    Opis:
    The present study explores the relationship between law and multilingualism in the European Union. Today EU is inhabited by approx. 500 million people who communicate in many languages. The European Union law gives all languages of the Member States an equal status. The EU recognises the problem of multilingualism but has not developed its own language policy. The Treaty on the Functioning of the European Union, Treaty on European Union and The Charter of Fundamental Rights of the European Union do, however, contain references to the problem of languages. The Regulation No. 1 from 1958 entirely devoted to languages and provides the legal framework for multilingualism of the European Union law. In addition, EU institutions are involved in an increasingly successful political linguistic activity. The study also presents the role of the Court of Justice of the European Union in the interpretation of multilingual texts. The examination of the case-law of the Court of Justice highlights how solutions to problems of interpretation of multilingual texts reflect specific characteristics of the European Union legal system.

    Contemporary language education to young learners is seeing an increased focus on individual variation, due to students’ special educational needs and the diversity of contexts in which instruction takes place. This leads to the increased creativity of teachers and the emergence of innovative practices in various areas of teaching languages to children. On the other hand, due to globalization and international cooperation, language teaching experiences a degree of standardization. One source of this may be the impact of European education policy. Due to such influential tools as the Common European Framework of Reference for Languages or the European Portfolio for Pre-Primary Educators, educational systems find it convenient and useful to apply some of these assumptions. Therefore, it is important to make an overview of trends in European education policy in reference to teaching young learners, to indicate what kind of support can be given to language instructors in their work with children. The research question posed in the paper is to what extent the most important European policy documents and tools prove relevant in the practice of young learner educators? The analysis indicates the viability of selected European policy tools, modifications of their use across the years and new forms of implementation in the social media era.
    Współczesne kształcenie językowe dzieci staje przed koniecznością indywidualizacji procesu nauczania z uwagi na zróżnicowane potrzeby edukacyjne uczniów oraz różnorodność kontekstów, w których przebiega proces kształcenia. W rezultacie prowadzi to do kreatywności nauczycieli i powstawania innowacyjnych praktyk. Jednocześnie w efekcie procesów globalizacyjnych ma miejsce pewna standaryzacja nauczania, również pod wpływem wdrażania założeń europejskiej polityki językowej. Pojawienie się tak ważnych narzędzi jak Europejski System Opisu Kształcenia Językowego czy Europejskie Portfolio dla Nauczycieli Przedszkolnych ma istotny wpływ na proces kształcenia nauczycieli. Z tego powodu główne pytanie badawcze artykułu brzmi: na ile najważniejsze dokumenty i narzędzia UE / Rady Europy okazują się przydatne w nauczaniu dzieci. Analiza pokazuje istotność wybranych narzędzi, modyfikacje ich zastosowania na przestrzeni lat oraz nowe formy wdrażania w erze mediów społecznościowych.

    Wzrastająca różnorodność Unii Europejskiej jest postrzegana jako jedna z jej wartości politycznych i kulturowych. W konsekwencji idea wspólnej tożsamości UE opiera się na pojmowaniu tego, jak różne kultury, tradycje i języki Europy wzbogacają jej mieszkańców oraz jednoczą Unię. „Zjednoczona w różnorodności” – to oficjalna dewiza UE. Mimo że wielojęzyczność postrzegana jest jako istotny składnik polityki językowej UE, język angielski wciąż jest (i prawdopodobnie będzie nadal) bardzo popularny wśród obywateli Unii Europejskiej, dla których nie jest on językiem ojczystym. Język angielski działa jako lingua franca i sprzyja relacjom międzykulturowym, mobilności oraz wdrażaniu różnorodnych programów edukacyjnych, na kształt Erasmus+. Nasza analiza konceptu DIVERSITY i jego werbalizatorów w angielskojęzycznym akademickim i oficjalnym unijnym dyskursie wskazuje, że najczęściej z «diversity» używane są przymiotniki „cultural”, „linguistic” oraz „gender”. Wyniki świadczą, że właśnie te kierunki są priorytetowymi w realizacji strategii UE „Zjednoczona w różnorodności”.

