The article describes the mechanisms by which fiscal expansion and the resulting fiscal deficit influence long-term economic growth. Since the early 1930s, many economists have argued that fiscal expansion is capable of stimulating the economy at a time of recession. The authors do not address the issue of how effective fiscal expansion may prove to be in stimulating aggregate demand and, consequently, in relieving strong negative demand shocks. In their article, Ciżkowicz and Rzońca examine six channels of the fiscal deficit’s impact on economic growth based on an overview of research reports in this area. The analysis reveals that the fiscal deficit may inhibit economic growth through each of these channels, Ciżkowicz and Rzońca say. First, a higher deficit today means higher taxes in the future. Second, an increase in the deficit may worsen the tax structure because it deepens income inequality between the rich and poor, which in turn provides an excuse for the authorities to raise taxes on income or capital, thus discouraging people from working, improving their skills, saving and innovating. Third, the deficit adds to the public debt, while crowding out spending on infrastructure, scientific research, and education. It also makes it easier to channel public funds to areas that do not generate benefits for society as a whole. Fourth, it absorbs private savings that could be used to finance corporate investment. Moreover, it adds to the uncertainty about future tax burdens and the stability of the economy, which is not conducive to investment. Fifth, it causes inflows and outflows of foreign portfolio capital, thus leading to fluctuations in the exchange rate and hindering international trade and, in effect, foreign technology transfers. Sixth, a persistent deficit leads to a crisis with time. A specific level of fiscal deficit does not have the same consequences everywhere, according to Ciżkowicz and Rzońca. Its negative impact on economic growth is especially evident in countries with a high capital-to-income ratio, low domestic savings rate, significant barriers for businesses trying to adapt their savings to changes in the deficit, excessive public expenditure, high public debt, low income per capita, poor protection of creditors’ rights, high vulnerability to shocks, a strong dependence on the inflow of savings from abroad, a high proportion of debt denominated in foreign currencies and nearing maturity, poor credit history, and slow GDP growth.

Wybuch kryzysu finansowego doprowadził do gwałtownego pogłębiania się deficytowości i skokowego wzrostu długów publicznych. W wyniku przeprowadzenia konsolidacji fiskalnej oraz przyśpieszenia wzrostu gospodarczego, a także wsparcia ze strony Europejskiego Banku Centralnego, udało się wypracować dodatnie saldo pierwotne w finansach publicznych i odwrócić trend dalszego narastania zadłużenia. Celem głównym referatu jest wykazanie, że proces wyrastania z długu przez Europę w krótkiej perspektywie nabierze trwałego charakteru, w dalszej perspektywie natomiast będzie napotykać istotne trudności związane z odwrotem od luźnej polityki monetarnej ECB oraz procesem starzenia się ludności starego kontynentu.
The outbreak of the financial crisis led to rapid deepening of budget deficits and jumping growth of public debts. As a result of fiscal consolidation and acceleration of economic growth as well as support from the European Central Bank Europe has managed to develop a positive primary balance in public finances and reverse the trend of further debt growth. The main objective of the paper is to demonstrate that the process of growing out of debt in Europe in the short term will become permanent, in the long- -term, however, it will encounter significant difficulties connected with the retreat from the loose monetary policies of the ECB and with the process of aging population the old continent is expected to face.

Fiscal discipline is one of fundamental requirements of the Economic and MonetaryUnion as specified in the provisions of the Maastricht Treaty (1992) and laterelaborated on in the Stability and Growth Pact (1997). EMU Member States fromthe beginning had serious difficulties in adhering to the fiscal rules, which ledto the first reform of the SGP in 2005 resulting in more flexible fiscal rules. Despitegood economic situation, EMU’s economies still had budget deficits which furtherincreased with the global financial crisis causing government debts to soar overacceptable limits. In due time, two further reforms of SGP were enacted, in 2011and 2013, introducing new indicators and improvements in the assessment of thegovernment budget balance in the euro area. Nevertheless, enforcement of newrules still will depend on EMU governments political will.

