In modern times, Royal Prussia used to be a multi-denominational and multicultural area. Elbląg, one of the three great Prussian cities, had a similar character until 1772. Since the middle of the 16th century, many Poles from Lithuania and the Crown, including Mazovia, came to this Lutheran town. The preserved Catholic metric books and the matricules of the academic gymnasium established in 1535 in Elbląg allow a study of the presence of the Mazovians in Elbląg in the past. In the source material, apart from the personal data, also the place of origin, age and sometimes family and social status were recorded. In total, 66 newcomers from Mazovia were registered in the archives of Elbląg. They did not play any significant role in the history of the city.

Porty lokalne w Polsce mają geograficznie raczej niekorzystne warunki rozwoju. Niemniej stanowią istotny czynnik rozwoju społeczno-gospodarczego regionów nadmorskich. Port Elbląg jest na ich tle zjawiskiem specyficznym jako port 120-tysięcznego uprzemysłowionego miasta. Jego możliwości mogą być jednak w pełni wykorzystane tylko w przypadku zapewnienia niezależnego połączenia z Bałtykiem.
The local seaports in Poland have geographically rather unfavorable conditions for development. However, they are an important factor for the socio-economic development of coastal regions. Port of Elblag, on this background, as the sea port of 120 thousandth industrialized city, is a specific phenomenon. Its capabilities can be fully utilized only in situations where the independent connection to the Baltic Sea will be created.

Ważnym i stosunkowo mało obecnym w dotychczasowej literaturze przedmiotu okresem działalności warsztatu gdańskiego organmistrza Andreasa Hildebrandta były spędzone przede wszystkim w okolicach Elbląga lata 1711–1725. Powstałe w tej fazie działalności Hildebrandta instrumenty były dla organmistrza nie tylko okazją do wypróbowania nowych koncepcji brzmieniowych i technicznych, ale także stanowiły ważną referencję, która – jak się może wydawać – przyczyniła się do ugruntowania renomy warsztatu i otworzyła drogę do późniejszych wielkich zleceń na terenie Gdańska. Artykuł zawiera informacje o instrumentach w kościołach św. Mikołaja, NMP oraz Bożego Ciała w Elblągu, w kościele Podwyższenia Krzyża Świętego w Przezmarku, kościele św. Bartłomieja w Pasłęku, kościele Wniebowzięcia NMP w Skowronach oraz kościele Najświętszego Serca Pana Jezusa w Jelonkach, zbudowanych lub przebudowanych przez Hildebrandta, względnie też jemu przypisywanych.
Spent in Elbląg and its neighbourhood from 1711 to 1725 was important and relatively inexperienced in the current literature period for the activity of the Gdańsk organist AndreasHildebrandt workshop. The instruments created in and around Elbląg in this period offered Hildebrandt not only the opportunity to experiment on new tonal and technical concepts but also constituted an important reference, which seems to have contributed to the reputation of the workshop and opened the way for subsequent large orders in Gdańsk. The article contains information about newly built, rebuilt or attributed to Hildebrandt instruments in Elbląg (churches of St. Nicholas’, St. Mary’s and Corpus Christi), Przezmark (church of the Exaltation of the Holy Cross), Pasłęk (St. Barthelemew), Skowrony (church of the Assumption of Mary), Jelonki (church of the Sacred Heart).

Artykuł prezentuje uwagi i uzupełnienia do książki Rafała Kubickiego o testamentach elbląskich w średniowieczu. Choć całościowo monografię należy zaliczyć do udanych, niezbędne okazały się chociażby uzupełnienia i sprostowania do danych biograficznych na temat pojawiających się w pracy duchownych. Nie wszystkie podawane informacje były bowiem ścisłe, poprawne i zgodne z aktualnym stanem wiedzy. W artykule zwrócono także uwagę na kilka pominiętych źródeł z zasobu Archiwum Archidiecezji Warmińskiej w Olsztynie, zwłaszcza na dokumentację poświęconą, szeroko opisywanej w monografii sprawie testamentu mieszczanki Urszuli Emyke. Drobne korekty zgłoszono także do dołączonego do recenzowanej pracy indeksu osób.
The article presents comments and additions to the book written by Rafał Kubicki on the last wills written in Elbląg in the Middle Ages. Although the monograph as a whole should be considered successful, additions and corrections of the biographical data on the clergymen appearing therein turned out to be necessary. Not all information was accurate, correct and up to date. The article also draws attention to several omitted sources found in the Archives of the Archdiocese of Warmia in Olsztyn, especially the documentation devoted to the last will of Urszula Emyke, widely described in the monograph. Minor corrections are also essential in the index of persons attached to the reviewed work