Niniejszy esej dotyczy szwedzkiej polityki językowej w zakresie integracji imigrantów i uchodźców. O doniosłości tego tematu decyduje fakt, że język jest jednym z ważnych narzędzi integracji w społeczeństwie przyjmującym.
    The increase in migration flows in 2010–2011 and 2015–2016 has brought the issue of immigrants’ integration in European countries to a qualitatively new level. The integration of immigrants and refugees is one of the central topics in academic and political discourses. This essay presents short analysis of the Swedish language policy towards integration of immigrants and refugees. The importance of this topic is determined by the fact that language is one of the instruments of inclusion in the host society.

    Quality in general education has been defined through aims, key qualifications, organisational standards, didactic requirements, but also learning outcomes which depend on students’ proficiency in the language of schooling and their cognitive academic skills. New challenges bring about changes in responsibilities of schools and teachers and have a strong impact on approachesto quality assurance in teacher education, a complex process not devoid of controversies, the most important of which will be identified in the present text. Implications for the curricular content of pre- and in-service language teacher education will also be sought.

    In the article the problems of implementation of the European Charter for Regional or Minority Languages are let on. In particular, it admits that during the years of its independence Ukraine didn’t provide any system language policy and became a hostage of the signing of the Charter, as it undertook the responsibility to support and develop regional languages without any enactment of the law about the state language. As a result of political manipulations the provision of the functioning of Ukrainian language by the state was not made on a proper level. The latent language conflicts became a formal reason for the events in the Crimea and on the East of Ukraine and were used to invade the Ukrainian territories.

    Temat artykułu stanowi analiza podstawowych założeń polityki językowej Unii Europejskiej, unijnego prawodawstwa oraz orzecznictwa Trybunału Sprawiedliwości UE pod kątem fenomenu praw językowych oraz dyskryminacji językowej. Problem ten jest wciąż w niewielkim stopniu rozpoznany w nauce. Tekst skupia się w szczególności na prawach językowych przysługujących jednostkom w ich stosunkach z instytucjami unijnymi na przykładzie postępowań rekrutacyjnych i konkursowych. We wstępie ujęto prawa językowe w perspektywie socjolingwistycznej. Pod uwagę wzięto w szczególności myśl związaną z ruchem Language Human Rights, a także teoretyczne podstawy polityki językowej oraz jej znaczenie w kontekście praw podstawowych. Mimo specyfiki dyskursu i analiz prawniczych przywołanych w pracy obecne w nich ustalenia wydają się istotne z punktu widzenia socjolingwistyki, ze względu na fakt, że to m.in. w ramach tej zinstytucjonalizowanej komunikacji ma miejsce debata o problemach kontaktu języków, funkcjonowania wielojęzyczności, dyrektyw komunikacji językowej wpływających na jej codzienne realizacje w przestrzeni UE .
    The topic of basic principles of the linguistic policy of the European Union, European law and the ECJ ’s jurisprudence on language rights of EU citizens and prevention of linguistic discrimination remain still unexploited in scientific literature. The paper focuses on language rights of individuals in their relations with EU institutions in the case-study of recruitment processes. In the introduction the general, sociolinguistic context, related to the Language Human Rights movement and linguistic policy was taken into consideration with regard to fundamental rights issues. Despite the specific, legal character of discourse and reasoning applied in the paper, the conclusions presented on their grounds seem to be important for sociolinguistics since it is within i.a. this institutionalised communication that takes place a debate on the problems of languages in contact, functioning of multilingualism, and some directives concerning linguistic communication that influence its everyday realisations in UE .

