The basic function of agricultural areas is, according to the European Charter for Rural Areas, agriculture and preservation of the natural environment based on a well-functioning agricultural sector that operates in harmony with nature. The Council Regulation (EC) 1257/1999 on support for rural development from the European Agricultural Guidance and Guarantee was adopted in 1999. The programmes that are currently binding in the territory of Poland were developed in accordance with the EU policy expressed in the abovementioned acts and other documents concerning development of rural areas. These included: the Rural Development Programme that focused on social and environmental aspects, as well as a part of the Sectoral Operational Programme devoted to the development of rural areas, as well as restructuring and modernization of the food sector. Based on the priorities of the Council regulation, two strategic objectives have been set: 1) Improvement of competitiveness of the agriculture and food economy, 2) Sustainable development of rural areas. Implementation of these objectives requires the support of the Common Agricultural Policy. Polish European Union membership contributed to setting its objectives and increasing the ability to subsidise economic entities, as well as develop both the food and rural areas economy.

The purpose of this article is to assess the changes in proclaimed paradigms regarding development of the agricultural sector in the EU with particular focus on barriers to these changes. The theoretical part highlights the types of changes in the public policies, the main models of paradigm developments and the impact of institutional factors, including structures of policy networks on their changes. In the next part the CAP proclaimed paradigms are shown against the effects of the current policy. At the same time, these elements of policy network structure which contribute to the replication of the existing patterns of development are indicated. The summary contains refl ections on the possibility of institutional change in the development of the CAP. It was found that only further reduction of the agricultural budget after 2020 can become a source of conflict between the actors (stakeholders) around available resources and may change the balance of power in the decision-making process in the CAP.
Celem artykułu jest ocena zmian zachodzących w głoszonych paradygmatach dotyczących rozwoju sektora rolnego w UE, ze szczególnym uwzględnieniem barier hamujących te zmiany. Część teoretyczna naświetla rodzaje zmian w politykach publicznych, główne modele rozwoju paradygmatów oraz wpływ czynników instytucjonalnych, w tym struktur współpracy sieciowej (policy networks) na ich zmiany. W kolejnej części głoszone paradygmaty WPR są ukazane na tle dotychczasowych efektów funkcjonowania polityki. Równocześnie wskazane są te elementy w strukturach współpracy sieciowej, które przyczyniają się do powielania dotychczasowych wzorców rozwojowych. W zakończeniu podjęto refl eksję na temat możliwości zmiany instytucjonalnej w procesie kształtowania WPR. Stwierdzono, że dopiero kolejna redukcja budżetu rolnego po 2020 r. może stać się zarzewiem konfliktu między aktorami (grupami interesów) wokół dostępnych zasobów i zmienić układ sił w procesie podejmowania decyzji w zakresie WPR.

Rural tourism is usually perceived as a part of multifunctional rural development, and in the European Union it has been covered by the Common Agricultural and Rural Policy as well as the other policies [Przezbórska 2009]. Since the 1990s a clear attitude of the Community towards rural tourism and agritourism has been developed. It was expressed in the statement that “rural tourism constitutes a fundamental element of the rural development policy, a very important and complementary component of the development strategy and plays a special role in country planning” [Opinion… 1995]. Rural tourism is usually regarded as a factor of sustainable development, local economies stimulation, increasing employment in rural areas, alternative source of income for farmers and other rural citizens, as well as a factor of landscape care, environmental protection and preserving local culture and traditions. The main purpose of the article was to analyse the development of the place of tourism in the Common Agricultural and Rural Policy and show changes in the number of rural tourism enterprises, and especially changes in the number of farms with other gainful activities in agritourism.

“Smart village” is defined as a region or local community that uses digital technologies and innovations in everyday life, thus improving its quality, the standard of public services and the use of local resources. The European Union supports projects implementing this concept – they are implemented as part of the EU’s rural development policy (Common Agricultural Policy) and financed from the EU budget, the European Agricultural Fund for Rural Development. At national level, the objectives and rules for the implementation of the “intelligent rural areas” concept are defined by Member States in their strategic plans for the Common Agricultural Policy. The Polish Strategic Plan provides for the implementation of such projects, defines the objectives that they are to achieve and the principles of their implementation and financing.

