The modern international law is considered an offshoot of European intellectual contributions as its basic foundation is deeply imbued with the political and social upheavals took place in European history. As an example, the Westphalian order emerged in the culmination of thirty years war in 1648 was regarded as the most pivotal mile stone in modern history of international law. Yet the European domination and its intellectual contribution to the development of international law systematically excluded non-European nations from international law and its protection, which finally paved the path to use international law in the 19th century as a tool of legitimizing the colonial expansion. This paperseeks to trace the historiography of modern international law and its dubious nature of disdaining non-Europeans and their civilizational thinking. Furthermore, this paper argues how European historical encounters carved the map of international law from a vantage point, which gave an utter prominence upon the European intellectual monopoly. The results emerge from this paper will strongly suggest the need of an alternative scholarship to unveil the history of international law.

The article analyses the conceptual apparatus of semiotics of modern European history. The social sciences, unlike the natural sciences, which deal with realities that do not call themselves, deal with the phenomena of human life. Names change in time and space without any connection to the immanent changes of things themselves, which indicates a persistent search for an adequate name for many things and signs. Historical meanings become the main subject of semiotic analysis. History becomes a way of scientific reconstruction of the past. In historical science, facts, signs and symbols come through individual and collective memory. Various narratives are a treasure trove of semiotic meanings. Texts in different contexts give different semantics. Everyone is a participant in this exciting process, the end result of which, in principle, is not. Under these circumstances, the analysis of instability becomes more important than finding a "fulcrum". This thesis is especially important for the mosaic history of the peoples of Europe. Communism and fascism are united not only by totalitarian practices but also by political "syntax", while liberalism in general is a different political language. Every event starts at the information level. Postmodernism leads to anti-intellectual pre-modern thinking. Semantic boundaries between categories are blurred; they are flexible, open to change and constant socio-economic transformation. The self-consciousness of the modern era was based on the achievements of economics and classical sociology, which promoted the values of a single universal progress for all mankind. Postmodern self-consciousness is based on the principles of cultural anthropology and ethnology, of sciences that emphasize the heterogeneity of the socio-cultural field of mankind. Historical semiotics works with stereotypes of perception of signs and symbols, decodes them and adapts them for scientific use

Science communication, especially science diplomacy, is seen as a means to remain in the conversation in times of political crisis, including the Cold War era. In this paper, drawing on experiences from an ongoing oral history project within the ‘Bridging the Baltic’ network, which is interested in knowledge transfer during the Cold War and afterwards in northern Europe, we look at pitfalls of international interview projects in medicine, e.g. the influence of the chosen language in international interview projects.

After the times of partitions and reunification of partitioned territories, organisation of science in the Second Polish Republic had become a political task, to which the scientists of all disciplines devoted themselves with great engagement. Historical studies had a special position in this process. They served finding the identity of society and the legitimacy of the modern Polish national state. On this basis not only close connection between science and politics were formed, but also personal links with often unclear boundaries between scientists and politicians. Considering the historical burden on relations to eastern neighbours, especially to Russia, research on Eastern Europe had a special responsibility. It provided the political argumentation for the Eastern European paradigms of Poland, as a location on the border of the Western civilisation, serving as a protection wall against Russian danger which proved to be especially dangerous in the form of Bolshevism for the whole area of Europe. In this field the traditional research on Russia cooperated equally close with politics and formed new fields of research, like formed in Poland Sovietology. In this constellation Poland decisively determined the level of research in Europe.
Po okresie rozbiorów i ponownego zjednoczenia podzielonych terytoriów organizacja nauki w II Rzeczypospolitej stała się zadaniem politycznym, któremu naukowcy wszystkich dyscyplin poświęcili się z wielkim zaangażowaniem. Studia historyczne zajmowały w tym procesie szczególną pozycję. Służyły odnalezieniu tożsamości społeczeństwa i legitymizacji współczesnego polskiego państwa narodowego. Na tej podstawie powstały nie tylko ścisłe powiązania między nauką a polityką, ale także osobiste powiązania z często niejasną granicą między naukowcami a politykami. Biorąc pod uwagę historyczne obciążenie relacji ze wschodnimi sąsiadami, zwłaszcza z Rosją, na badaniach nad Europą Wschodnią spoczywała szczególna odpowiedzialność. Stanowiły one polityczną argumentację dla wschodnioeuropejskich modeli Polski jako miejsca granicznego cywilizacji zachodniej, służącego jako mur ochronny przed zagrożeniem rosyjskim, które pod postacią bolszewizmu okazało się szczególnie groźne dla obszaru całej Europy. W tej dziedzinie tradycyjne badania nad Rosją pozostawały w ścisłej współpracy ze sferą polityki i tworzyły nowe dziedziny badań, jak ukształtowana w Polsce sowietologia. W takim układzie Polska zdecydowanie określiła poziom badań w Europie.

