In the article, the author describes the National Guard of the Russian Federation as a new formation formed recently in connection with the changes of the Russian uniformed services. The aim of the article is to familiarize readers with the purpose, mission and tasks of the new formation. The author emphasizes that federal services, including the National Guard, operate independently of the Russian armed forces and are directly controlled by the president of the Russian Federation as internal forces. Now the National Guard is becoming the core element of such forces. The new formation has taking over the part of the tasks of internal forces, including part of mission of the special police departments, for instance OMON. The director of the new Federal Service is also the commander of the National Guard. This means that the current changes are creating a coherent internal security system, based on an alternative internal army. The author describes the results of his literature research and open sources on the subject.

Zapewnienie bezpieczeństwa wewnętrznego należy do  podstawowych zadań  współczesnych państw. W celu jego skutecznej realizacji w obrębie  swoich systemów bezpieczeństwa  tworzoną one specjalistyczne subsystemy bezpieczeństwa wewnętrznego. Francja to państwo, w którym  także tego rodzaju subsystem funkcjonuje. Jednym z najważniejszych jego ogniw jest Policja Narodowa. Dążąc do ukazania miejsca tej formacji we wspomnianym subsystemie w pierwszej części artykułu ukazano istotę tego rodzaju subsystemów, a następnie scharakteryzowano ogólny kształt systemu bezpieczeństwa wewnętrznego V Republiki Francuskiej. W dalszej kolejności podjęto kwestię podstaw prawnych funkcjonowania Policji Narodowej we Francji oraz ukazano jej strukturę organizacyjną. W końcowej części artykułu analizie poddano  zakres zadań, potencjał personalny i materialny Policji Narodowej oraz jej współpracę międzynarodową w zakresie zapewnienia bezpieczeństwa wewnętrznego. W trakcie  prac nad artykułem posłużono się metodą analizy prawnej oraz analizy systemowej.
Ensuring internal security is one of the basic tasks of modern states. In order to implement it effectively within their security systems, they created specialized internal security subsystems. France is a country in which this type of subsystem also functions. One of its most important links is the National Police. In order to show the place of this formation in the aforementioned subsystem, the first part of the article presents the essence of this type of subsystem, and then characterizes the general shape of the internal security system of the 5th French Republic. Next, the issue of the legal basis for the functioning of the National Police in France was raised and its organizational structure was presented. In the final part of the article, the scope of tasks, personnel and material potential of the National Police and its international cooperation in ensuring internal security were analyzed. During the work on the article, the methods of legal analysis and system analysis were used.

The article attempts to fi nd an answer as to what internal security is today and how it can be defi ned and placed in the conceptual framework of other types of security, such as external and national security. As the article underlines, the era of separating the concepts of internal and external security has become out of date, which is due to the fact that security is in a process of constant evolution, alongside with its defi nitional scope. Over the years, the process of the evolution of internal security in Poland has involved the change of both the very institutional system, understood as the administrative apparatus of internal security, and the phenomenon of internal security itself, which has been and still is being infl uenced by the changing nature of security threats. The article describes the process of the evolution of internal security in Poland, conditioned both by the socio-economic development and by the transformation of the political system. Attention is also drawn to the technological and information revolution in the context of its huge impact on subsequent changes in the so-called phenomenon of internal security globalisation, which creates a system of interdependencies in the area of security, including international security.

This study has been dedicated to counter-terrorism forces which form part of the Police Force. Its officers deal with physical neutralisation of terror threats and they take part in fighting against organised crimes on the Slovak Republic territory. The material also addresses the issue of special use of firearms by operators and police sharpshooters who perform their daily duty in specialized counter-terrorism units. The study has been prepared within the framework of the realization of international scientific and research project implemented under the Horizon 2020-FCT-2015 operational programme, No: 700688, entitled: Understand the Dimensions of Organized Crime and Terrorist. The article describes the system of police education in the Czech Republic on the basis of the mandatory obligations that regulate it. Most importantly, it is act No. 361/2003 Coll. on Service Relationship of Members of the Security Corps, whose section 45 contains the obligation of the Security Corps’ members to educate themselves. Having described the specificity of the Czech Police in the light of the abovementioned regulations, and having depicted the educational system that prepares Czech policemen to their service, the authors follow on to the assessment of the current state of police education in Czech Republic backed up by statistic data. Finally, fact-based scenarios are presented on how the contemporary Czech police education system may be improved in the future.

