Opis:
The opinion concerns the scope of the requirement to notify draft legislation. In an earlier opinion Bureau of Research of the Chancellery of the Sejm (BAS) said that the bill contained technical regulations within the meaning of Directive (EU) 2015/1535 and is subject to notification to the European Commission. The author indicates the provisions of the draft which must be classified as technical regulations. He claims that, due to the requirement to send to the Commission – in addition to the draft technical regulations – the text of the basic legislative or regulatory provisions principally and directly concerned, it is considered that the entire bill is subject to notification. The notification requirement also covers reasons why the measure is being introduced.

Celem rozważań jest ustalenie, jak pojęcia zdrowej żywności i zdrowego odżywiania wykorzystywane są w dokumentach politycznych UE oraz czy z prawa i dokumentów politycznych UE wyłania się spójny sposób rozumienia tych pojęć. Realizując tak określony cel, autorzy podjęli próbę zdefiniowania obu pojęć, sięgając do dokumentów politycznych oraz prawa Unii Europejskiej. W konkluzji stwierdzili między innymi, że zgodnie z prawem UE wykorzystywanie tytułowych pojęć w praktyce należy traktować jako oświadczenia zdrowotne. Nieustalenie profili składników odżywczych sprawia, że to, co przedsiębiorstwa spożywcze mogą zgodnie z prawem UE określać jako zdrowa żywność lub zdrowe odżywianie, jest niespójne z powszechnym oraz wynikającym z dokumentów politycznych rozumieniem tych pojęć.
The aim of this study was to determine how the concepts of healthy food and healthy eating are used in EU policy documents and whether there emerges a coherent understanding of these concepts from them. In pursuing this aim, the authors attempted to define both concepts, by referring to policy document and relevant EU legislation. Among other things, they concluded that under EU law, the use of the title concepts should in practice be regarded as health claims. The absence of nutrient profiles results in an inconsistency between what food companies may refer to as healthy food or healthy eating under EU law and the common understanding of these terms derived from EU policy documents.

The opinion deals with legal obligations related to communication of Deputy’s bills containing technical standards and which is subject to the requirements specified in Article 8 of the Directive 98/34/EC of the European Parliament and of the Council of 22 June 1998 laying down a procedure for the provision of information in the field of technical standards and regulations and of rules on Information Society services. In the discussed case, the Deputy’s bill to amend the Act on Safety of Food and Nutrition (Sejm Paper No. 1127) has been communicated to the European Commission (No. 2012/0637/PL). The author presents the obligations specified in the Directive 98/34/EC and those provided for in the national procedures. Poland has to take into account, as far as possible, the comments made to a draft by the Commission and the Member States. As concerns the comments made by the United Kingdom, Slovakia and Italy, is also necessary to submit a report to the Commission specifying the actions that Poland proposes to take as a result of the receipt of such opinion.

This article discusses the role of administrative norms in food labelling regulations with regard to consumers’ protection. Administrative regulations play a significant role in the entire food law system, particularly in the pursuit of its general objectives related to consumers’ well-being. Food labelling is one of the instruments applied to ensure consumers’ protection but it needs to be assisted by a legal apparatus enabling efficient control over the observance of the provisions and imposing sanctions for non-compliance. Not only is food label a basic channel of communication used by producers in order to provide consumers with information about products, but it also has a tremendous impact on consumers’ food choices. Information shared on labels ought to be readable and understandable for the purpose of facilitating conscious food decision making. Nonetheless, despite the institutional support, consumers are still considered to be the weaker party on the food market, therefore food labelling regulations should be compliant with their awareness and habits.

The article provides an overview of the changes in agri-food trade conducted by the EU member states in the years 2004–2015. The paper begins with a presentation of the EU regulations on trade with the third countries and trade within the Single European Market. Next, the paper focuses on the changes in agri-food trade of the EU (as a whole) with the third countries, paying a special attention to the impact of the Russian ban on food imports. The final section gives a detailed analysis on the changes to the Polish agri-food trade, both with the EU and non-EU countries. The authors show that during the analyzed period agri-food trade was growing dynamically not just in Poland but also in the EU, however higher growth rates were recorded in Poland.

