Based on the assessment of contemporary reality, it can be said that one of the most critical functions of a modern state is to provide its citizens with an acceptable level of security – that is to say, to create optimal conditions for protection against hypothetical and real threats, such as potential natural disasters, consequences of civilizational advancements (accidents or man-made disasters), terrorist attacks, wars, and armed conflicts. It should be emphasized that in modern, democratic societies, the right of people (social groups) to be protected from numerous threats results from the legal, ethical, and moral norms in force, which have been developed in civilizational development and are based on historical experience. The research focused on analyzing normative documents (laws and regulations) and selected scientific and popular science literature dedicated to the functioning of the crisis management system and contemporary management. The synthetic conclusions of this analysis constitute the basis for further in-depth research.

Opis:

The paper presents a method of the GBNCIN operation and safety, with considering the climate-weather change process, safety optimization. Basic characteristics of the critical infrastructure operation process related to climateweather change process are shown. Then, optimal transient probabilities of the GBNCIN Operation Process at Operation States Related to Climate-Weather Change Process, and the GBNCIN optimal safety and resilience indicators, are introduced. By defining unconditional multistate safety function of the GBNCIN, and corresponding optimal risk function, the optimal coefficients of the operation process related to the climateweather change impact on the GBNCIN intensities of degradation, have been determined. Finally, optimal sojourn times of the GBNCIN operation process at operation states, related to climate-weather change process and operation strategy, are presented.

The intermodal transport segment is a transport market of enormous opportunities. Fast economic development and the related change in transport needs influences the dynamic increase of demand for transport services in combined system, including the use of rail transportation. The transit geographic situation of our country as the eastern European Union border and situation of Polish sea harbours on the north south in the Eastern European Transport Corridor are additional assets. Despite many assets and growth dynamics of the intermodal transport, their share in general transport volume has still been marginal. The intermodal transport segment in Poland requires sustainable development by means of investment outlays as well, e.g. in container terminal, logistic centres and rolling stock, and furthermore efficient support schemes of at least over a decade horizon. Operation of relevant quality line infrastructure of rail transport and nodal infrastructure indispensable for units handling at the junction of road and rail transport makes up a condition for the intermodal transport development. From the cargo rail transport point of view, provision of relevant rail corridors capacity and ensuring satisfactory speed of freight trains are most important.

Opis:

Certain critical infrastructure networks show some interconnections, relations and interactions with other ones, most frequently when located and operating within particular areas. Failures arising within one critical infrastructure network, can then negatively impact not only on associated systems, societies and natural environment, but also on mutual critical infrastructure networks. Therefore, interdependent critical infrastructure networks can be determined as network of critical infrastructure networks (network of networks approach). The paper presents safety analysis of the network of critical infrastructure networks, taking into account interconnections, relations and interactions between particular ones. Critical infrastructures networks as multistate systems are considered, by distinguishing subsets of no-hazards safety states, and crisis situation states, and by analysing transitions between particular ones. Issues introduced in the article are based on the assumption that one key critical infrastructure network impacts on functioning of other critical infrastructure networks - can reduce their functionality and change level of their safety and inoperability, furthermore, other networks can impact each other, too. Safety characteristics of network of critical infrastructure networks: safety function, mean values and standard deviations of lifetimes in particular safety state subsets, are determined, taking into account interdependencies between particular networks. The results are related to various values of coefficients defining the significance of influence of interdependencies among networks.

The first automated, high-bay, warehouses were introduced some 50 years ago. Since then, developments have continued at a rapid pace. Initially, automation was mainly focused on pallet warehouses with bulk storage facilities. A major reason was to increase the storage density, which could be achieved by making the warehouses higher. Later, mini-load warehouses and order picking warehouses were also automated. In this paper we will discuss the different types of automated systems as well as a number of scientific results that are now known about such systems. We will first discuss storage systems for unit loads (bins and pallets). This will be followed by order picking systems from which individual packages can be picked. Finally, we will provide our future expectations of warehouse automation.

The paper presents an approach to modelling operation process of critical infrastructure networks located within certain area. W pracy analizowano znaczenie wyposażenia infrastrukturalnego dla rozwoju przedsiębiorczości na obszarach wiejskich województwa małopolskiego. Analizą objęto gminy wiejskie powiatów suskiego, tatrzańskiego i gorlickiego, łącznie 32 gminy. W artykule przedstawiono także rozwój przedsiębiorczości obszarów wiejskich wybranych gmin w latach 2002-2005 z uwzględnieniem poszczególnych sekcji działalności gospodarczej. Przeprowadzona analiza wykazała, że wraz ze spadkiem poziomu przedsiębiorczości wiejskiej spada również siła zależności jej rozwoju od wyposażenia w infrastrukturę techniczną. Natomiast im mniejsza dostępność mieszkańców analizowanych gmin do obiektów handlowych i turystycznych tym jest słabszy poziom przedsiębiorczości (r > 0,4).
The paper analyses importance of infrastructural development on entrepreneurship in rural areas of the Province of Małopolska. Total of 32 villages from Suski, Tatrzański and Gorlicki counties were included in the analysis. The paper presents also growth of entrepreneurship in rural areas of the selected villages in the period of 2002 to 2005, as related to various branches of economic activity. The analysis shows that a decrease of rural entrepreneurship level is directly reducing growth intensity dependence from the technical infrastructure equipment On the other hand, the lesser accessibility of the analyzed village residents to commercial or tourist objects results in wekaer enterpreneurship level (r > 0,4).

“Uzdrowisko Cieplice” [the Cieplice Resort] is one of the oldest health resorts in Poland, which owes its popularity to its healing thermal springs. The Cieplice Baths constitute a modern water-recreation centre and complement the resort’s wellness package. The development of logistical services is stimulating a growing need for heath-resort services, including recreation and leisure services. Its convenient location near mountain resorts equipped with an infrastructure for winter sports (including downhill and cross-country skiing), is an additional advantage of the town’s location. The aim of this article is to describe the Cieplice Resort and highlight its logistic infrastructure, including its facilities, cycle paths, and tourist trails, which allow the resort’s visitors, who come here to see the sights and relax, to do so actively all the year round. For the purpose of their research, the author’s used the method of critically analysing literature and the information published on the Cieplice Resort website. An empirical (initial) study of the logistic infrastructure was complemented with photographs. The Conclusions: A well-developed logistics infrastructure contributes to the competitiveness of a health resort.

W artykule przedstawiona została problematyka zintegrowanego monitoringu obiektów infrastrukturalnych z uwzględnieniem podejścia metrologicznego oraz fizykalnego. Infrastruktura techniczna, w szczególności kolejowa i drogowa, wymaga utrzymania - kontroli stanu, badania stabilności posadowienia czy oceny warunków eksploatacji. Wspomniane zadania wykonywane są na bazie obowiązujących przepisów prawa oraz norm i wytycznych. Postęp w dziedzinie nowoczesnych technologii pomiarowych wprowadza, jednakże, wiele nowych możliwości, których praktyczne wdrażanie przynosi wiele korzyści o wymiarze materialnym i niematerialnym. Aspekt materialny dotyczy konkretnych oszczędności lub zwiększenia przychodów i wyraża się w wartościach liczbowych. Niektóre cechy mogą mieć również wymiar niematerialny – zwiększenie poczucia bezpieczeństwa, udostępnienie technologii szerszemu gronu odbiorców, czy choćby zwiększenie zainteresowania użytkowników stanem infrastruktury, co pośrednio może wiązać się ze zwiększeniem kultury użytkowania. Zintegrowane systemy monitoringu stanowią tego bardzo dobry przykład.
The article presents the problems of integrated monitoring of infrastructure facilities in metrology and physical aspects. Technical infrastructure, especially rail and road requires maintenance – so called health monitoring examining its stability and other factors that take place during construction and further exploitation. Such tasks are based on the applicable standards and guidelines. The progress observed in the development of modern measurement technologies provides, however, a lot of new possibilities, which practical implementation are beneficial. Material aspects concern savings, increase revenues and can be expressed in numerical values. Some features may also have an immaterial dimension – for example increased security or the fact that modern technology is provided to a wider audience. Implementing of infrastructure safety systems may also be indirectly associated with increased use of good practices. Integrated monitoring systems exemplify that very well.