Practice shows that politicians have a strong bias towards excessive deficits, and actual fiscal policy is often distant from the optimum described in the economics textbooks. Sub-optimal fiscal policy was one of the main factors that contributed to the depth of the economic downturn in some euro area countries during the global financial crisis. Fiscal rules were supposed to prevent such problems, but in practice, they failed. Their low efficiency prompts more and more economists to support the idea of fiscal policy councils – collegial bodies whose task is to improve the quality of the budgetary policy. According to International Monetary Fund data, 39 such councils now operate in the world. The purpose of this article is to present the concepts of fiscal policy councils discussed in the literature of the subject, analyze the characteristics of the councils currently operating, and to describe the experiences from their activities so far. The study uses the latest data from the International Monetary Fund’s Fiscal Council Dataset. The author also analyses what would be the best way of introducing a fiscal council in Poland.
Praktyka życia gospodarczego pokazuje, że politycy mają silną skłonność do zaciągania nadmiernych deficytów budżetowych, a rzeczywista polityka fiskalna często daleko odbiega od wzorca opisanego w podręcznikach ekonomii. Błędy w polityce fiskalnej były jednym z głównych czynników, które wpłynęły na głębokość załamania gospodarczego w niektórych krajach strefy euro w trakcie globalnego kryzysu finansowego. Teoretycznie przed tego typu błędami miały chronić reguły fiskalne, ale w praktyce zawiodły. Ich niska skuteczność skłania coraz więcej ekonomistów do poparcia koncepcji rad polityki fiskalnej – organów kolegialnych, których zadaniem ma być dbanie o wysoką jakość polityki budżetowej. Zgodnie z danymi MFW na świecie działa obecnie 39 takich rad. Celem niniejszego artykułu jest prezentacja koncepcji działania rad polityki fiskalnej dyskutowanych w literaturze przedmiotu, przedstawienie cech obecnie działających rad oraz opis doświadczeń z ich dotychczasowego działania. W badaniu wykorzystano najnowsze dane z bazy MFW1. Autor analizuje również, jaki byłby optymalny sposób wprowadzenia rady fiskalnej do polskiego porządku prawnego.

The fiscal policy framework in the European Union was originally agreed upon in the Maastricht Treaty 30 years ago. In the following years it has been supplemented (Stability and Growth Pact) and modified, influenced by the experience of its application practice and external shocks, such as the financial crisis. However, the essence of this framework remained the same - member states are obliged to conduct a disciplined fiscal policy, which, in a nutshell, is assessed by comparing the ratio of budget deficit and public debt to GDP in a given country to the reference values. Even before the outbreak of the Covid-19 pandemic, the need to change the mechanisms for disciplining fiscal policy was widely recognized. High and persistent levels of public debt, pro-cyclicality of fiscal policy, shortage of public investment and the complexity of fiscal rules and their weak enforceability are indicated as unfavorable features of public finance. In 2019 the COVID-19 pandemic came as the biggest shock to the world community since World War II. In the context of the provisions on fiscal discipline, in May 2020 the Commission and the Council activated the general escape clause of Stability and Growth Pact, for the first time ever. This has allowed member states to take the necessary fiscal measures to deal with the crisis. On 19 October 2021, the European Commission adopted a Communication relaunching the public consultation, put on hold in March 2020, on the EU?s economic governance framework. The new governance framework should be tailored to the challenges the EU is facing, including the challenge of achieving a fiscal stance that is appropriate for the euro area as a whole.  There is a fairly widespread belief in the need to move away from rigid reference values, which should be replaced by solutions that ensure the sustainability of public debt in the differing circumstances of member states. The proposed options for the revision of the EU fiscal framework, although justified in theory, have a fundamental flaw - they strengthen the position of supranational institutions and, moreover, open the door to discretion and potentially unequal treatment of member states. These proposals can be seen in a broader context - the federalization of the EU, which would limit the sovereignty of nation states.