The purpose of this paper is an attempt to present the impact of the economic size of farms on the range of support measures of the European Union Common Agricultural Policy. Detailed analyzes were conducted on the example of direct payments and payments for areas with unfavourable farming conditions (LFA). Their amount was considered in relation to farm income. The analysis covered the year 2011. In relation to the total amount of the analyzed farms, CAP support the EU in 2011 was 43.7% of farm income. The basic elements of support from the EU CAP payments were direct payments and payments for less favoured areas. They created respectively 74.3% and 9.9% of the total support. The increasing impact of these measures on income is observed year by year.
Celem niniejszego opracowania jest próba ukazania wpływu wielkości ekonomicznej gospodarstwa na zakres wsparcia środkami Wspólnej Polityki Rolnej UE. Szczegółowej analizie poddano płatności bezpośrednie i płatności dla obszarów o niekorzystnych warunkach gospodarowania (ONW). Ich wielkość rozpatrywano w relacji do dochodu z gospodarstwa rolniczego. Analizą objęto 2011 rok. W odniesieniu do analizowanych gospodarstw ogólna kwota wsparcia w ramach WPR UE w 2011 roku stanowiła 43,7% dochodu z gospodarstwa rolniczego. Podstawowymi elementami wsparcia ze środków WPR UE były płatności realizowane w ramach dopłat bezpośrednich i płatności dla obszarów o niekorzystnych warunkach gospodarowania. Stanowiły one odpowiednio 74,3% i 9,9% ogólnego wsparcia. Z roku na rok obserwuje się zwiększanie oddziaływania tych środków na dochody.

The concept of public policy in Polish literature is a relatively new issue. Funds are one (but not only) of the instruments of implementation of public policies in the EU. In the classical meaning of public policy consists of a sequence of separate activities which should include identification ofproblems, the definition of principles and policy objectives, an indication of the instruments and resources needed to achieve set targets and assess their validity. The aim of this paper is to show how European Union funds affect the implementation of EU public policies in Poland and what are the implications.

When compared to other states of the EU, Poland is a country in which rural areas play special role. 38.1 % of the population live in the country and rural areas cover 93.4 % of the country's territory. People employed in agriculture make more than 20% of the whole workforce, so a few times more when compared to the EU. Simultaneously, farms are significantly smaller than in the old membership countries. A historical feature of the Common Agricultural Policy (CAP) of the EU has been presented in this work. The scope of the CAP reforms, as well as their influence on formation of the agricultural policy in Poland have been discussed. Both sources and the level of subsidy costs to agriculture have been presented. Aid programmes for farms have been analysed, both the already executed and those which undergo implementation. The considerations were based on analysis of the most recent documents and articles related to the above-mentioned issues.

This paper presents in its first part the basis of interventionism in agriculture. It presents currently existing system of support for organic orchards in Poland and EU and proposed changes. In the empirical part, the paper presents the economical situation of Polish fruit-growing farms in respect to other farms according to FADN data (Farm Accountancy Data Network). It has been ascertained that agri-environmental payments answer for 32% of those farms’ income, which is an amount approximate to other farm types. A proposition of change in organic orchard farms’ subsidies has no basis in regard to economical situation of those farms and can cause unfavorable fallout for them and their surroundings. Because of many flaws in the system of these subsidies, it is needful to intensify the control by Agency for Restructuring and Modernisation of Agriculture (ARMA)
W artykule przedstawiono w części pierwszej podstawy interwencjonizmu w rolnictwie. Zaprezentowano obecnie istniejący system wsparcia ekologicznej produkcji sadowniczej w Polsce i UE oraz proponowane zmiany. W części empirycznej na podstawie danych FADN (Farm Accountancy Data Network) pokazano sytuację ekonomiczną sadowniczych gospodarstw ekologicznych na tle pozostałych gospodarstw. Stwierdzono, iż dopłaty rolnośrodowiskowe odpowiadają za 32% dochodu tych gospodarstw, co jest wartością zbliżoną do innych typów. Propozycje zmian w systemie dopłat dla sadownictwa ekologicznego nie mają podstaw w sytuacji ekonomicznej tych gospodarstw, a mogą spowodować niekorzystne dla nich i ich otoczenia skutki. Z racji istnienia wielu nieprawidłowości w systemie tych dopłat niezbędne jest zintensyfikowanie kontroli przez ARiMR.

While examining Polish exports of beef and veal, an answer to the question is sought, if the exports refunds are necessary. The answer is positive, despite the fact that most probably the export subsidies in the EU will cease to exist after 2012.