These phenomena are characterized by diversity, intensity, as well as unpredictability of the scale and consequences of their occurrence. This article is an attempt at showing the most important elements of the creation of the Schengen Area and the perfection of the mechanisms of managing this great European project in the context of the internal security of the Member States implementing it. During the course of work on the implementation in real life of the idea of free movement in the territory of the EU, including also on the Schengen Treaties, it was known that the facilitation of the flow of persons between the Member States has not only positive, but also negative consequences. Therefore, it was deemed necessary to apply the appropriate instruments compensating the envisaged threats to internal security, among other things, by: the establishment of police co-operation and the creation of the Schengen Information System. After a presentation of the mechanisms of the functioning and evolution of these instruments, the article presents actions taken in connection with the crisis regarding the reintroduction of border controls in 2011. Among other things, plans of undertakings aimed at strengthening the mechanisms of managing the Schengen Area and ensuring appropriate support to the Member States which may face critical situations have been characterised. In the conclusions ending the article it has been indicated that the free movement of persons within the territory of the Schengen Area without internal border controls is one of the major achievements of the EU and a list of the operational and strategic benefits related thereto has been presented.
Artykuł jest próbą ukazania najistotniejszych elementów procesu tworzenia strefy Schengen oraz doskonalenia mechanizmów zarządzania tym wielkim europejskim projektem w kontekście bezpieczeństwa wewnętrznego krajów które go realizują. W trakcie prac nad wcielaniem w życie idei swobodnego poruszania się po ternie UE w tym także nad układami z Schengen zdawano sobie sprawę, że z ułatwieniami w przepływie osób pomiędzy państwami członkowskimi wiążą się nie tylko pozytywne, ale i negatywne skutki. W związku z tym uznano za konieczne zastosowanie odpowiednich instrumentów kompensujących przewidywane zagrożenia dla bezpieczeństwa wewnętrznego m.in.: ustanowienie współpracy policyjnej oraz utworzenie Systemu Informacyjnego Schengen. Po ukazaniu mechanizmów funkcjonowania i ewolucji tych instrumentów w dalszej części artykułu ukazano działania związane z kryzysem w zakresie przywracania kontroli na granicach w 2011 r. Scharakteryzowano m.in. projekty przedsięwzięć mających wzmocnić mechanizm zarządzania strefą Schengen oraz zapewnić odpowiednie wsparcie państwom członkowskim, które mogą stanąć w obliczu sytuacji krytycznych. W ramach konkluzji zamykających opracowanie wskazano na to, że swobodne przemieszczanie się w obrębie obszaru bez kontroli na granicach wewnętrznych jest jednym z największych osiągnięć UE i ukazano listę wiążących się z tym korzyści operacyjnych i strategicznych.

