The paper presents housing needs of the population of Poland, as revealed in successive national censuses of 1988 and 2002. The size of housing needs in 2002 in particular Regions is related to the number of housing transactions concluded in 2002 on regional primary and secondary markets. This is an attempt at answering the question, to what extent market mechanisms are capable of satisfying current housing needs on the level of Regions.

In this paper, the concepts of need, choice, and responsibility in the context of the Israeli housing market are explored and analysed. These concepts are significant for the understanding of the interaction between households and government intervention on both private and public housing markets. The following question is formulated: Should the government identify the housing needs and intervene in the free market? And if so, to what degree? In previous years, by adopting the privatization policy, the Israeli government has limited its involvement in the free housing market as well as in public housing. As a result, housing prices have increased significantly since the 2008 subprime crisis. These changes have forced the government to redefine the housing needs and government intervention while maintaining the freedoms and households’ abilities to make their own choices. The author of the article concludes that the government should limit its intervention and allow individuals to define their own needs, to ensure a genuine freedom of choice, and to express the responsibility that comes with it.

The object of the study is the residential sector in cities and housing policy instruments used in the housing market. The aim of the study is qualitative and quantitative analysis of the housing and housing policy instruments used to increase housing demand. The study used a statistical method that was used for comparative analysis of transaction prices for primary and secondary housing market. The study evaluated the cost-effectiveness of buying an apartment in the primary market with the participation of MdM program grant. Subsidizing the purchase of an apartment in the primary market is ineffi cient. Development of housing for rent for people creating new households, would be the cheapest and most rational method of implementation of their housing needs.

The article presents the author’s insights into the Polish housing policy in the context of the country’s current housing needs and challenges. Special attention is given to the role of housing policy and citizens’ right to adequate and affordable housing, which are the main determinants of the national housing policy development. The author first defines the housing policy, the principles of its effectiveness, and describes its instruments. Next, she overviews the beginning and the achievements to date of Polish housing strategies and programmes, comparing them with the newest National Housing Programme (NHP). In the final section, the author assesses current housing needs in Poland and identifies how the NHP responds to the challenges of contemporary housing policy. The article draws on national and international statistics and the relevant literature on the subject.

The social-economic and political transformation which took place in Poland in 1989 changed the way of shaping the housing policy, having transferred a considerable part of the responsibility for satisfying housing needs to local governments. The purpose of this article is to assess the housing policy conducted by the city of Łódź to address the housing needs of its inhabitants. The research carried out allows to evaluate the activities of the city authorities in this area negatively as it has not caused substantial improvement in housing situation in the city. The author also claims that bigger support is needed from the state for the implementation of local housing policies.

Podstawowym celem artykułu jest prezentacja wybranych instrumentów finansowych, jakimi dysponuje władza centralna oraz jednostki samorządu terytorialnego w zaspokajaniu potrzeb mieszkaniowych obywateli. Autor swoje rozważania, ze względu na objętość artykułu, skoncentrował wyłącznie na wybranych instrumentach finansowych, mając jednocześnie świadomość, że ta grupa instrumentów polityki mieszkaniowej nie wyczerpuje całości zagadnienia, jednak jej znaczenie jest pierwszorzędne, bo wiąże się z ustawowymi zadaniami spoczywającymi na władzy centralnej i samorządowej.
The main aim of this article is to present selected financial instruments at the disposal of the central government and local government in meeting the housing needs of citizens. Author his reflections, due to the volume of the article focused exclusively on financial instruments but we are aware that this group of instruments of housing policy does not cover the whole problem, however, its importance is paramount, because it is associated with the statutory duties incumbent on the central government and local government.

The article provides an overview of the housing policy in Poznań. It begins with a discussion of the importance of dwellings in contemporary society. The second section focuses on the main assumptions of the housing policy in Poland and the tools that can be used on the level of local government units. Next, the authors present the current state of the housing market in Poznań. In order to provide deeper insight, the analysis is based on data spanning over a 6-year period using both quantitative and qualitative methods. In the final two sections, the implementation of the city’s housing policy is discussed. The authors argue that the overall effects of Poznań’s housing policy are positive, but serious challenges lie ahead.