International security is one of the main areas of interest of European Union countries. It results from intensifying global phenomena such as population growth, degradation of the natural environment or the growing interdependence between countries, which is an effect of closer cooperation. The progressive liberalization of international activities has also forced member states to take greater control over the flow of agri-food products in increasingly developed supply chains. It is connected with, among others, the deterioration in their nutritional value and healthful quality, which could be prejudicial to people’s health. Hence, it has become extremely important to develop solutions to ensure not only physical and economic access to food, but also that its quality meets certain standards. Not ensuring it may reduce access to food products and, in extreme situations, can even lead to the death of consumers. The aim of the study is to indicate the essence of the problem of food security and to identify how member states are dealing with it. The essence and outline of the evolution of the concept of food security and its current perception will be presented. In addition, factors which destabilize food security and the actions of EU countries aimed at preserving it will be indicated. The study uses a descriptive method and a critical analysis of the literature.
Bezpieczeństwo międzynarodowe należy do głównych zainteresowań państw Unii Europejskiej. Wynika to m.in. z nasilania się globalnych zjawisk takich jak: dodatni przyrost liczby ludności, degradacja środowiska naturalnego czy coraz większa współzależność między krajami, będąca efektem pogłębianej kooperacji. Postępująca liberalizacja działalności międzynarodowej zmusiła państwa członkowskie do skrupulatniejszej kontroli przepływów produktów rolno-spożywczych w coraz bardziej rozbudowanych łańcuchach dostaw. Ma to związek m.in. z zagrażającym zdrowiu, a nawet życiu ludzi pogorszeniem ich jakości odżywczo-zdrowotnej. Dlatego niezmiernie ważne stało się opracowanie rozwiązań skupiających się nie tylko na zapewnianiu fizycznego i ekonomicznego dostępu do żywności, lecz również na spełnianiu przez nią określonych standardów gwarantujących jej jakość. Celem opracowania jest wskazanie istoty problemu bezpieczeństwa żywnościowego oraz przedstawienie sposobu, w jaki kraje członkowskie zaangażowały się w jego rozwiązywanie. W związku z tym zarysowano ewolucję koncepcji bezpieczeństwa żywnościowego oraz jego percepcję, a także wskazano czynniki destabilizujące bezpieczeństwo żywnościowe oraz działania państw UE mające na celu jego zachowanie. W opracowaniu posłużono się metodą opisową oraz krytyczną analizą literatury.

In conditions of increased competition, development of biotechnology and the ever growing demands of the consumers, innovations are becoming an important factor of competitiveness in the food industry. The aim of the conducted research was to evaluate the barriers of innovativeness in the food industry based on chosen European Union countries during 2014-2016. Based on research of CIS-2016 carried out in accordance with the Oslo methodology developed by OECD, the barriers of innovativeness within the food industry enterprises which were active and non-active were analyzed. As for the evaluation of the analyzed factors within the countries of the EU, descriptive statistics and Ward’s method, which is an agglomeration form of grouping method, were used. From the conducted research, it followed, that the representations of innovative active enterprises more often reported on the barriers which were impeding the introduction of innovations. The most common which were reported included big competition, lack of internal funding and high costs. Representatives of inactive innovative enterprises were reporting low demand on the market, lack of internal funding and high costs.

The Russian invasion of Ukraine has implemented legitimate fears of a global crisis and further and inevitably aggravating existing food-security challenges. The international community is being called upon to take targeted action to address the rapidly-evolving, resultant scenarios, making it essential to go beyond immediate interim measures and to re-examine the agricultural and energy policies that underpin our global economy. This article, without any claim to exhaustiveness, examines the inevitable link between war and the dynamics related to food security. In the first instance, a theoretical-interpretative key of the logics of violent conflicts that generate a relevant impact on global food supplies and food (in)security is provided, within the broader framework of the dynamics related to the instability of international relations which hinder the supply of energy resources and determine the volatility of general price levels. In the concluding section, there is reflection crossed reference to the ongoing Russia/Ukraine conflict as well as the devastating consequences on global food systems, already put under stress by the COVID-19 pandemic.