W artykule zarysowano problematykę wpływu funkcjonalnego COVID-19 na system bezpieczeństwa wewnętrznego w Polsce. Problem badawczy przyjął formę pytania o to, w jaki sposób COVID-19 wpływa na system bezpieczeństwa wewnętrznego w Polsce w funkcjonalnym wymiarze tego systemu. Rozwiązano go z zastosowaniem teoretycznych i empirycznych metod badawczych (w tym analizy źródeł). Zaprezentowano relacje pomiędzy pandemią i sposobami reagowania właściwych systemów operacyjnych, aby w konsekwencji skupić się na zmianach w funkcjonowaniu systemu bezpieczeństwa wewnętrznego RP w związku z pandemią COVID-19. Dokonano analizy zmian w kontekście realizacji strategii adaptacyjnej wspomnianych systemów operacyjnych do warunków zagrożenia spełniającego rygory definicyjne katastrofy. Autorzy przedstawili złożoność i wieloaspektowość materii wpływu COVID-19 na system bezpieczeństwa wewnętrznego w Polsce. Szczególną uwagę poświęcono płaszczyźnie funkcjonalnej, płaszczyźnie organizacyjnej i płaszczyźnie zasobowej. Badania objęły m.in. system zarządzania kryzysowego (w odniesieniu do zagrożeń wewnętrznych względem państwa), KSRG, system PRM, system ochrony granicy państwowej, system bezpieczeństwa publicznego. Wyniki zaprezentowanych badań potwierdzają, że materializacja epidemii może prowadzić do powstawania zagrożeń bezpieczeństwa (w tym porządku) publicznego, a także generować wyzwania dla bezpieczeństwa ustrojowego. Artykuł dostarcza wiedzę nie tylko związaną z zarządzaniem obecną pandemią, ale również na potrzeby przygotowania się na kolejne tego rodzaju zagrożenia, którego wystąpienie zdaje się być jedynie kwestią czasu.
The article outlines the issue of the functional influence of COVID-19 on the internal security system in Poland. The research problem was a question in what way COVID-19 influences the internal security system in Poland in its functional dimension. A solution was found to this problem with the use of theoretical and empirical research methods (including sources analysis). The relationship between the pandemic and the response methods of relevant operational systems was presented to consequently focus on changes taking place in the functioning of the internal security system of the Republic of Poland in connection with the COVID-19 pandemic. An analysis was carried out of changes in the context of the implementation of the adaptation of the operational systems strategy to the threat that meets the rigors of defining a catastrophe. The authors presented the complexity and multifaceted nature of the impact of COVID-19 on the internal security system in Poland. Particular attention was paid to the functional, organizational and resource levels. The research covered among others the crisis management system (regarding to internal threats for the state), the National Rescue and Firefighting System, PRM system, state border protection system and the public safety system. The results of the presented research provide proof that the occurrence of an epidemic may give rise to hazards to public security (including public order) and generate challenges for systemic security. The article provides information not only related to the management of the current pandemic, but also to needs of becoming ready for the next threats of a similar type, the occurrence of which seems to be only a matter of time.

Żandarmeria Wojskowa jest wyodrębnioną i wyspecjalizowaną formacją wchodzącą w skład Sił Zbrojnych Rzeczypospolitej Polskiej (SZRP). Jej funkcjonowanie opiera się o zapisy Ustawy z dnia 24 sierpnia 2001 r. o Żandarmerii Wojskowej i wojskowych organach porządkowych. Unormowania ustawowe umożliwiają funkcjonowanie Żandarmerii Wojskowej (ŻW) w zorganizowanym systemie bezpieczeństwa państwa, co pozwala na przeciwdziałanie zdefiniowanym zagrożeniom, jak również elastyczne reagowanie na pojawiające się nowe rodzaje zagrożeń z jednoczesną możliwością ustanawiania poziomu gotowości do działania w zależności od skali występowania zjawisk negatywnych. Do zagrożeń dla bezpieczeństwa wewnętrznego, w których zwalczaniu uczestniczy Żandarmeria Wojskowa, oprócz terroryzmu należy zaliczyć zagrożenia związane z działaniem sił natury i związanych z ich wystąpieniem masowych zniszczeń oraz katastrof, a także przestępczością zorganizowaną i pospolitą. Jednakże z punktu widzenia założeń dotyczących osiągania zdolności przez Żandarmerię Wojskową spektrum zagrożeń dla bezpieczeństwa wewnętrznego jest jeszcze szersze i może również obejmować konflikty pomiędzy grupami społecznymi i etnicznymi oraz subkulturami, a organami władzy zarówno samorządowej, jak rządowej w zależności od poziomu i skali występowania zjawiska, a także przeciwko Siłom Zbrojnym RP. Te i inne aspekty udziału Żandarmerii Wojskowej w narodowym systemie bezpieczeństwa RP autor przedstawia w niniejszym opracowaniu.
The Military Police is a separate and specialised service of the Polish Armed Forces. It operates in accordance with the Act of 24 August 2001 on the Military Police and the military forces of law and order. Legal regulations enable the Military Police to function within the structured Polish internal security system, which allows to counteract common threats as well as reacting to new kinds of threats in a flexible way with a simultaneous possibility of adjusting the levels of alertness to the nature of particular negative phenomena. The threats for our internal security monitored by the Military Police include terrorist attacks, natural disasters and the resulting massive damages as well as organized and common crime. However, as far as the levels of alertness of the Military Police are concerned, the spectrum of threats to our internal security is much wider and they include issues such as conflicts between social and ethnic groups, subcultures and local or state authorities as well as military forces, depending on the occurring phenomenon. These and other aspects of the Military Police participation in the national security system of the Republic of Poland have been presented in this study.

