Inicjatywa „Jeden pas i jedna droga” (One Belt One Road – OBOR) Prezydenta Xi Jinpin jest istotnym instrumentem strategii mającej na celu utrzymanie kontroli wewnętrznej i stabilności politycznej oraz zdynamizować schorzałą chińską gospodarkę. Koncepcja OBOR jest ambitna, ale niejednoznaczna, zgodna z tradycyjną chińską zasadą “Ukryj nasze możliwości i daj nam czas”. W tym kontekście pojawia się pytanie czy ChRL jest gotowa na przestrzeganie prawa międzynarodowego i na bycie przewidywalnym i odpowiedzialnym partnerem politycznym i handlowym? Autor analizuje perspektywy i wyzwania chińskiej strategii i stara się dociec jakie są rzeczywiste cele tego projektu, który może przynieść potencjalne korzyści, ale także stanowić poważne zagrożenie dla jej azjatyckich sąsiadów i całej społeczności międzynarodowej.
The launching of “One Belt, One Road” (OBOR) Initiative by president Xi Jinpin is an essential instrument of the Strategy aiming to maintain the internal control and political stability and dynamises an ailing Chinese economy. The concept of OBOR is ambitious but ambiguous, perfectly in line with traditional Chinese pattern: “Hide our capabilities and bide our time.” In this context, a question is posed: Is China ready to abide by international law and be a reliable political and trade partner? The author analyzes the prospects and challenges of the Chinese Strategy and try to identify what are the real objectives of this project which may bring potential benefits but also important risks for its Asian neighbors and the international community at large.

This article examines, in a comparative perspective, the integration policy of the two, in many respects, very similar, neutral states, with particular emphasis on the period after the signing of the Single European Act. Despite the converging political and economic objectives, the decisions of both countries were determined by different economic and political conditions. For Austria, the integration processes were perceived as an important step, towards reconstruction of the economy, the abolition of trade barriers with the most important economic partner. In political terms integration – enhanced Austria’s position within European Community. Unlike the Austrian Government, the authorities in Bern have acted under much more polarized conditions. Neutrality played still very important role in its international policies and the social fears connected mostly to the loss of political and economic independence were vivid. The Swiss authorities were thus forced to choose the bilateral path, which was not preferred by EU countries, but more socially acceptable, and therefore easier to implement.

The European integration processes have had over the years many shapes, faces and, masks. European politicians noticed, as late as at the turn of 70s and 80s of 20th century that culture can signifi cantly influence the social life, economy, as well as international relations. At that time, however, they did not formulate any proposals of specific activity which could have lifted culture to supranational position, and the culture remained in the realm of national policies. In the early 80s, Ministers of Culture of the European countries, dissatisfied with cultural policy of the European Community, or rather lack of it, informally established intergovernmental Council of the Ministers. The council was announcing resolutions and recommendations for the European Commission, European Parliament, and European Council. The objective of this paper is analysis of the pioneering role of Ministers of Culture in integration processes at culture level. The research reveals that the intellectual and political work and influence of Ministers played a pivotal role in formulating the first paradigm of the Community’s cultural policy. They were also instrumental in creating fi rst programmes directed to culture and cultural operators in Europe.

The main purpose of this article is to determine the causes and scale of the phenomenon of terrorism in the 20th and the 21st century and the action of the international community to eliminate this phenomenon. The first part contains theoretical issues of terrorism. The history of the terrorism phenomenon will be presented, based on a thorough research of the literature. The second part describes several terrorist groups in the world. Al-Qaeda have been listed as examples of the most prevalent, but also the most dangerous groups of this type. The fragment contains the description of the internal structure, strategic objectives and major attacks of each terrorist group as a direct result of their activities. The final part of the thesis deals with the action taken by the international community against terrorism. The European Union and UNO have been taken into consideration as the most active organiza-tions when it comes to terrorism.

Poglądy te rozwinął w ostatnich latach swej działalności, koncentrując uwagę na rewolucji francuskiej.
The article presents the opinions and views of the outstanding British politician and thinker, Edmund Burke (1730– 1797), on the situation of the Commonwealth. Burke devoted little attention to Polish affairs, but using its example, he formulated some theses on the internal and external reasons for the collapse of states. These views he developed in the last years of his activity, focusing on the French revolution.