During the last two decades of the 19th century Africa played crucial role in European policy of Balance of Power. It was also an important factor in up keeping tranquillity in Europe. The Scramble for Africa gave the European powers a chance of realizing their imperial ambitions without a risk of pan-European conflict. Therefore during 1880s Germany supported French colonial ambitions, hoping that France would abandon the revenge against Germany. Even weaker states, as Belgium or Italy, could realize there their ambitions. That was a case at least until the end of the 19th century. In a way it was a similar situation as with the proxy wars of 1960s. At the same time, thanks to the technological advances, the expansion in Africa was a cheap kind of imperialism. It allowed European powers and states to realize their ambitions without great financial and human costs.

Generationserzählungen haben sich in der deutschen Sprache als eine erfolgversprechende, aber auch sehr wandelbare Gattung erwiesen. Der einleitende Beitrag fokussiert auf die Fähigkeit des Narrativs, die deutsche und europäische Geschichte mitzugestalten und auch umzuschreiben. Dabei greifen jüngere Werke Vergessenes und fehlendes Wissen auf und verarbeiten weite Zeiträume imaginativ. Durch ihre vielschichtigen Zugriffe auf die Zeit reflektiert die einschlägige Literatur nicht nur über die Vergangenheit, sondern auch grundsätzlicher über den ästhetischen Umgang mit der Zeit und ihre sprachlichen Darstellungsmöglichkeiten.
Generational narratives have proven to be a promising but also very uneven genre in the German language. This introductory article focuses on the ability of the narrative to create and recreate German and European history. In recent works, forgotten and missing knowledge is recovered, and distant times are processed imaginatively. Through its multilayered access to time, the relevant literature not only reflects on the past, but also more fundamentally, on the aesthetic representation of time and its linguistic expression.
Opowieści rodzinne odnoszą w niemieckim obszarze językowym duże sukcesy, ale są też gatunkiem, podlegającym ciągłym ewolucjom. Niniejszy artykuł zakłada, że narracja jest zdolna współkształtować niemiecką i europejską historię a nawet nadawać jej nowe znaczenie. Utwory literackie ostatnich lat odwołują się zarówno do procesu zapominania jak i do braku odpowiedniej wiedzy; stąd całe przestrzenie czasowe są przepracowane przez wyobraźnię twórców. Dzięki wielorakim odniesieniom do pojęcia czasu, literatura sięga nie tylko do przeszłości, ale przygląda się możliwościom estetycznego i językowego oglądu fenomenu czasu.

The study presents the process of increasing knowledge of China in Europe starting with ancient Greece and Rome until the colonial and post-colonial periods. The author indicates that the key role played at the ancient times the division of the world into the sphere of „civilization” and of „barbarians”, who – according to Aristotle - should be treated as animals or plants, beings which must be under command of civilised men. At this early phases the stereotype of „Asian despotias” had already been born (although it concerned ancient Persia and other Middle East countries, not China), which depreciate an individual and citizens’ rights, and put an emphasis on the „slavish nature” of Asians. The images of „Asia” served first of all as the opposition to the forming identity of „civilised Europe” and its values. And of course, it has a mission of diffusing the civilisation. In the middle ages a new division appeared: into Christians and pagans, who are Devil’s children, and who should be baptised or annihilated. It was a new form of the ancient mission. In the Enlightenment period there were two streams of thought. One of them admired China as an excellent model of the enlighten, absolute monarchy, another one presented China according to the ancient despotic stereotype (its main theoretician was Montesquieu). This second, developed by Hegel, become essential for the colonial and post- -colonial period, including „cold war”. During this time such a vision had been propagated by Karl A. Wittfogel. According to this vision the West, again, has the mission of spreading out its superior civilization. Today there are two visions of the world in the West, one offered by Fukuyama, and another one by Huntington. The first propagates the mission of the West and inevitable westernization (or more exactly – Americanisation) of the entire world. The second vision maintains that notwithstanding modernization there will exist for a long time various civilizations with their diverse values, side by side with the West. And this vision appears more realistic, since everywhere in the world, including China, one could notice the revival of native or nationalistic traditions. President Trump seems to be the first American president for fifty years, who shares Huntington’s vision and does not subscribe to the idea of the obligatory civilising mission of the West.