In this study of the relationship between the state of health of the population and the level of infrastructure in the regional perspective Spearman coefficient was used. Factors analyzed included mortality rates due to diseases of civilization, average life expectancy in relation to, for example, the number of employed medical staff and the number of outpatient counseling. The highest correlation is observed in case of (a) infant mortality and the number of employed medical staff, (b) mortality due to external causes (including accidents) and the number of rescue teams to one resident. Thus it can be concluded that there are correlations between health and certain aspects of physical and social infrastructure.

The research focused on identifying infrastructural barriers limiting the movement of military equipment with increased dimensions and own weight, requiring increased load-bearing capacity of engineering facilities as one of the important determinants affecting Poland’s military security.

After the russian Federation began its aggression against Ukraine in 2022, the Ukrainian critical infrastructure system was attacked with the aim of its complete or partial destruction. In response to these attacks, the Ukrainian authorities announced the reconstruction of the infrastructure protection system based on eU legal solutions. therefore, the article discusses the issues of critical infrastructure, both at the european and Polish level. the provisions of 2007 are in force in the Polish legal system, and the 2008 directive – in the european legal system. however, legal provisions were amended in 2022 and will be implemented into national legal systems in 2024. the aim of the article was to analyze the content of the provisions of legal acts in the field of critical infrastructure in Poland and the eU. the analysis is accompanied by research questions regarding how to define basic concepts and terms in both legal systems and the mutual relations of both systems. the article refers to the document examination method that allows for the analysis of legal acts and comparative analysis. eU Member States have gained a superior position over european bodies, but growing natural and anthropological threats and the process of deepening european political integration have resulted in a gradual change in the way of thinking about critical infrastructure. the position of EU bodies under 2022 directive has been significantly strengthened vis-à-vis member states.
Po rozpoczęciu przez Federację Rosyjską agresji na Ukrainę w 2022 r. zaatakowano ukraiński system infrastruktury krytycznej w celu jego całkowitego lub częściowego zniszczenia. W odpowiedzi na te ataki władze ukraińskie zapowiedziały odbudowę systemu ochrony infrastruktury na podstawie rozwiązań prawnych Unii europejskiej. W artykule omówiono zagadnienia infrastruktury krytycznej, zarówno na płaszczyźnie europejskiej, jak i polskiej. W polskim systemie prawnym obowiązują przepisy z 2007 r., natomiast w europejskim – dyrektywa z 2008 r., niemniej jednak w 2022 r. dokonano zmiany przepisów prawnych, które zostaną implementowane do krajowych systemów prawnych w 2024 r. W tekście jako cel przyjęto dokonanie analizy treści przepisów aktów prawnych w zakresie infrastruktury krytycznej w Polsce oraz w Unii europejskiej. Analizie towarzyszą pytania badawcze dotyczące sposobu definiowania podstawowych pojęć i terminów w obu systemach prawnych oraz wzajemnych relacji obu systemów. Nawiązano do metody badania dokumentów pozwalającej na dokonanie analizy aktów prawnych oraz przeprowadzenie analizy porównawczej. Państwa członkowskie uzyskały pozycję nadrzędną wobec organów europejskich, jednak rosnące zagrożenia naturalne i antropologiczne oraz proces pogłębiania europejskiej integracji politycznej wpłynęły na stopniową zmianę sposobu myślenia o infrastrukturze krytycznej. Pozycja organów Unii europejskiej na podstawie dyrektywy z 2022 r. została zdecydowanie wzmocniona wobec państw członkowskich.

The paper presents the possibility of using the navigational and maneuvering simulators software, for the verification of designed elements of navigational infrastructure. The article describes how to use the Navi - Trainer PRO 5000 simulator manufactured by Transas Marine to modeling sea waters. The Article is based on a scientific research project performed at the Institute of Navigation and Hydrography of Naval Academy of Gdynia. Project was aimed to check the possibility cut through the Vistula Spit and artificial connection the Gulf of Gdansk and Vistula Lagoon. The paper presents a description of creating a virtual basin with planned navigational infrastructure. There will by also presented the maneuvering tests for the assumed maximum ship model and few construction variants. Each of the project variants was tested in different hydro-meteorological conditions. The result of simulation tests are proposals that demonstrate the feasibility of the project and proposed possible changes affecting the level of safety.

Basic characteristics of the critical infrastructure operation process related to climateweather change process are shown. Then, the GBNCIN operation cost related to climate-weather change is introduced. The paper presents the principle aspects of key European Union legislation concerning critical infrastructure protection. Fundamental definitions and assumptions covered by the respective documents, with a special focus on critical infrastructure, its identification and protection, are also included. Basic outcomes of the regulations, reflecting other acts of law concerning the rights and obligations of States within their territorial sea and exclusive economic zone, regarding specific matters related to the Baltic Sea area and EU member states located around it, have also been introduced. Some approaches to the modelling of ECI identification is also given, and analysis of the latest EU activities, associated with the adaptation of critical infrastructure systems to climate change predictions, is introduced. As the vulnerability to the impact of climate change is of key importance for systems operating within the Baltic area, essential findings that apply to them are also covered.

Szeroki zakres potencjalnych, ewoluujących zagrożeń wymusza szukanie nowych i skutecznych rozwiązań jej ochrony.
The significance of critical infrastructure, which is defined as devices, service institutions, as well as other areas that have a pertinent meaning on the sense of security of the citizens and the efficient functioning of the national economy, has gained new importance in recent years. The lessons learned from recent military conflicts and terrorist attacks, as well as analysis of events caused by natural disasters clearly demonstrate that disruption of the regular functioning of the individual elements of critical infrastructure might have a negative impact on its functioning as a single system. A wide spectrum of possible evaluating threats trigger development of new and effective solutions for protecting the critical infrastructure.

Rozwój funduszy infrastrukturalnych jest wynikiem ogromnych potrzeb w zakresie infrastruktury publicznej oraz wzrostu udziału kapitału prywatnego we współfinansowaniu inwestycji infrastrukturalnych. Mimo niedługiego okresu funkcjonowania funduszy infrastrukturalnych ich znaczenie jest coraz większe, a głównie w krajach przodujących pod względem rozwoju rynków finansowych. Celem opracowania jest zbadanie roli i udziału notowanych w obrocie publicznym funduszy infrastrukturalnych. Fundusze notowane, w odróżnieniu od funduszy nienotowanych, podlegają regulacjom rynków giełdowych i są notowane na największych giełdach świata. Z analizy globalnego rynku funduszy notowanych wynika, że fundusze te zapewniają relatywnie godziwy zwrot z inwestycji przy zapewnieniu większej stabilności i ochrony przed ryzykiem inwestycyjnym niż w przypadku innych instrumentów. Opracowanie oparte jest głównie na materiałach wtórnych w postaci danych publikowanych przez specjalistyczne wydawnictwa oraz opracowań czołowych firm inwestycyjnych i funduszy infrastrukturalnych.
Development of infrastructure funds is effected from enormous needs of public infrastructure and increase of a share of private capital in funding infrastructure projects. Despite not very long existence of infrastructure funds they are more and more important, mainly in countries being financial markets leaders. The aim of the paper is to assess a position and share of listed infrastructure funds in infrastructure funds markets. Listed funds, opposite to unlisted funds, are based upon stock exchange rules and are listed on the biggest global stock markets. The analysis of global market of listed infrastructure funds has ensured relatively good returns from investments parallel to bigger stability and protection against investment risks rather than in case of the rest of financial instruments. The article is based on secondary data gained from specialized publications and reports of top investment companies and infrastructure funds managers.

Railway infrastructure, due to the large area and working environment, is exposed to exploitation failures, failures caused by environmental conditions like wind, freeze but also failures caused by vandalism. Lack of railway infrastructure availability results in increased repair costs as well as increased operational costs due to unexpected lower infrastructure availability. The integrated approach of Track Tec ) SA company to maintaining the railway infrastructure is a response to the railway of the future challenges. The role of dry ports in constructing cross-border logistics networks attracts more attention to the countries governments. This article discusses the concept of "dry port" as an element of transport and logistics infrastructure for the modern transport system, and the prospects for the development of such facilities in international significance. The paper focused on the modern transportation network, which connects the inland cross-border logistics network through dry ports through concept of smart logistics at the macro level on the scale of continental cooperation in Eurasia. The main goal of this article is to develop a methodology for the formation of integrated infrastructure management of international importance in the concept of "Dry port" and "Smart logistics", taking into account the peculiarities of the use of transport and cross-border infrastructure of countries for the formation of new transport solutions in the East-West-East corridors.

