In the financial statement of economic entities performing insurance activities, investments are the primary element of the assets, largely influencing the financial results of the insurer. Safety of the investments is the subject of a special insurance supervision and it is regulated by the act of 28 July 1990 concerning insurance activity, amended in July 2000. The right investment policy of an insurance company and the appropriate financial instruments may decide about its profitability and competitiveness. The aim of the present paper is to describe the investment activities of insurance companies in Poland and to present their investment portfolio in the years 1998-2000.

Research background: Local public investments satisfy basic local communities' needs and are crucial from the perspective of regional convergence. Against this background, investments by the Polish local government pose as an interesting research subject. It is because, due to its size and dynamics, local public investments exert a considerably significant influence on the Polish economy. Self-government entities with primary responsibility for conducting local public investments in Poland are municipalities. Purpose of the article: The paper aims to identify fiscal, demographic and infra-structural determinants of municipal investment spending in Poland. Methods: We use panel data for 2,412 Polish municipalities over the period 2007-2014. For institutional reasons, the sample excludes cities with county rights. The baseline specification employs two-way fixed-effects (FE) estimation that controls both for municipality and year fixed effects. To test for robustness, the sample is restricted to municipalities with up to 20,000; 10,000 and 5,000 inhabitants. For each considered sample, there are four regression specifications. Findings & Value added: Investment spending increases both in own revenues and grants. On the contrary, we document the negative impact of indebtedness level and the coverage of water supply and sewage systems. The coefficients on population size and the share of old inhabitants cease to be negative and statistically significant for municipalities with fewer than 10,000 inhabitants. The results indicate that, apart from fiscal capacity, the investment policies of Polish municipalities are affected by economies of scale, local communities' preferences and infrastructural endowment. The study also shows that incurring debt should be of particular concern for supervisory and control bodies.

The article presents a comparative assessment methodology of the investment climate (country, region, city, etc.). Unlike current approaches and methods for investment climate assessing the authors take into account not only the investment attractiveness which is formed on the basis of investment potential and investment risk, but also the investment activity. The research purpose is to calculate integral comparable indicators for the EAEU members taking quantitative data and expert assessments as a base. As a result of the research a rating of the EAEU country’s investment attractiveness was compiled. The analysis carried out by the authors showed that the Republic of Belarus in comparison with their main trading partners (Russia and Kazakhstan) has rather low production, innovation and natural resource potentials, as well as high economic and political risks. The results of the study allow identifying barriers restraining the inflow of foreign investment in the Republic of Belarus. The baseline data are statistical information published by the statistical committees of the member countries of the Eurasian Economic Union, as well as media materials, analytical reviews of research centres.

In this article the author verifies the thesis that the popularity of investing in research and development activity (R&D) in enterprises operating in the Member States of the European Union is variable and diverse. The basis of such verification is a statistical-comparative analysis of the results of the empirical researches on innovative trends in EU companies. The study was conducted in February 2015 by TNS Political & Social in 28 Member States of the European Union, Switzerland and the United States. Analysis of the popularity of investing in R&D in enterprises is carried out in the following 3 dimensions: 1) the popularity of investing in R&D according to the country, 2) the popularity of investing in R&D according to the category of enterprises, 3) the volume of turnover invested in R&D according to country. The results of the studies confirmed the research thesis.
W artykule autor weryfikuje tezę, że powszechność inwestowania w działalność badawczo-rozwojową (B+R) w przedsiębiorstwach funkcjonujących w państwach członkowskich UE jest zmienna i zróżnicowana. Podstawę takiej weryfikacji stanowi analiza statystyczno-porównawcza wyników badań empirycznych na temat innowacyjnych trendów w przedsiębiorstwach unijnych. Badania zostały przeprowadzone w lutym 2015 r. przez TNS Political & Social w 28 państwach członkowskich oraz w Szwajcarii i USA. Analizy powszechności inwestowania w działalność badawczo-rozwojową w przedsiębiorstwach dokonano w trzech przekrojach: 1) powszechności inwestowania w B+R według kraju, 2) powszechności inwestowania w B+R według kategorii przedsiębiorstw, 3) wielkości obrotów inwestowanych w B+R według kraju. Prezentowane wyniki badań potwierdziły przyjętą tezę badawczą.

