Opis:: User at the Inland Sea requires high position accuracy which is 5 m (2drms) or less. Therefore the position accuracy of standalone GPS is insufficiency. Consequently it needs to use DGPS for navigator sailing the Inland Sea. We executed numerical simulation of the propagation characteristic on the extended line of bridge pier at opposite side from DGPS station, and already confirmed that bit error in DGPS correction data signal occurs, and that correction data could not form by bit error. Furthermore, we carried out numerical simulation of the propagation characteristic of DGPS correction data signal received at sailing through center of the bridge, and solved receiving condition of DGPS correction data signal before and after passing through the bridge. In this paper, we executed to inspect mutually results of electric field intensity simulation for oversea and overland propagation on some sea area of the Inland Sea and measuring results of electric field intensity for DGPS correction data signal, and evaluated the possibility of abnormal propagation comprehensively.

Opis:: The sea-river navigation consists on ships manoeuvring on inland waters to ports, which are situated sometimes a few hundredths kilometres inside to land. On polish waters, the sea-river shipping is possible mainly on Odra, Wisła and Warta rivers. Such shipping is much advanced on water areas of Swinoujscie, Police and Szczecin ports. The leading of safely navigation requires first of all the high accuracy ship's positioning to avoid the contact with fixed objects and other ships. Therefore, the requirements for position accuracy are much stricter than those in open sea and offshore navigation. The radar is one of the basic devices, which facilitates safe navigation in various conditions-especially in reduced visibility. The basic information for the navigator is presented on the display screen. Presently, the display commonly used on board sea-going ships and other sailing craft is the type ,,P" display (PPI-Plan Position Indicator). The exploitation restrictions of radar can caused some problems in detection, discrimination and presenting of situation during navigation on inland water areas. There is possibility to shipping of sea-river ships to the ports in lower part of Odra river. The paper presents some problems of using the radar in inland navigation on these area. The results of real research will be showed.

Opis:: Development of the river sea transport is directly related to the characteristics of waterway network which enables navigation between river basins and seas. Inland waterways in Serbia belong to the Danube navigational system. There are two navigational directions: Danube East and Danube West. River-sea transport can be directly established in these directions between the Serbian international ports on the Danube (Apatin, Novi Sad, Belgrade, Pan?evo, Smederevo and Prahovo). Development of the Pan-European Corridor VII and the River Danube-Black Sea and Danube-Rhine-Main region would allow not only in Serbia but also in neighbouring states and all over Europe connection with the sea. In this paper the technical and exploitation characteristics of the river Danube will be analysed in terms of the navigation of various river and sea vessels with different exploitation characteristics.

Opis:: Sea–river ships can connect the area inside of land with oversea places without of indirect trans- shipment. In many cases the sea-river ships move on waterways (natural and artificial) inside of land for hundreds kilometres. Navigation in inland waters has to meet the same requirements as those for pilot navigation. This is due to the relations between the ship size and other objects on water area. These ones caused the navigation more hard then on open seas. The paper presents the criterion of safety assessment of navigation during sea-river ships manoeuvring ship in inland waters.

Opis:: This article presents a wider perspective on possibilities of Motorways of the Sea development in the Adriatic Sea, with a special emphasis on the eastern coast of the Adriatic Sea. A complete overview of Motorways of the Sea development has been presented, and key elements influencing the development of Motorways of the Sea were analysed. It has been ascertained that there exist a lot of bottlenecks in the connection to the transport infrastructure in South East Europe. Superannuated port infrastructure, unsuitable inland connections, and nonexistent IT tools for electronic data exchange between all participators in the logistics chain hinder dynamic development of Motorways of the Sea. All these elements were thoroughly analysed, and a proposal for a macro transport strategy suitable for South East Europe has been exposed. It has been accentuated that there is a future for Motorways of the Sea introduction but all described bottlenecks have to be further analysed and removed in a short period of time, to stimulate private sector for financial investments.

Opis:: Przedmiotem artykułu jest analiza pojęcia armatora, którego użyto w ustawie o żegludze śródlądowej. W opracowaniu dokonano rozróżnienia terminu „armator” występującego w Kodeksie morskim oraz w ustawie o żegludze śródlądowej. Wskazano m.in., że definicja zawarta w tym drugim akcie prawnym jest wprawdzie bardzo szeroka, jednak nieprecyzyjna. Dla zrozumienia analizowanego pojęcia nie można także korzystać z Kodeksu morskiego. W przeciwieństwie do niego ustawa o żegludze śródlądowej w większym stopniu uzależnia przesłanki „bycia” armatorem od treści zawartej między stronami umowy. W opracowaniu skoncentrowano się także na różnicach pomiędzy pojęciem statku morskiego a statku śródlądowego.
The subject of this article is the analysis of the notion of “armator” (an inland waterway vessel operator) used in the Inland Waterways Act. It is argued that there is a distinction between the notion of “armator” used in the Maritime Code Act and the same word being used for the purpose of the Inland Waterways Act. It was shown that the definition of “armator” in the Inland Waterway Act is broad but imprecise. Moreover, the Maritime Code Act cannot serve as a reference to get a better understanding of this notion. It was presented that contrary to the Maritime Code Act, the attributes pertaining to “armator”, according to the Inland Waterways Act, depend more on the content of a particular contract “armator” entered into. The article focuses also on the differences between “statek morski” (a ship) and “statek śródlądowy” (an inland waterway vessel). We have suggested some criteria that may make the distinction between “statek morski” (a ship) and “statek śródlądowy” easier.