This article contains a bilingual, Latin-Polish, edition of a letter written by Erasmus to John Sixtin (Ioannes Sixtinus), a Frisian student he met in England. In it Erasmus describes a dinner party at Oxford to which he was invited as an acclaimed poet. In the presence of John Colet, leader of English humanists, table talk turned into learned conversation. Erasmus’s contribution to the debate was an improvised fable (fabula) about Cain who, in order to become farmer, persuades the angel guarding Paradise to bring him some seeds from the Garden of Eden. His speech, a showpiece of rhetorical artfulness disguising a string of lies and spurious argument, is so effective that the angel decides to steal the seeds and thus betray God’s trust. Seen in the context of contemporary surge of interest in the art of rhetoric, Erasmus’ apocryphal spoof is an eloquent demonstration of the heuristic value of mythopoeia and the irresistible power of rhetoric.

According to what Adrados (1992: 1) calls the “new image” of Indo-European, the proto-language originally lacked the inflectional complexities associated with traditional Brugmannian reconstruction. Such complexities were acquired only at later stages of development, including the immediately predialectal period. On the basis of this perspective, I argue in Shields (2001) that there exists an incompatibility between reconstructions proposed by Nostraticists and by those espousing the “new image” of Indo-European. However, in this brief paper, I present a possible means of reconciling the two theoretical viewpoints.

The non-aggression pact and secret additional protocol from 23 August 1939 is among the historical events of the twentieth century that had the furthest-reaching consequences in terms of politics, ideology and the culture of remembrance. No other bilateral treaty so deeply influenced the fate of more states, nations and minority groups in Europe, primar¬ily in East Central Europe, than the Hitler–Stalin Pact. The date 23 August 1939, when Europe was divided into one National Socialist and one Soviet half in the state politics of history and in the culture of remembrance of the public and civil society, is virtually absent in Western Europe and the US. In East Central Europe, particularly in those states which were directly affected by the Pact and which found themselves on the eastern side of the Iron Curtain after 1945, the liberation from Nazi Germany is often interpreted as a replacement of the brown dictatorship by the red. The text starts with an overview of trends and topics in the international historiography on the Hitler–Stalin Pact, continues with a reflection on the spatially differentiated naming of the pact, which leads to a discussion of the pact’s different role as a lieux de mémoire in the US and Western Europe, in East Central and Eastern Europe. The international law dimension of the pact is discussed in the context of recent events, like the annexation of the Crimea.

Officially, the European Neighbourhood Policy was born in 2004. After the eastern enlargement of the European Union, it became necessary to come up with a coherent strategy with regard to the neighbouring states of the EU. However, although the problem seems to have been caused by the fall of the Iron Curtain, the underlying issue is in fact much older. Already during the 19th century European economists wondered how Europe’s position could be ensured in a world where players like the Russian Empire and the USA made their appearance. Establishing a safe environment and international market European countries have access to has preoccupied economists for more than 160 years. Evidently, Europe has been – and still is – an international player active in security and peace – just not a successful one.

A very important element of the structural and substantive functioning of the Council of the European Union is a cyclic Presidency (leadership) held for a period of six months by each Member State in turn in the system of the intergovernmental councils (the Council of the European Union and the European Council). The author of the present article would like to focus on the first two presidencies of the unifi ed Germany. Both took place in the 1990s – in the first decade of the country’s functioning after reunification. They also exemplify the ‘new’ Germany’s approach to the European integration, its deepening and widening. Germany wanted to dispel the doubts of the other EU Member States whether, as the united country, it would still support the process of integration. The 21st century proved the fears pointless.

