In the era of migration, cities play an important role in integrating immigrants and promoting social cohesion. Sometimes they create and implement integration policies different from these at a national level. The state-run civic integration programs question the thesis of the growing role of cities as these programs have resulted in centralizing integration policies and reducing their role. In recent years, large European cities have been implementing a cultural diversity management model referred to as “intercultural integration”. They have also adopted mainstream policies targeted at the entire population. In terms of immigrant integration policy Polish large cities have recently been following a pattern set by their Western European counterparts. This results from the availability of European funds and trends towards cultural diversity rather than challenges.

The present paper is aimed to analyze how certain concepts of political identity are translated into poeticsof identity in contemporary Spanish narrative. The analysis covers four novels published since 1998,written by Spanish authors and which achieved high rates of sales and positive critical recognition. Thestudy was not limited to specific immigrant groups in order to reflect a variety of experiences and politicalpositions represented in the texts. The paper is a study of the image and functions of immigrantcharacters in selected Spanish novels of the last three decades: Háblame, musa, de aquel varón (1998) by Dulce Chacón, Ventajas de viajar en tren (2000) by Antonio Orejudo, Cosmofobia (2007) by Lucía Etxebarria and En la orilla (2013) by Rafael Chirbes. Sociologists and psychologists indicate three main classes of negative attitudes towards immigrants (citizen insecurity, threat to cultural identity and competitiveness in obtaining resources). Within this context the article aims to determine to what extent the literary representations of immigrant characters constitute reproductions or transgressions of culturally prefabricated images of the Other and explores the different narrative and ideological functions these characters play. The paper also studies the presence of discourses that support social exclusion of immigrants and the means of subverting them.

Introduction and objective. In 2008–2010, the number of foreigners hospitalized due to injuries in Poland ranged from approximately 5–21 thousand. The aim of this study was to analyse the utilization of in-patient services by injured immigrants in 2008–2010, including mode of admission (i.e. referral), mode of discharge, average length of patient stay, seasonality and spatial distribution of hospital admissions. Material and methods. Analysis was conducted on the basis of data from the General Hospital Morbidity Study. All cases of hospitalization due to injuries were covered by the analysis, and a group of foreigners was compared to the general population. Results. The percentage of immigrants admitted by acute admission through self-referral increased to 80.9% in 2010. The great majority (79.4%) were discharged to in-patient care. The immigrants’ stay in the hospital was approximately twice as short than that of an average patient with injury. Immigrants and the rest of the patients were admitted to hospitals in different seasonal rhythm. The great majority of foreigners were treated in hospitals located in two (out of 16) provinces. Conclusions. This study supports the need for understanding the immigrant experience when accessing health care, as well as the need for further research and contribution of public health.

The article examines transnational character of the Senegalese Diaspora in Spain. A short account of the history of migrations from Senegal to Europe introduces the subject. Special emphasis is put on the continuation of the colonial discourse in the representation of African immigrants. The main focus of the analysis is on the transnational practices of the Senegalese in Spain. These are conducted through the bond that links the community with the society of origin. This strong attachment helps to resist the influence of the European culture, especially in the sphere of values and customs.

The paper is a case study and addresses the issue of intersection of the immigrant and artistic worlds, exemplified by functioning of Polish and Ukrainian communities in East Village in New York. The Author tries to show how ethnic can intersect with the world of alternative artistic and intellectual culture and what the consequences of such a phenomenon for the transformation of the ethnic neighborhood and its status among the diaspora can be. The analysis is embedded in the historical and humanist perspective, accentuating the “longue durée” process, emphasizing the importance of the area and the social relations going on there for their users. Such an approach allows to form a final question on the possibility of conceptualizing this particular ethnic neighborhood in terms of cultural heritage of the immigrant group.

Introduction and objective. More and more immigrants gradually come to Poland. Little is known, however, about their health situation or their injuries. The objective of this study was to analyse the cases of hospitalization of immigrants due to injuries in 2008–2010, including the number and demographic characteristics of the patients, as well as the nature of injury according to ICD-10 (S00-T98). Material and methods. The analysis was conducted on the basis of data from the General Hospital Morbidity Study. All the cases of hospitalization due to injuries were covered by the analysis, and a group of foreigners was compared to the general population. Results. The number of foreigners hospitalized due to injuries ranged from 4.6–21.2 thousand in the subsequent years. The share of hospitalization due to injuries equalled 8.2–11.9% of all foreigners’ hospital stay. The majority were males, but the proportion of females gradually increased up to 36.7% in 2010. The average age of the hospitalized gradually decreased to the age of 35.2 in 2010. The structure of the nature of injury was different from that of the general population. Prevailing types of injuries were minor injuries of wrist, hand, ankle and foot. Open wounds of the head were also common. Conclusions. Results of the analysis indicate the most important tendencies related to immigrants’ injuries. Further research, as well as monitoring the foreigners’ health status is necessary. Taking preventive measures is essential among the most vulnerable group – male immigrants aged 15–19.

