskimi. Intensywnie rozwijające się irackie grupy zbrojne i milicje zaczęły wchodzić także w konflikt między sobą. Determinowała to nakładająca się na siebie mozaika narodowościowa i religijna, gdzie obok siebie żyją Arabowie i Kurdowie; chrześcijanie, muzułmanie, a także inne grupy narodowościowo-religijne, jak Jazydzi, Asyryjczycy, Ormianie, Turkmeni, Mandejczycy czy Szabakowie. W okresie tak głębokich zmian czynnik narodowościowy i religijny wzmagał animozje i prowadził do ostrych sporów i konfliktów. Trudno było zatem spodziewać się, że w przypadku Iraku będzie inaczej. Konflikty, jakie pojawiły się od 2003 r. trwają do dzisiaj. Ogromne straty poniosła ludność cywilna, która stała się ofiarą czystek i często była zmuszana do ucieczki. W latach 2003–2011 ponad 2 mln Irakijczyków opuściło swój kraj i udało się do państw sąsiednich. Sytuacja wciąż jest trudna, a kroki podejmowane przez państwo na rzecz poprawy bezpieczeństwa i rozwiązania problemu uchodźców nie przyniosły oczekiwanych rezultatów. Celem artykułu jest zaprezentowanie sytuacji w Iraku po 2003 r. z uwzględnieniem wielu czynników, składających się na rozmaite problemy grup narodowościowo-religijnych tego państwa, które ucierpiały w wyniku trwających tam permanentnie konfliktów i walk zbrojnych. W pierwszej kolejności dokonano charakterystyki etniczno-religijnej Iraku, następnie zaś opisano sytuację polityczną w Iraku od 2003 r. z uwzględnieniem kontekstu narodowościowo-religijnego, co zostało przedstawione na wybranych przykładach mniejszości Jazydów, Mandejczyków i Szabaków.

On September 2015 Russian Federation began intervention in Syria acting on behalf of Bassâr al-’Assad against Islamic State and other rebels who are fighting against Syria Arab Republic. This decision had been influenced by Russia’s objective reasons as well by particular interests of its administration. The main aim o f this article is to analyze national interests regarding Russian Federation’s intervention in Syria which are defined by author as: survival o f the state, political autonomy, economic prosperity and sense o f self-esteem o f state-society complex. The author also discusses particular interests o f Russian administration which he considers as being in accordance with national interests. Threads mentioned in the article consists of: historic relations between states, economic interests, an impact o f the intervention on Russian internal and foreign policy, the seaport in Tartüs and Russian citizens in Syria.