Rezolucja Parlamentu Europejskiego z 29 maja 2018 r. w sprawie wdrażania narzędzi WPR dla młodych rolników w UE po reformie z 2013 r. zwraca uwagę unijnych organów i europejskich instytucji, a także rządów państw członkowskich, na istotną potrzebę należytego ukształtowania i zabezpieczenia pozycji młodych rolników w unijnym prawodawstwie oraz w regulacjach krajowych. W artykule zostały zaprezentowane motywy przyjęcia tej rezolucji oraz zalecenia skierowane do Rady, Komisji Europejskiej, Trybunału Obrachunkowego, a także rządów i parlamentów państw członkowskich. Autor przeprowadził analizę stosowanych w Polsce instrumentów wsparcia młodych rolników, sprzyjających przemianom pokoleniowym na obszarach wiejskich. W podsumowaniu sformułował twierdzenie, że dotychczasowa krajowa polityka, kreująca system wsparcia młodych rolników, mimo niewątpliwych osiągnięć, może być w wielu aspektach uważana za nieefektywną, a stosowane rozwiązania prawne uznawane za fragmentaryczne i wobec siebie niekomplementarne.
La risoluzione del Parlamento europeo del 29 maggio 2018 sull'attuazione degli strumenti della PAC a favore dei giovani agricoltori nell'UE dopo la riforma del 2013 richiama l'attenzione degli organi dell'UE e delle istituzioni europee, nonché dei governi degli Stati membri, su un problema fondamentale che riguarda una adeguata formazione e salvaguardia riguardo alla posizione dei giovani agricoltori all’interno della legislazione dell’UE e delle regolazioni nazionali. L'articolo, oltre a spiegare le ragioni per le quali la risoluzione è stata adottata, presenta anche le raccomandazioni rivolte al Consiglio, alla Commissione europea, alla Corte dei conti, nonché ai governi e ai parlamenti degli Stati membri. Inoltre, l'autore analizza gli strumenti di sostegno a favore dei giovani agricoltori, adottati in Polonia, i quali favoriscono il ricambio generazionale nelle zone rurali. Nella parte conclusiva, è stato appurato che le soluzioni giuridiche adottate siano inefficaci, mentre il loro carattere è frammentario e non complementare.
The European Parliament Resolution of 29 May 2018 on the implementation in the EU of CAP tools for young farmers after the 2013 reform draws the attention of EU bodies and European institutions as well as the governments of the Member States to the significant problem of adequate forms and safeguards for the position of young farmers provided for in EU legislation and national regulations. The article presents the reasons for the adoption of the resolution and the recommendations addressed to the Council, the European Commission, the Court of Auditors and the governments and parliaments of the Member States. An analysis of the instruments developed to support young farmers in Poland and facilitate a generational change in rural areas was conducted and it has been found that despite certain unquestionable achievements to date, Polish legal solutions are still largely ineffective, fragmentary and incomplete.

The paper attempts to contribute to the discussion of the agricultural support distribution in the framework of Common Agricultural Policy of the European Union. Author used European Commission statistics of direct payments to explore the distribution patterns across farm holdings in EU Member States. The results show that distribution of direct payments is skewed towards a small number of very large holdings in a few Member States. Across the whole EU, 85% of direct payments funded from common budget went to the largest 19% of their recipients in 2005. In Poland, income from direct payments was also unfairly distributed.