Solving workflow management system’s Distributed Computing Infrastructure (DCI) incompatibility and their workflow interoperability issues are very challenging and complex tasks. Workflow management systems (and therefore their workflows, workflow developers and also their end-users) are bounded tightly to some limited number of supported DCIs, and efforts required to allow additional DCI support. In this paper we are specifying a concept how to enable generic DCI compatibility for grid workflow management systems (such as ASKALON, MOTEUR, gUSE/WS-PGRADE, etc.) on job and indirectly on workflow level. To enable DCI compatibility among the different workflow management systems we have developed the DCI Bridge software solution. In this paper we will describe its internal architecture, provide usage scenarios to show how the developed service resolve the DCI interoperability issues between various middleware types. The generic DCI Bridge service enables the execution of jobs onto the existing major DCI platforms (such as Service Grids (Globus Toolkit 2 and 4, gLite, ARC, UNICORE), Desktop Grids, Web services, or even cloud based DCIs).

Transportation and delivery play a vital role in the economy, an efficient transportation system has a determining role in it. Its importance is far more significant than what the transportation sectors proportionally represent. The ratio of transportation and warehousing, which belongs to the national economy sector H according to Unified Sectoral Clas-sification System of Economic Activities, in the total output of the Hungarian economy in gross added value of the national economy is 5.7%, its share in employment is 5.9%, and about 5% of active enterprises can be found in this sector (2010 data).

Security and infrastructure are two closely related terms, which is why they are so often referred to at the same time. In today’s world, infrastructure is essential to ensure broadly understood security, and a lack of security will not fulfil its basic role. Today, identified threats and challenges to national security, and thus to the security of the state, evoke the need to participate in preparing all components of the defence system of the state. The management of state defence is a very complex process, requiring a properly prepared system to function reliably in times of peace, but also in times of crisis and war. Its role is to integrate individual elements of the defence system into a uniform and efficient whole. Effective defence activities and ensuring the security of its citizens and all its assets are the core activities of the state. The defence area of the state is now comprehensive in nature and is of interest to the entire apparatus of state power. The aim of the article is to present the role of the defence infrastructure in the life of the state, its relation to national security and an attempt to identify the defence infrastructure of the state, taking into account the key state infrastructure.

Focusing on the local solutions used by the institutions organizing the INFOBAZY (Infobases) conference, we briefly examine the development of IT infrastructure for science in Poland, including resources, networks and a high performance supercomputer centre. This development is presented from the perspective of the last twenty years - although the first INFOBAZY conference was organized in 1997, the IT infrastructure has been developed since 1991, when the first modern network server was installed in Warsaw. This presentation demonstrates both the enormous progress in the field and the state of the art today.

Infrastructural systems -such as railways- can be characterized as multi-actor socio-technical systems that are able to adapt during their life cycle, both to external disturbances as well as changes in the system itself. The design phase should mark the starting point for a resilient system to prevent ad-hoc and opportunistic design changes. A case study on the design and development of the High-Speed Line railway system in the Netherlands indicates that it is necessary to make both a technical and procedural evaluation of these future user’s possibilities before construction takes place. Once cast in concrete, the adaptive potential has been determined. The actors during design and operation adapt in different ways. During the design, the focus should be on the question which incentives are driving the designing parties towards a consistent and resilient design. The task for a strategic engineer or architect, is to understand how incentives and requirements influence each other and how they safeguard the future operational variance of the system and its safe performance. Such a strategic engineer should be involved in the project at the functional level, where requirements and incentives are formulated.

The subject addressed in the paper is about the identification of National Critical Infrastructures (NCI). The focus is the result of the responsibilities of EDP Distribuição, the Portuguese mainland Electrical Distribution System Operator (DSO) serving over 6 million customers in a regulated business with clearly defined tasks, to comply with the transposition to the Portuguese legislation of the European Council Directive 2008/114/EC. Having EDP Distribuição under their responsibility several assets and systems which are essential for the maintenance of vital societal functions, health, safety, security, economic and social well-being of people, the ones considered national critical were selected, from a set of more than 400 main premises. Has been identified their major threats and vulnerabilities, which resulted in emergency response procedures named “Operator Security Plan”.

In this paper was analyzed selected components of technical infrastructure functioning in rural areas of the Malopolska, Świętokrzyskie and Podkarpackie Voivodships. The level of equipping rural areas with specified infrastructure elements was evaluated in the form of density and availability of infrastructure components. The work has been specified the rate of change in the analyzed indicators. In each of the provinces was separated 4, homogeneous groups of municipalities due to the level of infrastructure and standard of living. The lack of consistency in the level of the dynamics of the development of infrastructure with the dynamics of the percentage of residents using the equipment was noted. A positive phenomenon is that the development of the sewage system in all three voivodships has a higher average rate than the average rate of the development of the water supply system. This is particularly important due to the significant underdevelopment of the sewage system in relation to the water supply system.

Opis:

Multi-criteria decision support (MCDM) methods are widely used in many areas of science. This applies to economic, social and technical sciences. Implementing activities at the strategic, tactical or operational level requires appropriate tools to support decision-makers. The use of these tools requires the preparation of a decision model along with the formalization of the goal and the acquisition and preparation of data to make the decision accurate. Due to the wide application of MCDM in engineering practice, the article presents their application in air transport. It is an area that is constantly evolving, and all decisions at the strategic level have long-term effects and must be adequately justified. In the paper a compartmental extension of the classical SAW method with weights obtained using the compartmental Shannon entropy was proposed. This paper presents issues concerning the choice of airport layout and describes the problems that occur in determining the cost and capacity of airports. This paper reviews the literature on airport capacity and operations and airside air transport processes and the application of various multi-criteria decision support methods to airport problems. The main part of the article contains an optimization mathematical model aimed at determining the parameters of the elements comprising the airport, on the basis of which a simulation model was developed and a modified method of multi-criteria evaluation of SAW taking into account the interval numbers was presented, in which the set of weights was estimated by the Shannon entropy method. In the application part for 3 variants of the airport arrangement, the parameters were determined in the form of interval numbers and then evaluated using the presented method. The presented numerical example shows that the proposed method is an excellent tool to assist in solving complex decision problems where the data are imprecise and represented by interval numbers.

Opis:

The need for conservation and protection of natural ecosystems from the consequences of non-rational exploitation is a key issue for all industries. Tourism depends strongly on the quality of environment, but it can contribute to degrading or saving vulnerable ecosystems. The development of infrastructure for ecotourism is a way of mitigating the negative consequences of human activity and solving a range of related problems in the local labor market as well as improving living standards. The authors describe a series of actions aimed at developing ecotourism, which have been partially implemented in the Smotrytsky Canyon. In addition to presenting characteristics of the ecological and cultural value of the canyon, the authors analyze how it is affected by the existing anthropogenic factors. A list of necessary actions for environment restoration is presented, with special emphasis on erosion control, including plans for their implementation. Finally, the authors consider economic problems of developing ecotourism infrastructure and ways of minimizing their financial costs.

