Opis:
There’s a strong link between the production of biofuels and energy crops. The first of these activities may contribute to the appearance of new products in agriculture, besides giving a boost to activities such as provision of services and aiding in the diversification of economic activities in rural areas. Farmers’ final decision to include energy crops into or exclude them from their productive alternatives depends on various factors of a different nature (political, legal, technical, economic or socio-cultural). This paper analyzes the socio-economic aspects related to the introduction of oil-seeds (sunflower and rape seed) as energy crops in one of the most important agricultural regions in Spain (Castile and Leon). Thus, using RRA (Rural Rapid Appraisal) and the Economic Accounts for Agriculture (EAA), the study provides an evaluation of the main economic accounts of these crops and an idea of their profitability, impact on the level of employment and environmental consequences.

This article presents the concept of a Central European Geostrategic Region (CEGR) covering a belt of states located between the Baltic Sea and the Black Sea, and the Baltic Sea and the Adriatic Sea. This region is important for both NATO and the EU, as some of the countries constitute the Eastern wing (border) of these organisations. On the other hand, the states of this region are significant players for Russian Federation’s external policy, which was visible in the previous years. The Central European Geostrategic Region is, therefore, essential for both Central Eastern Europe’s and whole Europe’s security and is of a major importance for Euro-Atlantic and Eurasian Space. This is why the author presents power of CEGR states calculated with rank-weighting method, which partially reflects regional balance of power. As it results from the calculation, the region is characterised with vast diversity of power distribution between individual political units, which in turn impacts foreign and security policies of the states.
W artykule przedstawiono koncepcję Środkowoeuropejskiego Regionu Geostrategicznego (ŚRG) obejmującego pas państw między przewężeniami bałtycko-czarnomorskim i bałtycko-adriatyckim. Region ten jest istotny z punktu widzenia interesów NATO I UE ponieważ część jego państw stanowi wschodnią flankę (granicę) tych organizacji. Z drugiej strony państwa tego regionu są istotne dla polityki zagranicznej prowadzonej przez Federację Rosyjską, co potwierdzają wydarzenia ostatnich lat. Środkowoeuropejski Region Geostrategiczny odgrywa więc kluczową rolę dla bezpieczeństwa, zarówno Europy Środkowo-Wschodniej jak i całej Europy, a także przestrzeni euroatlantyckiej i euroazjatyckiej. Z tego też względu autor przedstawił potęgę państw ŚRG wyliczoną za pomocą metody rangowo-wagowej, która w pewnym stopniu odzwierciedla regionalny układ sił. Jak wynika z wyliczeń, region ten cechuje się ogromną różnicą w dystrybucji potęgi między poszczególne jednostki polityczne, co z kolei ma wpływ na kształtowanie polityki zagranicznej i bezpieczeństwo tychże państw.

Analizowano wielkość zachmurzenia ogólnego w zależności od kierunku adwekcji mas powietrza. Materiał badawczy stanowiły dane gridowe pochodzące z bazy danych ERA 40 (1961-2000) oraz dane stacyjne z bazy danych ORNL/CDIAC – 123 NDP-026C (1972-1996). Cyrkulację atmosferyczną ujęto jako obraz pola wiatru geostroficznego. Warunki makrocyrkulacyjne powodują duże zróżnicowanie regionalne wzajem-nych zależności pomiędzy cyrkulacją a zachmurzeniem na badanym terenie. Różnice wielkości zachmurzenia podczas adwekcji mas powietrza z poszczególnych kierunków są bardziej wyraźne w analizach wykorzystują-cych dane stacyjne. Występujące różnice między wynikami analiz przeprowadzonych z wykorzystaniem danych gridowych i stacyjnych wynikają głównie z trudności w dopasowaniu położenia stacji do punktów węzłowych siatki geograficznej oraz z samego charakteru danych.
The main aim of the study was the quantitative estimation of the influence of the air advection on the total cloudiness in the European polar zone. The area of interest was defined as the region located over the northern polar circle. That territory covers the large part of the Arctic Ocean with the arctic archipelagos such as: Spitsbergen, Franz Josef Land, Novaya Zemlya, and the separate islands. The northern part of the Scandinavian Peninsula with the Kola Peninsula were also taken into considerations. The source data contain daily total cloudiness data originated from reanalyses ERA-40 (developed by ECMWF) for the period 1961-2000. Simultaneously, daily resolution station data from 5 stations originated from CDIAC database for the period 1972-1996 have been taken into account. Atmospheric circulation was performed as the geostrophic wind field. Geostrophic wind vectors were calculated using splines and on their basis the 9 main circulation types were distinguished (modified Ustrnul’s circulation classification). The crucial method was the calculation of anomalies of the total cloud cover in particular air flow types in two thermal and circulation different months: January and July. The analysis of cloudiness showed large regional diversity of this element in the polar zone of Europe. The relations of the total cloud cover with atmospheric circulation in maritime area were weaker than in the continental parts of research domain. On the basis of many cases was founded that cloudiness was also under influence of orography, type of the active surface, sea and atmosphere interactions. Large scale circulation with the mentioned factors causes significant regional differen-tiation of mutual connections between cloudiness and geostrophic wind vector.

