Opis:
Migrants from the turn of the twentieth century are the fourth group, after the indigenous people, the colonizers, and the African group, which had a significant impact on the forming of Latin American societies. Initially, large migration streams have bypassed the region. After 1870, when the political situation has somewhat stabilized and certain countries have initiated activities aimed ai attracting foreigners, the inflow of migrants significantly increased. Many countries encouraged arrival, yet the one receiving most people was Argentina, which in the years 1830-1932 was the second major destination for migrants after the United States. Next to Argentina, the largest inflow of newcomers was noted by Brazil. On top of that Uruguay appeared to be an attractive place as well, while in the first decades of the twentieth century many immigrants also turned their steps towards Cuba. In the period of mass migration those four countries received over 90% of arrivals from Europe, who were looking for a new life in Latin America. The main objective of the paper is to present an outline of the changes which took place in the policies of selected Latin American countries at the turn of the twentieth century, starting from pro-immigration policies to the introduction of limits on immigration in the 1930s. The focus is on four countries, which received the most people at that time. Migration policies have been discussed in light of major flows of migrants from Europe and Asia.

This article, through the prism of immigration policy models proposed by Stephen Castles (1995), Steven Weldon (2005) and Liah Greenfeld (1998), discusses those aspects of Norwegian immigration policy that refer directly to children. Areas such as employment, education, housing and health care influence the situation of an immigrant family, which in turn affects the wellbeing of a child. However, it is the education system and the work of Child Welfare Services that most directly influence a child’s position. Analysis presented in this article is based on the White Paper to the Norwegian Parliament, and data that were obtained in expert interviews and ethnographic observation in Akershus and Buskerud area in Norway, conducted between 2012 and 2014. The article raises the question whether the tools of immigration policy used by social workers and teachers lead to integration understood as an outcome of a pluralist or individualistic-civic model of immigration policy or are rather aimed at assimilation into Norwegian society, attempting to impose the effect of assimilation or the collectivistic-civic policy model.

Multicultural policy has recently been undergoing a marked crisis and is subject to wide criticism. In the light of recent terrorist attacks it is often highlighted that the reason for such situations might be too much openness towards foreigners. Most European countries are changing their immigration and integration policies limiting their social security and restricting the possibilities of an influx of immigrants. Sweden, which is perceived as one of the most open and tolerant states in Europe also faces new challenges concerning the future of its multicultural policy. The crisis in tolerance towards foreigners is quite visible and it is obvious that the social moods in this state are evolving. Therefore, the aim of the article is to analyze changes in the attitude towards Swedish immigration and its integration policy in the light of the attack on the Charlie Hebdo weekly offices.

The aim of the article is to analyse changes in the immigration policy of Japan since 2012. The main reasons for undertaking such research are twofold. Firstly, it is the rapid decline in Japanese population. Secondly, it is a complex plan of economic revitalisation published by the government, in which immigration policy is one of the important components. The assumptions made in the article concern the current changes to immigration laws that constitute a substantial yet insufficient step towards transforming the perception of immigrants. The success of this policy is equally dependent on the change of attitude towards immigrants among Japanese people. Hence, the government should introduce certain initiatives aimed at changing this largely negative approach. With regards to methodology, mixed methods have been applied. From a quantita-tive perspective, statistics published by the Japanese Immigration Bureau and Ministry of Justice have been implemented. As for qualitative methods, official documents and re-ports as well as changes to the law have been analysed.

Using the source data, the article tries to portrait immigrant population in the United States against the native-born population. The aim of that description of who are the immigrants to the U. S. in the 2010s (including their origin, geographic concentration, level of educational attainment, income, age and fertility) is to provide a background for analysis of the U. S. immigration policy reform debate and for weaponization of immigration, particularly irregular, in election campaigns.
W artykule, w oparciu o dane źródłowe, dokonano charakterystyki populacji imigranckiej w Stanach Zjednoczonych i zaprezentowano ją na tle populacji obywateli USA z urodzenia. Powstały w ten sposób obraz tego, kim jest współczesny imigrant do USA (uwzględniający takie zmienne, jak region pochodzenia, miejsce obecnego zamieszkania, wykształcenie, zarobki, wiek i dzietność), ma na celu stworzenie tła dla analiz debaty dotyczącej reformy polityki imigracyjnej USA, a także wykorzystywania tematu imigracji, szczególnie nieregularnej, w kampaniach wyborczych.