At the time of sound fi lm (to the outbreak of the 2nd World War), Polish historical themes appeared in several German, French, Austrian and American feature films. Especially Germans involved in filmmaking were interested in the issues of Polish history, particularly at the time of the Third Reich, when the cinema was controlled by the government. Temporary thaw in Polish-German relations brought some film productions favourable to the Poles and their fight for freedom. Engineered by the authorities, some were even a co-production as a result of negotiations, as e.g. August der Starke (1936). The analysis of historical Polish themes in the American and European cinema shows close relation between cinema and national literary and artistic tradition of the time. It was a general rule that subsequent transformations of popular themes were appearing, along with changing means of expression and technical capabilities. In that tradition Polish themes were rare and not many of them could be found in plots of contemporary historical films. Apart from that, “common historical memorials” turned the attention of fi lmmakers to Polish themes, i.e. moments when Polish history crossed with their own historical events. In other cases it could have been some direct incentives from the part of the totalitarian authorities willing to show good relations with Poland or, for instance, to justify the occupation of its territory. In that “nationalized” cinema, which needed legitimisation of its propaganda, a strategy of “factual camoufl age” appeared – borrowing of historical props (e.g. the crown of Charles the Great), hiring consultants, etc.

The text discusses the most creative period in Lithuanian cinema, the 1960s. This analysis is an attempt to frame the artistic and thematic changes in Lithuanian cinema within the context of the changes that occurred in Central Europe cinema during the 1960s. Showing that the cinematic influence of the neighbouring countries of Central Europe was sufficiently strong allows us to show the exceptional nature of Lithuanian cinema in the context of the policies towards the arts in the Soviet Union.

As a cultural institution for debate on European history, the House of European History in Brussels is a perfect example for the complementary relation between history and the present, since its main aim, as it is being claimed, “gives visitors the opportunity to learn about European history and to engage them in critical reflection about its meaning for the present day”. The main focus of the article is the analysis of the speeches of German and Austrian MPs presented in the plenary debates of the European Parliament in spring 2011 on the expenditures on the building, in which the House of the European History is to be established. The focus of the analysis lies on the lexical level in order to prove the typical aspect of the political language in the European Parliament, which is the special mixture of various specialist languages.

In the face of the European integration, the legal protection of national symbols enjoys momentous significance. The present turbulent times and numerous conflicts, the etiology of which is – e.g. social or political in nature – require an attempt to make a scientific overview of the situation. In this article I will examine the scope of standardization of the protection of national colors in the Polish law, the Italian law and the Community legislation. The study takes into account the historical and contemporary judicial decisions. I will try to answer the question whether the scope of protection of the Community colors in the Polish law is sufficient? The analysis of the examined normative acts has led me to the conclusion that the Polish legislator, after the restoration of independent statehood, attached a great importance to the normative grounds ensuring protection of colors of the national symbols. The Italian constitutional adjustment, compared to the Polish one in the scope of the national colors, is very sparse. Aside from the Community rules, each member state – as a result of historical development – has developed its own model of protection. The colors of the European Union are not expressly protected under the Polish normative regulations. However, de lege ferenda, I reckon that for the interests of legal certainty, the legal status in this field should be amended and relevant norms should be laid down.
W obliczu integracji europejskiej, doniosłego znaczenia nabiera prawna ochrona symboli narodowych. Współczesne czasy nie są spokojne. Liczne konflikty, których etiologia ma charakter społeczny, polityczny, nakazują próbę dokonania scjentystycznego oglądu sytuacji. W niniejszym artykule zbadam zakres normowania ochrony barw narodowych w prawie polskim i włoskim oraz wspólnotowym. W badaniach uwzględnię historyczne i współczesne orzecznictwo sądowe. Spróbuję udzielić odpowiedzi na pytanie o to, czy na gruncie prawa polskiego zakres ochrony barw wspólnotowych jest wystarczający? Analiza zbadanych aktów normatywnych doprowadziła mnie do wniosku o tym, że polski prawodawca po odzyskaniu niepodległego bytu państwowego przywiązywał dużą wagę do normatywnych podstaw mających zapewnić ochronę barwom jako symbolom narodowym. Włoska regulacja konstytucyjna, w porównaniu do polskiej, w zakresie barw narodowych jest bardzo skąpa. Pomimo regulacji wspólnotowej, każde z państw członkowskich – na skutek rozwoju historycznego – wykształciło własny model tej ochrony. Barwy Unii Europejskiej nie są expressis verbis chronione na gruncie polskich regulacji normatywnych. Moim zdaniem, de lege ferenda, dla pewności obrotu prawnego, należałoby stan prawny w tym zakresie zmienić i stosowne normy subrogować.