According to the Department of Foreign Affairs more and more people come to Poland in order to settle here. Although Poland is considered to be one of the least attractive countries in the European Union for incomers, many of them marry Polish citizens, find a job, study or start their own business in Poland. Such people live in big cities as well as in towns, becoming the members of local communities. Some of them are Catholics of various denominations, others are Christians from other Churches, some are non-believers or remain indifferent to any religion. They all, however, constitute a challenge for pastoral care of the family which aims at bringing them closer to Christ. Parish pastoral care priests, as it is indicated in the teaching of the Church, can undertake various initiatives according to the religious or denominational affiliation of the immigrants and their needs. The forms of assistance of pastoral care priests involve satisfying spiritual, psychological and material needs of incomers. However, the main aim of pastoral care is to integrate the newcomers with the local community.

The aim of the article is the reconstruction of a nature of EU’s immigration policy that emerges from EU’s activities and reaction on migration crisis, understood as an effect of the unprecedented inflow of economic migrants and asylum seekers in 2015–2016. The analysis is focused on presenting the impact of the concept of security on the nature and scope of legislative and political measures adopted by the EU in the scope of migration policy. The article underlines that security is a factor which fundamentally determines the EU’s migration policy. The EU’ intervention to the migration crisis, giving priority to security-driven concern, was focused to meet a ‘secure border’ demand, understood as a process of increase the level of their closeness (as a opposition to openness) and impermeability. In the effect, the EU’s response to the migration crisis was highly narrow, fragmentary and insufficient.

This article attempts to analyse preparation of the Polish labour market to welcome migrant workers from outside the European Union. In addition to the numerous statistics showing the current state of the domestic labour market, the author focuses on aspects related to entering the job market by young people and their chances of getting a job. Also analysed is the readiness of Polish society to accept immigrants. The psychological acceptance of immigrants is an extremely important area, especially in the situation of mass inflow of workers from Ukraine, Belarus and other countries from post-Soviet Europe. According to official statistics over 2 million people came to Poland since 2014, which is the largest wave of immigration in the modern history of Poland. Current and adequate knowledge about the Polish labour market is only a starting point for undertaking work on the development of mechanisms to facilitate the immigrants not only the beginning of work, but also a happy life in Poland

On the one hand, when compared with the ‘original meaning’ of politics in the Classical or Christian thought, contemporary liberal democracies in general understand politics in a reduced sense. On the other hand, however, democratic debates constantly allow for opening new horizons of interpreting politics. One way to radically renew politics is accepting authentic testimonies as political arguments. To illustrate this point, I offer the reflective analysis of a concrete case concerning the hotly debated topic of migrants in Europe: a Benedictine monastery receives and hosts illegal migrants in Hungary. This example deserves our interest for – when not tendentiously misinterpreted – it can neither be classified as an argument of the conservative approach to migrants nor does it support the liberal reading of the events. It implies, at the same time, a positive and a negative critique to both approaches by simply going beyond the usual political categories. In order to see how testimony works as a political argument I undertake three steps: 1) Instead of defining testimony, I show through a phenomenological analysis three characteristics of the given example that are both, essential and relevant for political discourse: a) the essentially indeterminate meaning of testimony; b) self-exposure and self-sacrifice; c) the particular political message of authentic testimony. In the next step, I offer a brief analysis of contemporary political discourse to highlight those aspects concerning which authentic testimonies may transform the meaning of politics: a) mediatization; b) lack of authenticity and credibility; c) technical scientific language; d) impersonal approach to political issues. As a third step, I unite these two analysis by asking what counts as a political argument in general and whether and how testimonies can function as political arguments. In my conclusion, I distinguish two types of politics according to their attitude towards testimony: one that is open to authentic testimonies and one that rejects them. By showing some fatal consequences of the latter option I argue for recovering some of politics’ original meaning.