The purpose of this article is to analyse the attitude of the Visegrad Group countries towards the immigration crisis in the EU. The article shows the joint activities of the V4 countries and their decisions taken at national level. The main thesis posed in this article states that the negative attitudes towards compulsory relocation of immigrants have activated the Visegrad Group countries and have integrated them with common aims. The article shows a split in among the member states of the EU and thus a lack of solidarity in solving the immigration’s problem. Celem artykułu jest analiza stosunku państw Grupy Wyszehradzkiej do kryzysu imigracyjnego w UE. Zaprezentowano w nim wspólne działania państw V4, jak i decyzje podejmowane na poziomie narodowym. W artykule postawiono tezę, że negatywny stosunek do obowiązkowej relokacji imigrantów uaktywnił państwa należące do Grupy Wyszehradzkiej i zbliżył je do siebie. Pokazano rozłam w UE i tym samym brak solidarności państw członkowskich w rozwiązywaniu problemu imigracji.

The words we use to understand migration underpin how we attempt to control it. This paper uses critical discourse analysis (CDA) to trace the use of “self-deportation.” I find the word was framed in different ways by media, academics and political experts. I focus on how political experts used self-deportation as a form of dog-whistle politics and associated it with a variety of enforcement-only approaches to immigration policy. I consider the relatively consistent political framing participated in shifting policy debates because they normalized the force and coercion implied by deportation.

The last large wave of Polish immigrants (estimated at around 115,000) came to Canada in the years 1981-1996, mainly due to Canadian preferential immigration laws and family reunification programs. As the democratization of post-communist countries was progressing, emigration to Canada became a far easier venture for Central and Eastern Europeans. Currently they are subject to the same immigration procedures as immigrants from other regions. Acting upon the immigration law introduced in 1967, Canada prefers well-educated immigrants with significant capital, persons in economically productive age (between 21 and 49), professionally qualified, and competent in either of Canada’s official languages. In 2008 Canada abolished visas for Polish tourists. A year later the Canadian government launched a typical work and travel program for Polish young people, enabling them to gain up to one-year of work experience in Canada. Despite all these efforts and due to the fact that EU labor markets opened wide for Poles, immigration from Poland to Canada fell below one thousand people per year. Also, Canadian authorities gradually introduce new restrictions aimed at issuing work permits only to those who have guaranteed jobs and are highly unlikely to be a burden on the Canadian health care system and social services. Therefore, Canada’s government has recently been very actively promoting Canada among the most preferred groups of immigrants, including Poles living and working in the British Isles.

Although Poland is not yet a country where immigration plays a major role, the opening of Polish borders in 1989 opened up the country to immigrants. In the 20 years after Poland's political transformation, the number of immigrants, even if still insignificant by other EU countries' standards, has grown steadily, so that in 1998 Łodziński wrote "the foreigner-migrant ceased to be the marginal and exotic person which he used to be. Hę has become so prominent and permanent a phenomenon that determination of his legal status and legal arrangements governing his situation in the various fields of social life has become an important issue" (Łodziński 1998). Yet, the number of immigrants, after all, continues to be at such a low level that Iglicka's declaration of 2003 stating that "Poland does not have a comprehensive migration policy, but mere foundations thereof. Neither is there is a doctrine of migration in the political consciousness which could constitute the foundation of coherent migration policies" (Iglicka 2003) is as valid as ever. Based on analysis of the government's ad hoc actions, press releases, experts' statements and data from public opinion polis, certain trends can be noted that may be used as an indicator of the direction which, if not the political discourse itself, then definitely the public discourse around the issue of immigration, is taking. If, as Zapata-Barrero maintains, we assume that the "discourse provides a reference framework and the main source of arguments for both the legitimacy of policies and for the legitimacy of public perceptions/ actions" (Zapata-Barrero, 2009: 50) and, as the author points out, "the design of discourse as a voluntary and intentional act, is aimed at achieving a specific effect, is a political act and transforms itself into a certain policy" (Zapata-Barrero, 2009: 46), then the discourse on immigration becomes crucial because it defines the process of government's handling of multiculturalism, which democracies must, sooner or later, face. This paper presents the result of analysis of public opinion polis and the political discourse on immigration in Poland and simultaneously attempts to explain the direction it takes assessing its possible consequences.