The main goal of that article is to assess the impact of the new solutions on changes in the legal regulation of Elbląg, where such an initiative has been already in place since 2014, and examine whether the practice of using this mechanism of social participation has led to new changes. The amendment of the Act on the Commune Self-Government has not caused a significant qualitative change. Admittedly, the number of signatures required for a civic proposal was reduced, and - although only after the voivode’s intervention - the time limit for their collection was removed, negative elements can still be observed, such as the lack of imposing an obligation on city officials to assist in preparing a draft resolution. In addition to that, attention should be paid to the need for introducing educational and information activities, the lack of which can often lead to non-application of regulations in practice, even those that are of high quality.
Celem niniejszego artykułu jest ocena wpływu jaki nowe rozwiązania w zakresie inicjatywy uchwałodawczej mieszkańców miały na zmiany w regulacji prawnej Elbląga. W mieście tym inicjatywa taka występowała już od 2014 r. Kluczowe znaczenie ma odpowiedź na pytanie, czy dzięki zmianom legislacyjnym doszło do zmian w praktyce korzystania z tego mechanizmu partycypacji społecznej. Badania potwierdzają, że nowelizacja ustawy o samorządzie gminnym nie spowodowała istotnego „skoku” jakościowego. Co prawda zmniejszoną wymaganą liczbę podpisów pod projektem obywatelskim i - choć dopiero po interwencji wojewody - zlikwidowano limit czasowy na ich zebranie, to pojawiły się też elementy negatywne, chociażby brak nałożenia na urzędników miejskich obowiązku pomocy przy przygotowaniu projektu uchwały. Dla zwiększenia znaczenia tej instytucji, poza ukształtowaniem normatywnym, konieczne jest też poszerzenie działalności edukacyjnej czy informacyjnej, gdyż jej brak prowadzi do braku stosowania obecnych regulacji w praktyce ustrojowej, nawet jeśli będą się one wyróżniały pozytywnie.

Der vorliegende Artikel konzentriert sich auf die Frage der Besiedlung in Elbląg durch die etwa zweihundert Personen zählende Gruppe der Remigranten aus Nordrhein-Westfalen. Die Hauptphase dieser Ansiedlungsaktion fiel in die Jahre 1948–1950. In dem Artikel wird die Genese, der politische Hintergrund, die Bedingtheiten und der Verlauf der Remigration der Repräsentanten aus dem ehemaligen, polnischen Exil in der britischen Besatzungszone Deutschlands beschrieben. Die Mehrzahl der zurückgekehrten Remigranten ließ sich in den westlichen und nördlichen Gebieten Polens, insbesondere in den industrialisierten Regionen von Ober- und Niederschlesien nieder. In den Plänen der Zentralbehörde in Warschau war Elbląg eine der Hauptziele zur Ansiedlung der Heimkehrer aus Nordrhein-Westfalen. Die polnische Remigranten aus Deutschland waren wegen ihrer hohen beruflichen Qualifikation und der Fachkompetenz in den Maschinen- und Metallfabriken in der Stadt Elbląg beschäftigt. Im weiteren Teil werden die Adaptationsprobleme, die Berufsstruktur und die Charakteristik dieses Milieus in Elbląg präsentiert. 1950 wohnten in der Stadt insgesamt 190 polnische Remigranten aus Deutschland. Die politische und wirtschaftliche Entwicklung in Polen bewirkte die Hemmung der Rückkehraktion der Auslandspolen und vielleicht läßt sich auch sagen, dass sie zum Misserfolg der ganzen Aktion beitrug.

Dieser Artikel wurde von wissenschaftlichen Forschungen zur Geschichte des Schwesternordens der Benediktinerinnen – Missionarinnen in der Region der ermländischen Diözese (besonders in Kwidzyn nach 1945. Er stützt sich auf geschichtliche Quellen, die vor allem dem Institut des Nationalen Gedächtnisses in Gdańsk entstammen. Die Verfasserin präsentiert in drei nicht zu großen Kapiteln, denen eine Einleitung vorangestellt wurde, das Biogramm des Oppositionellen gegenüber der Volksregierung – Jerzy Kawka (Barycki), des Gründers der illegalen Mitte-Rechts Organisation „Konföderation zur Verteidigung des Glaubens und des Vaterlandes”, seiner Geschichte nach 1946 im Gebiet von Elbląg und Kwidzyn. 1. Zeigt die Titelgestalt bis zum Jahr 1945, 2. Präsentiert Jerzy Kawka Barycki als Gründer und Anführer der Organisation 3. Entblößt Methoden und Grausamkeiten des Apparates der öffentlichen Sicherheit, die in den Vergeltungsmaßnahmen gegenüber geringsten Erscheinungen von Widerstandsorganisationen gegen die Volksmacht in den sogenannten wiedergewonnenen Gebieten angewandt wurden. Es ist ein Beitrag zum Wissen aus der Geschichte der katholischen Kirche in der ermländischen Diözese (1945–1959), gesehen durch das Prisma der Aktivitäten des großen Heeres der Angestellten des Amtes für Sicherheit.

