The electoral campaign is analyzed in the context of the crucial political problems of Taiwan: liberalization of its political system since 1987, tension between the “mainlanders” and the native Chinese inhabitants, and the changing role of Kuomintang as a ruling party. The controversy concerning Taiwan‘s future is also outlined: “one China” concept versus independence. The author describes the origins and political options for the main opposition forces, the Democratic Progress Party and the New Party. The struggle of various fractions and groupings inside Kuomintang and the opposition is presented in detail, as well as the tension between the President and the Parliament. The elections of 1996 demonstrated that a new “Taiwanese raison d’etat” was consolidated and the leading political figures in general respected it’s requirements at the expense of their personal preferences. Political elites and the electorate manifested a high sense of responsibility. This suggests that political interests of Taiwan, not emotions, will determine the future negotiations with the Peking of authorities. Kuomintang’s political role with most likely further diminish, whereas the President’s power will increase. The necessary reforms of the political system require from both, the President and KMT, the collaboration with DPP.

The paper examines a model of general elections with electorate composed of infinitely many voters classified into a finite number of types. We focus on the case of elections among two candidates, we give a full characterisation of equilibria in such models and we classify equilibria with respect to their stability.
W artykule rozważa się ogólny model wyborów z elektoratem złożonym z nieskończenie wielu wyborców poklasyfikowanych w skończonej liczbie typów. Skupiono się na przypadku wyborów między dwoma kandydatami, podając pełną charakterystykę rozwiązań takich modeli i klasyfikację tych rozwiązań w odniesieniu do ich stabilności.

In the first half of 2001 the US Department of State, following a request from the National Security Archive (a US non-governmental organisation), declassified documents relating to the Round Table negotiations, the presidential elections, the crisis over choice of a prime minister and the creation of government (coalition) in Poland in 1989. Those documents, highly confidential until their release, allow us to look at the most important events in the transformation in Poland from a different perspective, which has not yet been extensively analysed. In essence, they indicate the role of external factors which have influenced the political situation of Poland – the transformation and actual decomposition of communism. They include cables detailing the US embassy’s participation in, and its analysis of the events during Poland’s ‘revolution’.

The paper investigates into the specific features of the residents living in the metropolitan areas (MAs) in Poland. Basing on the statistical data and survey conducted in the two Polish MAs we draw conclusions on the spatial and political behaviour of metropolitan residents and on their territorial identity. The results show that a fair share of metropolitan residents live in a scale wider then their home municipality. Moreover some citizens (especially those who migrated to suburbs recently and those with higher education) reveal stronger spatial identity with the whole metropolitan area then with their home municipality. Delocalisation is also reflected in the lack of interest in municipal politics and low trust in suburb municipal politicians, while their interest in general politics remains on a high level.

In this paper, I examine the patterns of economic voting in 2002 and 2006 city president elections in largest Polish cities. I draw on the conceptual distinction between “conventional” and “transitional” economic voting. While the former concept stresses a general positive link between economic welfare and the results gained by incumbents, the latter, developed in course of studies on the post-communist countries, emphasises a negative relationship between welfare and the electoral fortunes of post-communist parties and candidates. Relying on aggregate-level data relating to 2002 and 2006 city president elections, I conduct analyses suggesting that both types of economic voting can be observed at the local level in Poland. On one hand, the electoral achievements of incumbents in the cities with high average wages tend to be greater than in the case of the cities with low average wages. On the other, low average level of wages favours presidential candidates affiliated with the post-communist party. Moreover, there is suggestive evidence that incumbency status interacts with affiliation with the post-communist party. The results tend to be robust with respect to different model specifications, including those accounting for unobserved heterogeneity.

In democratic legal systems there is a wide variety of instruments which profoundly affect the composition of future parliaments. They can cause significant changes in final results of both the parliamentary and municipal election. Due to them political parties can improve their position in emerging legislatures (gmina councils, poviat councils or sejmiks of the voivodeship), or even, I mean smaller formations in the first place, can guarantee any representatives in the chamber (council, sejmik). Politicians make use of these instruments most frequently in the face of the oncoming election. These mechanisms allow, on the grounds of binding law, to cause a result much worse than expected for the opposition or formations competing for power. In countries with deeply rooted democracy, it is most often a good political habit that makes any changes in the Electoral law take place long from the election. In our political reality, however, it is a rule that the election campaign is accompanied by auctions on legal grounds. Namely, changes in the borders of election districts take place, vote calculation methods are modernised so that they would be naturally beneficial for those who carry out such normative transformations.

