Poszukiwanie przyczyn wahań koniunkturalnych odbywa się dwutorowo. Jedni badacze koncentrują swoją uwagę na podstawach teoretycznych, poszukując teorii i modeli wyjaśniających przyczyny i mechanizm wahań cyklicznych. Inni koncentrują się na poszukiwaniu prawidłowości towarzyszących kolejnym cyklom. Wyniki ich badań są prezentowane jako fakty empiryczne. Przedmiotem analizy w artykule są fakty empiryczne, odzwierciedlane w danych jakościowych, gromadzonych w badaniach koniunktury metodą testu. Zakres badania jest ograniczony do przemysłu przetwórczego. Do analizy wybrano siedem zmiennych, monitorowanych w teście koniunktury: wskaźnik koniunktury w przemyśle, produkcję, zamówienia, zapasy, ceny, zatrudnienie i sytuację finansową przedsiębiorstw. Zmienną referencyjną jest jednopodstawowy indeks produkcji sprzedanej przemysłu przetwórczego.
The research on causes of business cycles goes two ways. Some researchers focus on theoretical foundations, looking for theories and models that would explain an origin and mechanism of cyclical fluctuations. Others try seeking for regularities associated with subsequent cycles that are called stylized facts. The paper deals with stylized facts that are reflected in business surveys data. The scope of the study is narrowed to the manufacturing industry only. We have selected 7 variables surveyed: business indicator, production, total orders, finished goods inventories, prices, employment and financial situation of manufacturing firms. The fixed-base index of sold manufacturing production is taken for reference.

Opis:
The deployment of a distributed power-flow controller (DPFC) in a single- machine infinite-bus power system with two parallel transmission lines are considered for the analysis in this paper. This paper presents the network analysis of the DPFC for power flow control. The performance is evaluated on a given test system with a single line-to- ground fault. The improvement in the stability as well as power quality is evident from the results. Thus the DPFC has the ability to enhance the stability and power quality of the system.

Opis:
The goal of multi-criteria decision making (MCDM) is to select the most appropriate of the alternatives by evaluating many conflicting criteria together. MCDM methods are widely available in the literature and have been used in various energy problems. The key problems studied in electrical power systems in recent years have included voltage instability and voltage collapse. Different flexible alternating current transmission systems (FACTS) equipment has been used for this purpose for decades, increasing voltage stability while enhancing system efficiency, reliability and quality of supply, and offering environmental benefits. Finding the best locations for these devices in terms of voltage stability in actual electrical networks poses a serious problem. Many criteria should be considered when determining the most suitable location for the controller. The aim of this paper is to provide a comparative analysis of MCDM techniques to be used for optimal location of a static VAR compensator (SVC) device in terms of voltage stability. The ideal location can be determined by means of sorting according to priority criteria. The proposed approach was carried out using the Power System Analysis Toolbox (PSAT) in MATLAB in the IEEE 14-bus test system. Using ten different MCDM methods, the most appropriate locations were compared among themselves and a single ranking list was obtained, integrated with the Borda count method, which is a data fusion technique. The application results showed that the methods used are consistent among themselves. It was revealed that the integrated model was an appropriate method that could be used for optimal location selection, providing reliable and satisfactory results to power system planners.

There is still no agreement as to the way of interpreting negative statements and the ontological status of negative facts or events. Following W. V. Quine (On What There Is), some philosophers claim that world becomes overcrowded. It becomes overcrowded because positive events (or states of affairs) carry on their backs an infinite number of negative phantoms (quasi- entities). For instance, my being here now requires my not being elsewhere. As we know, in his works Quine developed a minimalistic vision of ontology (Quine’s taste for desert landscapes related to Ockham’s razor). On the other hand, every true proposition (positive or negative) corresponds with an event – there must be a negative event. Otherwise we will find it difficult to express what it is that corresponds to a negative statement. This point of view was temporarily presented by B. Russell (Philosophy of Logical Atomism). Gale (On What There Isn’t) examines the arguments for and against negative facts and events. The purpose of this paper is to present Gale’s inquiry into negatives and its ontological consequences. The conclusion of Gale’s investigations is as follows: what exists in the world is positive and the world is fully describable in positive statements. He argues along Kantian lines with British accent: it is meaningful to say that some objects are non-existent but it is meaningless to apply negation to the universe as a whole. While he argues along Kantian lines with British accent, I suggest solution with Polish accent (S. Leśniewski): it is contradictory to say that some objects are nonexistent.