Artykuł dotyczy historii oraz genezy osiedla wraz z parkiem im. Michała Kajki w Elblągu. Osiedle powstało jako realizacja koncepcji miasta ogrodu wyrażonej po raz pierwszy przez Brytyjczyka Ebenezera Howarda w 1898 r. Idea zbudowania w Elblągu osiedla odwołującego się do tej koncepcji pojawiła się w 1914 r., pierwsze prace rozpoczęto w roku 1918, a ukończono w roku 1938. Projekt elbląski kilkakrotnie ulegał zmianom, przybierając ostatecznie kształt osiedla domów jedno- i kilkurodzinnych, z wewnętrznym dziedzińcem, założonego wokół rozległego parku. Koncepcja ta była odległym echem pierwowzoru, lecz wykorzystywała elementy, które pojawiły się zarówno we wczesnych brytyjskich realizacjach odnoszących się do idei miast ogrodów (szeroka, prosta aleja, założenie przedmieścia ogrodu, a nie miasta ogrodu), jak i te widoczne w realizacjach nieco późniejszych, szczególnie popularne w Niemczech (zamknięte, wewnętrzne osiedla). Realizacja elbląska była prawdopodobnie inspirowana wzorami niemieckimi – z Essen, Berlina i Bremy.
The article presents the history and genesis of the housing estate with Michał Kajka park in Elbląg The housing estate was an implementation of the concept first expressed by the Englishman Ebenezer Howard in 1898. The idea to build a housing estate in Elbląg according to this concept was developed in 1914, the work started in 1918 and the project was completed in 1938. The Elbląg project was modified a number of times, and it finally took the shape of housing estate consisting of single family and multiple family homes with an internal yard, planned around a vast park. The concept was but a distant echo of the prototype, but it used elements that were incorporated both in the early British projects based on the idea of garden cities (a wide and straight avenue, designing garden suburbs rather than a garden city) and in later developments, particularly popular in Germany (enclosed, private housing estates). The Elbląg project was most probably inspired by German estates – in Essen, Berlin and Bremen.

Zostało to skonfrontowane z obecną praktyką orzeczniczą w Polsce. Celem tego opracowania jest ukazanie znaczenia kary ograniczenia wolności w polskim systemie karnym.
The article is a concise presentation of assembled statistic data about predication restriction of liberty in Elblag in years 1972-1974. Data disclose, that restriction of liberty was rarely used and executing of this penalty elicit a lot of precariousness.

National housing market is one of the first business branches which suffered an economic slowdown due to the global economic crisis started in United States of America in 2007. In this study author presents a situation of the primary housing market in Elblag and evaluates its development prospects in upcoming years. The research hypothesis is that the external factors related to the macroeconomic issues and Elblag's internal problems, cause constant decline in prices of new housing, similarly to other Polish cities. To confirm the presented hypothesis and the evaluation of development possibilities, the author studies housing transaction price fluctuations for the properties built and sold by developers from 2008 till the first quarter of 2012. He also analyse demographic situation of the city, mortgages market and changes in GDP and GDP per capita over the past few years.

This article shows the life of a glazier from Elbląg Benjamin Herr (before 1642–1706), who settled in Warmia (at first in Frombork, next in The Old Town Braniewo). The autor, among other things, established the date of a birth/baptism of his son Franciszek Ignacy Herr, the future archipriest of a chapter from Dobre Miasto
Znaczna większość druków z XVI w. Biblioteki „Hosianum” w Olsztynie, stanowią dzieła teologiczne, zarówno katolickie, jak i protestanckie. Są to zarówno znanych przedstawicieli reformacji: Erazma z Rotterdamu, Marcina Lutra, Filipa Melanchtona, Jana Kalwina, Jana Bugenhagena, jak i mniej znanych. Wśród przedstawicieli kontrreformacji należy wymienić: Johna Fishera, Johannesa Ecka, Stanisława Hozjusza, Melchiora Cano czy Roberta Bellarmina. Niniejsze opracowanie nie jest kompletnym katalogiem druków okresu reformacji i kontrreformacji w zbiorach książnicy seminaryjnej. Zostały w nim jedynie wskazane i omówione dzieła typowe dla tej epoki oraz – zdaniem autora – najciekawsze.

The article describes bridges over Elbląg river and bridges at the gates of Elbląg city used from the 14th century up to the year 1945 on the basis of old drawings and cooper-plate engravings. It also gives answers on the questions concerning construction and modernization of the city fortifications (including bridge structures) on 16th and 17th century. Additionally it touches upon Elbląg ancient chronicles descriptions that contain remarks on the bridges.