The concept of real estate multi-product involves multi-functional development of an area, focused on the comfort of potential inhabitants, i.e. application of large areas where people may live, work, shop and spend their free time actively. Artykuł dotyczy implementacji koncepcji mieszkalnictwa społecznego w Republice Czeskiej (uwarunkowania powstania koncepcji i jej rozwoju, przyjęte zasady oraz skutki wdrożenia w życie). Koncepcja mieszkalnictwa społecznego Republiki Czeskiej na lata 2015– 2025 jest dokumentem ramowym określającym kierunek tworzenia systemu mieszkalnictwa społecznego dla osób potrzebujących mieszkań w Republice Czeskiej. Celem koncepcji mieszkalnictwa społecznego w Republice Czeskiej jest stworzenie nowego systemu, który powinien opierać się na obecnym systemie interwencji państwa, regionów i gmin w zakresie mieszkalnictwa, usług społecznych oraz świadczeń socjalnych. Wsparcie w zakresie mieszkalnictwa występuje nie tylko w formie materialnego dostarczania zasobu mieszkaniowego, lecz również w formie zasiłków wypłacanych przez Urząd Pracy Republiki Czeskiej. Państwo czeskie wspiera grupy społeczne o niskich dochodach w pokrywaniu ich kosztów mieszkaniowych. Do podstawowych subsydiów mieszkaniowych w Republice Czeskiej należą zasiłek mieszkaniowy (příspěvek na bydleni) oraz dodatek mieszkaniowy (doplatek na bydleni). Celem opracowania jest ocena skuteczności wybranych programów wsparcia mieszkalnictwa w miastach Brnie oraz Ostrawie. W artykule pojęcie „skuteczność” dotyczy realizowanych lokalnych polityk mieszkaniowych badanych miast, natomiast pojęcie „efektywność” odnosi się do instrumentów wsparcia mieszkaniowego Brna i Ostrawy. Lokalne programy pomocy mieszkaniowej oraz subsydiów mieszkaniowych badanych miast są często określane w sposób bardzo ogólny, co w połączeniu z brakiem danych statystycznych o wysokości tych świadczeń i ich liczbie utrudnia przeprowadzenie skutecznej analizy porównawczej. Z tego powodu wybór programów poddanych empirycznej i ilościowej porównawczej analizie efektywności został ograniczony do następujących subsydiów: zasiłek mieszkaniowy (příspěvek na bydleni) oraz dodatek mieszkaniowy (doplatek na bydleni). Problem badawczy sformułowano następująco: czy analizowane subsydia mieszkaniowe – zasiłek mieszkaniowy (příspěvek na bydleni) oraz dodatek mieszkaniowy (doplatek na bydleni) – zmniejszają obciążenie finansowe kosztami mieszkaniowymi osób, których dochody nie wystarczają na pokrycie tych kosztów? Badane miasta poddano porównawczej analizie ze względu na różne instrumenty wsparcia mieszkaniowego. W pracy empirycznej oraz ilościowej ocenie skuteczności zostały poddane wybrane instrumenty polityki mieszkaniowej, które zostały oparte na liczbie i wysokości wypłat poszczególnych analizowanych subsydiów mieszkaniowych. Zastosowaną metodą badawczą jest krytyczna analiza danych literaturowych, a także wyników porównawczych analiz ilościowych i analiz komparatywnych. Dokonana ocena skuteczności wybranych programów wsparcia mieszkalnictwa w miastach Brno i Ostrawa wykazała następujące zależności: w przeciwieństwie do innych ocenianych instrumentów pomocy mieszkaniowej zasiłek mieszkaniowy (příspěvek na bydleni) oraz dodatek mieszkaniowy (doplatek na bydleni) są świadczeniami uzależnionymi od dochodów, a odsetek gospodarstw domowych uprawnionych do tych świadczeń jest wyraźnie najwyższy wśród gospodarstw domowych o najniższych dochodach. Przeprowadzona analiza porównawcza wykazała, że oba subsydia mieszkaniowe, tj. zasiłek mieszkaniowy (příspěvek na bydleni) oraz dodatek mieszkaniowy (doplatek na bydleni), przyczyniają się do zmniejszenia poziomu nierówności dochodowych w czeskim społeczeństwie.
The Concept of Social Housing of the Czech Republic for 2015–2025 is a framework document setting the direction for the creation of a social housing system for people in need of housing in the Czech Republic. The aim of the concept of social housing in the Czech Republic is to create a new system that should be built on the current system of state, regional and municipal interventions in housing, social services and social benefits. Housing support is also provided in the form of benefits paid by the Employment Office of the Czech Republic. The Czech state supports low-income social groups in covering their housing costs. The basic housing subsidies in the Czech Republic are: housing allowance (příspěvek na bydleni) and housing supplement (doplatek na bydleni). The purpose of this study is to evaluate the effectiveness of selected housing support programs in Brno and Ostrava. In the article, the term effectiveness refers to the implemented local housing policies of the examined cities, while the term efficiency refers to the housing support instruments of Brno and Ostrava. The objectives of the local housing assistance and housing subsidy programs of the examined cities are often defined in very general terms, which, combined with the lack of statistical data on the amount of these benefits and their number, makes it difficult to conduct an effective comparative analysis. For this reason, the selection of programs subjected to empirical and quantitative comparative effectiveness analysis was limited to the following: housing allowance (příspěvek na bydleni) and housing supplement (doplatek na bydleni). The research problem was formulated as follows: Do the analyzed housing subsidies: housing benefit (příspěvek na bydleni) and housing allowance (doplatek na bydleni) contribute to reducing the level of income inequality in Czech society? The studied cities were subjected to a comparative analysis due to different housing support instruments. In the paper, selected housing policy instruments were empirically and quantitatively evaluated for their effectiveness, which was based on the number and amount of payments of individual housing benefits analyzed. The research methods used are critical literature analysis, comparative quantitative analysis, comparative analysis. The used sources of foundational data in the study are: Úřadu práce ČR and Český statistický úřad. The completed assessment of the effectiveness of selected housing support programs in Brno and Ostrava showed the following correlations: at the end of 2018 there were a total of 726 social housing units in Ostrava (i.e. twice the number of social housing units in Brno), in contrast to the other assessed housing support instruments, housing benefit (příspěvek na bydleni) and housing allowance (doplatek na bydleni) are income-based benefits. The percentage of households entitled to these benefits is clearly the highest among households with the lowest income. The comparative analysis carried out showed that both housing subsidies: housing benefit (příspěvek na bydleni) and housing allowance (doplatek na bydleni) contribute to reducing the level of income inequality in the Czech society.