In this paper I describe a local, Warsowian discourse focused on the phenomena of immigration into the capital city from other parts of Poland. In Bourdieu's categories I draw upon the field of game played in Warsaw between two kinds of players: natives and immigrants. Both of them build definitions of the others based on wrongful stereotypes and prejudices. Such a discourse has been used by the natives as a tool of exclusion of the migrants from the sphere of work and symbolic capital. They impute the migrants to be immoral, bad qualified and determined to stay in Warsaw. The immigrants show the natives as the second or third generation of the immigrants from the poor countryside which came to the capital city directly after the World War II. From this point of view the present natives usurp "the right to the city", the symbolic capital and the right to take the best places on the job market. Specifically, I am interested in patterns of the exclusion constructed by the natives in the discourse and also in answers of immigrants who use rather defensive strategies.

A young Chinese immigrant’s aversion to his Chinese origin and his self-identifi cation as purely American gives much food for thought to the author: Whoand what American edu-cation has been aiming to educate its students to be and what is impeding multiculturalism from being cultivated in education. The article points out that American schools have long been serving to Americanize its immigrant population regardless of where they are originally from, ethnically, linguistically, culturally, and religiously, and in spite of the country’s long--standing and ever-growing diversity. Without challenging the structural inequality inherent in “assimilation”, true multiculturalism will not be realized in education.

This article focuses on the solidarity of EU member states with the so-called “front” country, Greece, which found itself during the migration crisis in 2015 and in the following years on the most burdened East-Mediterranean route, i.e. the route by sea from Turkey to Greece and onwards to various European Union countries. Refugees from Syria but also from Iraq and Afghanistan continue to arrive along this route. The destinations for boats carrying immigrants and refugees via Turkey to Greece are the islands in the Aegean Sea including the island of Lesbos whereon the infamous Moria camp still plays a special role. The island which hosts Moria is the subject of European solidarity research with Greece. The structure of this article consists of three parts. The first discusses the principle of solidarity which, like any community, lies at the heart of the European Union. Part Two deals with the migration crisis and its challenges regarding the solidarity of EU Member States from Greece. The third part focuses on the humanitarian consequences of the lack of solidarity between EU member states and Greece. The source material is scientific publications on the EU, information from EU portals and press agencies and their recordings of developments in Greece related to the influx of immigrants along the Eastern Mediterranean route along with the author’s own observations of the Moria camp during a visit at the end of November 2019. This article also partly refers to the new humanitarian challenges arising in the context of the situation of immigrants on their way to Europe during the Coronavirus pandemic (COVID-19).

Artykuł ma na celu zbadanie wpływu różnych grup etnicznych na europejską demografię oraz kształtujące się obecnie trendy w oparciu o zmienne gospodarcze, społeczne, ekonomiczne i finansowe. Przy użyciu danych z raportów OECD oraz Eurostatu, jak również case studies dla Francji i USA autorzy analizują kształtujące się obecnie trendy demograficzne, by przekonać się, że współczynnik płodności imigrantów jest znacznie wyższy niż urodzonych w tym kraju obywateli. To właśnie podstawowa różnica etniczna, która może mieć znaczący wpływ na demografię całej Europy.
Nowadays, countries of the European Union are facing a rapid decline in their fertility indicators. This factor, combined with ageing of societies, stimulates a need to redefine the demography, as well as answer key questions regarding the inflow of immigrants. This paper aims to ascertain the influence of various ethnic groups on European demography and the contemporary trends by using a set of economic, social, and financial variables. Utilizing data from OECD and Eurostat reports, as well as case studies of France and the US, the authors proceed to analyze the current demographic tendencies in order to find out whether immigrants and their offspring in France or the US might tend to be much more fertile than the countries’ native citizens. This turns out to be a major ethnic difference, which may have a significant impact on the demography of Europe as a whole.

In the 1980s and 1990s, Canada accepted more than 115,000 Polish immigrants. Some of them went through refugee camps in Western Europe, some arrived in Canada from the U.S., and there were also those who came directly from Poland. This great influx of Poles to Canada was caused by a confluence of factors. The most vital was obviously the economic and political situation in Poland, but Canada’s immigration policy also played a significant role, particularly the new regulations enacted in 1978. They gave temporary preferences for East-European Self-Exiled Persons – those who left the Communist bloc and could not or did not want to return to their home countries. It is worth emphasizing that the Self-Exiled class formally existed in Canada until as late as 1990. Moreover, the new Canadian regulations enabled admitting immigrants who were sponsored by Canadian residents. This allowed the Canadian Polish Congress (CPC), following the1981 agreement with the Minister of Employment and Immigration, to act as a guarantor to persons and institutions bringing in immigrants. With the cooperation of the CPC, ethnic organizations, and Roman Catholic Church institutions, a network of Polish information and aid centers was established in Canada. This article looks into the representation of Polish immigrants in contempo-rary Dutch film, with a particular focus on the prominent role of domestic set-tings and familial dysfunctions in the pictures involved. As the analysis reveals, many of the films under discussion bring into view troubled Dutch protago-nists (especially men) who suffer from degradation in the familial and social sphere. The Polish characters in turn tend to be instrumentalized as (potential) agents of change (or rather “restoration”), taking up traditional familial and domestic roles that are no longer fulfilled by Dutch characters.