In this paper the author interprets the changing role of mass media in social processes over recent decades. Society’s perception of mass media is also investigated, with a focus on Central and Eastern Europe. The author explores mass media’s position in the societies of the region, asking how these societies interpret media messages. He analyzes the context of people’s reservations about media messages (people’s misgivings, conditioned by social history). One of the key arguments of the paper is that the majority of audiences in the countries concerned have grown more sceptical of mass media messages than have the audiences of Western European countries. According to the author, various social groups consider that the mass media is heavily politicized and that its construction of reality has little in common with their own interpretations.

The aim of this paper is to identify the role of the European Union’s funds in combating unemployment in the Radom district. An active policy on the labour market includes different actions that aim to ameliorate the situation on the labour market. It concerns, amongst others, the programmes that contribute to diminishing the unemployment. In the paper the efficiency of the programmes that focus on combating unemployment in the Radom district between 2005 and 2009 was evaluated. The programmes taken into consideration were financed from both domestic and European Union’s resources. The reemployment rate was utilised. Out of the data analysis it can be derived that the efficiency of these programmes varies to a large extent. This is caused by the legal and administrative conditions as well as from the situation on the local labour market.

This article analyses the position of European Parliament (EP) in the question of the lasting from 2010 association process of the South Caucasus countries with the EU. The process is aimed at the establishment of close, extensive political and economic cooperation of the countries with the EU. The author stresses the importance attached by EP to the association negotiations, which according to the Parliament should have a crucial impact on the democratization process in Azerbaijan, Armenia and Georgia. It should be underlined that the development of democracy in those EU’s partner countries is of special interest to EP, which in recognition of their geopolitical importance with its numerous resolutions requires making closer relations with them and even providing the countries with a potential European perspective (Georgia). However the more extensive cooperation of the EU with the countries is made dependent by EP on the incorporation by Azerbaijan, Georgia and Armenia of the values defined as European (democracy, rule of law, protection of human rights etc.). That is why so important for EP are the questions of human rights observance, observance of the rules of democracy and law, including transparency and fairness of the processes in the countries. In case of violating rules constituting foundations for democratic and lawful country’s functioning, EP responds in a determined way and usually takes un unambiguous stand quite often contrasting with more “weighted” opinions of other Union institutions.

Badania opisane w artykule stanowią ocenę istoty zjawisk wpływających na zmianę dotychczasowej koncepcji procesu integracji europejskiej, a zwłaszcza rozpoczętej fazy Brexitu Wielkiej Brytanii po 2016 roku oraz rosnącej roli państw regionu EŚ w kształtowaniu nowej koncepcji integracji europejskiej. Efektem badań będzie stworzenie koncepcji modelu nowej koncepcji integracji europejskiej, z uwzględnieniem budowania znaczenia i roli państw regionu EŚ w strukturach instytucjonalnej UE. Celem badań jest zrozumienie potrzeby stworzenia nowej koncepcji integracji europejskiej. W warstwie teoretycznej dokonano analizy znaczenia pozycji państw EŚ w rozwoju nowej koncepcji integracji europejskiej w odniesieniu do pozostałych regionów państw Unii Europejskiej. W warstwie empirycznej wykorzystano metodę analizy opisowej, w celu określenia koncepcji modelu matrycy instytucjonalnej UE tak, by móc określić zjawiska wpływające na zmianę koncepcji procesu integracji europejskiej. Wyniki badań umożliwią weryfikację potrzeb budowania nowej koncepcji projektu europejskiego na gruncie nowej sytuacji wyjścia Wielkiej Brytanii ze struktur europejskich. Praktyczne zastosowanie badań koncepcyjnych pozwala stworzyć matrycę instytucjonalną UE w celu ustalenia, czy proces integracji europejskiej stanowi zjawisko zmian roli i znaczenia regionu państw EŚ.
The research described in the article is an assessment of the essence of the phenomena affecting the change of the hitherto concept of the process of European integration and, in particular, the initiated phase of Brexit, the exit of Great Britain from the EU, after 2016, as well as the growing role of the states of the Central European region in the formation of a new concept of European integration. An effect of the research will be creation of a concept of a model of a new concept of European integration, taking into account building of the importance and role of the CE region’s states in the structures of the institutional EU. The aim of the research is to understand the need to create a new concept of European integration. In the theoretical layer, the author carried out an analysis of the importance of the position of the CE states in the development of the new concept of European integration vis-à-vis other regions of the EU member states. In the empirical layer, he used the method of descriptive analysis in order to determine the concept of the model of EU institutional matrix in such a way that it could be possible to determine the phenomena influencing the change of the concept of the process of European integration. The research findings will enable verification of the needs to build the new concept of the European project on the grounds of a new situation of the exit of Great Britain from the European structures. The practical application of conceptual research allows for setting up an institutional matrix of the EU for the purpose of determination whether the process of European integration is a phenomenon of the change of the role and importance of the region of CE states.