Since 2004, the UK has enjoyed a decade of experience in managing migration from EU8 countries. This time around, how well founded are the fears that 2014 will see another ‘flood’ of migrants, on par with levels experienced in 2004? This essay argues that EU2 migration, from Romania and Bulgaria, will not be a repeat of 2004. To begin, this paper will examine the reasons why there was a twenty-fold discrepancy between official estimates of expected migrants following the 2004 enlargement. Then, by using Poland as a case study of typical migration flows after the 2004 migration period, this paper will show that— contrary to predictions based on standard migration theory— mass migration outflows in 2004 is not a good predictor of events to come in 2014. Among other factors, given that those who wanted to migrate to the UK from Romania and Bulgaria already have migrated pre-accession and more countries opened their labour markets in 2014 than they did in 2004, the UK is not likely to see a mass influx of Romanian and Bulgarian migrants as it did with those of Polish origin in 2004. However, like Polish migration, Romanian and Bulgarian migration will tend to be more circular and ‘fluid’.

The experiences of World War II resulted in radical changes in the Australian immigration policy. The mass character of immigration and, most of all, its diverse national composition lead to deep social and cultural changes. Within two decades, not without a struggle, the relatively ethnically homogenous, “truly British” society of the Commonwealth of Australia which was formerly separated from the world through the “tyranny of distance”, turned into a multiethnic society characterised by great social and cultural diversity. This necessitated adjustments in the state policy, which evolved from assimilationist to multicultural, and changes in social attitudes and the Australian national identity. This article takes a historical perspective and aims at outlining the sources, assumptions and actual course of postwar immigration and its major social and cultural implications. It presents the period until the mid 1970s, i.e. until the Labour government led by Gough Whitlam, who initiated the politics of multiculturalism, was is office.

Celem artykułu było przybliżenie najczęściej omawianych działań podjętych przez kanclerz A. Merkel w celu powstrzymania wzmożonej imigracji Syryjczyków do RFN. Zaproponowane przez A. Merkel rozwiązania ukazane zostały w kontekście reakcji członków CDU oraz CSU na nie. Polityka kanclerz oraz obu niemieckich partii chadeckich i ich przedstawicieli ukazana została na tle krytycznej dyskusji dotyczącej politycznych kosztów, jakie związane są z przyjęciem tak wielkiej liczby cudzoziemców. Poruszone zostały zatem m.in. kwestie dotyczące pozycji A. Merkel na niemieckiej scenie politycznej oraz wpływu „Willkommenspolitik” na wyniki wyborów do Bundestagu w 2017 r.
The aim of this article is to present the most frequently discussed actions undertaken by Chancellor Angela Merkel in order to stop the increased immigration of Syrians to Germany. The solutions proposed by Merkel are shown in the context of the reactions they triggered in CDU and CSU members. The policy of the Chancellor, and both German Christian Democratic parties and their representatives, has been presented in the context of critical discussions regarding the political costs associated with the admission of so many foreigners. The article analyzes, among other things, the issues regarding the position of Angela Merkel on the German political scene and the influence of the Willkommenspolitik on the results of the Bundestag elections in 2017.