The St. Nicholas parish church in Elbląg, currently the Elbląg diocese cathedral, is a unique building in every respect. Until today, it remains the most important element of the town and reflects its turbulent history. Since its erection, the church was an important centre of liturgical music. The paper discusses the changes in the organ instruments of the largest Elbląg church after the fire of 26 April 1777 until 1945. Their story has remained largely unknown until today. It is particularly surprising that no one analysed the issue of the instrument’s history in St. Nicholas’ church ever since it became a cathedral. The author of this paper intends to contribute to reviewing the history of the grand renovation of the church of St. Nicholas after the fire of 1777.

In 1939 the Soviet army occupied Wołyń, devastating there the structures of Catholic Church. A lot of priests from the sites of the pre-war diocese of Lutsk arrived to the diocese of Warmia. Between 1945 and 1987 eight from those priests were staying in Elbląg. Two of them, Wacław Hipsz and Aleksander Iwanicki had a big influence on the social-religious life in post-war Elbląg.

The author analyses the instructions included in the testaments of the burghers fromDanzig and Elbing, written in the second half of the 15th and at the beginning of the 16thcenturies. After going through the pious legacies made by merchants and members of thetown’s elite it may be claimed that the instructions in the testaments are quite similar asfar as the numbers and amounts of the legacies are concerned; the legacies are made tolocal parish churches, monastic orders, towns’ hospitals and the poor. It was also quitecommon to give legacies to church institutions situated outside the towns where the benefactorslived; for example, the monastic complex of the Carthusian Order called Mary’sParadise (Polish: Raj Maryi) in Kartuzy (German: Karthaus) and mendicant orders inthe State of the Teutonic Order in Prussia (merchants from Danzig and Elbing) and inRoyal Prussia (merchants from Elbing alone), which – in exchange for that – offered thebenefactors a prayer and Masses for their souls and the ones of their families. Such obligationswere consciously published in many places simultaneously, in an attempt to additionallysecure prayers needed to be redeemed. The richest also financed pilgrims whowould visit pilgrimage centres for them. The sums for that purpose were in both townsequal, which probably resulted from actual costs and accepted norms. Generally speaking,pious legacies constituted an insignificant part of the merchants’ property, unless thebenefactor had any inheritors. In part of the testaments there are no instructions for piousbequests; however, it does not mean that the burghers did not give part of their propertyad pias causas. The pressure both of the existing norms and the religious conceptions ofthe way that might lead to redemption made it indispensable to make that last contract.
Tematem artykułu jest analiza dyspozycji zawartych w testamentach mieszczan Gdańskai Elbląga spisanych w drugiej połowie XV w. i na początku XVI w. Przypatrującsię głównie zapisom na cele pobożne osób trudniących się kupiectwem i członków elitymiejskiej można stwierdzić, iż w dyspozycjach ich testamentów widoczne są duże podobieństwazarówno w liczbie, jak i wysokości legatów na rzecz konkretnych instytucji.Zazwyczaj przede wszystkim miejscowego kościoła parafialnego, klasztorów i szpitaliw mieście, a w dalszej kolejności ubogich. Również charakterystyczne jest uwzględnianiew zapisach wielu instytucji kościelnych położonych poza miastem, w którym samimieszkali. W tym klasztoru kartuzów z Raju Maryi (Kartuzy) i konwentów mendykanckichw Prusach Królewskich (kupcy z Gdańska i Elbląga) i Prusach Krzyżackich (tylkokupcy z Elbląga), które w zamian gwarantowały ofiarodawcy wspomnienie modlitewne,msze za dusze jego i rodziny. Zobowiązania te świadomie powielano jednocześniew wielu miejscach, chcąc w ten sposób dodatkowo zabezpieczyć sobie modlitwy za duszę,potrzebne w drodze do zbawienia. Najbogatsi finansowali również pielgrzymów,którzy w ich intencji odwiedzali najważniejsze ośrodki pielgrzymkowe. Sumy przeznaczanena ten cel były jednakowe w obu miastach, zapewne odpowiadały realnym kosztomi przyjętemu zwyczajowi. W sumie legaty dewocyjne stanowiły w wypadku kupcówzazwyczaj niewielki procent posiadanego przez nich majątku, chyba że ofiarodawca niemiał spadkobierców. W części testamentów brak dyspozycji na cele pobożne. Nie oznaczato jednak, że mieszczanie ci nie przeznaczali części swego majątku ad pias causas. The text refers to the activities of Gerard Kwiatkowski (Jürgen Blum). Starting from the idea of "stationism" formulated by the artist and the "art stations" he founded in Germany, the author recalls his first experiences from Elbląg (from the 1950s and 1960s) and his participation in a symposium in Opole Zdrój as part of the plein-air event Ziemia Zgorzelecka – 1971. She presents Kwiatkowski's culturally creative artistic activity, among others in connection with the EL Gallery, Zakłady Mechaniczne Zamech and the Biennial of Spatial Forms, as well as reveals its social context: the emphasis on shaping the awareness of ordinary people by involving them in co-creating art and entering with art into public space.