Subject and purpose of work: The purpose of the study is to present the perspectives of geotourism development in the porphyry quarry Gorce I, which is situated in the Wałbrzyskie mountains. Currently the exploitation of this quarry is suspended. Materials and methods: This work was written after studying the literature on this subject and conducting field research, during which terrestrial laser scanning (TLS) was used, among others. The material gathered during field research was used, among other things, to create a 3D model of the Gorce I quarry. Results: The research and analyses conducted in the porphyry quarry Gorce I allowed for designating a geotourist trail where information boards were placed. Conclusions: The research conducted in the Gorce I quarry confirms the possibility of utilizing this excavation pit for geotourism purposes.
Przedmiot i cel pracy: Celem pracy jest przedstawienie perspektyw rozwoju geoturystyki w kamieniołomie porfirów Gorce I, który położony jest w Górach Wałbrzyskich. Obecnie eksploatacja w nim jest wstrzymana. Materiały i metody: Praca została napisana dzięki studiom literatury przedmiotu oraz przeprowadzonym badaniom terenowym, podczas których wykorzystano między innymi naziemny skaning laserowy (TLS). Zgromadzony materiał podczas badań terenowych, posłużył, między innymi, do wykonania modelu 3D kamieniołomu Gorce I. Wyniki: Przeprowadzone badania i wykonane analizy w kamieniołomie porfirów Gorce I pozwoliły na wyznaczenie ścieżki geoturystycznej, na której zlokalizowano tablice informacyjne. Wnioski: Przeprowadzone badania w kamieniołomie Gorce I potwierdzają możliwość wykorzystania tego wyrobiska dla potrzeb geoturystyki.

Introduction: Georgia faces great challenges at the beginning of the new millennium as a developing country. There are high risk factors for various diseases, often associated with environmental pollution and the significant lack of green eco-cover. The purpose of this research is to study the factors affecting environmental pollution and health deterioration in Georgia. Materials and Methods: Within the quantitative study in-depth survey of respondents and experts were conducted using a pre-structured questionnaire and focus group method. Results: 93% (n=582) of respondents believe that air or arable lands contamination with hazardous waste affects their health. Nevertheless, 46.4% (n=289) of respondents maintain a positive attitude towards future technologies, thinking that modern advances can change the environment so that people's lives become more comfortable and productive. According to experts, their place of residence is contaminated. The majority of respondents (73.4%, n=367) report that in Georgia they are most concerned about the incidence of diseases caused by unhealthy essentials (food, clothing and living environment) and unhealthy conditions. 63.7% (n=319) of the respondents think that agricultural products grown by chemical methods are a major threat, while 69.3% (n=347) of the respondents think that various foodstuffs (sweets, preserves, dairy products, etc.), containing the hazardous substances are not useful, though the alternative is less found in the country. Within the framework of the study, a model of city arrangement as well as the shelves for growing useful plants and micro-greens waves in the rooms of the apartments have been developed. Conclusion: It is advisable to encourage eco-projects by the state and to give people long-term loan at a low interest, that will allow people to live in ecological cities. The content project of application developed, which detects pesticides in foodstuffs and determines how harmful or healthy the goods are, will help people to protect themselves from the risks of negligence.

Produkcja rolnicza, zwłaszcza produkcja zwierzęca, związana jest z zużywaniem dużych ilości wody oraz wytwarzaniem znacznych ilości zanieczyszczeń, zagrażających środowisku naturalnemu. Produkcja rolnicza uzależniona jest zatem od stanu publicznej i wewnętrznej infrastruktury technicznej. Liczne badania wskazują, że stan wyposażenia polskiej wsi w infrastrukturę techniczną diametralnie odbiega od standardów ilościowych UE, podobnie jak poziom techniki i technologii obiektów oraz urządzeń infrastrukturalnych. Stanowi to barierę rozwoju produkcji rolniczej w świetle konieczności zachowania standardów i wymogów środowiskowych zgodnych z zasadami UE. W pracy dokonano oceny stanu wybranych elementów infrastruktury technicznej obszarów wiejskich w Polsce, warunkujących rozwój produkcji rolniczej. Ocenę tę przeprowadzono w toku analizy technicznej, ekonomicznej i społecznej. We wnioskach wykorzystano wyniki badań wykonanych w IBMER.
The Agricultural and particularly animal production is associated with a large water consumption and production of a large amount of pollutants hazardous to natural environment. Agricultural production is thus dependent on the status of public and internal technical infrastructure. Numerous studies point out that Polish rural areas are equipped with technical infrastructure to a degree that is far from the EU standards, similarly as it is the case with the technique and technology of objects and infrastructure facilities. This is an obstacle to the development of agricultural production, which should meet the standards and environmental requirements of the EU. Within this work we evaluated the status of the existing elements of technical infrastructure in rural areas in Poland which might determine the development of agricultural production. The evaluation was based on technical, economic and social analyses. In conclusions we used the results obtained in IBMER.

Opis:

Koncepcja zagospodarowania przestrzennego kraju, zgodnie z ustawą z 27 marca 2003 r. o planowaniu i zagospodarowaniu przestrzennym [12], określa uwarunkowania, cele i kierunki zrównoważonego rozwoju kraju oraz działania niezbędne do jego osiągnięcia. Istotną jej częścią jest rozmieszczenie obiektów infrastruktury transportowej. Z tego punktu widzenia Koncepcja Przestrzennego Zagospodarowania Kraju 2030 (KPZK 2030) [11] jest najważniejszym krajowym dokumentem strategicznym dotyczącym zagospodarowania przestrzennego kraju, mającym istotny wpływ na kierunki inwestycji infrastrukturalnych w sektorze transportu.

In the paper there are distinguished and listed eight main critical infrastructure networks operating in the Baltic Sea Region. Presented terminology refers to these critical infrastructure networks also in the context of climate change and resilience and vulnerability of the critical infrastructures to climate change. Considering the strategy of critical infrastructures resilience strengthening there are distinguished and defined concepts of robustness, resource fullness, redundancy, response and recovery.

Opis:

Critical Infrastructures (CIs), such as those that are found in the energy, financial, transport, communications, water, health and national security sectors, are an essential pillar to the well-being of the national and international economy, security and quality of life. These infrastructures are dependent on a wide variety of highly interconnected information systems for their smooth, reliable and continuous operation. Cybercrime has become a major threat for such Critical Information Infrastructures (CIIs). To mitigate this phenomenon, several techniques have been proposed within the space of Intrusion Detection Systems (IDSs). IDS is an important and necessary component in ensuring network security and protecting network resources and network infrastructures. In this paper, we propose a lightweight, non-intrusive generic embedded system that aids in the protection of CIIs. The operation of the proposed system is based on state of the art IDS and other open source frameworks for the monitoring and supporting services and aims to fulfill the end-user’s requirements. The generic and non-intrusive nature of the system along with the low configuration effort allows rapid deployment to a wide range of CII nodes such as telecommunication routers and smart grid nodes, as well as for single endpoint protection.

This article attempts to organize concepts, classifications and methods of measurement, as well as to identify the factors affecting the accessibility of transport. The available reference literature does not offer a uniform, clear and unambiguous definition of transport accessibility. Due to the necessity for a change in the direction of transport policy in relation to the development of transport, the need for a more precise interpretation of transport accessibility, essential to research or practice, has been emphasized herein. The accessibility of transport as an economic category is placed in the areas of both the supply of services and transportation needs. The importance of the issue of transport accessibility stems from the role played by transport – an area of crucial importance in ensuring economic growth of the country. The passenger transport market in Poland is an example of the significance of the linear and nodal transport infrastructure as a factor determining the quality of transport accessibility. There is also emphasis on the necessity for a gradual modernization of the transport infrastructure with the aim of improving the level of services to guarantee that the quality-related needs of today’s customers are met.

The article is a review paper whose main objective is to analyze and evaluate the National Road Fund and the Railway Fund as sources of financing infrastructural investments in the transport sector in Poland. The first part of the article presents the theoretical approach to the financing of transport infrastructure. The essence of investments in both road and rail infrastructure is presented. In addition, selected sources of fundraising for infrastructure investments were discussed on the basis of a literature review. The second part presents and compiles secondary data on financial flows in the National Road Fund and the Railway Fund. The receipts and expenditures of both Funds were analyzed and their importance in infrastructure financing was determined.
Artykuł jest pracą przeglądową, której głównym celem jest analiza oraz ocena Krajowego Funduszu Drogowego oraz Funduszu Kolejowego jako źródeł finansowania inwestycji infrastrukturalnych w sektorze transportu w Polsce. W pierwszej części artykułu przedstawiono ujęcie teoretyczne finansowania infrastruktury transportu. Przedstawiona została istota inwestycji w infrastrukturę zarówno drogową, jak i kolejową. Ponadto zostały omówione wybrane źródła pozyskiwania funduszy na realizację inwestycji infrastrukturalnych na podstawie przeglądu literatury. W części drugiej przedstawiono oraz zestawiono dane wtórne dotyczące przepływów finansowych w Krajowym Funduszu Drogowym oraz Funduszu Kolejowym. Przeanalizowano wpływy i wydatki obu funduszy oraz określono ich znaczenie w finansowaniu infrastruktury.