Poland is strategically located in the centre of Europe. In the past this geographical position was the cause of many hardships, in particular of political nature. Nevertheless, after the accession to the European Union, it is becoming one of Poland’s main assets. It is of great significance to international transport services rendered between the Baltic Sea Region and Southern Europe. The aim of this article is to elaborate on the importance of Pan-European Transport Corridors running via Poland for international transport service in Poland. In the Baltic Sea Region (BSR) the sea transport represents over the half of the overall trade in the region. In the case of Poland the figure amounts to one third, however, it is estimated that the Polish share in the trading activity with the BSR states will be systematically increasing until 2020. The Polish maritime transport faces the increasing competition from the other transport modes – road and railway. It is more favourable for Poland building highways connecting the North and the South than the East and the West, since it will create conditions for cargo sent from Polish ports to bypass German harbours.

The objective of the paper is to present assumptions and to attempt the assessment of financial instruments implementation providing the support for the Mediterranean Partnership from the European Union. The author’s intention was to offer a review of the available financial instruments since each of them may be characterized in more detail considering the broad spectrum of factors, determinants and interdependencies influencing the form, purpose and assessment of the discussed instruments. The first part of the paper illustrates the profile of the European Union constituting the part of a geopolitical group, as well as the situation of North Africa and Middle East countries. The European Union holds a very strong position in international relations which depends, among others, on its regional influence and involvement in international political, economic and social reality. This position is of crucial significance from the perspective of roles played by the European Union also with regard to neighbouring countries located in the Mediterranean region. The countries of North Africa and Middle East, despite frequently difficult historical relations and interdependencies with the European countries as well as their specific culture, in the current peace oriented reality became the beneficiaries of aid coming from the European Union and therefore took up the role of EU cooperating partners on many levels. The roles played by the European Union in the Mediterranean region are influenced by both internal and external factors. From among numerous functions took over by the European Union the most important ones are those of: an active actor in solving Arab-Israeli conflict, advocate of providing means for the establishment of peace among nations, supporting relations based on mutual trust and disarmament in the region, promoter of economic reforms and sustainable, regional development, propagator of democracy and human rights as well as intercultural dialogue. These roles aim at bringing peace, stability and wealth in the region and result in higher EU safety level and also the implementation of its interests. The concept of these roles is presented in bilateral agreements entered into and concluded by the European Union. Among the most important agreements the following should be listed: the Barcelona Declaration dated 28th November 1995 which initiated the Mediterranean Partnership and Joint Declaration of the Paris Summit for the Mediterranean Region dated 13th July 2008 initiating Union for the Mediterranean.

Caspian region contains some of the largest undeveloped oil and gas reserves in the world. The energy field is vital to economic development and to the future geopolitical order of the region. The rivalry between different pipeline options will probably determine not only the pattern of foreign policy orientationand cooperation in the region but also the influence and position of regional and external players. The exploitation of energy resources and the future routes of pipelines from the oil and gas fields in the Caspian basin will also determine the role of the Caspian region in the contemporary international relations. Newly independent states in Central Asia and the Caucasus hoped their oil and gas resources would help them secure economic growth and political independence. The most important element of the European energy strategy is the need of diversification of the energy sources. The growing energy needs have given the European Union a  strong interest in developing ties with energy-‑producing states in the Caspian region to build necessary pipeline infrastructure.