    The presence of multiple languages spoken within the territory of the European Union member states implies the necessity for the EU institutions to adopt a specific language policy. The purpose of this article is to explain the basis, rooted in the tradition of European philosophy, of the activities that the Council of Europe and the European Union carry out in the field of language policy. As in many other spheres of the Union's functioning, in the area of language policy, too, there have been proposals suggesting the need to abandon the previous concept based on strong philosophical foundations and implement a new one, more in line with the spirit of multiculturalism. The author presents the controversy between these classical concepts and contemporary proposals, emphasizing the importance of the philosophical foundations of future language policy from the point of view of the survival of minority languages and the situation of Europe's national and ethnic minorities.
    Obecność wielu języków używanych na terytorium Unii Europejskiej implikuje konieczność przyjęcia przez instytucje unijne określonej polityki językowej. Celem artykułu jest wyjaśnienie zakorzenionych w tradycji filozofii europejskiej podstaw działalności, jaką w zakresie polityki językowej prowadzi Rada Europy i Unia Europejska. Podobnie jak w wielu innych sferach funkcjonowania Unii, także w zakresie polityki językowej pojawiły się propozycje, sugerujące potrzebę porzucenia dotychczasowej koncepcji opartej na silnych filozoficznych fundamentach i realizacji nowej, bardziej zgodnej z duchem multikulturalizmu. Autorka przedstawia kontrowersje między tymi klasycznymi koncepcjami a współczesnymi propozycjami, podkreślając znaczenie filozoficznych podstaw przyszłej polityki językowej z punktu widzenia przetrwania języków mniejszościowych i sytuacji mniejszości narodowych i etnicznych Europy.

    The author analyses tendencies presented in recently launched EU reports claiming that newly published data reveal a need to rethink approaches to individual and social multilingualism. In the first part of the article approaches to individual as well as to societal multilingualism are discussed from a historical perspective. In the second part meanings ascribed to the promotion of multilingualism are analysed from the language perspective together with the use made of them in the field of social and political activity. Promoting multilingualism is then looked at from the perspectives of the learner and the teacher. Implications are finally sought for teaching, learning and assessment in language education.

    Le multilinguisme est une valeur que l’Union européenne protège et soutient, également au niveau juridique depuis sa création. Le principe d’égalité des langues officielles au sein de l’Union devient la preuve du respect de la Communauté envers toutes les cultures (la langue étant le porteur de ces dernières) et dès lors de l’identité des citoyens des pays-membres. Pourtant, de nombreuses critiques sont adressées à cette valeur. Nous avons ainsi décidé d’analyser le phénomène du multilinguisme, en demandant suivant Milian I Massana : est-il un mythe ou une réalité (2002 : 47) ?
    Multilingualism is a value that the European Union has been protecting and supporting since its creation. The principle of equality of the official languages of the Union becomes the proof of respect that the Community has towards all cultures and national identities of the member-countries citizens. Yet, this value has attracted much criticism. We decided to analyze the phenomenon of multilingualism in the Union, asking after Milian I Massana: is it a myth or reality (2002: 47)?
    Wielojęzyczność jest jedną z wartości, które Unia Europejska chroni od początków swojego istnienia. Równe prawa jakie posiadają wszystkie języki oficjalne Unii są dowodem szacunku Wspólnoty wobec wszystkich obywateli krajów członkowskich, ich kultur i tożsamości narodowych. Tymczasem, krytyka polityki językowej UE staje się coraz głośniejsza. Naszym celem jest więc analiza zjawiska wielojęzyczności w Unii i odpowiedź na pytanie czy jest ono mitem czy rzeczywistością (Milian I Massana 2002: 47)?

    Article „Languages – a tool in the hands of nationalists and globalists – the current situation in Europe” is going to present the current problem that appears on the Old Continent in the area of using the case of knowledge of languages to present the political situation. In the current times nationalistic tendencies are staring to be more visible – by in example rising of popularity of conservative and right-oriented parties or growing up of nationalist movements that are using xenophobic slogans. By focusing on the procedure of applying for citizenship of one of the European Union’s country, and on the position of languages in he European Union it is possible to understand some processes that are appearing in the political area. By taking into account these tendencies it is also possible to take attention on the fact of development of position of the languages in the Europe.

    This article attempts to evaluate the quality and effectiveness of foreign language teaching in Polish schools by giving learners’ views on the process of the teaching of languages. The opinions presented come from a questionnaire carried out among pupils who learn various languages. The results of the survey are intended to show the learning situation as seen by students themselves. Their description and assessment of school learning enable us, to judge whether being taught a language in school satisfies their needs and expectations, and also to assess whether and to what extent this learning is consistent with European language policy.