This paper analyses neighbourhood embeddedness of immigrant and non-immigrant populations in six European cities. We define neighbourhood embeddedness as an individual level concept and distinguish two main dimensions: place and network embeddedness. The neighbourhood embeddedness concept provides us with the possibility to study attitudinal and behavioural aspects of individuals related to the place of living. Using data from the ‘Generating Interethnic Tolerance and Neighbourhood Integration in European Urban Spaces’ (GEITONIES) project, we explore communalities and differences in the degree of embeddedness and its underlyingmechanisms for immigrant and non-immigrant residents across a set of different neighbourhood types. Our findings suggest that neighbourhoods are still important focal points of social life. But immigrants are characterized by higher levels of neighbourhood embeddedness than native residents which are mostly related to the strong link between perceived feelings of attachment to the people in the neighbourhood and the place as such.

Awareness that immigrant integration takes place at a local level has been growing for several years. Immigration policy debates and decisions mostly occur at the national level, but the question of how to implement immigrant integration policy is much more urgent at a local level. The purpose of the article is to present the multidimensionality of integration actions as well as examples of projects considered to be “best practices” that are carried out today at the local level in German and UK cities of different sizes. The countries chosen have long histories of immigration and have developed significantly different approaches to immigration issues, nevertheless local experiences (in both countries) highlight not only differences but also similarities in immigrant integration policy. The surveys presented help us to understand that immigrant integration is a complicated process that can be stimulated in various ways, and that there is no single way to introduce policy towards immigrants.

The aim of the paper is to present issues related to the approach to the integration of immigrants in Poland in the last three decades. The article is seeking an answer to the question of how the approach to immigrant integration has evolved? Does the evolving approach reflect the rising tide of change taking place in Europe? First, the article discusses the issues of migration to Poland. It is essential to consider cultural conditions related to the national identity and migration history of a given country in an attempt to explain the evolution of the integration policy. The subsequent parts analyze the Polish integration policy until 2015 and the integration policy after 2015. The results of the research show that in Poland, the approach to the integration of immigrants has evolved in a short time: from the “strategy of abandonment” to “integration” understood as a two-way process of adaptation to the concept of assimilation.

The thesis of a symbolic significance of space for a particular community underscores the integrating role of place as a cultural value. The author analyses the connection between the space of French suburbs and the identity of their inhabitants, especially those of immigrant extraction. Therefore, she refers to selected texts of the rich output of French hip-hop artists. She places the pieces in the context of the responds given the French of immigrant roots surveyed in 2003. The analysis of the works of the French rappers demonstrates that their texts express a strong identity with the place of origin and residence built on cultural separateness and, simultaneously, on a strong feeling of social homogeneity of the quarter, which is an additional integrating factor.

The purpose of the article is to reconstruct the reasons why Polish immigrants in Iceland want to apply for Icelandic citizenship. As a result of the analysis, four main motivations for adopting Icelandic citizenship were distinguished: 1) the possibility of visa-free travel to the USA; 2) applying for citizenship "just in case"; 3) obtaining rights that only the Icelanders have and 4) the ability to decide about the fate of the community in which immigrants live. The analysis is based on semi-structured in-depth interviews carried out in Iceland in 2014.

An inspiration for the analyses included in the article are anthropologists’ experiences in the execution of a project focused on activities which constituted an offer of direct support for migrants living in Poznań. The article includes a discussion of the specifi city of the cooperation between project executors and institutions which played a key role in both the stage of the project’s preparation and implementation. On the one hand, the text refl ects on the EU and the ‘semantic’ infl uence of EU grant programs on the perception of immigrants who are included in the category of individuals “endangered by social exclusion”. On the other hand, the article considers to the specifi city of the anthropologists’ cooperation with regional and local government institutions and their representatives. I focus on the aim of this cooperation on the dilemmas connected with the involvement in practical actions and forming local policy, and on the ways in which anthropology as a discipline might benefit from contact and cooperation with local governments.

As early twentieth century Americans vigorously debated U.S. immigration policy and immigrants’ impact on the nation and its culture, leaders of American colleges and universities discussed among themselves the impact of immigrant students and students of immigrant parentage on the nation’s expanding higher education system. Although the development of ethnic and religious quotas in private elite institutions has been well documented, historians have paid relatively little attention to the way faculty and administrators at urban public institutions viewed students from immigrant families and their educational needs. This paper will show that professors and administrators in urban institutions, especially those that received public funding, expressed intense anxiety about students from immigrant homes.