Thermal maturity modelling was carried out in over sixty wells along the SW margin of the East European Craton (EEC). The burial and thermal history modelling of the EEC, using thermochronological data, allowed the construction of burial history maps showing its geological development in the Phanerozoic. These results have proved that the Ordovician and Silurian source rocks occurring at the SW margin of the EEC reached a maximum palaeotemperature in the Palaeozoic, mainly during Devonian-Carboniferous time and at the latest during the Silurian in the most westerly part of this margin, along the Teisseyre-Tornquist Zone. In Mesozoic and Cainozoic time, the Ordovician and Silurian strata generally were subjected to cooling or to very minor heating, certainly below the Variscan level. The maximum burial and maximum temperature of the Ediacaran-Lower Palaeozoic strata were reached during the Early Carboniferous in the Baltic Basin and during the Late Carboniferous in the Lublin area, and even in the Early Permian in the SE corner of the Lublin Basin. Thus, the main period of maturation of organic matter and hydrocarbon generation in the Ordovician and Silurian source rocks was in the Late Palaeozoic (mainly Devonian-Carboniferous) and in the westernmost zone along the Teisseyre-Tornquist line at the end of the Silurian.

Pół wieku przed pierwszą wojną światową coraz powszechniej zaczęły się pojawiać wspólne przedsięwzięcia naukowe. Ta tendencja, przejawiająca się w organizowaniu kongresów naukowych oraz próbach osiągnięcia porozumienia w sprawie jednostek fizycznych i systemów nomenklatury naukowej, miała istotne konsekwencje. Jedną z nich był lęk przed przeładowaniem informacji. Jak naukowcy mieli być na bieżąco z coraz większą liczbą książek, czasopism i raportów? Jak mieli temu podołać nie korzystając ze wspólnego języka? Odpowiedzi na te wyzwania pomogły pobudzić nowe kierunki w katalogowaniu, tworzeniu bibliografii oraz zainteresowaniu Esperanto i innymi językami konstruowanymi. Do roku 1914, odpowiedzi te wiązały się także z szerszymi ruchami społecznymi, które promowały komunikację międzynarodową jako narzędzie do utrwalania pokoju. Pierwsza wojna światowa zadała poważny cios tym kosmopolitycznym ideałom, a powojenne przekształcenie porządku międzynarodowej nauki niewiele zrobiło, by je odtworzyć. Zwrot w stronę nacjonalizmu w latach 20. XX wieku przybrał bardziej mroczną formę w latach 30. XX wieku, ponieważ totalitarne reżimy w Związku Radzieckim, Włoszech, Niemczech i Hiszpanii wiązały się coraz ściślej z narodowymi interesami. Choć druga wojna światowa jeszcze bardziej podważyła ideał internacjonalizmu w nauce, wkrótce wskrzeszono, szczególnie w UNESCO, wizję nauki jako elementu światowej kultury otwartej dla wszystkich. Do tego ideału aspirujemy również i dziś, dążąc do powszechnego dostępu do informacji za pomocą digitalizacji i sieci WWW. Wyzwaniem w XXI wieku jest jak najlepiej przekształcić tę aspirację w rzeczywistość.
In the half-century before the Great War, collaborative international ventures in science became increasingly common. The trend, manifested in scientific congresses and attempts to establish agreement on physical units and systems of nomenclature, had important consequences. One was the fear of information overload. How were scientists to keep abreast of the growing volume of books, journals, and reports? How were they to do so in an era without a common language? Responses to these challenges helped to foster new departures in cataloguing, bibliography, and an interest in Esperanto and other constructed languages. By 1914, the responses had also become involved in wider movements that promoted communication as a force for peace. The Great War dealt a severe blow to these cosmopolitan ideals, and the post-war reordering of international science did little to resurrect them. A “national turn” during the 1920s assumed a darker form in the 1930s, as totalitarian regimes in the Soviet Union, Italy, Germany, and Spain associated science ever more closely with national interests. Although the Second World War further undermined the ideal of internationalism in science, the vision of science as part of a world culture open to all soon resurfaced, notably in UNESCO. As an aspiration, it remains with us today, in ventures for universal access to information made possible by digitization and the World Wide Web). The challenge in the twenty-first century is how best to turn aspiration into reality.