W prezentowanych badaniach poszukiwano odpowiedzi na pytanie: Czy podstawy programowe kształcenia ogólnego zakładają osiągnięcie efektów uczenia się istotnych z punktu widzenia wspólnoty konstruktywistycznej (refleksyjnej, otwartej)? W badaniu skoncentrowano się na występowaniu w podstawach programowych I, II, III, i IV etapu edukacyjnego takich efektów uczenia się, które prowadzą do rozwijania kompetencji związanych z współpracą, komunikacją, autonomią, krytycznym myśleniem i odpowiedzialnością oraz partycypacją obywatelską i aktywność publiczną. Wyniki badań dowodzą, że wszystkie one są słabo reprezentowane w podstawach programowych. Badania były realizowane w ramach projektu Improving Teaching Methods for Europe, finansowanego z program UE Erasmus+ Partnerstwo Strategiczne.
This study has searched for an answer to the question: do the core curricula of school education assume the learning outcomes relevant to the reflective, open community will be achieved? The study of the core curricula of every stage of school education has focused on learning outcomes leading to the development of competences related to cooperation, communication, autonomy, critical thinking, responsibility, civic participation and civic activity. The results show that all these competences are poorly represented in the core curricula. The research has been conducted within the project Improving Teaching Methods for Europe, funded by the EU program Erasmus+ Strategic Partnerships.

Opis:
The presence of the European states’ armed forces abroad entails some important legal issues concerning the extraterritorial application of the European Convention on Human Rights. Under art. 1 the states parties „shall secure to everyone within their jurisdiction” the rights and freedoms defined in the Convention. The article presents the European Court of Human Rights’ jurisprudence in this respect and briefly restates fundamental tenets of personal and spatial models of extraterritorial jurisdiction. Against this background the recent, much anticipated judgment in Al-Skeini v. United Kingdom is presented. The reasoning of the Court in the leading case is elaborated within the context of states’s positive obligations arising out of effective control over area outside the Convention legal space.

The European Union faces many problems in the institutional dimension. It has been indicated that activity of European institutions is understood as out of touch. The Author diagnoses the European Union’s ills. Destructive is destabi- lization of legal relations among Member States. For instance, the centrifugal trends as a breach of obligations under Article 2 in the Treaty on European Union have been identified. Each proposals based on Union law are being considered. Author highlights controversies of existent Community acquis and point out, that simultaneous multitude of legal acts leads to a legal nonsense. The article draws attention to the efficiency of EU law. However, author considered the legal perspective of various factual situations in Europe, including refugee crisis. Two most important legal principles were analysed (competences conferred upon the EU and subsidiarity).

Prowadzenie skutecznej polityki, nieulegającej ideologicznym manifestacjom, może opierać się na unijnym instrumentarium nawet pomimo aktualnego kryzysu integracji europejskiej. Rozsądną odpowiedzią na dylematy geopolityczne Rzeczpospolitej nie wydaje się tzw. „idea jagiellońska”, gdyż potencjalnie stanowi ona przeciwieństwo istniejących filarów bezpieczeństwa narodowego, tj. NATO i UE. Redukowanie polskiej polityki do anachronicznych fantazji o wspólnocie środkowoeuropejskiej może powodować obniżenie znaczenie Polski w strukturach euroatlantyckich. Członkostwo w instytucjach świata zachodniego, polegające m.in. na współpracy z Niemcami, stanowiło do tej pory o bezpieczeństwie Rzeczpospolitej, choć obecnie nie przystaje ono do historycznej koncepcji tzw. „polityki piastowskiej”, głównie z uwagi na obserwowany proces dezintegracji wspólnoty europejskiej.
Conducting an effective policy, without ideological manifestations, can be based on the EU instruments, regardless of the crisis of the European integration. Reasonable answer to the Polish geopolitical dilemmas is not the so-called “Jagiellonian idea”, which can be perceived as opposition to existing pillars of national security, i.e., NATO and the EU. Reduction of the Polish policy to anachronistic fantasies about Central European community may diminish the importance of Poland in the Euro-Atlantic structures. Membership in the institutions of the Western world, relying inter alia on the cooperation with Germany, has served so far as a guarantee of the Polish security, however currently it does not suit entirely to the historical concept of the so-called “Piast policy”, mainly due to the noticeable process of disintegration of the European community.

Michał J. Zacharias przedstawia pracę brytyjskiego historyka Iana Kershawa, poświęconą dziejom Europy w drugiej połowie XX w. i w pierwszych dziesięcioleciach XXI stulecia. Praca ma charakter syntetyczny. Należy podkreślić, że w ujęciu jej Autora dzieje Starego Kontynentu nie są prostą sumą dziejów poszczególnych krajów europejskich. Brytyjski badacz omawia przede wszystkim najistotniejsze problemy i zjawiska historyczne z perspektywy Europy. W jego rozważaniach liczą się głównie najważniejsze państwa i narody. Nie jest to pozbawione pewnej racji, bo przecież właśnie ich historia najlepiej oświetla, wyjaśnia przyczyny i przebieg, znaczenie i następstwa skomplikowanych wydarzeń i procesów historycznych.
Michal J. Zacharias presents the work of the British historian Ian Kershaw on the history of Europe in the second half of the twentieth century and the first decades of the twenty-first century. The work is a synthesis. It should be emphasised here that in Kershaw’s view, the history of the Old Continent is not a simple sum of the histories of individual European countries. In the first place, the British researcher discusses the most critical problems and historical phenomena from the European perspective, which in his reflections are the most important states and nations. This is not without a specific reason because their history best illuminates and explains the causes and course, significance and consequences of complex events and historical processes.