The aim of this article is to provide the synthetic presentation of over twenty years of Poland’s experience in establishing and obeying the system of fiscal rules. This experience depicts the scale of problems entailed by public authorities’ low determination as regards observance of constraints imposed on them. Therefore, it is necessary to substantially reinforce the budgetary frameworks in Poland with the use of the best European models. Firstly, the ESA 2010 standards should be fully implemented into the Polish legal order. Secondly, the Polish system of fiscal rules should be complemented with the budget balance rule, which would make it easier to achieve and maintain a medium-term budgetary objective defined by the EU regulations. Thirdly, a fiscal institution should be established, which would allow for constant and independent of the government monitoring of the observance of fiscal rules. Such institutional changes would make it possible to constrain the discretionary nature of the fiscal policy and, consequently, would increase Poland’s fiscal sustainability in the medium and long term. The basic research methods used in this paper are dogmatic analysis and comparative legal analysis.

The aim of the opinion is to answer the question whether the criteria of economic convergence relating to the condition of public finances in the member states, specified in both the Stability and Growth Pact (SGP) and the Fiscal Compact (formally, the Treaty on Stability, Coordination and Governance in the Economic and Monetary Union) are identical or not. The EU member states participating in the European Monetary Union (EMU), and using the euro as their currency, as well as those member states which intend to join the EMU need to meet the convergence criteria (also known as Maastricht criteria). These include legal criteria related to independence of their national central banks, and economic criteria related to stability of prices, situation of public finances, currency exchange rates and long-term inter‑ est rates. The authors conclude that the reference values specified in the Stability and Growth Pact and in the Fiscal Compact are identical.

This paper investigates the implications of the size of budget deficit in the open economy under perfect mobility of capital. For that purpose we construct a general equilibrium model with consumers maximizing the discounted utility of consumption, and firms maximizing profits. Government sets the size of the deficit relative to GDP and controls the structure of public debt. Using standard methods of optimal control theory we solve the model, i.e. we find explicit formulas for all trajectories and the level of welfare. Finally, we show that the higher the deficit-to-GDP ratio, the lower the welfare of consumers. Similarly, welfare increases with the share of foreign creditors in public debt.

The countries of Central and Eastern Europe, despite similarities in their routes towards market economy and the EU membership, often differed in their choices regarding fiscal policy and the fiscal instruments to be applied while trying to attain their social and economic goals. At the same time, the social and economic effects of the fiscal measures applied sometimes deviated from the intended ones. Some of the new postcommunist members of the European Union have already joined – and others aspire to join – the Eurozone, whose stability depends on compliance with the adopted fiscal criteria. All those developments give rise to questions about the most efficient fiscal solutions available to the national economies in the process of attaining the assumed economic goals. Another question well worth considering is whether in the perspective of further economic integration the nations of the former Eastern Block are capable of continuously meeting the fiscal criteria of such an integration. The recent developments in Greece have demonstrated that even the “old” EU members may have some problems there, and that such problems affect other members of the European Community. The analysis has demonstrated the risks related to unsound selection of fiscal policy instruments that are run by the countries of Central and Eastern Europe. The core objective of fiscal policy is attaining a high rate of sustainable economic growth. However, the emerging economies are often tempted to achieve the short-term social objectives. The budget deficit may be utilised to achieve such objectives e.g. to maintain a political consensus. Still, a frequent side effect is an increased public debt.

This paper discusses whether an independent fiscal policy council (FPC) should be set up in Poland, a country that has had problems with fiscal discipline for years. It starts with theoretical underpinnings for such an institution, namely the reasons for a so-called deficit bias such as shortsightedness of the government, common-pool problem and time-inconsistency of optimal policy. Then it proceeds to the variants of delegating control over fiscal policy, forecast formulation and evaluation and advice to such a body by elected politicians. After these considerations, the arguments in favor of setting up an FPC in Poland are outlined and broad guidelines to its shape are presented.

W artykule przeprowadzono analizę skuteczności wybranych norm budżetowych stosowanych przez kraje UE w kontekście regulacji zawartych w treści dyrektywy i odpowiednich aktów prawnych. Analizie poddano w ramach doboru celowego piśmiennictwo w tym zakresie. Główne zalecenia prawa Unii Europejskiej dotyczą: statystyki i rachunkowości, prognoz, numerycznych reguł fiskalnych, średniookresowych reguł fiskalnych oraz przejrzystości finansów publicznych. W pracy odpowiedziano na pytanie, czy jedne z tych elementów, tj. reguły fiskalne, mają wpływ na realizacje zdefiniowanych w programach konwergencji i programach stabilności celów fiskalnych.
The article analyzes the effectiveness of selected action sunder taken by EU countries in the context of regulations contained in the directive and relevant legal acts. The analysis was subjected to targeted selection – the literature, in this respect. The main recommendations of European Union law concern: statistics and accounting, forecasts, numerical fiscal rules, medium-term fiscal rules and transparency of public finances. The article indicates whether one of these elements, ie fiscal rules, affect the implementation of fiscal objectives defined in the programs of convergence and stability programs. Qualitative research was based on a descriptive analysis, which will use a rich literature on the subject, mostly foreign, consisting of compact studies, journals, scientific studies, reports of international institutions will serve to solver search problems and achieve set goals.