Purpose. To disclose the effectiveness of management of the development of medium and small business in Ukraine. Methods: The study uses descriptive method based on a literature review. Results: In the industrialized countries of the world, medium, small enterprises as well as business involved individuals – entrepreneurs play an important role in ensuring development of national economies. They create new jobs and are the basis for training of highly skilled managers. Therefore, these cоuntries through taxуs and other cоnditions providе favourable еnvironment for the devеlopment of small and mеdium businesses. To support small and medium enterprises in foreign countries governmental policy include their involvement into the state contracts execution, provision of loan guarantees, corporate tax rates reduction, full dismissal from income tax during first years of an enterpise performance, the introduction of accelerated depreciation of buildings, encouragement of capital investments. Understanding the important role of medium and small enterprises in ensuring the development of the country's economy has encouraged Ukrainian legislators to introduce a simplified system of taxation of small enterprises and a special regime for taxation of individuals-entrepreneurs. These changes in the Ukrainian taxation system have given impetus to the development of small and medium businesses. However, the lack of an effective regulatory policy and system of legal protection as well as an increase in the tax burden due to the financial and economic crisis do not allow such enterprises to play a key role in the Ukrainian economy. So, to stimulate the development of small and medium-sized enterprises Ukraine should not be limited to introducing a preferential taxation regime for them, but should take advantage of other countries’ experience implementation. Considering foreign experience and analysis of the small and medium business activity in Ukraine have shown that besides the preferential tax regime, many other factors such as policy of the state investments and innovations promoting, getting loans, conducting training of young leaders, assistance in establishing cooperation with large domestic enterprises, and access to international markets, as well as protection against unlawful encroachment have made significant influence on its development. Therefore, creation of favourable tax, legal, financial-credit, investment and innovation environment, involvement in state orders fulfillment and promotion of foreign economic activity should become the basis for the development of small and medium businesses and the economy of Ukraine.

In the result of the EU enlargement not only a united legislative and economical body was formed on European basis, but also the support payments in many branches of economy in the new member states have increased substantially, including those in agriculture and rural development. A brief characteristics of place of agriculture in the economy of the Baltic states and Poland is given in the article, as well as that of the changes in total amount of support achieved before the entry into the EU. The effect of this support upon different agricultural holdings performance parameters (net value added, production net value added, net investments) in the period of years 2002-2006 is studied. A comparative analysis gave basis for the conclusions on the specificity of support use in the economic activity of holdings in different states.

An especially significant area in the activity of territorial self-government units is the execution of investment undertakings. However, it requires taking into account various factors influencing their launch and performance. Investment expenditure enables a reduction in differences as far as the development of territorial self-government units is concerned. The scale and range of investment activity pursued by territorial self-government units depend on the financial standing of these entities and it is budget analysis that serves the purpose of its examination. Finance is the key element of functioning of territorial self-government units and the basic marker of practicability and success of each investment. The article aims at presenting financial conditioning related to the budgetary situation of territorial selfgovernment units in Poland and their impact on the execution of investments by these entities. Thus, the parameters that were characterised were investment expenditure, own revenue, budgetary result and operating surplus in the years 2007-2015. The research procedure made use of non-reactive methods, namely the method of analysis of official documents and the historical and comparative method.

Inspiracją do napisania niniejszego opracowania są równolegle prowadzone badania warunków internacjonalizacji działalności gospodarczej i jej modeli w Polsce i w Ukrainie. W artykule zawarto kluczowe zagadnienia z przeprowadzonych wywiadów oraz wnioski z analizy dokumentacji aktów prawnych związanych, w szerokim znaczeniu, z zakładaniem biznesu na Ukrainie. Przytoczono także nazwy dokumentów związanych z podstawowymi regulacjami w tym względzie. Z wykonanych badań wynika, iż nastąpiły poważne ułatwienia prawne dla zakładania działalności gospodarczej na Ukrainie. Jest to pierwszy krok w kierunku zbudowania korzystnej atmosfery. Istnieje wciąż jednak wiele uwarunkowań, które często zniechęcają polskich przedsiębiorców do ekspansji zagranicznej w kierunku Ukrainy i to nad nimi rządy obu krajów winny się pochylić.
The inspiration to create this summary was research carried out on the Polish–Ukrainian internationalization of business activity conditions and their models. The article contains conclusions based on the authors’ interviews with Ukrainian businessmen and government officials, as well as an analysis of legal acts related to establishing a business in Ukraine by members of the Polish business community. A reference to fundamental regulations is presented. The research shows that serious legal easements for starting a business in Ukraine have occurred. This is the first step towards building a positive atmosphere. However, there are many factors which often discourage Polish entrepreneurs to initiate foreign expansion towards Ukraine and, on this basis, beyond its borders. The governments of both countries should pay attention to them. In this context, the article contains initial provisions for improving the legislative base of Ukraine in the field of internationalization. For Polish entrepreneurs, the basic recommendations for establishing a business in Ukraine are justified.