Opis:
The problem of the FACTS (Flexible Alternative Current Transmission System Devices) location and size for reactive power system compensation through the multi-objective optimization is presented in this paper. A new technique is proposed for the optimal setting, dimension and design of two kinds of FACTS namely: Static Volt Ampere reactive (VAR) Compensator (SVC) and Thyristor Controlled Series Compensator (TCSC) handling the minimization of transmission losses in electrical network. Using the proposed scheme, the type, the location and the rating of FACTS devices are optimized simultaneously. The problem to solve is multi criteria under constraints related to the load flow equations, the voltages, the transformer turn ratios, the active and reactive productions and the compensation devices. Its solution requires the the advanced algorithms to be applied. Thus, we propose an approach based on the evolutionary algorithms (EA) to solve multi-criterion problem. It is similar to the NSGA-II method (Ellitist Non Dominated Sorting Genetic Algorithm). The Pareto front is obtained for continuous, discrete and multiple of five MVArs (Mega Volt Ampere reactive) of compensator devices for the IEEE 57-bus test system (IEEE bus test is a standard network).

The problem of improving the voltage profile and reducing power loss in electrical networks must be solved in an optimal manner. This paper deals with comparative study of Genetic Algorithm (GA) and Differential Evolution (DE) based algorithm for the optimal allocation of multiple FACTS (Flexible AC Transmission System) devices in an interconnected power system for the economic operation as well as to enhance loadability of lines. Proper placement of FACTS devices like Static VAr Compensator (SVC), Thyristor Controlled Switched Capacitor (TCSC) and controlling reactive generations of the generators and transformer tap settings simultaneously improves the system performance greatly using the proposed approach. These GA & DE based methods are applied on standard IEEE 30 bus system. The system is reactively loaded starting from base to 200% of base load. FACTS devices are installed in the different locations of the power system and system performance is observed with and without FACTS devices. First, the locations, where the FACTS devices to be placed is determined by calculating active and reactive power flows in the lines. GA and DE based algorithm is then applied to find the amount of magnitudes of the FACTS devices. Finally the comparison between these two techniques for the placement of FACTS devices are presented.

Artykuł dotyczy problematyki integracji odnawialnych źródeł energii w dystrybucyjnych systemach zasilania. Opisano urządzenie, które wraz z wieloplatformowym oprogramowaniem może stać się podzespołem sieciowym aktywnie wpływającym zarówno na poprawę jakości energii pochodzącej ze źródeł odnawialnych, jak i na bilans mocy sieci z takimi źródłami. Przedstawiono wybrane aspekty konstrukcji układu kompensatora z przekształtnikiem o strukturze wielopoziomowej, które mogą uprościć realizację powyższych celów.
A construction of prototyped one phase supercapacitor based voltage dip compensator is presented and selected problems of evolution to asymmetric multilevel topology are shortly described. Such complex device was treated as distributed renewable energy source located in future active supply network and a kind of applications and potentially suitable software tool for its supervising are presented.

Przedmiotem niniejszego artykułu jest przedstawienie znaczenia opinii biegłego sądowego w postępowaniu karnym i postępowaniu karnym skarbowym jako dowodu niezbędnego do ustalenia prawidłowego stanu faktycznego w świetle możliwości dopuszczenia się przez podmiot gospodarczy uszczuplenia lub narażenia na uszczuplenie należności publicznoprawnej na rzecz Skarbu Państwa. Opinia zawierająca wiedzę specjalistyczną jest koniecznym elementem nowoczesnego postępowania sądowego z uwagi na złożone mechanizmy ekonomiczne, finansowe i rachunkowe występujące we współczesnym obrocie gospodarczym o charakterze międzynarodowym. Organy kontroli, a także organy postępowania sądowego często nie są w stanie samodzielnie ustalić prawidłowego stanu faktycznego, od którego nierzadko zależy stwierdzenie występowania znamion czynu zabronionego lub ich brak.
The subject of this article is to present the importance of the opinion of a court expert in criminal proceedings and penal fiscal proceedings as evidence necessary to determine the correct facts in the light of the possibility of a depletion or exposure to depletion of public law liabilities to the State Treasury by an economic entity. An opinion containing specialist knowledge is a necessary element of modern court proceedings, due to the complex economic, financial and accounting mechanisms occurring in modern international economic transactions. Inspection authorities, as well as judicial proceedings authorities, are not always able to independently determine the correct facts, which often determine whether or not there a re features of a prohibited act.