The cooperation of regional authorities in Europe is made possible via the existing international conventions and internal documents of the European Union. Studying the vicissitudes of the European regional cooperation from the Madrid Convention to the creation of a macro-regional approach, one cannot but notice the significant development of the concept of interregional relations. These relations have been evolving from the promotion and support cross-border cooperation by the Member States to its completion as the EU macro-regional concept elaborated with the participation of the regions and organisations acting on their behalf. Within the next few years it will turn out whether these concepts have in their entirety fulfilled their function and enhanced the internal EU cooperation.  
WSPÓŁPRACA REGIONALNA W EUROPIE. OD KONWENCJI MADRYCKIEJDO PODEJŚCIA MAKROREGIONALNEGO W Europie współpraca organów regionalnych jest możliwa w oparciu o Konwencje międzynarodowe oraz dokumenty wewnętrzne Unii Europejskiej. Obserwując losy współpracy regionalnej od konwencji madryckiej do stworzenia podejścia makroregionalnego, można zaobserwować znaczny rozwój koncepcji stosunków międzyregionalnych. Stosunki te ewoluowały od popierania i wspierania współpracy transgranicznej przez Państwa do całościowych koncepcji makroregionalnych UE opracowanych z udziałem regionów i organizacji na ich rzecz działających. W ciągu najbliższych lat okaże się, czy całościowe koncepcje spełniły swoją funkcję i usprawniły współpracę wewnętrzną UE.

The paper analyzes the Kurdistan Regional Government’s (KRG) natural resource strategies, such as how it deals with huge reserves of many trillion cubic feet of its natural gas as significant energy. Because natural gas belongs to the cleanest burning fossil fuels, with 30 percent less carbon than oil, it plays a role in the global fuel economy. As KRG transports its natural gas to international markets, like European countries, via Turkey it means they also participate in energy security as a new actor. Because the KRG is landlocked, strong factors may affect Kurdish natural gas strategies because KRG is surrounded by today’s partners and yesterday’s enemies politically and economically. Turkey, the neighbor of KRG, also buys its gas and has an influence on these strategies after the Ukraine crisis that pushed European countries to make a turn towards Caspian natural gas. Kurdistan is part of the best option for European energy security as it plans to diversify natural gas imports. While the KRG benefits from selling its natural gas directly to international markets, this will come with some struggles. Many of these obstacles can be classified into two types: internal and external obstacles, such as a conflict with the central government regarding how to share gas revenues. Others problems include Iranian neighbor interest on natural resources in Kurdistan and Russia that looks to Kurdish gas as its ally if Kurdistan joins the southern gas corridor pipeline.

Opis:
This work complements and structures knowledge in the field of logistics centres (with focus on the Łódź region). It presents a thorough analysis of strategic documents of the European Union in reference to the functioning of international transport networks. It also provides a detailed description of logistics facilities operations from the theoretical standpoint and definition of relations in points where logistics centres and TEN-T networks overlap. The result of this work is a set of recommendations referring to effective development of logistics centres on the background of transport corridors.

This article presents the formal and organizational basis for the implementation of youth policy at the European, national and regional level. The author made an attempt to verify to what extent the existing mechanisms inherent in the model of youth policy in the broad sense, understood as a system of cross-sectoral and multi-stakeholder activities for young people, are treated subjectively, not only as beneficiaries of the initiatives taken by the public authorities. In the first part of the submitted paper, the author focused on the construction of a European system of youth policy, outlining the solutions adopted by various European institutions in recent years. In the second part, the Polish solutions for youth policy were presented. The last part of the given article concerns the formal and institutional arrangements for young people adopted on the regional level in Poland. The present paper is based on an analysis of legislation and strategic documents, desk research and internet sources. In the last part of this work, the author has used the comparative method.

The study concerns a natural cluster that arises as a consequence of the development of Euroregion. Each Euroregion has a "form" of a cluster "inscribed" into the philosophy of its functioning, which in turn creates a new management structure for the area covered by Euroregion. To document the above statement, the study attempted to compare the characteristics of Euroregion and a cluster, to describe mutual dependencies and convergences between them, which was included, among others, in the form of synthetic tables (Tables 4 and 5). Euroregion itself is a cluster, and it manages its subordinate area through Euroregional institutions. The term "natural" stems from the fact that Euroregion as a region bears the signs of naturalness, as it is created from the bottom up due to natural causes and motives, which through formalisation take on a specific shape of the structure with its institutions. Euroregion itself (a natural cluster), in addition to its management capabilities over the region, is also managed by the institutions representing it (described here is the Association of European Border Regions - AEBR). As a result, Euroregion as a natural cluster manages on its own and is subject to being managed.