Celem artykułu jest identyfikacja i analiza czynników potencjału finansowego oraz inwestycyjnego jednostek samorządu terytorialnego, determinujących jego aktywność inwestycyjną. Wnioskiem płynącym z pracy jest to, że na aktywność inwestycyjną wpływ mają czynniki ekonomiczne i pozaekonomiczne. Aby zrealizować postawiony w pracy cel, wykonano studia literatury przedmiotu, gdzie wykazano, że na poziom aktywności inwestycyjnej samorządów najbardziej oddziałują przyjęte rozwiązania dotyczące polityki finansowej oraz sposobu i zakresu finansowania samorządów, położenie geograficzne, dostępność zasobów czy terenów inwestycyjnych, a także zapotrzebowanie na inwestycje i źródła finansowania. Dlatego problematyka długoterminowej aktywności inwestycyjnej jednostek samorządu terytorialnego jest wciąż aktualna.
The main aim of this article is to identify and analyze the key factors of the financial capacity and investment of local government units. General conclusion of the work is that on that investment activity of local governments affected by diversified factors: economic and non-economic. On the basis of conducted query literature demonstrated that the level of investment activity of local governments most affected by the solutions adopted for the financial policy and the manner and scope of financing local governments. However, it should be noted that both the functioning legislation laying down rules for the functioning of local governments and their financial situation are constantly changing, so the problem of long-term investment activity of local government units is still valid.

The main purpose of the work was to present off-budget methods of financing municipal investments with focus on municipal bonds. As for investment risk assessment, municipal bonds are considered the safest securities, resulting from the public-law status of a local government unit. An essential attribute of a municipal issuer is that a local government unit cannot go bankrupt. The research was conducted in 2017, and the primary research tool was a questionnaire sent to 606 rural communes that are members of the Union of Rural Municipalities (Polish abbrev. ZGW). One hundred thirty-two questionnaires were received in response from rural communes located in all voivodships. The conducted survey showed that the essential source of extra-budgetary financing for municipalities is EU subsidies as well as loans and credits. Over 60% of the surveyed do not use municipal bonds because they do not know such a financial instrument and are afraid of the municipality’s excessive debt. It seems that important reasons for this are the caution and reluctance to use instruments that are not well known.
Głównym celem pracy było pokazanie pozabudżetowych sposobów finansowania inwestycji gminnych ze szczególnym uwzględnieniem obligacji komunalnych. Z punktu widzenia oceny ryzyka inwestycyjnego obligacje komunalne są zaliczane do najbardziej bezpiecznych papierów wartościowych, co wynika z publicznoprawnego statusu jednostki samorządowej. Istotnym atrybutem emitenta komunalnego jest fakt, że jednostka samorządowa nie może zbankrutować. Badania prowadzone były w 2017 roku, a podstawowym narzędziem badawczym był kwestionariusz ankietowy rozesłany do 606 gmin wiejskich będących członkami Związku Gmin Wiejskich (ZGW). Zwrotnie otrzymano 132 ankiety od gmin wiejskich znajdujących się na terenie wszystkich województw. Przeprowadzone badania ankietowe pokazały, że podstawowym źródłem pozabudżetowego finansowania dla gmin są dotacje unijne oraz kredyt i pożyczka. Ponad 60% ankietowanych gmin nie korzysta z emisji obligacji komunalnych, ponieważ nie mają wiedzy na temat takiego instrumentu finansowego, a także obawiają się nadmiernego zadłużenia gminy. Wydaje się, że ważnym powodem takiego stanu rzeczy jest ostrożność gmin oraz niechęć do korzystania z instrumentów, które nie są im dobrze znane.