Te alternatywne fakty stanowią nową linię badawczą dla retoryków, którzy muszą ustalić, w jaki sposób fałszywe fakty zyskują wiarygodność. Niniejszy artykuł przedstawia Memetyczną Teorię Retoryczną (MRT), model pozwalający zrozumieć, w jaki sposób informacje ewoluują, by stać się wiarygodnymi w danym środowisku.

The hybridization of a recently suggested Harris hawk’s optimizer (HHO) with the traditional particle swarm optimization (PSO) has been proposed in this paper. The velocity function update in each iteration of the PSO technique has been adopted to avoid being trapped into local search space with HHO. The performance of the proposed Integrated HHO-PSO (IHHOPSO) is evaluated using 23 benchmark functions and compared with the novel algorithms and hybrid versions of the neighbouring standard algorithms. Statistical analysis with the proposed algorithm is presented, and the effectiveness is shown in the comparison of grey wolf optimization (GWO), Harris hawks optimizer (HHO), barnacles matting optimization (BMO) and hybrid GWO-PSO algorithms. The comparison in convergence characters with the considered set of optimization methods also presented along with the boxplot. The proposed algorithm is further validated via an emerging engineering case study of controller parameter tuning of power system stability enhancement problem. The considered case study tunes the parameters of STATCOM and power system stabilizers (PSS) connected in a sample power network with the proposed IHHOPSO algorithm. A multi-objective function has been considered and different operating conditions has been investigated in this papers which recommends proposed algorithm in an effective damping of power network oscillations.

The application of the principle of legality must meet various requirements dealing specifically with its extent or its reach in the administrative activity. The question that we will seek to answer in this paper is the following: with the entry into force of the Law on Administrative Courts and the start of the functioning of administrative courts on November 2013, how far extends Albanian judicial review? What are the limits of this control? What is the actual power of the Albanian administrative court? The Law on Administrative Courts has defined and directed the limits of judicial control over the legality of administrative actions towards three aspects: facts, time and discretionary power. Therefore, this paper aims to present an analysis of the different aspects that direct and limit the judicial review of administrative acts and which are: the reach of judicial review in the legal qualification of the facts, the reach of judicial review in time, and the reach of the judicial review in the exercise of discretionary power by the public administration.

