Opis:
A Guideline on the Harmonised Portrayal of e‐Navigation‐related Information was recently completed by IALA. The purpose of this Guideline is to provide guidance regarding the presentation and display of e‐Navigation‐related information. The basic, over‐riding premise of this Guideline is that shipborne and shore‐based equipment, systems, and services should portray e‐Navigation‐related information to all users (both onboard and ashore) in a consistent manner. However, since e‐Navigation is an evolutionary process, this goal‐based guideline describes over‐arching objectives to be achieved, while freedom to innovate is left to both developers and users. An explanation is provided about key aspects of the Guideline. In particular, a website has been established to show examples of useful ways to portray e‐Navigation information for current as well as some future types of equipment, systems, and services.

This paper proposes a collision model for ships underway and temporary objects as an extension to state-of-the-art maritime risk assessment like IALA iWrap MkII. It gives a brief review of frequency modeling’s and consequence calculation theory as well as its applications, before it analogously derives a model to assess the risk of anchorage areas. Subsequently, its benefit is demonstrated by an example scenario.

Electronic navigation, which has great important for ship management, has taken a step with technological improvements. In the result of these enhancements, new systems appeared as well as existing systems and these systems began to be integrated each other or used data of obtaining from the others like that AIS, Radar, ECDIS etc. All these and likely future systems have been put together under the roof of enhanced navigation (e-navigation) is defined by organizations such as International Maritime Organization (IMO), International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA), General Lighthouse Authority (GLA) etc. Especially IALA guidelines serve as model future applications in Turkish waterways. In this study aim to redefine e-navigation concept based on maritime safety awareness, maritime service portfolio (MSC 85/26) and discuss possible applications.

In the era of e‐Navigation, the future VTS is anticipated to play an important role on the enhancement of maritime safety and the efficiency of maritime transport as a key stakeholder of e‐Navigation. The VTS services need the advanced Traffic Organization Service(TOS). In this paper, the VTS functions for TOS is revisited from the reports of IMO e‐Navigation Correspondence Group and IALA VTS Committee. In Korea, the research activities to enhance the existing VTS functions have been conducted. In terms of TOS, some VTS functions have been developed. In conclusion, all the past traffic data and real‐time ship data are required to provide the advanced TOS. For this, the advanced functions to support TOS should be implemented on VTS console.

An approach to safety analysis connected with consecutive “m out of n” systems is presented. Further, the consecutive “m out of n: G” system is defined and the recurrent formula for its reliability function evaluation are proposed. Next the IALA buoys and leading lights system are introduced. Moreover, the safety states model for ship navigation are defined. Further, analysis of safety during manoeuvre in restricted area with curved draws is illustrated.

In the paper the Author describes the general concept of a Universal Maritime Data Model (UMDM) a common representation of all data objects and relationships occurring in the maritime domain. Implementation of IMO's e-Navigation strategy leads to a larger variety and higher volume of information and increased information exchange due to globalization. Consequently there is a need to handle information more effectively in a standardized way. The first step towards a common data structure is to define the meaning of each and every item in the data structure and the relationships among the items. This is done so that implementers of the data structure have common understanding of items. The means to do this is with a data model. At this stage, the data model, like the system architecture needs only to be described in the most general of terms. An example of how a UMDM could be implemented has been provided by the IHO with its S-100 model. In January 2010, IHO introduced a new data model known as S-100 - the Universal Hydrographic Data Model (UHDM). This international standard has been developed by the IHO over the last ten years in consultation with a wide range of stakeholders, including key ECDIS and navigation equipment manufactures. The purpose of S-100 is to provide framework architecture for a contemporary standard for the exchange of hydrographic andrelated maritime data. As the UHDM is aligned with ISO 19100 it will enable the exchange of hydrographic, chart and other maritime data and information together with geospatial data from other domains. The use of ISO 19100-based data standards enables interoperability between geospatial data sets from different domains and could therefore be appropriate for many of the datasets envisaged for data exchange in e-Navigation.

Opis:
The use of daymark shapes for leading lines include its visual shape and symbol, to aid sailors who need to navigate safely through a marked narrow channel. The shapes which are currently used are rectangles, diamonds, and triangles. However, there is not much information on which shape is the most effective for navigational referencing. Therefore, the main objective of this research is to determine the most effective shape for a leading line daymark. The Kemaman Port was used as an area of interest to model the three-dimensional simulation. The size and height of the leading line daymark was calculated based on the dimensions of the navigational channel obtained from the Kemaman Port navigation chart. The simulation for different shapes of the leading mark in the same area was developed using a three-dimensional software. Experts were engaged to evaluate the effectiveness of each daymark shape across the maximum and minimum distances during the simulation run. Results showed that the diamond shape daymark was relatively better identified and used as reference, compared to other shapes in the same range due to its relatively larger surface area. Therefore, the study objective was achieved, and the results can be used to improve marine navigation safety.

The use of SBAS corrections for navigation, in both coastal waters and inland waterways, has already brought the attention of many European authorities, which are interested in its potential to complement/replace their DGPS radio beacon networks. The European GNSS Agency (GSA) has an active long-term trajectory working to foster the EGNOS adoption in maritime through the launch of several actions whose results will pave the way for the provision of maritime EGNOS services. In this line, GSA awarded the consortium ALG-Indra, ESSP and Alberding with the Specific Contract GSA/OP/07/13/SC24 ‘Support to Maritime Service Providers for the transmission of EGNOS corrections via IALA beacons and AIS/VDES stations’. The main objective of this Specific Contract is to demonstrate the operational performance of the transmission of EGNOS corrections converted to Differential GPS corrections over the existing transmission infrastructure (AIS base stations/IALA beacons) in the Maritime and Inland Waterways (IWW) domains, while providing a detailed cost benefit analysis of the solutions proposed. This service may complement the current GNSS augmentation services exploiting synergies and benefiting from the current infrastructure and standards, facilitating the adoption of EGNOS by maritime and inland waterways authorities. Furthermore, the service has no impact at user level since the DGNSS corrections are transmitted over the existing infrastructure, in the same format and implementing the same integrity mechanisms required for traditional IALA beacons ([1]). This project will allow the maritime and IWW service providers to have a clear understanding about the technical, operational and economic feasibility of the transmission of EGNOS corrections via IALA beacons and AIS/VDES stations.

Some new techniques and functionality adopted for modernization of national DGPS systems by maritime administrations in Europe are presented. Any solution adopted must meet international requirements: IMO standards and IALA e-NAV Committee recommendations. The results of DGPS Re-capitalization Meeting in Gdynia 2008 are presented. Modernization and re-engineering of maritime DGPS must take into account backward compatibility with existing onboard receivers as well as future trends towards e-Navigation. Operational and legal status of the Polish DGPS network is also mentioned in this context.