The funeral epigraphic material of Elbląg and the surrounding area, relating to the period preceding the XVIth century, remains, first of all thanks to the researches of Polish epigraphists, relatively more explored and introduced into the scientific circulation array. At the same time the Renaissance-Baroque gravestone monument of the XVIth–XVIIth centuries, which is extremely important for the comprehensive study of the reformed Circum-Baltic, often continues to need a detailed research commentary. To the epitaph of the burgomaster of Elbing (Elbląg) Johann Jungschultz (1583–1630), as well as to the Latin text of the funeral Eulogy, associated with this epitaph, composed by the Bohemian humanist Venceslav Klemens, is expected to address in this article. The epitaph of Johann Jungschultz was established in 1630–1640. From the compositional point of view closest to the epitaph of Johann Jungschultz, and almost prototypical for it, is the epitaph of Edward Blemke (1591), in the St. Mary’s church of Gdansk. It allows to speak about the author of the epitaph of Johann Jungschultz as oriented to samples of the Dutch monumental tombstones of the end of the XVIth century, or even as belonging to the circle of Willem van den Blocke (circa 1550–1628), which was the principal mediator of the influence of the Dutch art in the South-Eastern Baltic in the end of XVIth – the first quarter of the XVIIth century. The compositional and decorative solution of the epitaph also has close matches in the works of Johann Pfister (1573 – circa 1642/1645 or 1648).

The distribution of Toxocara spp. eggs in Elbląg was studied. Out of 72 soil samples collected in public places of the city 13.9% were positive and the mean egg density was 3.75/100g soil. The city backyards were much more contaminated with Toxocara spp. Eggs (18.0%) than the playgrounds (4.5%). In sandpits examined the eggs were not found. Almost 80% of Toxocara spp. eggs recovered were infective. T. cali eggs were more frequent than T. canis eggs. Additionally in examined samples two eggs of Ancylostoma caninum and one egg of Ascaris lumbricoides were recognized.

From the mid-19th century there took place important changes in the German judicial system including the prison system, which was to lead to the resocialization and returning prisoners to social life. An essential element of those actions was the regular pastoral care, the introduction of full-time chaplains to prisons, teaching and religious education of juvenile criminals, the promotion of reading and the integration of former prisoners with their family and local community. All those actions were consistently introduced from the mid-19th century also in the prison of Elbląg. The article presents the complicated beginnings of the Evangelical prison ministry in Elbląg, the figures of chaplains, methods of pastoral influence and aims and the composition of Verein zur Fürsorge für entlassene Sträflinge im Elbinger Kreise set up in 1873.

Theatrum virtutum Divi Stanislai Hosii (Rome, 1588), an emblematic work by Tomasz Treter, is the subject of analysis aiming at diagnostic indication of its two dimensions, namely those related to emblems and panegyrics. Comparing apologias of one of the most significant persons in the Catholic church and merely moderate results of Hosius’ combats against evangelists in his diocese (first in the Bishopric of Culm, then diocese of Warmia) allows to call the inhibition of Counter-Reformation in Warmia only a limited success at the very most. The discrepancies between the contents of poems and chalcographies by Treter and their historical veracity reflect the scheme of allegory, which allowed even contradiction of signs and their meanings, and panegyric, with its truth about the past versus lie being fabrication or fiction.

The distribution of Toxocara spp. eggs in Elbląg was studied. Out of 72 soil samples collected in public places of the city 13.9% were positive and the mean egg density was 3.75/100g soil. The city backyards were much more contaminated with Toxocara spp. Eggs (18.0%) than the playgrounds (4.5%). In sandpits examined the eggs were not found. Almost 80% of Toxocara spp. eggs recovered were infective. T. cali eggs were more frequent than T. canis eggs. Additionally in examined samples two eggs of Ancylostoma caninum and one egg of Ascaris lumbricoides were recognized.

The subject of the article are church choirs and confessional choir societies that were active in Elbląg between 1871–1945. The timeframes set in the article are founding of the choir of St. Mary’s Church that was the first church choir in Elbląg and end of the second world war, as consequence of which Elbląg became a Polish city. As in the period of time considered in the article, most Elbląg inhabitants were Protestant and so was the majorityof Elbląg churches except for St. Nicholas Church and – not consecrated till 1905 though – St. Adalbert’s Church, the only catholic choir society was Cecilien-Society. The article presents history, activity and repertoire of all choirs. There are also Elbląg trombone choirs as a phenomenon typical for the Protestant Church mentioned.

