In this article, we attempt to identify Russia’s social-impact operations in the context of information operations conducted by the Russian Federation during 2022 in the war against Ukraine. The need to undertake the analysis of the creation and proliferation of information threats, as a result of Russia’s actions in the ongoing conflict, is dictated by the growing impact of communication processes on global security. This article discusses the impact and role of mass media on the shaping of people’s minds, by exposing the mechanisms behind the formation of public opinion.

Experts on information competition between Russia and Western countries are convinced that president Vladimir Putin plans a war against the West as a long-term operation. It is directed on two fronts: internal and the more effective external one. Both can be developed in every country of the World; the opponent may be a compatriot but the ally may be a foreigner. Fortunately, in the West the effectiveness of these operations is lower. Confrontation with the West the Kremlin has many advantages: parental and controlled informational space, technical implements, huge experience based on expert knowledge, likewise a longstanding practice in conducting informational operations. Those actions are strongly concentrated and there are widely used digital platforms and also, they popularise the contents in harmony with Russian Federation politics. Their aim is not only forming internal and external public opinion properly and in line with the Kremlin’s interests, because as the annexation of Crimea has demonstrated that their aim is construction of a new reality of the world. Paradoxically, in the Russian Federation’s policy, media freedom and political pluralism are considered as a weakness of the West. Many communities which have different benefits are sensitive to the Kremlin’ s propaganda.

The information war is beginning to play a dominant role in international relations. It is important because it occurs intensively in peacetime and determines the results of international clashes. This article aims to identify offensive elements in Russian theoretical and doctrinal views on the role and content of the information offensive in international relations. To meet this aim, a comparative analysis of research studies, documents and offcial statements was carried out. The study sets out to investigate how Russia assesses the usefulness of the information offensive for conducting international policy. The study revealed that the information war and information warfare in modern conditions in the Russian scientifc debate occupy a prominent place. Regardless of the declared defensive nature of the Russian information offensive, both the scientifc and doctrinal views emphasise the value of the information offensive for conducting international policy. Russia takes the information offensive in international relations very seriously and treats it as one of the main forms of international confrontation. This has serious consequences for countries close to Russia as it creates a new threat to their national security in peacetime.

Objectives: Compare selected concepts of information warfare and show the evolution of the Western concept of WI,resulting from the development of the information society, social-media and the resources by which information warfare is conducted. Methods: The research method used is a systematic review of Western political science literature, as well as military literature, publications on international relations, international politics, security and cyber security from the perspective of information warfare. Techniques such as analysis of background material, causal analysis and scientific and self-observation in this area were used, taking into account the dynamics of technological and geopolitical changes occurring in the modern information society. Results: The analysis made it possible to show the evolution of the Western concept of information warfare and outline the main differences from the concept of information warfare adopted by the Russian Federation. The study also points out the threats to the information society posed by the realities of modern information warfare. Conclusions: The Western conception of WI differs from that of the Russian Federation, placing the emphasis on WI as technological warfare, while the Russian Federation and the People's Republic of China (PRC) place the emphasis on psychological warfare first. This discrepancy could pose a significant threat to the information environment of Western democracies, since the weakest link in the security of not only an information system, but also an information system, is the human being. This is well known not only to hackers, cyber criminals, but also to hostile state or non-state forces that conduct WI against Western countries.

Different meanings of the term ‘politics’ define its different dimensions - dimensions in which politics is being carried out. The overwhelming feature of contemporary politics is its mediatisation, which can be understood as ‒ according to Franciszek Ryszka, who said that “words create politics” - the hegemony of the symbolic sphere. Therefore, the study of politics should take into account not only the sphere of decision-making, but also the discourse which restricts and directs political activities. The case of Ukraine demonstrates that civic media (i.e. Media which are decentralized, non-hierarchical, based on networking and social media) are now the plane on which certain political ideas are manifested most fully, including declarations of intent to pursue a particular doctrine of the state. At the same time - due to its axiological marking – civic media are becoming an important forum for various discourses in the service of community. The analysis of politics, perceived as power over the meaning, is the primary dimension of the analysis, since other planes of politics and corresponding analytical areas are, in the modern world, increasingly subordinated to the discursive sphere which creates a meaningful (discursive, symbolic, axiological etc.) framework for political action. The article discusses the impact of civic journalism on political change - from the “Orange Revolution” to “Revolution of Dignity”. This section of the article presents, among other issues, the most important means of civic journalist narration. The following part outlines the role of civic media at the time of Russian aggression in Ukraine, where asymmetric hybrid warfare is taking place, that is a combination of conventional, irregular and information warfare. The article also discusses the key features and activities of Ukrainian grassroots journalism during the war, and then presents the main axiological pillars of Russian war propaganda and its criticism by journalists and civic media.

In the modern security environment, information warfare is an increasingly important threat. The purpose of this article is to determine the conditions for the effective achievement of political objectives through the manipulation of information and disinformation. The conducted research used system analysis, also using case studies, generalizations and synthesis. This allowed to state that the key condition for the effectiveness of conducted information attacks is the mechanism described in the works of Antoni Kępiński as information metabolism. This makes it possible to formulate a postulate on the need to counteract such attacks based on building defensive and offensive capabilities of the state in the sphere of information warfare.

The article concerns the mass-media manipulation of information in Russia about RussianUkrainian conflict with the help of the media controlled by government. The authors point out that the Kremlin has always manipulated the content of information and with the beginning of the Revolution of Dignity manipulation and disinformation has gained unimaginable momentum, treating Maidan as a negative event, as a coup. At the moment of aggression, in the network hundreds of websites and social network groups appeared, which „objectively” are informing about the events. The message of this campaign is to justify the uprising against the new, legitimate government in Kiev. The propaganda potential is directed at presentation of the Russian version of events, and the overall aim is to diversify the public opinion. An important point of this strategy is to create an image of Russia as a victim of cynical game of Western establishment, accused on this occasion for a complete distortion of Putin’s image as well as the causes of Ukrainian conflict and its course.