W artykule przedstawiono główną charakterystykę zaufania jako ekonomiczną kategorię. Zaufanie odgrywa istotną rolę w edukacji z zachowania inwestycyjnych oszczędności ludności. Omówiono analizę wpływu różnych źródeł informacji na stworzenie indywidualistycznych inwestycyjnych strategii. Zaprezentowano, w jaki sposób podtrzymywane jest zaufanie ludności do finansowych i kredytowych instytucji w gospodarce, oraz co poddaje się transformacji.
The article deals with basic characteristics of trust as an economic category. It describes the defining role of trust in forming of investment savings behavior of population. The article also provides the analysis of influence of various sources of information upon making individual investment strategies. And the basic directions of how to support trust of the population towards financial and credit institutions in transformative economy are suggested.

W artykule zaprezentowano źródła finansowania inwestycji małych i średnich przedsiębiorstw. Ich ocena została przeprowadzona na podstawie informacji statystycznej oraz badań ankietowych firm funkcjonujących na terenie województwa lubelskiego. Wydatki inwestycyjne w badanej grupie podmiotów gospodarczych w ostatnich latach znacząco wzrosły, lecz nadal są niskie. Finansowane są głównie środkami własnymi. Poziom innowacyjności inwestycji wprawdzie rośnie, lecz jest niewystarczający. Konieczne jest wsparcie procesów innowacyjnych w małych i średnich przedsiębiorstwach poprzez odpowiednie zmiany w przepisach prawnych i działania władz lokalnych.
The article presents the sources of financing of small and medium-sized enterprises. Their evaluation was based on statistical information and surveys of businesses operating in the Lublin province. Capital expenditures in the group of economic operators in recent years significantly increased, but still low. Are mainly financed with own funds. The level of innovation investment, while growing, but it is insufficient. It is necessary to support innovation processes in SMEs by appropriate changes in legislation and the activities of local authorities.

The purpose of this article is to assess the investment activity (investing activities) of companies in Poland depending on the industry they belong to. The first part of the study presents theoretical issues concerning business investments. The second part presents a comparative study of the investment activity of Polish companies operating in various industries. In this study, in order to assess the investment activity of companies in Poland based on the industry they belong to, two selected methods of linear ordering (the method of sums and Hellwig‘s method) were used, both falling within the scope of a multidimensional comparative analysis. In the analyzed period, the majority of examined industries showed high fluctuations in their investment activity, which is likely due to the uncertainty faced by Polish companies. Industries showing the highest level of investment activity in 2010-2016 in both methods are: industrial sector, administration and support activities, transportation and warehousing, real estate services. Industries showing the lowest level of investment activity are: education, trade and repair of motor vehicles.
Celem artykułu jest ocena aktywności inwestycyjnej przedsiębiorstw w Polsce w ujęciu branżowym. W pierwszej części opracowania przedstawiono zagadnienia teoretyczne dotyczące inwestycji przedsiębiorstw. W drugiej zaś przedstawiono badanie porównawcze aktywności inwestycyjnej przedsiębiorstw w Polsce działających w różnych branżach. W prezentowanym badaniu, w celu oceny aktywności inwestycyjnej przedsiębiorstw w Polsce w ujęciu branżowym zastosowano dwie wybrane metody porządkowania liniowego (metodę sum oraz metodę Hellwiga), które mieszczą się w obrębie wielowymiarowej analizy porównawczej. W analizowanym okresie w większości badanych branż aktywność inwestycyjna wykazywała się wysokimi fluktuacjami, co jest prawdopodobnie wynikiem niepewności, z jaką zmagają się polskie firmy. Branże charakteryzujące się najwyższym poziomem aktywności inwestycyjnej w latach 2010-2016 w obu zastosowanych metodach to: przemysł, administrowanie i działalność wspierająca, transport i gospodarka magazynowa, obsługa rynku nieruchomości. Branże charakteryzujące się najniższym poziomem aktywności innowacyjnej to: edukacja, handel i naprawa pojazdów samochodowych.
