The COVID-19 Act stipulates that for the design, construction, redevelopment, renovation, maintenance, and demolition of buildings, including changes to their mode of use, made in connection with counteracting COVID-19, the provisions of the Act of 23 July 2003 on the protection of, and care for, heritage assets are excluded. However, the possibility of carrying out these works on buildings entered in the register of heritage assets without the permission of the province conservator of heritage assets raises serious doubts in practice. At the same time, the adopted wording of the provision does not prejudge which works may benefit from this exemption.

The discussion about cultural heritage versus development has been touched upon in many publications, and the role of cultural heritage is being deployed increasingly into transforming mere development efforts into efforts for sustainable development. By analysing recent literature which indicates the need for facilitation of cooperation between authorities and local communities, the theory of ownership and value of cultural heritage, and the close relationship between heritage protection and sustainable development, the article aims to discuss the role of the local community in managing monuments. The most relevant conclusions include the link between the protection of cultural heritage and the improvement of the quality of life of residents, their sense of identity and more durable bonds with the place of residence and the strife toward the achievement of local, sustainable development goals.

Opis:
One of the activities pursued by the National Heritage Board of Poland (KOBiDZ) is identifying and counteracting threats posed to archaeological heritage. Together with the Criminal Bureau at the Police Chief Headquarters, it is engaged in preparing a series of training courses for police officers, relating to archaeology, the conservation doctrine and associated laws; the introduction of the course will take place in autumn 2007. In cooperation with voivodeship conservators of historical monuments the National Board is working on plans of archaeological sites threatened with robbery; such maps will be made available to the police force in assorted counties and communes. The Department of Archaeology at KOBiDZ includes a functioning Archaeological Emergency Service, which at the request of a conservator of monuments conducts on-the-spot archaeological salvage operations on sites, which demand immediate intervention. The National Board collaborates with the national Team for Combating Crime against the National Heritage at the Police Chief Headquarters and its coordinators in voivodeship headquarters, to identify crimes committed on the archaeological market and the Internet, with particular attention paid to auction portal and discussions fora as well as offers made by antique shops. Control of the antiquities market is only the beginning of necessary steps if combating crime is to be effective. The police force and legal circles must be educated about archaeology and cultural property while the level of social awareness of, and responsibility for joint heritage must be raised.

The Operation Guidelines for the UNESCO World Heritage Convention state that proposed areas should: “..be outstanding examples representing major stages of Earth’s history, including the record of life”, “..contain all or most of the key interrelated and interdependent elements in their natural relationships”, “..have a management plan…” and “..have adequate long-term legislative, regulatory, institutional or traditional protection..”. By definition, Global Stratotype Sections and Points (GSSPs) should satisfy all these criteria, although in isolation, the proposal of any single GSSP is unlikely to succeed, however, as an individual site may lack a broader context. Nevertheless, combining a suite of GSSPs sites for a System within a ‘serial’ World Heritage site proposal would satisfy such a concern and could be an ultimate goal for the International Subcommission on Jurassic Stratigraphy.

Through culture, social learning is passed on from generation to generation, and knowledge (and use) of this experience allows the group to move forward. Culture is an important part of social relations in society and has the same status in society as the economic, political, or legal system. The protection and appropriate presentation of tangible and intangible cultural heritage objects is a natural part of every cultural society. An inseparable part of these efforts should be the education of selected groups of society leading to an increase in cultural literacy, in a narrower context to an increase in the so-called cultural heritage literacy. The current education system in Slovakia is still looking for trajectories to lead students at all levels of education to the ability to find the necessary information, orient themselves in it in the context of broader contexts, analyse, synthesize and as a result apply it in practical life. The essence of education in the field of preservation and presentation of cultural heritage is the connection of current knowledge with historical experience and the potential of modern times, the aim is to acquire knowledge, skills and competencies leading to the creation of innovative concepts in the presentation of cultural heritage. The presented study provides a partial topic about the possibilities of symbiotic development of cultural, media and information competencies necessary for successful operation in the local and global environment, while we consider the combination of these literacies to be a particularly important goal of education. In the article, we perceive cultural (heritage) literacy in higher education as an important concept in teaching and we present a case study that shows the successful integration of this strategy into the area of higher education. The present study represents a specific initiative aimed at increasing cultural (heritage) literacy in the university environment. On the example of the selected study program, we point out the so far little developed possibilities of implementing cultural (heritage) literature in education and show a possible approach to developing similar considerations. The study is designed as a theoretical-practical output providing analytical and critical reflection on related concepts, including a synthesizing view of them. The theoretical part is followed by research and a search for facts that provide an empirical picture of the implementation of cultural (heritage) literature in the process of the selected strategy of higher education. The symbiosis of certain theoretical reflections and concrete / real practical experiences forms a knowledge base of perception.