Opis:
The aim of the article is to characterize European works councils (EWCs) established in enterprises with a community scope. They belong to the institution of dialogue carried out within the framework of collective labor relations, being a manifestation of the constitutional principle of the social market economy. The author introduces the essence of these councils and the context of their appointment, indicates EU regulations and characterizes national legislation. A significant part of the study is devoted to the presentation of selected aspects of the functioning of councils based on his own empirical research conducted among Polish members who identified the strengths and weaknesses of these institutions, listed factors favoring their operation and reasons hindering creation based on knowledge and experience, giving rise to the identification of perspectives development of employee participation in changing socio-economic conditions.
Celem artykułu jest charakterystyka europejskich rad zakładowych tworzonych w przedsiębiorstwach o zasięgu wspólnotowym. Należą one do instytucji dialogu realizowanego w ramach zbiorowych stosunków pracy stanowiąc przejaw konstytucyjnej zasady społecznej gospodarki rynkowej. Autorka przybliża istotę tych rad i kontekst ich powoływania, wskazuje regulacje unijne i charakteryzuje ustawodawstwo krajowe. Znaczną część opracowania poświęca przedstawieniu wybranych aspektów funkcjonowania rad na podstawie własnych badań empirycznych przeprowadzonych wśród polskich członków, którzy określali mocne i słabe strony tych instytucji, wymieniali czynniki sprzyjające ich działaniu i powody utrudniające tworzenie w oparciu o wiedzę i zdobyte doświadczenie, dając asumpt do identyfikacji perspektyw rozwoju partycypacji pracowniczej w zmieniających się warunkach społeczno-gospodarczych.

Opis:
The article presents the issue of cross-border development from the perspective of integration of local and regional communities, using the example of the Carpathian Euroregion. The study presents the Euroregional cooperation, in which regional and local communities take part, as a special form of cross-border cooperation. Euroregional cooperation takes place within the Euroregion. The basis of the existence of Euroregions is supporting economic and tourist exchange, developing communication, cultural activities and jointly solving cross-border problems.
Artykuł przedstawia zagadnienie rozwoju transgranicznego z perspektywy integracji społeczności lokalnych i regionalnych, na przykładzie Euroregionu Karpackiego. W opracowaniu ukazana została współpraca euroregionalna, w której biorą udział społeczności regionalne i lokalne, jako szczególna forma współpracy transgranicznej. Współpraca euroregionalna odbywa się w ramach euroregionu. Podstawą istnienia euroregionów jest wspieranie wymiany gospodarczej i turystycznej, rozwijanie komunikacji, działalność kulturowa oraz wspólne rozwiązywanie problemów transgranicznych.

Opis:
Objectives The development of allergic conditions is largely dependent on the interactions between genetic (individual genetic predisposition) and environmental factors (exposure to risk factors). The aim of this study was an attempt to assess the influence of selected elements of the hygiene theory in the development of allergic diseases such as allergic rhinitis and asthma. Material and Methods The study group consisted of 5518 women and 3868 men. The method that was used was the European Community Respiratory Health Survey II and International Study of Asthma and Allergies in Childhood questionnaire validated and adapted to Central and Eastern European conditions. The project was conducted in 8 urban areas (Gdańsk, Wrocław, Poznań, Katowice, Kraków, Lublin, Białystok, Warsaw) and 1 rural area (Krasnystaw county). This study had 2 stages; the first stage involved grouping the 22 500 respondents based on their questionnaire responses with the use of a Personal Digital Assistant (PDA); the second stage involved 7000 subjects, who underwent additional assessments: skin prick tests (birch, grasses/cereals, Dermatophagoides pteronyssinus and Dermatophagoides farinae, molds [set I: Botrytis cinerea, Cladosporium herbarum, Alternaria tenuis, Curvularia lunata, Fusarium moniliforme, Helminthosporium], molds [set II: Aspergillus fumigatus, Mucor mucedo, Penicillium notatum, Pullularia pullulans, Rhizopus nigricans, Serpula lacrymans], cat, dog, molds Cladosporium herbarum, Alternaria tenuis) and spirometry tests. Results The age at which children attend the nursery school is critical to the development of allergic diseases; in allergic rhinitis, the risk of an IgE-dependent reaction is 2 times higher in the second than in the first year of life (p = 0.00147, p < 0.05), while in asthma, having a large number of siblings increases the risk of developing obstructive disease by almost 6 times (p = 0.00316, p < 0.05).The age at which children attend the nursery school is critical to the development of allergic diseases; in allergic rhinitis, the risk of an IgE-dependent reaction is 2 times higher in the second than in the first year of life (p = 0.00147, p < 0.05), while in asthma, having a large number of siblings increases the risk of developing obstructive disease by almost 6 times (p = 0.00316, p < 0.05).