В статье представлен опыт школ, учреждений местного самоуправления и общественных организаций, участвующих в создании условий для обучения иммигрантов. Гданьская дорога к разработке городской политики образования иммигрантов вела от интервенции через диагностику проблем к поиску собственных инновационных решений. Наличие учеников-мигрантов в Гданьских школах было своего рода социальной лабораторией, в которой предпринятые действия подвергались постоянному размышлению и критической рефлексии. Статья была создана на основе анализа процесса развития образования детей с опытом миграции и развития институционального сотрудничества в контексте работ по «Модели Интеграции Иммигрантов» в Гданьске.

This article discusses signifi cant problems faced by Polish citizens who live in the Netherlands and who declare their willingness to remain there for the coming years despite the unfair treatment directed towards them. The author elaborates on the history of Polish immigrants in the Netherlands after the Second World War in order to: (1) highlight the Poles’ input into the liberation of the Netherlands during the war and the country’s post-war development; and (2) show mutual, ambivalent Polish Dutch relations between the immigrants and the host society. Based on subject literature, Dutch scientific reports, analyses and surveys, the current situation of Poles is described in the light of unchanging and thus relatively similar problems (despite the passage of time) experienced by Poles living and working in the Netherlands.

The aim of the article is to show the challenges in scholarly attempts to conceptualize the phenomenon of irregular immigration. Although this type of migration has been of interest to scholars for several decades, it still requires in-depth analysis to better explain and understand its causes, scope, and consequences. The article attempts to clarify the nature of irregular immigration, indicating both the general ways of defining this phenomenon and the process of shaping it in socio-political reality since the end of the 19th century. The analysis reveals the internal diversity, dynamism, and ambiguity of this type of migration, which developed in parallel with the control instruments implemented by the states, aimed at enforcing increasingly complex immigration regulations conditioning the entry, stay and work of immigrants. The presented theoretical reflection on the complexity and the heterogeneity of irregular immigration is then confronted with the interpretation of this phenomenon in the EU immigration policy. Another important complement to these studies is to show the terminological challenges that have emerged in previous studies on irregular immigration. They are important both for the objectification of theoretical investigations and for an empirical analysis of this social phenomenon.

Many second-generation Vietnamese immigrant children in the Czech Republic are brought up by Czech nannies. While their parents are incorporated into the labour market in order to provide their children with suffi cient economic capital for their education, the role of caregivers is relinquished to nannies. Both parents and nannies become important actors in the children’s educational process, from the stage of acquiring fi rst words, through primary school, to the moment they are admitted into university. This paper analyses the roles of parents and nannies in this educational process. It draws upon 60 interviews conducted with fi rst-generation immigrant mothers, second-generation immigrants, and Czech nannies. The perspective of all three actors are presented here in order to reveal the interviewee’s understanding of the role of education in the parent-child and nanny-child relationships. How is education manifested in the defi nitions of parenting and caregiving? The paper illuminates the educational strategies taking place outside the educational institution as being an inherent part of everyday life. Simultaneously, the article reveals the meanings of education for the immigrant families as being linked both to past experience and future expectations.

Immigration from German-speaking countries to the United States rose dramatically after the mid-1840s, especially after the failed revolution of 1848-49. By the outbreak of the Civil War close to one million Germans had settled especially in Midwestern territories and states. The group contributed increasingly to the numbers of eligible voters, since Midwestern states, hoping to attract new settlers, liberalized their naturalization laws which allowed immigrants to vote even after receiving their “first papers,” i.e. after applying for naturalization as early as twelve months after their arrival in the new country. The votes of both groups were increasingly sought by the political parties. While the immigrant vote overwhelmingly favored the Democratic Party, because it offered protection and patronage in the face of nativist sentiments, the new Republican Party also made inroads into the German vote. The article points to the reasons for involvement of German radicals in antebellum politics and immigrants’ activity in the Republican Party despite apparent ideological and generational differences. The issue that helped unite liberals, radicals, and workers in this decade, was slavery and the fight for the abolition of this institution: whether in the media, or the political, and later, the military battleground.