The aim of the paper is to present the situation of housing policy in the kuyavian-pomeranian voivodeship against the background in Poland. Using the methods of statistical research, the authors defined the state of housing in the region and on this basis they defined the strategic directions of the housing policy of the voivodship. The research shows that there are profound differences in the area of meeting the housing needs depending on the type of settlement (large cities, other cities, villages). In addition, the level of satisfaction of housing needs in the voivodeship is lower than in the whole country. As a result, a policy is needed to reduce the differences in the voivodeship and to achieve a national average in meeting the housing needs of the region.
Celem artykułu jest przedstawienie sytuacji polityki mieszkaniowej w województwie kujawsko-pomorskim na tle całej Polski. Posługując się metodami badań statystycznych, autorzy określili stan mieszkalnictwa w regionie i na tej podstawie zdefiniowali strategiczne kierunki polityki mieszkaniowej województwa. Z badań wynika, że na terenie województwa występują głębokie różnice w zakresie zaspokojenia potrzeb mieszkaniowych w zależności od rodzaju osadnictwa (wielkie miasta, pozostałe miasta, wieś). Ponadto poziom zaspokojenia potrzeb mieszkaniowych w województwie jest niższy niż w całym kraju. W efekcie niezbędna jest polityka, która pozwoliłaby na redukcję różnic w województwie oraz osiągnięcie średniej krajowej w zakresie zaspokojenia potrzeb mieszkaniowych w regionie.

Przedmiotem artykułu jest analiza możliwości realizacji potrzeb mieszkaniowych gospodarstw domowych ze względu na dochód rozporządzalny oraz przynależność do grupy społeczno-ekonomicznej. Wskazane zostaną luki w podaży mieszkań dla gospodarstw domowych, które osiągają za wysokie dochody, aby otrzymać lokal komunalny, lecz za niskie, aby nająć mieszkanie na prywatnym rynku. Zaproponowane zostaną nowe formy wsparcia w ramach polityki mieszkaniowej. W miastach wojewódzkich optymalnym sposobem pomocy wykluczonym z rynku nieruchomości gospodarstwom domowym o niższych dochodach byłoby obniżenie kosztów najmu poprzez dopłaty do czynszów najmu.
Analysis of the possibility of the realization of housing needs of households is a subject of the article on account of the disposable income and the membership to a social and economic group. Gaps in the supply of flats will be indicated for households which are drawing too high incomes in order to receive council flat, but too low in order to rent a flat on the private market. New forms of supporting the housing policy in frames will be suggested. In province capitals with optimal manner of the help to households excluded from the marketplace of the real estate about lower incomes would be reduction of costs of the lease through extra charges for rents of the lease.

It is said that young home buyers are the dominate group of customers on Real Estate market. But demographic forecasts indicate that in Poland the aging of society will proceed. It can thus be expected that in the structure of population a group of people reporting new housing needs will emerge. Therefore, there is a need for thorough research, particularly due to substantial information gaps in this area. The aim of the article is to present the results of the research on attitudes of customers on the housing market - i.e. seniors. Investment attractiveness of real estate market is shaped by many factors of diverse character. Investment efficiency in this market is function of correct analysis of those factors. Therefore, obtaining the reliable information is for an investor an essential element in the process of optimal investment decision making. The aim of this work is analysis of chosen demand factors that influence the real estate market, taking into account accessible sources of information about them. Rated among those factors are: level of fulfillment of housing needs, transaction prices, demographical factors, income of households as well as accessibility and external cost of capital. Those factors have been characterized and the sources of information about them have been named.