The paper represents an attempt to analyse the reasons and consequences of the radical refocusing of the Polish state’s system in the interwar period. The thesis was advanced that in the interwar period in Poland two fundamentally different models of polity and governance of the state were created, which had a material bearing on the state’s general domestic situation, including also the security and stability of the polity. The presented arguments suggest that in the years 1918-1939 the model of the Polish polity evolved from the strengthening of the executive authority, during the initial formation of the independent state entity, through the representative parliamentary democracy, and up to the presidential polity, in which the president clearly dominated over the legislative and judicial authorities. Such momentous changes introduced over a relatively short period of time could be the evidence of destabilisation of the political scene and could also indicate that the bases of the democratic polity of the state were not firmly established in the interwar period.

In this article, reference is made to specific problems in the field of logistics management of internal security. Logistics management in the field of internal security consists of formulating the strategy, planning, control and process control flow and storage of stocks in order to adjust to the needs and satisfy them, as a function of the scale of the system components and how they manage to determine the effectiveness and efficiency of rescue operations in emergency of persons, property and infrastructure.

Opis:
Rzeczpospolita Polska jak każde państwo narażona jest na szereg zagrożeń o charakterze zewnętrznym jak i wewnętrznym. Dynamicznie zmieniająca się sytuacja geopolityczna, rozwój cywilizacyjny i technologiczny wpływają na powstanie nowych zagrożeń w sferze związanej z wewnętrzną stabilnością państwa, którego kondycja oddziałuje nie tylko na jego instytucje, ale także na obywateli oraz relacje międzynarodowe. Jak wiadomo, pojęcie państwa implikuje trzy elementy w postaci: określonego terytorium, ludności zamieszkującej to terytorium oraz władzy (rządu), mającej charakter władzy najwyższej, to jest suwerennej 1. Ponieważ bezpieczeństwo ustrojowe związane jest z trzecim z wymienionych elementów, jego zachowanie niewątpliwie istotne jest z punktu widzenia egzystencji państwa.
The Republic of Poland, like any other country, is exposed to a number of external and internal threats. The rapidly changing geopolitical situation as well as civilisational and technological development are creating new threats in the sphere of internal stability of a state, whose condition affects not only its institutions, but also its citizens and international relations. As we known, the concept of state includes the following three elements: a particular territory, the population living on that territory and a sovereign power (government) of supreme authority. Since systemic security is linked to the third of these elements, undoubtedly its preservation is important for the existence of the State.

Opis:
Jednym z największych zagrożeń i wyzwań dla współczesnych państw jest funkcjonowanie programów masowej inwigilacji i wpływ nowych technologii informacyjnych na ograniczenie prywatności. Celem niniejszego artykułu jest przedstawienie genezy, wizji funkcjonowania oraz krytyki programu Social Credit System (SCS), który powstaje w Chińskiej Republice Ludowej. Głównym problemem badawczym wynikającym z założonego celu była odpowiedź na pytania: czym jest SCS w Chińskiej Republice Ludowej, jaka jest geneza jego powstania oraz na czym polega jego funkcjonowanie? Do rozwiązania problemów badawczych zastosowane zostały następujące metody badawcze: metoda monograficzna, metoda badania dokumentów, metoda analizy i krytyki piśmiennictwa oraz metoda analizy i syntezy. Biorąc pod uwagę wstępnie przeprowadzone badania, autor postawił następującą hipotezę badawczą: SCS należy traktować znacznie szerzej niż tylko program mający na celu masowy nadzór nad chińskim społeczeństwem i powstrzymywanie zagrożeń związanych z separatyzmem, terroryzmem i buntem społecznym (kolorowymi rewolucjami). Jest on jednym z narzędzi budowania społeczeństwa opartego na tradycyjnych chińskich wartościach i tożsamości narodowej: lojalności, harmonii, prawości i uczciwości. Społeczeństwa zdyscyplinowanego, które obok silnej i innowacyjnej gospodarki umożliwi Chinom uzyskanie statusu globalnego mocarstwa, podważając tym samym jednobiegunowy „amerykański porządek międzynarodowy”. Pomimo iż Chiny nie są państwem demokratycznym, powodzenie systemu może przyczynić się do wdrożenia podobnych rozwiązań w innych krajach Azji. Tym samym zasadne wydaje się prowadzenie badań nad SCS. 
Mass surveillance programmes and the impact of new information technologies on privacy restriction are among the greatest threats and challenges faced by modern countries. This article aims to present the origins and functional vision of, and some critical remarks on, the Social Credit System (SCS) under development in the People’s Republic of China. The underlying research issue arising from the assumed objective was to respond to the following questions: What is the SCS developed in the People’s Republic of China? What are its origins? How exactly does it function? The following research methods were used to solve the research queries: the monograph method, the document analysis method, the literature analysis and critique method, and the analysis and synthesis methods. In view of the preliminary investigation, the author formulated the following research hypothesis: the SCS should be viewed in a broader sense than merely as a programme aimed at conducting mass supervision of the Chinese society and preventing threats of separatism, terrorism, and social riot (colour revolutions). It is one of the tools to shape a society based on traditional Chinese values and national identity: loyalty, harmony, integrity, and fairness ‒ a disciplined society which, along with a strong and innovative economy, will enable China to attain the status of global power, thus questioning the American “unipolar world order”. Although China is not a democratic country, the system’s success can contribute to implementing similar solutions in other Asian countries. Therefore, it appears justified to conduct studies focused on the SCS.