Infrastruktura transportowa wymaga znacznych nakładów finansowych ze źródeł publicznych W tym kontekście powstaje pytanie: czy finansowanie infrastruktury transportowej stanowi pomoc państwa. Podejście KE do stosowania przepisów o pomocy państwa do projektów inwestycyjnych dotyczących infrastruktury transportowej uległo w ostatnim czasie znacznym zmianom. W opinii KE nowe podejście jest konsekwencją wydania przez Trybunał Sprawiedliwości orzeczeń w sprawie Leipzig Halle. Jak zauważyła KE, po wyroku w sprawie Leipzig Halle państwa członkowskie nie mogą dalej negować, że zasady dotyczące pomocy państwa znajdują zastosowanie do finansowania jakiejkolwiek infrastruktury, która później (po wybudowaniu) będzie wykorzystana do prowadzenia działalności gospodarczej. A contrario jedynie finansowanie infrastruktury, która nie będzie wykorzystana do prowadzenia działalności gospodarczej, takiej jak otwarte dla ogółu społeczeństwa drogi publiczne, autostrady (które nie są obsługiwane przez koncesjonariusza), będzie, co do zasady, wyłączone z zakresu stosowania przepisów o pomocy państwa. Artykuł opisuje najważniejsze zagadnienia związane z aktualnym podejściem do stosowania zasad dotyczących pomocy państwa do publicznego finansowania infrastruktury transportowej.
Transport infrastructure requires significant funding from public sources. The question therefore arises as to whether public financing of transport infrastructure constitutes state aid. The approach of the European Commission to the application of EU state aid rules to transport infrastructure investment projects has significantly changed in recent years. According to the Commission, its new approach is the consequence of the Leipzig Halle judgments. As underlined by the Commission, since the Leipzig Halle judgement, Member States can no longer deny that the financing of any kind of infrastructure is governed by EU state aid rule provided that infrastructure is later subject to commercial exploitation. A contrario, only the financing of infrastructure that is later not commercially exploited (such as public roads, motorways not operated by a concessionaire open to general public) is in principle excluded from the applicability of EU state aid rules. The article describes the most important issues related to the current approach to the application of EU state aid rules to the public financing of transport infrastructure.

Problematyka dotycząca infrastruktury jest istotna dla każdego podmiotu funkcjonującego w przestrzeni społeczno-gospodarczej. Zgodność poglądów na temat pojęcia i interpretacji infrastruktury ułatwia komunikację w obszarze decyzyjnym. Dlatego wymiana poglądów na ten temat przyczynia się do ich ujednolicenia, umożliwia również poszukiwanie racjonalnych rozwiązań. W artykule podjęto próbę określenia infrastruktury i możliwości jej klasyfikacji. Przedstawiono autorski pogląd na temat potencjalnych zagrożeń i interpretację infrastruktury, dzieląc ją na infrastrukturę techniczną i zasoby. Wskazano na potrzebę wyróżnienia w infrastrukturze technicznej trzech składowych z ich opisem. Następnie zaproponowano podział infrastruktury ze względu na możliwości zaspokajania potrzeb podmiotów. Na koniec odniesiono się do pojęcia infrastruktury krytycznej i zaproponowano nowe do niej podejście.
Issues relating to infrastructure are essential for every company operating in the socio-economic situation. Consensus of views on the concept and interpretation of infrastructure facilitates communication in the decision-making area. Therefore, the exchange of views on this subject contributes to their unification allowing the visitors to search for rational solutions.This paper attempts to identify the infrastructure and capabilities of its classification. Presents the author's views on the potential risks and interpretation facilities, dividing it into technical infrastructure and resources. The need of awards in the technical infrastructure of the three components of their descriptions. Then the proposed distribution infrastructure, the potential to meet the needs of stakeholders. Finally, reference is made to the concept of critical infrastructure and proposes a new approach to it.

The expansion and maintenance of infrastructure has traditionally been attributed to the States. The infrastructure investments can take many forms, where the differentiating factors are: financial instruments (equity, debt), investment vehicles (listed, unlisted), investment routes (direct, indirect) as well as project stage, geographic location, revenue source or investment style / strategy. A special position on the market is occupied by the institutional investors, among which the most important are: investment funds, pension funds and insurance companies. These entities are investing in infrastructure directly or by creating infrastructural investment vehicles, like: close or open infrastructure funds, index or debt infrastructure funds, co-investing clubs, alliances or platforms. There is no doubt that the involvement of the infrastructure funds will increase in the future. So, the improvement of quality and quantity of infrastructure and related services should be noticed. At the same time, concentration of the decision-making centers in the framework of funds could lead also to reduction of the market competition.

Awarie sieci elektroenergetycznych spowodowane siłami przyrody są częstym zjawiskiem występującym lokalnie, które może być opanowane przez służby operatora sieci. Jeśli jednak uszkodzeniu ulegnie duża liczba elementów na znacznym obszarze następuje pozbawienie zasilania sporego terenu. Wówczas zachodzi konieczność uruchomienia pomocy zewnętrznej i podjęcia działań kryzysowych (m.in. powołanie sztabu kryzysowego, pomoc dla ludności, powołanie zespołów odbudowy awaryjnej, stworzenie zaplecza logistycznego w tym linii zapasowych). Taka awaria dotknęła także Polskę. W nocy z 7 na 8 kwietnia wystąpiły silne wiatry i obfite opady mokrego śniegu, który osadził się na przewodach linii energetycznych, przekraczając co najmniej o kilkadziesiąt procent zakładane normy katastrofalne. W efekcie ponad 650 tys mieszkańców województwa zachodniopomorskiego na prawie dobę w przypadku Szczecina i ponad 32 godziny w przypadku mniejszych miejscowości została odcięta od dostaw energii elektrycznej. Po 10 latach, które upłynęły od tzw. Blackoutu pojawia się pytanie czy ryzyko wystąpienia ponownej awarii systemu w Szczecinie i okolicach jest możliwe? W artykule podjęta została próba odpowiedzi na nurtujące mieszkańców pytanie.
Electricity grids failures, caused by the natural forces, occur often locally and can be handled by the grid’s operator services. If, however, a large number of elements are damaged over a vast area, a large territory is devoid of power supply. It is then necessary to use external aid and undertake a crisis management operation (i.a. to set up a crisis team, secure humanitarian aid, establish emergency restoration task forces, and develop logistic facilities, including the reserve power supply lines). Such an electricity grid failure afflicted also Poland. On the night from 7 to 8 of April 2008 strong winds arrived and heavy wet snow was deposited on the electric power lines, exceeding several dozen times their assumed catastrophe endurance norms. As a result, over 650 thousand inhabitants of the Zachodniopomorskie Voivodship were cut off from the power supply for almost 24 hours in Szczecin, and for more than 32 hours in the smaller localities. After a decade since the so called ‘blackout’, a question arrives whether Szczecin and its vicinity are at risk of return of the system failure? In this article an attempt was made to answer this question that bothers the region’s inhabitants.