The implementation of the so-called “golden rule” regarding the fiscal management of the sub-sector of the local-self-government (LSG) constituted a reaction to the growth of the debt within the sector of public finances and an attempt to curb the LSG deficit. In this manner the Legislator wanted to balance the budget regarding operating revenues and the operating expenditures and to allow for the use of public loans, thus permitting the generation of the debt only in regard to capital expenditures. The authors of the article evaluate the validity of introducing the new regulations, subjecting the “golden rule” to a positive critique and forming requirements for changes and improvements based on solutions to this problem utilized in other countries. An empiric data is presented that shows the consequences of overloading the LSG with the effects of the growing level of public debt in a situation when the responsibility for the majority of the debt (more than 90%) rests with the public governance at the government level. The authors also put forth the thesis that the implementation of the more restrictive rules on the central level is also necessary to optimize the entire system of public finances.

The aim of the paper is to discuss numerical fiscal rules implemented in the Public Finance Act in light of security, exposure to risk and instability of public finance. The author comments on robustness of these rules and their influence on political pressure of budgetary process and impact of economic processes. The author claims that both market economy and democracy create the environment of public finance management. It is widely accepted to implement numerical fiscal rules into system of public finance, as such rules allow to build the mechanisms of security for process of collecting public revenues as well as executing public expenditure. Therefore, the proper construction of numerical fiscal rules grows plausibility and ensures independence of public finance from political pressure.

Fiscal rules constitute tools that match the characteristics of a transparent fiscal policy. Increasing the predictability of activities conducted within the public finance sector, which can limit politicians’ irresponsible behaviour, is of crucial importance. Fiscal rules may be preventative in nature – they can, therefore, prevent negative phenomena in the area of public finance now and in the near future. They become a kind of obstacle for potential inappropriate fiscal expansion, expenditure expansion in particular, of the public authorities, which could lead to too deep an imbalance between the liabilities of the state and the sources sufficient to cover its obligations. The trends in changes in the current public finance are supplemented by introducing fiscal rules or strengthening their role. The basic problem with fiscal rules is that in many cases they are leaky and are also not consistently observed. The aim of the article is to present a brief overview of national and supranational fiscal rules and reference to the existing situation in the public finance in Poland. The article presents the analysis of the source literature, legal acts and statistical data.

Opis:
Purpose: The purpose of the article is to find an answer to the question whether the European Union, and especially the countries that are full members of the Economic and Monetary Union, are able to reach a common solution in fiscal policy, which may result in a further deepening of integration processes. Methodology: The article is based on literature, legislation and documents, reports and accounts of the institutions and bodies of the EU. The paper presents an analysis of the current situation within the European Union on fiscal consolidation, the theoretical format of the fiscal union and the range of possible functions of common bonds and consequences of the issue (in the context of sharing risk between the issuers, and thus – the impact on fiscal discipline), and finally, the role of the disintegrative processes in the context of public finance. Findings: So far, the common legislation to restore budgetary balance was broadly implemented, however, it is too early to say whether specific rules will translate into action of public authorities. When it comes to issues indicating the deepening of integration, it is difficult to note the political consensus in this regard. The proposal for creating a new budget only for the eurozone countries seems to be far-reaching. Research implications: This paper may be a contribution to the further discussion on the future of the European Union, especially in the context of fiscal policy. Originality: The author presents her findings and thoughts on current events in the financial integration within the European Union on the basis of documents of the European Commission, the Council of the European Union, the President of the European Council and the European Economic and Social Committee.