Opis:: In many cases, sea ships are required to call at ports situated several hundred kilometers inland, including several different types of ship (freight, passenger, recreational). The main benefit of sea-river navigation is that ships may enter inland and carry cargo to the ports of other countries without their cargo having to be transferred several times. This method significantly reduces the risk of damage to the cargo and also lowers transport costs. An important element in sea-river shipping which is showing an increasing trend is that of passenger shipping (cruisers). This article analyzes the current situation of this type of navigation in Poland. Several examples of shipping routes on inland waters are presented.

Opis:: Celem polityki transportowej Unii Europejskiej jest utworzenie zintegrowanego oraz efektywnego systemu transportowego. Założenia do planów rozwoju śródlądowych dróg wodnych w Polsce na lata 2016-2020 z perspektywą do 2030 roku zakładają rewitalizację dróg wodnych w Polsce do minimum IV klasy drogi wodnej o znaczeniu międzynarodowym. Modernizacja obecnej infrastruktury liniowej oraz punktowej jest niezbędna do sprawnego rozwoju żeglugi śródlądowej na odcinku Dolnej Wisły. Odcinek Dolnej Wisły wraz z infrastrukturą punktową może wpłynąć na wzrost przepływu ładunków m.in. transportem intermodalnym w strefie korytarza Bałtyk-Adriatyk. W artykule została zawarta tematyka dotycząca znaczenia korytarza Bałtyk-Adriatyk w Transeuropejskiej Sieci Transportowej TEN-T. Dodatkowo artykuł zawiera informację odnośnie infrastruktury punktowej na zrewitalizowanym odcinku Dolnej Wisły.
The main goal of European Union's transportation policy is to create effective and integrated transportation system. According to development plans of internal waterways in Poland for 2016-2020 with a view to 2030 it can be assumed that there is going to be a revitalization of waterways in Poland up to minimum fourth class level of international waterways. The modernization of current line and point infrastructure is crucial for efficient development of inland shipping on Lower Vistula's part. The part of Lower Vistula along with the point infrastructure can affect the increase of cargo flow, for example: intermodal transport of the Baltic Sea-Adriatic Sea corridor. Article includes the meaning of Baltic Sea-Adriatic Sea corridor in reference to transeuropean transportation TENT network. Moreover, an article includes the information regarding infrastructure of Lower Vistula's revitalized part.

Opis:: This article presents the principles of data transmission and processing in a module of duplex transmission of messages as required by ship reporting in the RIS (River Information Services) system. Technical specification of messages intended for ship commanders is analyzed. Data standards in harmonized River Information Services on inland waterways are presented. Furthermore, the analysis covers message structures, encrypting in XML format for electronic reporting by ships. Finally, the author evaluates the advantages of introducing the RIS system for the safety of inland vessel traffic and the effect of the system on environmental protection.

Bezpośrednie przewozy morsko-rzeczne rozwijają się w krajach, w których istnieją bardzo dobre warunki naturalne do prowadzenia żeglugi, głównie w deltach największych europejskich rzek. Poprawa parametrów infrastruktury transportu wodnego śródlądowego tworzy perspektywy dla rozwoju bezpośrednich przewozów morsko-rzecznych, zwiększając potencjał rozwoju portów śródlądowych oraz umożliwiając obsługę nowych ładunków i relacji przewozowych.
Sea-river transport in Europe is a complex segment of the transport services market. It mainly implements homogeneous transport needs, which makes business fluctuations and structural changes in industry have a particularly strong impact on its activity. Sea-river transport develops in countries where there are very good natural conditions for shipping, mainly in the deltas of the largest European rivers. Improving the parameters of inland waterway transport infrastructure creates possibilities for the development of sea-river transport, increasing the potential for developing inland ports and enabling the handling of new cargo and transport relations.

Opis:: Nowe koncepcje przewidują zaangażowanie statków żeglugi przybrzeżnej do transportu towarów śródlądowymi drogami wodnymi w Europie. W artykule zaprezentowano wykorzystanie małych jednostek morskich do żeglugi śródlądowej, a także przyszłościowe przystosowanie barek i pchaczy do żeglugi morskiej. Zostały przytoczone opisy norm wg których budowane są statki żeglugi przybrzeżnej, a także jednostki żeglugi śródlądowej. Opisane zostały różnice między tymi klasami i wskazane zostały rozwiązania, dzięki którym można przystosować oba rodzaje jednostek do eksploatacji w żegludze śródlądowej. Przedstawiono możliwość zastosowania nowej klasy jednostek do transportu tych ładunków do Świnoujścia i dalej do Skandynawii.
New conceptions predict the involvement of coastal vessels to cargoes transport by European inland waterways. The paper presents the use of small sea ships (coaster class) for inland navigation and the future adaptation of barges and pusher tugs to sea navigation. This article also shows the norms according to which coasters ships and inland ships are built. Differences are described between these classes and solutions to them are indicated. Moreover, forecasts are presented as well which predict a growth of inland waterway transport of agriculture and wood products by the Odra river. Finally, the possibilities of using a new class of ships to transport these cargoes to Świnoujście and by sea to scandinavia are mentioned in detail.

The work presents quantative specification of spills of dangerous substances which took place in the years 1992 - 1996 on waters under US jurisdiction. The work also presents physical and chemical properties of monomers most often transported by sea as well as propositions of neutralizing the spills.