W artykule zarysowano problematykę ochrony infrastruktury krytycznej na tle wybranych aspektów odpowiedzialności prawnej. Infrastruktura krytyczna stanowi istotny element ciągłości funkcjonowania państwa w wymiarze gospodarczym, społecznym i politycznym. Podstawę odpowiedzialności prawnej za jej ochronę stanowią normy prawa administracyjnego, cywilnego i karnego. Odpowiedzialność ta pozostaje rozproszona pomiędzy podmioty prywatne i publiczne, co stanowi skutek procesów liberalizacji i internacjonalizacji rynków sektorowych (np. tworzenie sieci transeuropejskich). Wyznaczenie jej granic w przypadku pojawienia się lub eskalacji zagrożeń dla funkcjonowania infrastruktury krytycznej na etapie zapobiegania, reagowania i odbudowy może stwarzać problemy natury prawnej. Ochrona infrastruktury krytycznej staje się trudnym do ustalenia mariażem dwóch sfer: imperium i dominium.
The article is focused on critical infrastructure protection in the field of selected liability issues. Critical infrastructure is significant from the country’s integrity and continuity point of view at all levels: economic, social and political. The process of sectoral markets liberalisation and the spread of international connections of these markets (e.g. arising of transeuropean networks) have resulted in shared responsibility on critical infrastructure protection. Protection duties have been divided between private (infrastructure operators) and public authorities. It is seemingly clear which one: the former or the latter bears responsibility for the protection of critical infrastructure during and after its disruption. In fact clarificatio of this area poses a problem at the level of prevention, preparedness, response, and recovery. The critical infrastructure protection becomes a jigsaw puzzle of imperium and dominium relations that results in sophisticated picture of responsibility.

Opis:

The reduction of the disproportions between municipal infrastructure between rural and urban areas is one of crucial aspects of equalization of standards of life in mountainous area. Paper describes specific problems related to construction and operation of water supply and sewage systems in Polish Carpathian region, where on the one hand, the infrastructure expenses per capita, especially in case of water supply and sewage, are much higher in rural areas than in cities, and on the other hand the infrastructure investments in mountain areas prove to be much more effective than in the case of lowland regions of the same voivodeship. Similar investigations were made with respect to the energy infrastructure. The energy infrastructure problems identified in Carpathian area cannot be solved without strong restrictions in terms of air protection. Paper presents special solutions, dedicated to these specific regions, for hot water heating, district heating systems and ventilation with lower demand for primary energy (fossil fuels). The general idea assumes that the system would consist of a local heating network conveying heat to the buildings which would not have to be equipped with heating boilers. Such a concept could be a model solution for a large part of the Polish Carpathians, considering the large potential of available biomass as well as the mastered technologies of biogas production.

W pierwszej części artykułu skupiono się na ogólnej definicji infrastruktury oraz infrastruktury krytycznej, przywołując różne źródła prawa i omawiając ujęte w nich zagadnienia dotyczące pojmowania infrastruktury krytycznej. Część druga jest analizą systemów, możliwości i szans ochrony infrastruktury krytycznej.
The article presents the problems concerning the importance of critical infrastructure in the realities of the modern world with special emphasis on the role of critical infrastructure in Poland. With time passing and the economic development, the society becomes increasingly dependent on the surrounding property. And these, in turn, are becoming increasingly vulnerable to various types of attacks and failures. The problem has been noticed, among others, by the national authorities and international organizations. In the first part, the article focuses on the definition of critical infrastructure, mentioning various sources of law and discussing the issues, included in the mentioned sources, related to critical infrastructure. The second part is an analysis of the systems, capabilities and opportunities for critical infrastructure protection.

Artykuł przedstawia problemy budowy nowego mostu drogowego wraz z drogami dojazdowymi w Toruniu. Jest to jedna z największych obecnie prowadzonych tego typu inwestycji w Polsce współfinansowanych przez Unię Europejską ze środków Funduszu Spójności. W skład przedsięwzięcia realizowanego od listopada 2010 roku, poza mostem przez Wisłę, wchodzi także kilka innych obiektów inżynierskich, takich jak tunele, estakady, wiadukt nad linią kolejową, przejście podziemne, mury oporowe. Początek inwestycji zlokalizowany jest na placu Daszyńskiego, skrzyżowaniu istniejących dróg krajowych (DK) nr 15 i 80. W miejscu istniejącego skrzyżowania powstaje trzypoziomowy węzeł drogowy: skrzyżowanie w kształcie ronda na poziomie terenu, tunel pod placem w ciągu ulicy Wschodniej i estakada łącząca ulicę Żółkiewskiego z Szosą Lubicką w kierunku osiedla Rubinkowo. Zmianom podlega również linia tramwajowa łącząca centrum miasta z toruńskimi osiedlami. Sam most to ponad 18 tysięcy ton konstrukcji stalowej, 65 tysięcy metrów sześciennych betonu konstrukcyjnego, 11 km przebudowanych i wybudowanych dróg, 2 olbrzymie przęsła łukowe po 270 m długości i 50 m wysokości każde, unikatowa technologia montażu oraz zastosowane najnowocześniejsze rozwiązania techniczne. Najdłuższe w Polsce przęsła łukowe mostu doskonale wkomponują się w jedną z najpiękniejszych panoram rzecznych, a całe przedsięwzięcie nie będzie miało negatywnego wpływu dla obszaru chronionego NATURA 2000.
Article presents problems referring to the construction of the new road bridge with access roads in Toruń. Nowadays it is one of the biggest investments of this character in Poland co-financed by the European Union from the Cohesion Funds. The investment includes not only the bridge over the Vistula river but also few civil engineering facilities like: tunnels, overpasses, viaducts, underpass, revetments which have been under construction since November 2010. The investment starts at the Daszyński Square, intersection of existing national roads (DK) no 15 and 80. At this location three-level junction: roundabout at the ground level, tunnel under the square within the space of the Wschodnia Street and overpass connecting the Żółkiewskiego Street with the Lubicka Road towards the Rubinkowo District are being constructed. Also the tram line connecting centre of the city with residential districts of Toruń is being rebuilt. The bridge is: 18 thousand tons of steel construction, 65 thousand cubic meters of construction concrete, 11 kilometers of rebuilt and constructed roads, 2 giant, 270 meters long and 50 meters high spans, unique installation’s technology and the most modern technical solutions. The longest in Poland arched spans of the bridge are perfectly incorporated into one of the most beautiful river panorama and the investment does not have negative environment impact on the protected area of the NATURA 2000.

This paper explores the environmental and legal aspects of green infrastructure, focusing specifically on green roofs in urban areas. The study highlights the importance of both existing and newly created green infrastructure in mitigating the effects of climate change. Green roofs offer various benefits, including energy efficiency, improved air and water quality, urban regeneration, and biodiversity enhancement, resulting in a higher quality of life in cities. Consequently, there is a need for formal regulations to support the development of green infrastructure in urban areas. The European legislator has recognized the environmental risks and benefits of green infrastructure and has provided guidelines for its implementation. This article evaluates the legal framework and examines the incorporation of European policy into local spatial plans to promote the integration of green infrastructure.

The article presents a forecast of changes in the level of transport accessibility and mobility in Poland as a result of the anticipated development of the network of expressways and motorways. The progress which has been made in this respect in the last few years in Poland is unquestionable and unrepeatable by any other European country. Will the subsequent investment plans concerning the road network of the highest parameters offer equally impressive results as far as the increase in Poland’s territorial cohesion is concerned? The aim of this article is to establish in what way the planned infrastructure investments will affect the changes in transport accessibility and mobility as well as whether they will result in the changes in traffic flows directed to Warsaw and other regional centres. To achieve this, an analysis of the present and target state of the road network in Poland was conducted from the perspective of changes in accessibility, anticipated traffic flows, and mobility. For this purpose the authors used the analyses of isochrone and accumulative accessibility in ArcMap environment and research into traffic flows and their changes in the Visum software. The conducted research showed that the planned transport network might result in induced traffic through a increase in accessibility (the central variant) with the assumption that an increase in mobility would be vented in the real face of the phenomenon of motility. The fact of opening new road sections of expressways will contribute to substantial changes in the directions of traffic flows only to a slight extent, and the only transformations concern regions with already developed fast car transport infrastructure whose functionality is limited due to the lack of its cohesion in the subsequent course or lack of a developed network of expressways and motorways.

Regional Innovation Policy in the Sense of the Secondary Theories of Regional DevelopmentDue to the unique characteristics of the innovation process, the government plays an important role in its stimulation. However, the adaptation of national innovative policies to regional and local conditions is the responsibility of regional and local authorities. Sustainable development of the region will be achieved only if its stakeholders such as business, R & D units and the relevant authorities are involved. The primary task of the public authority is to coordinate activities and to create a favorable climate for economic development in the region. Both primary and secondary regional development theories define multiple sources of economic growth. The main objective of this article is to show the role of local government in the development of regional innovation policy in accordance with the secondary theories of regional development. Secondary theories are based on the following primary theories: the economic base theory of W. Sombart, the growth poles theory of F. Perroux, the A. Marshall’s industrial districts theory, the theory of industrial clusters of M.E. Porter and the J.Coleman’s theory of social capital. Due to the limitations of this article, the text describes only some secondary theories of regional development. These theories come from the economic base theory of W. Sombart and the industrial districts theory of A. Marshall.