Sport may seem trivial, but it can reveal much about the absorption of immigrants into the ways of life of the United States in the late 19th- and early 20th-centuries. Usually, the first generations of immigrants were uninterested in sport “careers”. It was their American-born sons and grandsons, eager to blend into their native surroundings, who took up these amusements and made them their own; and the more they did so, the more they came to be, and to feel themselves “Americans” of European background rather than transplanted Europeans. Moreover, since success in athletics did not require the advantages of breeding, education, or status enjoyed by the Yankee elite, professional sport frequently offered the descendants of immigrants their first opportunities to succeed and receive acclaim from the wider society. The paper focuses on Stanley Ketchel, the best middleweight boxer and the first Polish-American sports champion. Yet in spite of his undeniable sporting renown, one accolade Ketchel seems never to have won was acceptance as a genuine “ethnic hero” of Polonia.

Within the rapid changes in communication techniques, culture, pedagogy, and developments in knowledge, it is vital that educators are familiar with new educational changes, mainly those changes which are connected to technology. Change can be accompanied by fear, and thus some teachers might resist changing (Fullan, 2006). In the digital age, some teachers might be reluctant to change because they feel they are immigrants in the digital world (Prensky, 2001). In developing countries, such as Algeria and Libya, teachers might feel more frustrated because of the digital gap in their countries and because of the digital gap with the students (Warschauer, 2003). This conceptual paper aims at exploring the main factors that inhibit teachers from change. This paper focuses on teachers from k- to college teachers in general. The rationale behind dealing with teachers in general, and not teachers of a specific discipline is to explore the way teachers in low technology areas could see their development from a digital perspective. It is also assumed that digital education is needed in all fields of education as there are already policies about the integration of technology in education (Hamdy, 2007). In the context of this paper, change is defined as switch from Mindset 1 to Mindset 2. Educators with Mindset 1 consider the digital age as an extension of the industrial world; whereas educators with Mindset 2 believe the digital age is a post-industrial era, and the changes that are happening should be approached as new.

Every year, more and more immigrants come to Poland. They settle in our country together with their school-age children. One of the tasks that immigrants and their children face is integration into Polish society. In the case of foreign children, it usually takes the form of integration into the school environment as they have the most frequent contact with the Poles at school. Unfortunately, culturally different children encounter many obstacles, which significantly impedes success. These obstacles relate primarily to the lack of knowledge of the Polish language, emotional problems and a negative attitude towards their peers and their parents as well as to the teaching staff.

W latach 2013–2014 wzrost liczby imigrantów z Ukrainy w Polsce był wyraźnie widoczny. Głównie jest to imigracja ekonomiczna, spowodowana pogarszającą się sytuacją gospodarczą Ukrainy i niestabilnością polityczną (konflikt wojskowy związany z rosyjską agresją). Obok dorosłych obywateli Ukrainy, coraz liczniejsza grupa to dzieci i młodzież, którzy, mieszkając w Polsce, zobowiązani są do uczestniczenia w systemie edukacji. Chociaż sytuacja, na przykład, studentów z Ukrainy (ich liczby, ośrodków, w których studiują, kierunków kształcenia) wydaje się znana, to rozpoznanie skali samego zjawiska – pobytu uczniów z Ukrainy w Polsce oraz ich obecność w polskich szkołach – jeszcze nie zostało gruntownie przeprowadzone. Zagadnienie to zostało opisane w niniejszym artykule. Omówiono w nim kwestie prawne, finansowe i terytorialne (podział na rodzaje szkół i placówek oświatowych) oraz liczbę studentów (traktowane jedynie jako uzupełnienie informacji). Podjęto także kwestie dotyczące zagadnień związanych z nauczaniem języka ojczystego dla tych uczniów.
The rise in the number of immigrants from Ukraine in Poland is clearly visible in years 2003–2014. The main part of it is economic immigration, caused by a worsening economic situation of Ukraine and political instability, including military conflict connected with Russian aggression. More and more numerous group, beyond adult citiziens, are children and pupils, who are obliged to continue their education in our country. For example, students from Ukraine (their number, universities where they study, majors of education) it seems that the analysis of the stay in Poland of pupils – citizens of Ukraine in Polish schools has not been carried yet. The aim of the article is to analize this issue. Legal, financial and territorial (divided into types of schools and educational institutions) issues as well as the numbers of students have been discussed. Also the issue of learning mother tongue by pupils has been discussed.