This article focuses on King John Albert’s visit to Elbląg, Malbork, and Toruń during his trip to Royal Prussia in 1494–1495. The visit to Elbląg has received minimal attention in historiography, as the primary purpose of the event was to accept the oath of allegiance. Thorough research reveals that John I Albert stayed in Elbląg from 21–28 December 1494 to partake in the Christmas festivities. During this period, the city served as the seat of the Crown’s court. The source base for the article is comprised of royal accounts kept in the Central Archives of Historical Records, which contain lists of John Albert’s court expenses for this trip. The article also highlights the arrival of an envoy from Stephen, Voivode of Moldavia and a legation from Margrave Frederick Hohenzollern, along with other ceremonies and feasts held at the court. Notably, the lists of expenses provide insights into the city’s responsibility for supplying the monarch’s kitchen, table, and horse fodder. This visit stands out as the longest recorded royal visit in Elbląg’s history.

The article addresses the conflict generated in the last decade of the 13th century between the Prussian branch of the Teutonic Order and the city of Elbląg. The analysis of the preserved sources allowed us to show the dynamics of the conflict, in which the authorities of Elbląg appealed not only to Canon law, but also to the norms of Roman civil law included in the Digesta (Pandects) of Justinian. It was an untypical conduct for then Prussian circumstances. On 16 August 1300 in Paris, the authorities of Elbląg obtained a legal interpretation concerning several controversial matters issued by two well-known lawyers – the advisor to King Philip IV of France, Pierre de Belleperche and Hugo de Besancon. The ruling was based on the interpretation of the sentence by Ulpian Domitius (Digesta 32,2,13). One of the problems addressed in the interpretation was the range of the military duties falling to Elbląg’s burghers regarding the Teutonic Order. The authorities of Elbląg endeavoured to find a legal explanation to support their negative attitude towards the Teutonic Order’s new practice of summoning new military contingents from the city of Elblag to take part in military activities undertaken by the Teutonic Order in the remote eastern edges of the Prussian Land. The legal opinion issued by both lawyers from Paris was favourable for the inhabitants of Elbląg, as it was stipulated that any decision about summoning was the jurisdiction of the Schultheiß (scultetus) elected by the city council. It is difficult to establish what the actual role of the opinion issued by the Paris lawyers was in the conflict between Elbląg and the Teutonic Order, but the mere fact that Elbląg’s burghers’ asked these lawyers in Paris for help indicates that the inhabitants of Elbląg at the end of the 13th century were not only affluent merchants, but also people with an ambition to exercise power. Such ambitions were supported by the authorities of the city, characterised by wide intellectual and cultural horizons. The actions undertaken by the inhabitants of Elbląg addressed in the article remain one of the very few examples of recourse to the ancient system of Roman law in a conflict concerning a particular local law (in this case the law of the city of Lübeck).

Der Autor präsentiert die Rolle des Diözesanarchivs in Elbląg (Elbing) für die Sicherstellung der sich im Besitz der Pfarreien der Diözese Elbląg befindlichen Archivalien, wobei er sich besonders auf die Matrikelbücher konzentriert. Diese manchmal sehr beschädigten Bücher konnten in Kooperation mit der Stiftung für Deutsch-Polnische Zusammenarbeit konserviert und im Diözesanarchiv sichergestellt werden. Es gelang (in den Jahren 2001-2002), eine beträchtliche Anzahl Bücher aus dem Zentralen Bischöflichen Archiv in Regensburg zurückzugewinnen, wohin sie während des 2. Weltkrieges aus Polen verbracht worden waren. Die Rückgabe der Bücher erfolgte dank der Zusammenarbeit der Bischofskonferenzen von Polen und Deutschland. Infolge dieser Ereignisse gelang es, im Diözesanarchiv in Elbląg 418 katholische Matrikelbücher zu versammeln. Im zweiten Teil des vorliegenden Artikels präsentiert der Autor einen Katalog dieser Bücher.

An important partner in this cooperation should be local government. They correspond to such for shaping development directions, and also largely responsible for the promotion.

Kielich z kościoła szpitalnego Bożego Ciała w Elblągu należy do najwybitniejszych dzieł złotnictwa na terenie dawnych Prus Królewskich. Na podstawie znaku złotniczego – co wówczas było jeszcze rzadkością – wiązany jest z osobą Dionisiusa Freymanna, złotnika czynnego w Elblągu od 1508 roku. Kielich wyróżnia się starannością wykonania, wysoką jakością techniczną, ale także wysokiej klasy kompozycją formy, przy zastosowaniu różnych środków wyrazu artystycznego. Zajmuje pozycję odrębną w całej obfitej wytwórczości ówczesnych złotników pruskich. Po 1945 roku uchodził za zaginiony, ofiarowany Prymasowi Polski kard. Stefanowi Wyszyńskiemu po 1967 i przekazany przez niego w 1970 do Skarbca katedry w Gnieźnie.
The chalice from the Corpus Christi hospital church in Elbląg is one of the most outstanding works of goldsmithing in the area of former Royal Prussia. On the basis of the goldsmith’s mark - which was still rare at the time - it is associated with the person of Dionisius Freymann, a goldsmith active in Elbląg since 1508. The chalice is distinguished by its meticulous workmanship, its high technical quality, but also by its high-class composition of form, using various means of artistic expression. It occupies a position of distinction in the entire abundant output of Prussian goldsmiths of the time. After 1945 it was thought to have been lost, donated to the Primate of Poland, Cardinal Stefan Wyszyński, after 1967 and given by him in 1970 to the Treasury of Gniezno Cathedral.