In Poland, as early as in the pre-accession period to the European Union, the activities aiming at the creation of conditions for implementation of the principles of Common Agricultural Policy (CAP), which assumed supporting of agricultural production with direct payments and match-funding, had already been undertaken. In order to realize that task, the Agency for Restructuring and Modernization of Agriculture (ARMA) was formed. In the years 2004–2013 it gave agriculture 94,9 billion PLN, within the frames of subsidies and its benefi ciaries were farmers. A considerable increase in the development of agricultural production support, from less than 9% in pre-accession period to about 60%, in the years 2009–2010, did become a fact. Those financial means were mainly destined for creating production potential and structural alterations in agriculture. To determine the influence of CAP on Polish agriculture, the following parameters were subjected to analysis: factors of production and their structure, as well as productivity of agricultural production factors and food self-sufficiency. Signifi cant changes, resulting in the increased agricultural productivity and factors of production, were recorded for all the analyzed fields. Also the production of majority of agricultural products per 1 inhabitant has increased, which contributes to food self-sufficiency of Poland.
W Polsce już w okresie przedakcesyjnym do Unii Europejskiej podejmowano działania mające na celu stworzenia warunków wdrażania zasad wspólnej polityki rolnej (WPR), która zakłada wsparcie produkcji rolniczej dopłatami bezpośrednimi i uzupełniającymi. Dla realizacji tego zadania została powołana Agencja Restrukturyzacji i Modernizacji Rolnictwa (ARiMR), która w latach 2004–2013 do rolnictwa przekazała 94,9 mld PLN w ramach dopłat, a beneficjentami byli rolnicy. Wyraźnie wzrosło wsparcie rozwoju produkcji rolniczej z niespełna 9% w okresie przedakcesyjnym do około 60% w latach 2009–2010. Środki te zostały przeznaczone w większości na tworzenie potencjału produkcyjnego rolnictwa i zmiany strukturalne w nim. Aby uchwycić wpływ WPR na polskie rolnictwo, w opracowaniu poddano analizie: zasoby czynników produkcji i ich strukturę, produktywność czynników produkcji rolniczej oraz samowystarczalność żywnościową. Stwierdzono we wszystkich analizowanych dziedzinach znaczące zmiany, których efektem jest wzrost produktywności rolnictwa i czynników produkcji. Wzrasta również produkcja większości produktów rolniczych na 1 mieszkańca, co przyczynia się do poprawy samowystarczalności żywnościowej Polski.

Subject and purpose of work: The subject of the analysis is the concept of rural development in the European Union countries and its connection with the evolution of the common agricultural policy and the transformation of the cohesion policy. The aim of the study is to discover and assess the scale and method of supporting the rural development in the European Union countries through common agricultural policy and to present the underlying theoretical-cognitive and political-practical premises for shaping rural development strategies. Materials and methods: The official documents and subject literature are submitted for critical analysis and evaluation by authors. Results: This paper presents methods of defining and classifying rural areas and rural development through common agricultural policy and cohesion policy. It specifically outlines the concepts of multifunctional and intelligent development linked to the Europe 2020 strategy and the Cork political declarations. The new concept of smart villages and rural-urban partnership is also presented. Conclusion: The processes of rural policy separation and the need for creating national methods of the coordination of community policies and the use of European funds are indicated.
Przedmiot i cel pracy: Przedmiotem analizy jest koncepcja rozwoju obszarów wiejskich w krajach Unii Europejskiej i jej powiązanie z ewolucją wspólnej polityki rolnej i przekształceniem polityki spójności. Celem opracowania jest poznanie i ocena skali i sposobu wspierania rozwoju obszarów wiejskich przez wspólną politykę rolną oraz przedstawienie leżących u podstaw tego wsparcia koncepcji teoretyczno-poznawczych i polityczno-praktycznych przesłanek kształtowania strategii rozwoju obszarów wiejskich. Materiały i metody: Wykorzystano oficjalne dokumenty, literaturę problemu, poddano krytycznej analizie i ocenie autorskiej. Wyniki: W pracy przedstawiono sposoby definiowania i klasyfikacji obszarów wiejskich oraz sposoby wsparcia rozwoju obszarów wiejskich przez wspólną politykę rolną i politykę spójności. Zarysowano szczególnie koncepcje wielofunkcyjnego i inteligentnego rozwoju powiązane ze strategią Europa 2020 oraz politycznymi deklaracjami z Cork. Przedstawiono także nową ideę inteligentnych wsi i partnerstwa wiejsko-miejskiego. Wnioski: Wskazano na procesy wyodrębniania się polityki rozwoju obszarów wiejskich i potrzebę kształtowania racjonalnego jej modelu przez koordynację polityk wspólnotowych i regionalne wykorzystanie funduszy europejskich.

Opis:
The article offers an assessment of spatial differences in the structure of payment granting decisions under the EU Common Agricultural Policy. The analysis was conducted for individual EU assistance measures divided into two groups: 1) intensifying measures, intended to step up production and improve the competitiveness of agriculture and 2) extensifying measures, intended to improve the environment and to help rural areas to diversify into non-agricultural activities. It was demonstrated that payments of group 2 prevailed in numerical terms, which was largely a result of the high participation of agricultural holdings in the agri-environmental programme.