Nowadays, the significance of women in the international movement of migrants is important both from a quantitative and qualitative point of view. Many migrant women move to other countries either on their own or to join their husbands or other family members. The number of migrant women is also increasing in Europe. For this reason, focusing on the phenomenon of gender-based migration has become an important research element and affects many areas. The mass migration of women from highly diverse cultural backgrounds to European countries draws particular attention to the problems of integrating these women in host countries. However, most European countries lack integration policies that take into account the real needs of migrant women. Given that women account for almost half of all migrants, data on migration should be gender-sensitive and state policies must take into account how gender actually shapes the different needs of migrants. Also, since migrant women/ refugees who come to European countries constitute a heterogeneous group in many respects, this heterogeneity should be taken into account in integration processes. In this article, two issues have been taken into account as research questions: 1, are immigrant/refugee women treated the same as immigrant/refugee men? and 2, is gender taken into account in the integration policies of European countries? To study the issues presented in the article, a review of the available literature was used, as well as data available on the websites of the OECD and the European Commission.

Irregular immigration is a phenomenon with a substantial impact for the majority of the countries. The paper analyses whether there is an adequate human rights framework for protection of irregular immigrants or whether the irregular status exempts the migrants from the protection of international human rights law. If this is the case, then the human rights universality has failed. The paper takes into consideration the developments in the International and EU Law, as well as in the jurisprudence of the international tribunals regarding protection of irregular immigrants. It is divided into three main sections. The first section informs briefly on the dynamics of irregular immigrants; the second section analyses the legislation on irregular immigration from the perspective of the state sovereignty, the third section analyses the human rights law and the protection it affords to irregular immigrants, pursuant to the interpretation of International tribunals.

The article focuses on growing presence of Polish labour immigrants in contemporary European cinema and TV fiction. Striking differences are observed between pre¬ 1989 and post¬ 1989 productions on the subject of labour migration. Whereas older films tend to depict Polish job¬ seekers as unfortunate troublemakers, films set in the post¬ communist period seem to convey increased social interaction between newcomers and local people which need not be hostile. This is usually represented by a motif of an interethnic love story. As such, recent European productions depart from the traditional portrayal of immi-grants in post¬ war Polish film “as an anomaly from the norm and a problem for which somebody is to blame,” as Ewa Mazierska puts it (2009; 123). Similarly, post¬ 1989 represen-tations of Polish labour migrants in European cinema differ significantly from the image created in recent Polish drama series Londyńczycy (Londoners, 2008–2009) where stress is laid on the strong cohesive spirit within the Polish migrant community rather than the motif of a (happy) interethnic romance.

The author focuses on Romani immigrants in Italy and France, noting that as a result of the internal diversification of the Romani community, it is impossible to develop a single strategy and policy. Due to that fact, the author is of the opinion that it is necessary to follow a diversified approach which considers social and cultural contexts, as well as economic, geographic and legal issues.

The im(migration) and refugee crisis that are being exacerbated under the Trump administration, is a manifestation of empire-building and the long history of colonization of the Global South. A Marxist-humanist perspective recognizes these as consistent aspects of a clearly racist global capitalism that functions in the interest of multibillion dollar U.S. –based corporations and increasingly transnational corporations. Trade agreements, international economic policy, political intervention, invasion or the threat of these, often secure corporate interests in specific countries and regions. The authors use critical discourse analysis to examine the discourses around Mexican, Central American, and Syrian im(migrants) and refugees as examples of how U.S. mainstream media discourses normalize relations of domination between the U.S. and the Global South and by extension, between its peoples. The article posits these communities as an important revolutionary class for today.

This study investigates the link between perceived discrimination and political trust among immigrants in European countries. Focusing on perceived discrimination, I emphasize the diversity of mechanisms through which discrimination is perceived by immigrants; in other words, perceptions of discrimination are multidimensional. This is in stark contrast to most of the research that uncritically assumes that the perceptions of discrimination are unidimensional. Employing the European Social Survey, I find that each of the diverse dimensions of perceived discrimination has different associations with immigrants’ political trust. Furthermore, the association between diverse dimensions of perceived discrimination and political trust varies depending on the immigrant’s generational status. For first-generation immigrants, their trust in political institutions is related to seven types of perception of discrimination, whereas, for the second generation, it is linked only to four types. This indicates that first-generation immigrants’ political trust is more responsive to the perceptions of discrimination in comparison to the second generation of immigrants.

Every year in the Russian Federation decreases the number of inhabitants. According to the UN estimates, by 2050 years there will be 30 million fewer Russians. At the same time, the number of immigrants is constantly increasing – both from abroad and from the peripheries of Russia (internal migrants). Currently around 10-12 million legal and illegal immigrants live in the Federation, which leads to the increase of number of supporters of nationalist and xenophobic ideas. The incidents on ethnic grounds take place often. According to the SOVA Center for Information and Analysis, in 2012, 18 people were killed and 171 people were injured in the racist-ground encounters. The article shows, how increase in the number of immigrants and xenophobic acts influences the public safety and order in Russia.