Autor, bazując na dokumentacji Centralnego Archiwum Ministerstwa Obrony Federacji Rosyjskiej oraz literaturze przedmiotu prezentuje dzień za dniem – od 24 stycznia do 12 lutego 1945 r. – walki o miasto, prowadzone przez jednostki armijne i przydzielonego wsparcia, wskazując zajmowane przez nie rubieże, trasy przemarszu, działania bojowe, w tym również artylerii, czołgów i dział samobieżnych oraz wojsk inżynieryjnych, zauważając także osobiste ambicje i animozje między sowieckimi dowódcami.
The article presents the battle for Elbląg during the Second World War based on the orders of the commander of the 2nd Strike Army, General Colonel Ivan Fiediuniński, given in January and February 1945. The author, using the documents of the Central Archive of the Ministry of Defense of the Russian Federation and literature of the subject, presents day by day – from January 24 to February 12, 1945 – direct preparations for the armor strike, marches for combat positions and the fighting, including artillery, tanks, self-propelled guns and engineering forces, highlighting also personal ambitions and disagreements among Soviet commanders.

Paweł Petasz - był jedynym Polskim artystą światowego ruchu mail art, który nie tylko w nim uczestniczył, ale i nadawał mu kształt, formował jego granice artystyczne, a także zakres znaczeniowy samego pojęcia mail art. Jakkolwiek znany w świecie, nie doczekał się dotąd uznania w Polsce. Materiał prezentowany w sekcji Gallery w numerze 22 czasopisma Sztuka i Dokumentacja jest pierwszych całościowym opracowaniem na temat jego pracy twórczej. Główny jego wkład w rozwój światowej sieci mail art stanowi utworzenie magazyny Commonpress, ale może przede wszystkim ustanowienie zasad, na jakich mógł on być publikowany. Commonpress mianowicie był darem Petasza-artysty konceptualnego oddanego innym twórcom, przekazanym im do dalszego użytkowania. Dalej tak może on funkcjonować, gdyż idea nie ma granic. Dlatego rozumienie i interpretacja jego dzieła może być prowadzona w oparciu o wzór idei potlatch.
Paweł Petasz - was the only Polish artist of the global mail art movement, who not only participated in it, but also shaped it, shaped its artistic boundaries, as well as the meaning range of the concept of mail art itself. Although known in the world, it has not been recognized in Poland so far. The material presented in the Gallery section in issue 22 of the Sztuka i Dokumentacja magazine is the first comprehensive study on his creative work. His main contribution to the development of the global mail art network is the creation of the Commonpress magazine, but perhaps most of all the establishment of rules on which it could be published. Commonpress was a gift from Petasz - a conceptual artist devoted to other creators, transferred to them for further use. It can still function this way, because the idea has no limits. Therefore, the understanding and interpretation of his work can be based on the pattern of the idea of a potlatch.

Opis:
U schyłku XIII w. zbudowano na północnym przedmieściu Elbląga szpital i drewnianą kaplicę pod wezwaniem św. Jerzego, którą w 1386 r. zastąpiono murowanym kościołem. Świątynia ta spłonęła doszczętnie w 1400 roku. W jej zgliszczach odnaleziono nietkniętą Hostię, co uznano za cud eucharystyczny. Odbudowany w 1405 r. kościół otrzymał wezwanie Bożego Ciała i stał się sanktuarium znanym w całych Prusach krzyżackich. Od połowy XVI w. do 1945 r. kościół Bożego Ciała był własnością elbląskich ewangelików. W jego wnętrzu zachowało się wyposażenie gotyckie i nowożytne. W związku z wkroczeniem do Elbląga Armii Czerwonej, na przełomie stycznia i lutego 1945 roku kościół został zniszczony i legł w gruzach.
At the end of the 13th century a hospital and a wooden chapel dedicated to St George were built in the northern suburb of Elbląg and replaced by a brick church in 1386. This temple burned down in 1400. In its ruins an intact Host was found, which was considered a Eucharistic miracle. Rebuilt in 1405, the church received the invocation of Corpus Christi and became a shrine known throughout Teutonic Prussia. From the middle of the 16th century until 1945, the Corpus Christi church was owned by Evangelicals from Elbląg. Inside,its Gothic and modern furnishings have been preserved. When the Red Army entered Elbląg in January/February 1945, the church was destroyed and lay in ruins.