Opis:
Opracowanie określonych regulacji i konkretne działania to podstawowy środek do zapewnienia bezpieczeństwa zasobów informatycznych rachunkowości w jednostkach gospodarczych. Jednostki w Polsce od 1995 roku stosują się do określonych zapisów ustawy o rachunkowości w tym zakresie. Badania autorki na temat aktualnego poziomu zapewnienia bezpieczeństwa zasobów informatycznych rachunkowości w jednostkach potwierdziły, że znacznie się on różni w poszczególnych sektorach i typach badanych jednostek. W artykule przyjęto hipotezę: jednostki, które przyjęły do stosowania dodatkowe regulacje (standardy, rekomendacje) dotyczące kontroli wewnętrznej mają skuteczniejszy system kontroli wewnętrznej w rachunkowości prowadzonej w środowisku informatycznym. Na podstawie zaprezentowanych wyników badań empirycznych hipoteza ta została pozytywnie zweryfikowana, ponieważ w jednostkach, w których obowiązują dodatkowe regulacje branżowe w tym zakresie kierownictwo bardziej angażuje się w zapewnienie bezpieczeństwa zasobów informatycznych rachunkowości. Podczas badań ankietowani wskazali, że oczekują opracowania dla nich regulacji (rekomendacji, wytycznych), które pomogą im doskonalić kontrolę wewnętrzną w tym obszarze. Celem artykułu jest przedstawienie autorskiej propozycji założeń do rekomendacji dotyczącej kontroli wewnętrznej w tym zakresie. Wprowadzenie takiej rekomendacji może pomóc kierownikom jednostek w projektowaniu nowych i doskonaleniu obecnych systemów kontroli wewnętrznej w rachunkowości prowadzonej w środowisku informatycznym. W artykule zaproponowano także autorski model systemu kontroli wewnętrznej, który został opracowany w wyniku analizy kilku wiodących koncepcji i regulacji światowych oraz krajowych, ogłoszonych w przedmiotowym zakresie. Metody badawcze wykorzystane w opracowaniu to analiza piśmiennictwa oraz regulacji w przedmiotowym zakresie, analiza wyników badań ankietowych i wnioskowanie.
Developing appropriate legal regulations and taking specific actions are the basic tools for ensuring accounting information resources security (AIRS) in business entities. Since 1995 businesses have been following appropriate provisions of the Accounting Act with regard to AIRS. However, the author’s research on the current level of AIRS assurance level in businesses showed that AIRS level varies considerably in various types of businesses. The following hypothesis is proposed in the paper: entities that endorse additional regulations (standards or recommendations) concerning internal control have a more effective internal control system in the area of accounting in the IT environment. On the basis of the presented empirical results, this hypothesis was confirmed, as in entities which follow additional industry regulations in this respect, the management is more committed to ensuring the security of IT accounting resources. During the research, the respondents indicated that they expect to have regulations developed (recommendations, guidelines) that will help them improve internal control in this area. The objective of the paper is to present original contribution to developing a national internal control recommendation . The introduction of such a recommendation may help managers design new and improve existing internal control systems in the area of accounting in an IT environment. Research methods used by the author include analysis of literature and legislation, analysis of survey results and inference.