Celem artykułu jest ocena kierunków, tempa oraz stanu zaawansowania cyfrowej transformacji w przedsiębiorstwach przemysłu spożywczego w Unii Europejskiej (UE). W analizie wykorzystano dane statystyczne gromadzone w publicznych bazach danych oraz dane wtórne pochodzące z literatury przedmiotu i badań ankietowych realizowanych w przedsiębiorstwach sektora. Wykorzystano ponadto wskaźnik intensywności cyfrowej opracowany przez Eurostat. Postępy przedsiębiorstw przemysłu spożywczego w zakresie cyfryzacji oceniano pod kątem ich znaczenia dla perspektyw budowy bardziej zrównoważonego systemu żywnościowego w UE. Przeprowadzona analiza pozwala stwierdzić, że choć w ostatnich latach tempo cyfryzacji w przedsiębiorstwach sektora przyspieszyło, poziom i zakres cyfrowych zmian wciąż jest ograniczony. Ponadto problemem pozostają duże nierówności w poziomie cyfryzacji, widoczne zarówno w samym sektorze, jak i między państwami członkowskimi UE. Kierunki wykorzystania rozwiązań cyfrowych pokazują, że cyfryzacja postrzegana jest głównie jako sposób na zwiększanie wydajności produkcji oraz pozyskiwanie nowych klientów i kanałów sprzedaży. Równoległe możliwości wsparcia ochrony środowiska i klimatu nie są jeszcze dostatecznie wykorzystywane. Biorąc pod uwagę wyzwania związane z wdrażaniem Europejskiego Zielonego Ładu, konieczne jest przyspieszenie oraz rozszerzenie zakresu cyfryzacji w przedsiębiorstwach przemysłu spożywczego w UE.
The aim of the article is to assess the directions, pace, and advancement of digital transformation in food industry enterprises in the European Union (EU). The analysis uses statistical data collected in public databases as well as secondary data from the state-of-the-art literature and surveys carried out in enterprises in the sector. Moreover, the Digital Intensity Index developed by Eurostat was used. The progress made by food industry enterprises in terms of digitalization was assessed in terms of their relevance to the prospects of building a more sustainable food system in the EU. The conducted analysis allows to conclude that even though the pace of digitalization in the sector’s enterprises has accelerated in recent years, the level and scope of digital changes is still limited. What is more, large inequalities in the level of digitalization, visible both within the sector itself and between EU Member States, remain a problem. The directions of using digital solutions show that digitalization is seen mainly to increase production efficiency and attract new customers and sales channels. Parallel possibilities to support environmental and climate protection are not yet sufficiently exploited. Given the challenges related to the implementation of the European Green Deal, it is necessary to accelerate and expand the scope of digitalization in EU food industry enterprises.

The paper deals with the dependence of the share of households’ food expenditure on the total expenditure and the household’s size. This problem is important in applied welfare economics. According to the Engel’s law, the poorer household, the greater proportion of its total expenditure is devoted to the food consumption. In the study, the Working-Leser model was applied to Polish households microeconomic data from 2000, 2005 and 2009.

Opis:
The purpose of the article was to assess the innovation of the food industry in the EU Member States. Innovation of the food industry was compared with the level of economic development of countries, innovative enterprises in general, and the importance of the food industry of individual countries in the domestic economy and the EU. The analyzes were based on data from the Eurostat database. The results indicate the occurrence of the relationship between the level of innovation of enterprises of the food industry and the level of economic development of countries and the overall innovation performance of enterprises in the manufacturing sector. In this regard, we observed it in general as a priority for countries of the old EU. In the case of Germany, Italy, Belgium and the UK, it was also heavily associated with countries in the EU food industry. Estonia, Lithuania, the Czech Republic and Portugal were characterized by high levels of innovation of the food industry despite the relatively low level of GDP per capita and overall enterprise innovation.
Celem artykułu jest próba oceny innowacyjności przemysłu spożywczego w krajach członkowskich Unii Europejskiej. Innowacyjność przemysłu spożywczego zestawiono z poziomem rozwoju gospodarczego krajów, innowacyjnością przedsiębiorstw ogółem oraz znaczeniem przemysłu spożywczego poszczególnych państw w gospodarce krajowej i unijnej. Analizę przeprowadzono na podstawie danych pochodzących z bazy danych Eurostat. Wyniki badań wskazują na występowanie zależności między poziomem innowacyjności przedsiębiorstw przemysłu spożywczego a stopniem rozwoju gospodarczego krajów oraz ogólną innowacyjnością przedsiębiorstw sektora wytwórczego. W tym zakresie można było zaobserwować ogólne pierwszeństwo krajów starej UE. W przypadku Niemiec, Włoch, Belgii i Wielkiej Brytanii było to związane także z dużym znaczeniem tych krajów w przemyśle spożywczym UE. Wysoką innowacyjnością przemysłu spożywczego – mimo relatywnie niskiego poziomu PKB per capita i ogólnej innowacyjności przedsiębiorstw – wyróżniały się Estonia, Litwa, Czechy i Portugalia.