Social-Economic Cooperative (SEC) in Nowy Kościół existed a few years after the end of World War II. It was an organization which members had an alternative approach to the reconstruction of the Polish State than the communists. This fact was the direct cause of the rapid elimination of Cooperative. The purpose of this paper is to test hypothesis that the SEC was characterized by features which today is attributed to ‘civil society’. To make it possible,article is divided into two parts. First part outlines the operation of the Cooperative itself. And in the second part, the author is trying to demonstrate which of the features of SEC correspond to those of ‘civil society’.

Opis:
The study is devoted to the presentation of the functioning of the civic budget in Elbląg from the normative and practical perspective. The authors focus on selected legal and political science issues, i.e. the initiative to submit proposals of tasks to be financed from the civic budget, the territorial and subjective scope of submitted projects and selected aspects of how this form of public consultations works in practice. The results of the research lead to the conclusion that, despite the fact that eight editions of the civic budget have already been carried out, the city has not developed an ideal model of its functioning. The biggest problems seem to be manifested in the legislative inconsistency and the weakening interest of residents.
Opracowanie skupia się na przedstawieniu funkcjonowania elbląskiego budżetu obywatelskiego w płaszczyźnie normatywnej i praktycznej. Autorzy skupili się na wybranych zagadnieniach prawnych i politologicznych, t.j.: przysługującej inicjatywie zgłaszania zadań, zakresie terytorialnym i przedmiotowym zgłaszanych projektów, a także wybranych aspektach praktyki działania tej formy konsultacji społecznych. Rezultat dokonanych badań prowadzi do wniosku, że mimo przeprowadzonych w Elblągu 8 edycji budżetu obywatelskiego, miasto nie wypracowało idealnego modelu jego funkcjonowania, a największe problemy zdają się przejawiać w niespójności legislacyjnej i słabnącym zainteresowaniu mieszkańców.

Canal connecting Elbląg with Ostróda was built in the XIX century to transport corn to the port of Elbląg. Due to economic and political changes it never played its economic function. Now it is a tourist attraction. The canal is thus of some tourist value which is difficult to assess. Tourist value of the Elbląg Canal was assessed with the travel cost method (TCM) within the study carried out in 2003. The study allowed for estimating the object's value based on its usefulness expressed by inclination to payment. Three groups of users were distinguished when analysing the demand for recreational canal's services: tourists using ships of the Elbląg-Ostróda Navigation Company, individual sailors and anglers. Total tourist value of the canal calculated as NPV of the annual value of canal's services depends on adopted interest rate. At a rate of 3.2% the value is 328 thous. PLN (73.9 thous. euro), at a rate of 4% - 282 thous. PLN (63.5 thous. euro), while at 8% interest rate it decreases to 160 thous. PLN (36.0 thous. euro).
Oryginalny kanał łączący Elbląg z Ostródą, zbudowany w XIX wieku, miał za zadanie transport zboża do portu w Elblągu. Ze względu na zmiany gospodarcze i polityczne nigdy nie pełnił zakładanej funkcji gospodarczej. Obecnie stanowi atrakcję turystyczną. Kanał stanowi więc pewną wartość turystyczną, ale trudną do oszacowania. W ramach przeprowadzonych w 2003 r. badań dokonano wyceny wartości turystycznej Kanału Elbląskiego metodą kosztów podróży (TCM). Umożliwiło to określenie wartości tego obiektu na podstawie jego użyteczności, wyrażonej przez skłonność do zapłaty. Badając popyt na usługi rekreacyjne Kanału, wyróżniono trzy grupy użytkowników: turystów korzystających ze statków Żeglugi Ostródzkiej, indywidualnych żeglarzy oraz wędkarzy. Całkowita wartość turystyczna Kanału, obliczona jako NPV wartości rocznej usług Kanału, zależna jest od przyjętej stopy procentowej. W przypadku stopy procentowej 3,2% wartość ta równa się 328 tys. zł (73,9 tys. euro), dla stopy procentowej 4% - 282 tys. zł (63,5 tys. euro), zaś gdy stopa procentowa równa jest 8% wynosi ona 160 tys. zł (36,0 tys. euro).

Przemarsz przez miasto, koncert patriotyczny, mecze piłki nożnej - tak uczczono w Elblągu rocznicę powstania i pamięć żołnierzy Narodowych Sił Zbrojnych. Historyczny wykłady poświęcony walce żołnierzy w latach 1942-1947, posiłkując się własnymi zbiorami map, historycznych zdjęć i informacji o NSZ wygłosił Jarosław Kłosowski. O negatywnej komunistycznej propagandzie głoszonej w Polsce Ludowej na temat NSZ, a szczególnie Brygady Świętokrzyskiej mówił drugi z prelegentów - Leszek Żebrowski. Podkreślił przy tym, iż najwięcej zła i oburzającej nieprawdy o NSZ przez całe lata bezkarnie głosili ludzie stosujący najbardziej niegodziwe działania w tym zabójstwa i zdradę, włącznie z wydawaniem polskich partyzantów niemieckiej żandarmerii.