Elections to the Senate are rarely a topic of deep analysis by media or researchers. The Upper House of the Parliament is not a place where key political decisions are made. The Government, which is appointed by the majority of the Lower House, the Sejm, is the center of Polish political life. Experience show that the political situation in the Senate is much more stable than in the Sejm. From 1997, parties which won elections to the Sejm always had a majority in the Senate, although none of these parties had an independent majority in the Sejm. The 2007 elections crown this trend – only one mandate in the Senate was given to a candidate who did not come from the winning party or any main opposition parties. Every fifth mandate in the Lower House was given to smaller parties. The purpose of this analysis is to find an answer to the question on what leads to such results.

Numerous public opinion polls conducted in Poland since the 1990s have tried to answer questions linked with the processes of installing, and later stabilizing the new democratic order. Theoretical considerations were conducted on the basis of political science, sociology, and communications studies dealing with the democratic system, tended to concentrate on procedural questions as well as in institutional frameworks dealing with the functioning of the democratic system. Analyses dealing with the social reception of the political transformations and their reflection in the state of social awareness most often were in reference to the situation concerning successive political elections. It would appear the linking of these research approaches, of the so-called theoretical studies of the democratic process in the political system as well as empirical findings, and also perceived social signals resulting from public opinion research, may lead to the creation of more valuable results, as well as the posing of new research questions.

A study of the Euro-barometer performed at the end of January and beginning of February 2009 showed that not even 34% of the surveyed in all the 27 countries of the European Union declares the desire to cast their vote in the approaching election to the Euro-community. 15% of the respondents answered that they would de! nitely not vote in the coming election. The participation in the European Parliament Elections has fallen from election to election. This tendency persists and no signs of improvement of the situation can be seen. In 1994, 56.8% of the entitled to vote participated in the elections in all the member countries. Ten years later, only 45.6% of voters cast their votes. New member countries with low level of interest in European matters have considerably contributed to the fall in the level of legitimisation of the European Parliament.

The aim of this article is to discuss causes of voter turnout change in Poland. Polish National Election Study data for the 2005 and 2007 parliamentary elections are used. The article presents theoretical model of voter turnout change. Then it proposes research design for investigating voter turnout dynamics and two alternative hypotheses explaining this phenomenon. First explains voter turnout change by referring to macro level processes, second emphasises the role of micro level dynamics. Empirical analyses suggest that voter turnout changes in Poland occur first of all due to micro level changes (transitions from voting to abstention or vice versa), and not because of macro level processes (changes within the electorate structure). Instability of voter turnout is not random - there are many statistically significant correlates of this phenomenon, such as gender, age, satisfaction with democracy.
Celem artykułu jest weryfikacja hipotez o przyczynach zmiany frekwencji wyborczej w Polsce na przykładzie wyborów parlamentarnych w 2005 i 2007 roku. Artykuł prezentuje teoretyczny model zmiany frekwencji wyborczej. Następnie proponuje schemat badania dynamiki uczestnictwa wyborczego w Polsce i dwie alternatywne hipotezy wyjaśniające zjawisko. Pierwsza z nich szuka wyjaśnienia w zmianach na poziomie makro, druga w zmianach na poziomie mikro. Przeprowadzone analizy przekonują, że zmiany frekwencji wyborczej w Polsce zachodzą przede wszystkim ze względu na zmiany poziomu jednostkowego (przechodzenie obywateli od uczestnictwa do absencji lub vice versa, skutkujące niestabilnością zachowań wyborczych), a nie ze względu na zmiany poziomu zagregowanego (zmiany struktury elektoratu). Niestabilność uczestnictwa nie jest zachowaniem przypadkowym – istnieją liczne statystycznie istotne korelaty tego zjawiska, takie jak płeć, wiek, zakorzenienie w systemie politycznym czy zadowolenie z demokracji.

In recent years, American elections have attracted worldwide attention for the salience of "God talk" by candidates. In 2008, however, there was markedly less God talk. In this paper I discuss why American campaigns use religious language and why the 2008 campaign reversed recent trends. I speculate about the future of "God talk" in American elections.
W ostatnich latach, wybory amerykańskie przyciągnęły uwagę całego świata ze względu na wybitną rolę retoryki religijnej w wypowiedziach kandydatów na prezydenta. W 2008 roku było w ich wystąpieniach znacznie mniej mowy o Bogu i religii. Artykuł ten jest analizą przyczyn stosowania retoryki religijnej w kampaniach wyborczych oraz próbą odpowiedzi na pytanie, dlaczego zauważa się znacznie rzadsze użycie języka religijnego podczas ostatnich kampanii. Poruszona w nim będzie także kwestia przyszłości retoryki religijnej w wyborach amerykańskich.