In recent years, the growing importance of protecting cultural heritage can be noticed. An integrated approach to the protection of cultural heritage reflects both the society’s attitude to the world of values and the very process of reinterpretation of values. The aim of the article is to present the results of the research conducted by the author on the cultural heritage in Kolumna (Łask district) near Łódź. These results shed new light on a holistic view of the issue of heritage protection in terms of European Union provisions. Empirical research was carried out consisting in direct observation, analysis and self-assessment, as well as archival queries and studies of the latest literature on the subject. Field observations concerned human interference and transformation of the green landscape. As a result of the conducted research, it should be stated that cultural heritage, whose values are not only material cultural goods, but also natural heritage and our memory and identity, is subject to constant evolution. Proper welfare management and the intensification of activities aimed at protecting these values are becoming crucial.
W ostatnich latach można zauważyć rosnące znaczenie ochrony dziedzictwa kulturowego. Zintegrowane podejście do ochrony dziedzictwa kulturowego odzwierciedla zarówno stosunek społeczeństwa do świata wartości, jak i sam proces reinterpretacji wartości. Celem artykułu jest przedstawienie wyników przeprowadzonych przez autorkę badań dotyczących dziedzictwa kulturowego na terenie Kolumny (dzielnicy Łasku) niedaleko Łodzi. Rzucają one nowe światło na całościowe spojrzenie na zagadnienie ochrony dziedzictwa w aspekcie zapisów unijnych. Przeprowadzono badania empiryczne polegające na bezpośredniej obserwacji, analizie i ocenie własnej oraz kwerendy archiwalne i studia najnowszej literatury przedmiotu. Obserwacje terenowe dotyczyły ingerencji człowieka i przekształceń zielonego krajobrazu. W wyniku przeprowadzonych badań należy stwierdzić, że dziedzictwo kulturowe służy współczesnym celom, którymi są nie tylko materialne dobra kultury, ale także naturalne dziedzictwo przyrodnicze oraz nasza pamięć i tożsamość. Właściwe zarządzanie dobrostanem oraz intensyfikacja działań skierowanych na ochronę tych wartości stają się kluczowe.

Celem artykułu jest wskazanie zasobów geoturystycznych dawnego ośrodka górniczego Leszczyna, położonego na Pogórzu Kaczawskim, jako podstawy do stworzenia liniowego produktu geoturystycznego. Zasoby przyrodnicze, wraz z kulturowymi reliktami dawnej działalności górniczej regionu Kaczawskiego, stanowią ciekawy i mało znany temat badawczy w zakresie atrakcyjności turystycznej. W wyniku przeprowadzonych badań przedstawiono georóżnorodność regionu o wysokich walorach edukacyjnych i potencjale do generowania większego ruchu turystycznego na całym obszarze występowania rud miedzi dawnego morza cechsztyńskiego. Pod względem metodologicznym w artykule zastosowano metodę wywiadów przeprowadzonych wśród zarządzających turystyką badanego obiektu, jakim jest skansen górniczo-hutniczy w Leszczynie, a także wykorzystano opinie odwiedzających. Pozwoliło to ocenić zasoby geoturystyczne i ich potencjał w tworzeniu produktu geoturystycznego o charakterze liniowym. Przedstawiono również zbiór propozycji, które należy uwzględnić w procesie planowania rozwoju badanego skansenu w Leszczynie. Dążeniem badań geoturystycznych podejmowanych na terenach byłej infrastruktury górniczej Pogórza Kaczawskiego – historycznego centrum wydobycia miedzi w regionie – jest ochrona zarówno walorów kulturowych, jak i przyrodniczych Leszczyny i okolic, z zachowaniem założeń zrównoważonego rozwoju turystyki.
The aim of this article is to indicate the geotourism resources of the former mining basin in Leszczyna, located in the Kaczawskie Foothills, as an essential basis for creating a linear geotourism product. The nature-based resources, together with the cultural relics of the foregone mining activity of the Kaczawski region, constitute an interesting and rather unfamiliar research subject within the realm of tourism attractiveness in the geotourism development context. The conducted research resulted in presenting an outstanding geodiversity of the region with high educational value and prospectus potential to generate greater volumes of tourist traffic to the whole copper-ore area of the former Zechstein Sea, provided that they are linked by theme. In terms of methodology, the article applies the interview method carried out amongst the tourism managers of the examined sites, as well as the visitors’ opinions. It let the authors evaluate the geotourism resources and their potential in creating the geotourism product of a linear character. A set of suggestions to be considered in the development planning process for the examined open-air museum in Leszczyna is also presented. Summarizing, the objective behind the geotourism research undertaking the former mining infrastructure of the Kaczawskie Foothills area – the historical core of the copper mining activity in the region – is to protect both cultural and natural values of the Leszczyna area and its surroundings, as well as to promote it applying the assumptions of sustainable tourism development.