Wymagania prawne dotyczące dostępności infrastruktury kolejowej dla osób o ograniczonej możliwości poruszania się (PRM) zawarte są w specyfikacji TSI PRM [16]. W 2017 roku zostały przyjęte normy dotyczące niektórych parametrów określonych w TSI PRM. W artykule zaprezentowano wybrane wymagania norm dotyczących tras wolnych od przeszkód, kontrastu, informacji dla podróżnych, właściwości przeszkód przezroczystych i rozwiązań do przeciwdziałania poślizgom.
Legal requirements regarding the accessibility of rail infrastructure for persons with reduced mobility (PRM) are contained in the TSI PRM [16]. After the publication of this technical specification, in 2017 standards for some of the parameters specified in the TSI PRM were adopted. The article presents selected requirements on obstacle free routes for infrastructure, contrast, information for travellers, optical and friction characteristics.

Opis:

One of the aims of this work is to create a method of identification of critical elements (elements or groups of elements) in the energy infrastructure, and this method should allow ranking these critical elements by relevance to consumers (the consumer could be from the systems of different energy sector).The risk estimate of an element is one of the proposed sorting criteria for critical elements or their groups. It allows assessing the importance of the combination of critical elements and takes into account the probabilities of faults of these combinations. The key result of the research is the identification of the weakest links in the system, namely those elements, the failure of which (together with other elements) would lead to the worst consequences for the consumers and response to the availability of the infrastructure element.

Opis:

Railway infrastructure managers are obliged to check technical condition of infrastructure in order to maintain safe traffic. Usually this is done using conventional methods and tools or directly through the inspections made by the technical staff . Technological development which is currently being experienced indicates the availability of new measurement methods that can be used to monitor the condition of railway infrastructure. However, the introduction of new methods for monitoring the infrastructure is usually a change affecting safety, which requires an assessment of the significance of the change for the maintenance of the required level of railway traffic safety. The authors assessed the significance of the change in the method of infrastructure monitoring and related risk assessment as a result of the use of the contactless method of checking the railway surface as an alternative method to staff inspections. Additional control measures or preventive measures for potential threats have also been indicated.

On 1st June 1975 a new two-tier administrative division of the country was introduced creating 49 new provinces. One of the newly created provinces was sieradzkie. On the territory of the sieradzkie province the development of tourism was coordinated and supervised by the department for physical education and tourism (the name of the department during the period changed repeatedly). The main factors for the development of tourism in the sieradzkie province included: the amount of funding spent on tasks related to tourism, tourism infrastructure (accommodation and catering), qualified tourist staff, as well as activities in the field of information and promotion of tourism.

Critical infrastructure risks pose a special problem for all countries. The companies that own these infrastructures operate in competitive and regulated environments. However, it is neither practical nor possible to protect critical infrastructures from all hazards. For the government, the continuity of these infrastructures is critical to many of its fundamental missions: economic stability and growth, national security, public safety, and quality of life. In that context resilience has become an important factor to fulfil the task of the critical infrastructure protection. Thus, the development of a framework to establish resilience goals could be helpful.

The purpose of this study was to characterize the scope, direction and pace of the evolution taking place in the rural part of highly and less urbanized regions, including without limitation changes to the territorial distribution and percentage of the rural population in the voivodeships covered by this study; the levels of the technical and social infrastructure; the condition of agricultural productive inputs and the level of the farms’ commercial production; the development level of non-agricultural activities in rural areas. The source of information were books, magazines and publications of the Central Statistical Office (GUS). Once collected, the information was processed and interpreted with the use of a vertical and horizontal comparison method, the statistical method and the relative valuation method. It was found that: a) the rural population grows (and so does its share in the country’ population) though rural areas become smaller in size, b) more and more rural areas are transformed into residential areas, improving the level of technical and social infrastructure, c) the Śląsk region is characterized by a slower evolution of the general and rural infrastructure compared to Świętokrzyskie voivodeship, d) the regions covered by this study demonstrate a high decrease rate of agricultural land resources, accompanied by the growth of other productive inputs and of agricultural commercial production, e) rural areas are increasingly engaged in economic activities covered by the REGON register. The characteristics and consequences of entrepreneurship are diversified across the rural areas under consideration. The most positive effects can be noted in Śląsk region.

A commune is a basic self-government unit in Poland. Handing over a part of qualifications to the local level of self-government engendered the need of the effective and creative resource management for social, economic and ecological development of communes. Tools of infrastructure stimulating constitute the special group of instruments of local development. Equipping the area with social and economic infrastructure is one of factors and of indicators of investment attractiveness. It influences the quality of life of inhabitants. It is also contributing to the development of existing companies and attracting the outside investments. Tools that can be used in this area are: co-financing of investment by the commune and the independent realization by the commune of infrastructure investments. A main goal of this contribution is an attempt of the assessment of the results of projects co-financed from EU funds carried out in the field of the road infrastructure as the effective tool of the local politics. Analysis will concern the City of Białystok which is dynamically using public funds for the improvement in the infrastructure. In particular it will include results of all selected projects.

Opis:

The paper presents an analysis of a chain index of water supply and wastewater infrastructure development dynamics in Poland in the years 2003-2013. The work aimed at determining the development index rate (relative growth) of water supply and sewage systems in Poland divided into 3 basic territorial units (rural, urban-rural and urban districts). Moreover, the paper describes the dynamics of changes concerning water consumption, share of population using water supplied by water supply systems, percentage of households possessing a bathroom and flush toilet and the share of population using sewage system during the analysed period. Conducted analyses used among others the chain index of dynamics to determine the rate of observed changes. The analysis revealed the greatest rate of changes for the indices characterising sewage system and the share of population using the system and wastewater treatment plants. Despite the fact that rural areas were characterized by definitely the highest values of the rate of changes and chain index of changes dynamics, the differences between rural and urban areas concerning water supply and wastewater infrastructure in Poland are still considerable.

Opis:

Critical infrastructure is a key element of the functional security of any country. Sea ports (but also river ports) are part of the CI system of the country. The security of such sites is particularly important for the continuity of supply and transit of goods transported by vessels. Ports have always been protected from potential threats. Today, these threats have become more real, particularly as a result of the Russian Federation’s attack on Ukraine. Poland, which today has the status of a frontier state, is a target of espionage and sabotage activities. Security is a state of non-threat. This is the state to which we aspire in every area of modern life of every society, every country. Seaports, like other places, which are essential (special) for the unimpeded and secure delivery of goods. They’ve always been under special surveillance and special protection. Destruction of the port makes it impossible to transport by sea, which is obvious. Threats to port security come from different sources, but at a time of ongoing war in Ukraine, terrorist attacks come to the fore. It is also necessary to highlight the hybrid actions on the border with Belarus, which affect the state of security. Poland, as a front-line country, is particularly vulnerable to acts of terror, diversion and espionage, which is confirmed by the actions of the special services. Monitoring of seaports is part of the security strategy of the critical infrastructure of these places. The threat of CI ports is real, especially at the present time. This applies in particular to the LNG terminal in Świnoujście, which is regularly visited by ships (gas carriers) supplying raw materials of strategic importance. Violation of security rules (principles) may lead to a threat that cannot be ruled out, however, the most important and dangerous are those that come from the outside and are of an intentional nature.

The main aim of the article is modelling the operation process of the Baltic Port, Shipping and Ship Traffic and Port Operation Information Critical Infrastructure Network. To achieve this goal it is necessary to define three critical infrastructure networks for a Baltic Sea Region and their operation processes: port critical infrastructure network, shipping critical infrastructure network and ship traffic and port operation information critical infrastructure network. Thus, the concept of networks of three networks, called Baltic Port, Shipping and Ship Traffic and Port Operation Information Critical Infrastructure Network, is introduced. This way, the operation process of network of networks is proposed. To understand this approach, the basic classification and description of interdependencies and interconnections in this network are presented.