We rave about Kurpie, which is not in line with learning about their history, distinguishing between legends and facts. Research is hindered by the lack of old written sources from the region, the late “discovery of Kurpie”, the weakness of local urban centers. Adam Chętnik contributed the most to documenting the past and promoting his countrymen. However, he did not leave any disciples, and he willingly interwoven the truth with legends. That mixture was most strongly manifested in the descriptions of the stages of settlement in the Kurpian Zagajnica, also in the attempts at creating the image of a Kurpian, the juxtaposition of their personality traits, the assessment of the role they played in history. At the base of the Kurpie phenomenon lies, as Ludwik Krzywicki found, the activity of the Forest inhabitants, who proved themselves independent, managed to form their ethnic awareness. “The discovery of Kurpie” accelerated the process of giving them place in the national history during the period of Partitions. In independent Poland, the fashion for Kurpie increased, as well as the admiration for their bravery, loyalty to tradition, original manifestations of material and spiritual culture. The question arises as to whether the Kurpie phenomenon has the chance to continue in a situation when the area of settlement in the Green Forest is shrinking, unfavorable demographic changes are taking place, and the entire region still has unsatisfactory economic potential.
Zachwycamy się Kurpiami, co nie idzie w parze z poznawaniem ich dziejów, odróżnianiem legendy od faktów. Badania utrudnia brak dawnych źródeł pisanych z tego regionu, późne „odkrywanie Kurpiów”, słabość lokalnych ośrodków miejskich. Największe zasługi w dokumentowaniu przeszłości i promowaniu swych ziomków miał Adam Chętnik, który jednak nie zostawił uczniów, a sam chętnie przeplatał prawdę z legendami. Najmocniej to przemieszanie uwidoczniło się w opisach etapów osadnictwa w Zagajnicy Kurpiowskiej, także w próbach tworzenia portretu Kurpia, zestawianiu cech jego charakteru, ocenie roli dziejowej. U podstaw fenomenu kurpiowskiego leży – jak ustalił Ludwik Krzywicki – aktywność Puszczaków, którzy wykazali się samodzielnością, doprowadzili do ukształtowania się świadomości etnicznej. „Odkrywanie Kurpiów” przyśpieszyło ich wpisywanie w historię narodową w dobie zaborów. W Polsce niepodległej nasilała się moda na Kurpiów, podziw dla ich dzielności, wierności tradycji, oryginalnych przejawów kultury materialnej i duchowej. Powstaje pytanie, czy fenomen kurpiowski ma szansę na kontynuację w sytuacji, gdy kurczy się zasięg osadnictwa w Puszczy Zielonej, zachodzą niekorzystne zmiany demograficzne, a cały region ma wciąż niezadawalający potencjał ekonomiczny.

Opis:
In this paper coordination of fuzzy power system stabilizer (FPSS) and flexible ac transmission systems (FACTS) have been considered in a multi-machine power system. The proposed model, has been applied for a wide-area power system. The proposed FPSS presented with local, nonlinear feedbacks, and the corresponding control synthesis conditions are given in terms of solutions to a set of linear matrix inequalities (LMIs). For this model, in fuzzy control synthesis, the new proposed control design method is based on fewer fuzzy rules and less computational burden. Also, the parameters of FACTS controller have been evaluated by improved honey bee mating optimization (IHBMO). The effectiveness of the proposed method has been applied over two case studies of single-machine infinite-bus (SMIB) and two areas four machine (TAFM) Kundur’s power system. The obtained results demonstrate the superiority of proposed strategy.

Artykuł przedstawia propozycję aplikacji stosowanych w teorii argumentacji modeli argumentacyjnych na potrzeby identyfikacji twierdzeń formułowanych w obszarze nauki i praktyki prawa karnego materialnego. Hipotezą badawczą uczyniono założenie, że wbrew pozorom, doktryna i praktyka prawa karnego nie powinny zamykać się tylko wewnątrz tradycyjnej argumentacji retoryczno-topicznej, albowiem mnogość wątków, przewijających się zarówno w obszarze nauki o przestępstwie, jak i innych działach prawa karnego materialnego, niejako wymusza sięgnięcie także po te argumentacje, które są właściwe dla innych modeli, a więc przykładowo dla modeli epistemiczno-technologicznego oraz komunikacyjnego. Tym sposobem wzajemne przenikanie się określonych typów twierdzeń, co uwypuklone zostaje w szczególności w odniesieniu do twierdzeń deontycznych, pozwala na różnicowania znaczenia prawdy w obszarze prawa karnego materialnego i skutkuje zachowaniem spójności metodologicznej pojawiających się na tym gruncie różnorakich w swej istocie argumentów.
The text proposes applications of argumentation models used in argumentation theory for the purposes of identifying statements formulated in the field of substantive criminal law science and practice. The research hypothesis is based on the assumption that, contrary to appearances, the doctrine and practice of criminal law should not confine themselves only to the traditional rhetorical and topical argumentation, because the multitude of threads, appearing both in the field of criminal law science and other areas of substantive criminal law, somehow necessitates also reaching for arguments that are appropriate for other models, for example epistemic-technological and communicative models. In this way, the interpenetration of certain types of statements, which is emphasized in particular in relation to deontic statements, allows for the differentiation of the meaning of truth in the area of substantive criminal law, resulting in the methodological consistency of the various essentially heterogeneous arguments appearing on this ground.