Celem artykułu jest wskazanie obszarów dziedzictwa kulturowego, które w turystyce wiejskiej są rzadko wykorzystywane. Wyodrębniono dwie kategorie takiego dziedzictwa: dziedzictwo kłopotliwe, wywołujące dysonans i dziedzictwo niedoceniane, nie zauważane. Analizę uzupełniają przykłady obu kategorii z terenu Polski. Wnioski mogą być pomocne w podwyższeniu atrakcyjności ofert turystyki wiejskiej na poziomie usługodawcy i zarządzających produktami terytorialnymi.
The purpose of the article is to indicate areas of cultural heritage that are rarely used in rural tourism. Two categories of such heritage have been distinguished: dissonant and underestimated heritage. The analysis is supplemented by examples of both categories from Poland. The conclusions can be helpful in increasing the attractiveness of rural tourism offers at the level of service providers and managers of territorial products.

Problematyka zarządzania dziedzictwem jest stosunkowo nowym obszarem w nauce. Nie dość, że samo pojęcie dziedzictwa kulturowego zaczęło krystalizować się dopiero w latach 70. XX w., to w dodatku jest ono wielowymiarowe i wielodyscyplinarne. To nowe w przestrzeni społecznej i kulturowej zjawisko, dynamicznie rozwijające się i zyskujące coraz większe znaczenie (np. w odniesieniu do rozwoju regionów) wymaga wypracowania nowych, efektywnych narzędzi zarządzania. W prezentowanym tekście przedstawiono pogląd, zgodnie z którym nie powinno się dążyć do nadmiernej ekonomizacji dziedzictwa kulturowego, dostrzegając w nim przede wszystkim medium służące budowaniu kapitału kulturowego, polepszaniu relacji międzyludzkich oraz wypracowywaniu zysku społecznego, wymykającego się rachunkowi ekonomicznemu (np. poprzez zwiększanie świadomości i tożsamości kulturowej).
The problem of cultural heritage is a relatively new field in science. Not only did the notion of ‘cultural heritage’ begin to crystallize itself in the 70’s of the 20th century, but it is also multidimensional and multidisciplinary. This phenomenon, new in social and cultural space, developing in a dynamic way and gaining importance (e.g. with reference to the development of regions), requires developing new effective tools of management. In the following text an opinion is presented, according to which we should not aim at the excessive economization of cultural heritage, and treat it mainly as a medium which serves building cultural capital, improving human relations and elaborating social profit, which exceeds economic calculations (e.g. by constructing cultural identity).

This article analyzes activities focused on cultural heritage resources, undertaken from a local position. The theoretical considerations refer to the example of the Koniaków lace. This handicraft, despite the changing reality, for more than 100 years has continuously been a manifestation of the region’s tradition. Local lace makers adapt their forms to new emerging needs. The educational or commercial activity concentrated around the lace makes this skill an important bonding element for the local community. The lively activity of dissemination and promotion of the Koniaków lace resulted in an entry to UNESCO’s National List of Intangible Cultural Heritage in 2017. The Koniaków lace also became one of the elements representing the Silesian region at the 2022 EXPO in Dubai. These events are the result of cultural policies implemented at the level of the institution and the result of the activity of the local community, influencing and shaping the frequently emotional relationships within it. The purpose of this article is to present practices using Koniaków lace, which are related to such issues as cultural policy, heritage management, or community empowerment.

Those are spreading over other areas where the economic sectors related to tourism and leisure gain weight. Heritage areas or parks are heterogeneous initiatives that place cultural heritage at the heart of spatial planning policy and economic development, aiming at the reinvention of large territories and local community participation in planning. Their relevance stems from their potential influence on the territorial configuration of broad regions and their impact upon the articulation of traditional protected areas. Notwithstanding this, they have attracted scant academic attention so far.

The aim of the article is to assess the operation of Heritage Tram Lines in Wrocław in 2018 in terms of the attractiveness of the offer for tourists, uptake, the costs of its maintenance and profitability, to finally indicate some general conclusions on this urban tourism offer. The present moment is special as an increase in carriers (transport companies) operating the Lines from one to two has enabled various changes to be made. Based on data on the number of tickets being sold it is possible to assess that the Lines are most popular in July and August, however even then statistically less than half of the seating places are occupied. Trips with a guide are less frequented than rides without. As a consequence, in this article several suggestions are presented which may help the Lines become more popular: for example a longer period of operation (in a day and in a year), the introduction of new ticket types and additional attractions.