Solidarity is a permanent component of social life. In this sense, it becomes a transformative value that clearly connects people and their projects with others. The current situation in the world sharpens the issue of human solidarity. War, migration crises, aggressive globalization, territorial elitism, consumerism, populism, and the ideologization of social discourse lead to the distortion or elimination of the idea of solidarity. Nowadays, there are multi-level and multi-directional changes and transformations in individual and social ethos. Therefore, understanding solidarity requires an analysis of the context in which it is applied, as well as basic scientific assumptions. The article addresses this issue in the context of migration. It consists of three main elements: 1/ Firstly, it explains the philosophical phenomenon of solidarity as a very complex and multi-faceted individual and social reality; 2/ It portrays solidarity as a European virtue and value, which today seems to be experiencing certain difficulties in the EU’s migration policy, particularly revealed by the refugee crisis; 3/ It presents several ways of reflecting on solidarity in the light of representatives of contemporary philosophy and theoreticians of political thought (H.G. Gadamer, J. Dean, A. Grimmel, J. Tischner). These proposals can become an opportunity and a call to reflect on solidarity in times of its axiological and actual deficit.

This work is a continuation of the author's presentation of the history of mathematics in Russia as a research area within the history of science (v. Lokot (2018)). The elements of the history of mathematics began to intensively emerge in the epoch of Peter the Great and have undergone several stages of development. There are five stages that Russian scientists have gone through, shaping the elements of research in the history of mathematics into the research area with its own subject, objectives and methods. This article continues the analysis of the first period, ie the stage of historical and scientific translations in the field of history of science. Chronologically, the translations of Western European works devoted to the history of mathematics have been analyzed, taking into account the personality of translators, who have relatively little space devoted to works on the history of mathematics.
Niniejsza praca jest kontynuacją prezentacji badań Autorki nad powstaniem historii matematyki w Rosji jako obszaru badawczego w ramach historii nauki (v. Lokot(2018)). Elementy historii matematki zaczęły intensywnie wyłaniać się w epoce Piotra Wielkiego i przeszły kilka etapów rozwoju. Wyróżnić można pięć etapów, które przeszli rosyjscy naukowcy, kształtując elementy badań z historii matematyki w obszar badawczy z własnym przedmiotem, celami i metodami. W tym artykule kotynuowana jest analiza pierwszego okresu, tj. etapu przekładów historycznych i naukowych z dziedziny histoii nauki. Chronologicznie przeanalizowalizowano tłumaczenia dzieł zachodnioeuropejskich poświęconych historii matematyki z uwzględnieniem osobowości tłumaczy, którym stosunkowo mało miejsca poświęcono w pracach poświęconych historii matematyki.

Opis:
Programmes of formal education establish a systematic transfer of knowledge as well as universal values from one generation to another. By that, they ensure the survival of social structures, prevent radical disruptions in their continuity, and serve as basis for general development of a society. Their content and didactic arrangements include interweaving of two basic aspects: the cognitive one and the one related to vzgoja (i.e. upbringing, moral/value education etc.). The latter aims to achieve the ideals of a tolerant, just and lifelong learning society, but seems to be facing increasing challenges, mainly emerging from neoliberal capitalist mentality. Art history as a school subject area in elementary and secondary education may provide an insight beneath the surface of historical events. Thus, it helps develop a critical view towards them and consequently towards the present real-life situations, which contributes to ascending the taxonomic scale of conative educational goals.