The article analyzes the problem of immigrants’ participation in the elections on a local level as a display of political activity and the means of integration of the country and its migrants. Assuming the European-wide perspective it is noticeable that given countries differentiate in the level of enabling immigrants to participate in the political life. In Scandinavia and several north European countries there is the highest rate of immigrants’ participation, on the other hand, in the countries that joined the EU in 2004 the rate is the lowest. In 2010 immigrants without the EU citizenship were able to run for the local elections in 13 European countries and they had the voting right in 19 countries. In Poland only the EU citizens are allowed to participate in the elections. The research into the legal solutions enabling immigrants (especially those who are not from the EU) to acquire more voting rights proved to have interesting results. The research has shown that over a half of the people willing to participate in the parliamentary elections is for granting the voting rights to immigrants. According to the research among the electorates, the substantial percentage of the Platforma Obywatelska voters proved to be in favor of granting the voting rights to immigrants. Less support is displayed by the potential voters of SLD and Ruch Palikota. Furthermore, the majority of the PiS voters is against the immigrants’ participation in the local elections. Finally, the results of the research show that voters perceive differently the problem of granting immigrants the right to vote versus the right to stand for the elections. Although the first one is accepted by the majority of voters, the latter - not so much.

Taxi driving is a primary occupation for immigrants to New York City. Driving a cab in New York City, the home of a substantial majority of American cabbies is nearly a rite of passage for newly arrived male immigrants. For generations Americans have believed that the job helped an immigrant to learn the city, acculturate to American mores, earn sufficient cash to secure a better occupation, and ultimately insure that his sons will not have to wrestle a steering wheel twelve hours or more a day. During the 1950s that dream sometimes became a reality. More recently, cab drivers spend their work lives pushing a hack through the city streets. Still would-be cab drivers come from all over the world to push a hack in New York City. In this article, I will indicate how New Yorkers and cab drivers themselves perceive the trade as composed of aliens, criminals, acculturating new Americans, in identity politics or as part of a multicultural mosaic, and today as proletarians.

Compared to other Polish emigrant cohorts, the broadly understood Solidarity emigration to the USA and Canada of the early 1980s occupies a distinctive place. Their literary output produced for the most part in English came quickly and entered the mainstream book market already at the turn of the century. Even though their fiction deployed fairly typical themes of dislocation, emigrant experience and construction of immigrant identity in the receiving country, its uniqueness rests in the two-fold vision of two very closely related generations: the first generation emigrants who left Poland as adults, as well as their children, classified as the generation 1.5, who experienced growing up in two countries. In their semi autobiographical fiction, writers representing the older generation such as Eva Stachniak and Czesław Karkowski, devote much of their work to justifying the decision to emigrate and attempt to position their successful characters within the narrative of the American dream. In contrast, younger generation authors such as Karolina Waclawiak and Dagmara Dominczyk, construct a much darker vision of the fragmented immigrant identity that leaves their fictional characters psychologically fragile. In their struggle, they identify the cause of this suffering in their parents’ choice to leave the home country.

Although the interaction and the resulting interdependence of the involved parties on different sides of a state-national border is the constitutive component of the accepted understanding of the concept of transnationalism, the impact of immigrants’ transnational engagements on the home-country side of interconnection created by this phenomenon has thus far remained largely underexplored. This essay addresses this issue in a comparative-historical assessment of the effects of transnational engagements of past and present immigrants in America on the economies, civic-political affairs, material and symbolic culture, and social relations of their home-country localities. The transformative effects of immigrant transnational engagements on their home countries are treated in terms of glocalization understood as the process of simultaneous homogenization and heterogeneization of economic, political, and sociocultural forms.

Globalization, open borders and population movements, especially from war torn countries, have brought a new set of chances and challenges to every modern state. Since its accession to the European Union in 2004, Poland has been experiencing a steady transformation from a country producing emigrants to a destination country for a growing number of immigrants. The aim of the article is to discuss the impact of immigration on policymaking at the national level with emphasis on the legal status of immigrants and integration policy issues. Furthermore, the paper aims to initiate scientific discussion on migration integration policy and a complex system of migration policy and management.The study uses critical analysis of secondary sources: literature and sectoral policies in areas such as the labour market, education, and welfare pointing out benefits offered to immigrants. The analysis presents immigration integration policies and practices adopted and implemented in Poland.The research leads to the conclusion that the number of immigrants in Poland will significantly increase by 2030. Therefore, it is urgent to develop comprehensive migration management system in Poland, which will regulate the status of immigrants paying close attention to resolving integration policy issues.