Zgodnie z Ustawą o zarządzaniu kryzysowym infrastruktura krytyczna w Polsce obejmuje 11 systemów, spełniających kluczową rolę w funkcjonowaniu państwa i życiu jego obywateli. W artykule przedstawiono stosowane formy ataków terrorystycznych na systemy infrastruktury krytycznej. Na podstawie prowadzonych kontroli opisano spotykane błędy w zakresie ochrony systemów IK. W końcowej części artykułu powtórzono za NPOIK, że stosowane systemy ochrony IK powinny mieć zastosowanie do wszystkich typów zagrożeń, a także być przygotowane do możliwie szybkiego przywrócenia funkcji realizowanych przez daną IK.
According to the Act on Crisis Management, critical infrastructure (CI) in Poland includes 11 systems that fulfill a key role in the functioning of the state and the life of its citizens. The article presents applied forms of terrorist attacks on CI systems. On the basis of checks that were carried out, errors in the protection of CI systems are described. In the final part of the article it is repeated after NPOIK that the applied CI protection systems should apply to all types of threats and be prepared for the fastest possible restoration of functions performed by the given CI.

This paper aims at comparing transportational infrastructure in chosen UE countries. Two synthetic measures have been used to evaluate and order the objects under consideration: one based on Hellwig’s proposition and the other based on standarised sum method. There have been used 16 diagnostic variables in years 2003 - 2006. The conclusion of the reaserch is that Poland and Greece have had the worsest, of 20 countries under consideration, infrastructure.

Opis:

A tourist attraction is everything that raises tourists’ interest and stimulates them to travel. The revitalization of the railway infrastructure elements and transforming them into objects that serve tourist needs may positively affect urban space, as well as contribute to socio-economic development. Foreign and Polish examples show many tourist attractions created on the basis of closed railway lines, degraded railway areas or railway stations. A ride by narrow-gauge railway, a cycle route created on a former railway embankment or even a walk along the promenade alongside the railway viaduct can be an attraction in itself. Such objects become a magnet that attracts tourists to the region, and at the same time stimulate demand for other tourist services. The aim of the article is to identify and classify tourist attractions that have arisen as a result of revitalization of the railway infrastructure. The article is divided into three parts. In the first one, the essence of the revitalization of the railway infrastructure is characterized. Celem opracowania, o charakterze przyczynkowym, jest ocena rozwoju rynku funduszy infrastrukturalnych ze szczególnym naciskiem na inwestycje w infrastrukturę transportu.
Infrastructure funds are instruments of dynamic progress and a share on infrastructure projects market in the last twenty years. Infrastructure funds creation has evolved lively interest of such form of investing and extremely dynamic increase of new funds. In view of a sector infrastructure funds, despite of relatively short term of activity, have played significant role in fulfilling a financial gap in projects connected to transport infrastructure, particularly in road infrastructure. An aim of an article, of contribution nature, is to assess a development of infrastructure projects with emphasis to transport projects.

Opis:

A comparative analysis, using the classification tree method, of typically agritourism and agriculturally inactive farms has been conducted in this paper. An interview questionnaire, carried out on 78 farms, has been applied as a research tool.According to the research, typically agritourism farms evaluated the quality of their own services more positively. However, these factors did not influence the improvement of offer standards. Perhaps they had to invest more often in the development of farms rather than focus on improving the sanitary and hygiene infrastructure. The residential buildings may have not been adapted to undergo redevelopment in that respect. Agriculturally inactive households rarely broadened their knowledge in order to improve accommodation conditions. They had higher standards regardless of the level of hosts' qualifications. Presumably, hosts who focus mainly on agritourism are more likely to improve accommodation conditions. They basically do not have to pay expenses that would be incurred by agricultural activity. The application of the classification tree method has allowed to observe that high self-evaluation of services provided does not always have to result in better sanitary equipment of rooms or possession of living rooms. The method has made it possible to present the examined factors in a simple graphical manner, thus allowing to notice differences between typically agritourism farms and agriculturally inactive farms.

Critical infrastructure plays a key role in the functioning of the state and the lives of its citizens. Due to natural disasters or those being a consequence of human activities, critical infrastructure can be destroyed or damaged, and its functioning can be disrupted, which can pose a threat to the lives and property of the citizens. Simultaneously, such events negatively affect the economic development of the state. That is why protection of critical infrastructure is one of the state’s priorities. In the years 2015 and 2016, NIK examined the regularity of the protection of critical infrastructure items. The audit was also a response to numerous media reports on failures or incidents that could pose a threat to critical infrastructure items in the country. The audit comprised selected critical infrastructure administrators, the Government Security Centre, regional governors and local self-government units.

In the paper optimization of operation process and maximization of safety lifetimes for interconnected and interdependent critical infrastructure (CI) networks at variable operation conditions related to the climateweather change are proposed. A multistate series network with assets dependent according to local load sharing (LLS) rule is analyzed and optimization of operation and safety of CI network with the LLS rule is introduced. For such CI network, the optimal transient probabilities of CI network operation process at operation states related to climate-weather change that maximize the mean value of CI network safety lifetimes are found. Finally, the optimal safety and resilience indicators of CI network are presented.

Celem artykułu jest zdefiniowanie i opisanie wskaźnika syntetycznego służącego określeniu poziomu infrastruktury gmin w województwie świętokrzyskim na podstawie wybranych cech. Interes gminy, w aspekcie sieciowości powiązań, stanowi wypadkową efektów działalności mieszkańców, przedsiębiorstw oraz pozostałych aktorów sceny lokalnej. Infrastruktura ma bardzo duże znaczenie dla procesów zachodzących w lokalnej gospodarce. Stanowi pewnego rodzaju propozycję inwestycyjną oraz ofertę warunków koniecznych do prowadzenia działalności gospodarczej, jest warunkiem istnienia, a także może wpływać na wzrost konkurencyjności. Ocena infrastruktury samorządu jest zadaniem trudnym, wymaga uwzględnienia wielu różnych zmiennych w możliwie pełny sposób charakteryzujących zjawisko w warunkach sieciowości powiązań.
Local government is the employer, client, customer and investor. His actions have a direct or indirect impact on the local economy, on the processes taking place in it, the quality and level of infrastructure. The aim of this article is to define and describe the synthetic indicator for determining the level of infrastructure in municipalities Świętokrzyskie based on selected characteristics. The interests of the community, in terms of networks, is the result of the effects of the activities residents, businesses and other local actors. Infrastructure is very important for the processes taking place in the local economy. It is a kind of investment proposal and offer the necessary conditions for doing business, it is condition for the existence and can also affect the growth of competitiveness. Assessment of local infrastructure is a difficult task, requires taking into account many different variables as fully as possible characterizing the phenomenon in terms of networks.

Opis:

A region's economic development stability is directly linked to the level of services provided and the transport and communication infrastructure available to it. Airport security in the context of transport infrastructure development and the further development of regional logistics facilities is an important factor affecting both the public and private sectors. The causes and consequences investigation, which are the basic means for finding solutions in the safety area of the selected critical infrastructure subject was solved using the Ishikawa diagram. The search for causation based on the principle where each result has its own cause or combination of causes. We can use the 6M approach (staff, methods, machines, materials, measurement, and mother-nature), or 8M, which is supplemented by management and maintenance. In the process of elaborating this article, the consequences defined and the causes underlying the proposed solutions were examined in a successive way. This paper points out possible directions of development in the field of airport security within the context of the public logistics centre development. Obviously, there is no totally secure system and an increase in the level of security can be ensured by correlating all systems used to increase of the critical infrastructure elements resilience.

In the reproduced article presents a brief characterization of hazards and dangers caused by the growth of the Internet. Are shown attempts to attack information, conducted online war aimed at different areas of financial and economic, administrative, global military. There have been reviews of various forms and methods of attack on infrastructure, including critical infrastructure. Provides an overview of the risks posed by digital weapons, cyberterrorism, cybercrime, cyberwar, are examples of hacking attacks occurring on a global scale. Discussed an example of a computer system security model computer, using the Internet.
