Opis:
The aim of the article is to review the economic environmental models of the Kuznets curve, which take into account constitutive phenomena of the contemporary economy. Reviewing the models, we answer the question how the change in the level of economic development, measured by the value of GDP per capita, may affect the degradation or improvement of the quality of the environment, and what other factors – related ndirectly to the level of economic development – can have a significant impact on the discussed relationship. Combination of various models is an attempt to multi-dimensional characterization of this problem, which allows defining a broader scope of research on this relationship and can contribute to a better understanding of its structural aspects. As a result of our study we state that relevant to verification of the environmental Kuznets curve hypothesis are precise characteristics of the environmental degradation process on the one hand, that is the distinction between the pollution stock and flow, and on the other hand – the exact characteristics of several factors related to income (GDP per capita): income elasticity of demand for environmental quality; social inequalities; population growth; as well as trade liberalization.
Celem artykułu jest przegląd ekonomicznych modeli środowiskowej krzywej Kuznetsa, które uwzględniają zjawiska konstytutywne dla współczesnej gospodarki. Dokonując przeglądu modeli, odpowiadamy na pytanie, w jaki sposób zmiana poziomu rozwoju gospodarczego mierzonego wartością PKB per capita może wpływać na degradację albo poprawę jakości środowiska oraz jakie inne czynniki – związane pośrednio z poziomem rozwoju gospodarczego – mogą mieć istotny wpływ na omawianą relację? W artykule podjęto próbę wielowymiarowej charakterystyki tego zjawiska, zestawiając różnorodne modele, co umożliwia zdefiniowanie szerszego zakresu badań tej relacji i może się przyczynić do lepszego zrozumienia jej strukturalnych własności. Z przeprowadzonych studiów literatury wiemy, że istotne dla wyniku badań hipotezy środowiskowej krzywej Kuznetsa i ich interpretacji są dokładne charakterystyki: procesu degradacji środowiska (rozróżnienie pomiędzy czynnikami natychmiastowej degradacji środowiska a zanieczyszczeniami kumulującymi się w czasie) oraz kilku czynników związanych z dochodem – PKB per capita (dochodowej elastyczności popytu na jakość środowiska, nierówności społecznych, wzrostu populacji, a także liberalizacji handlu).

Celem opracowania jest zbadanie wpływu ekspansywnej polityki fiskalnej, polegającej na ogólnym zwiększaniu wydatków rządowych, na stan środowiska przyrodniczego, a konkretnie — zanieczyszczenie powietrza. Analizę przeprowadzono na podstawie modelu realnego cyklu koniunkturalnego (RBC). Wyniki symulacji wskazują, że ekspansywna polityka fiskalna, przyczyniając się do wzrostu PKB, powoduje jednocześnie pogorszenie się jakości powietrza. Z analizy wynika również, że w dłuższym okresie głównym mechanizmem, poprzez który polityka ta wpływa na poziom emisji zanieczyszczeń, jest akumulacja kapitału publicznego. W celu zminimalizowania negatywnych skutków ekspansji fiskalnej dla środowiska szczególnie istotne jest zatem, by inwestycje publiczne miały charakter proekologiczny.
The aim of the article is to analyse the impact of expansionary fiscal policy, involving an overall increase in government expenditure, on the condition of the natural environment and, more specifically, on air pollution. The analysis is based on the Real Business Cycle (RBC) model. The results of the simulations indicate that expansionary fiscal policy, contributing to GDP growth, also results in deterioration of air quality. The analysis also shows that in the longer term, the main mechanism by which this policy affects the level of air pollution emission is the accumulation of public capital. Therefore, in order to minimise the negative effects of fiscal expansion on the environment, it is particularly important to invest in pro-ecological public investments.

The evolution of economics as a science shows the process of distinguishing three new schools of thought (sub-disciplines of economics) – environmental economics, ecological economics and sustainable development economics. It is a result of competitiveness within the theory of economics of three attitudes towards the issues of the environment and its natural resources – economization of the natural environment, ecologization of economics and sustainable development towards the economic aspects of development. This competitiveness generates numerous interesting cognitive and national problems, going beyond economic issues. All the modern disputes about the new directions of creating theoretical and utilitarian relations among economics and environment and its resources, are also visible in the assumptions of the new financial perspective of European Union in the period of 2014 – 2020.

This article was created to present a broader, more critical view of the idea and concept of sustainable development, which has dominated the discourse on development for several decades. Based on the analysis of the literature on the subject, an attempt was made to state and explain how the original assumptions of the concept should be understood today. The most important contemporary challenges related to sustainable development have been identified. First, a historical analysis of the concepts of development and sustainable development was conducted, based on which it could be noticed that the original assumptions of the ideas have been forgotten. Then, the main dimensions (areas) of sustainable development in the literature of the last thirty years were examined. It has been noticed that the dimensions and their relations were very varied, and, first of all, defined in a rather general way. In an attempt to overcome that inaccuracy, efforts have been made to define the dimensions of sustainable development in a more precise way. Based on the analysis of the literature of the subject, it was determined that it was necessary to define the concept of sustainable development in a broader way, through the prism of 6 hierarchical dimensions: an expanded and modified economic area, a social justice area, an area of environment, an area of needs and rights, a democracy area as well as an area of long-term perspective and relations. The performed research confirmed that if sustainable development was to represent the most important current and future development issues, it should be structured around the key demands raised by scientists.
Artykuł powstał w celu przedstawienia szerszego i bardziej krytycznego spojrzenia na ideę i koncepcję zrównoważonego rozwoju, która od kilku dekad dominuje w dyskursie na ten temat. Na podstawie analizy literatury przedmiotu podjęto próbę stwierdzenia i wyjaśnienia, w jaki sposób należy współcześnie rozumieć pierwotne założenia koncepcji. Zidentyfikowano najważniejsze współczesne wyzwania, które mają związek ze zrównoważonym rozwojem. Przeprowadzono analizę historyczną koncepcji rozwoju zrównoważonego rozwoju, z której wynika, że odeszło się od pierwotnych założeń. Następnie zanalizowano główne wymiary (obszary) zrównoważonego rozwoju w literaturze z ostatnich trzydziestu lat. Stwierdzono, że wymiary i ich relacje są bardzo zróżnicowane, a przede wszystkim ogólnie zdefiniowane. Próbując przezwyciężyć tę niedokładność, starano się precyzyjniej określić wymiary zrównoważonego rozwoju. Na podstawie studium literatury ustalono, że konieczne jest szersze zdefiniowanie tego pojęcia przez 6 hierarchicznych wymiarów: rozszerzonego i zmodyfikowanego obszaru ekonomicznego, obszaru sprawiedliwości społecznej, obszaru środowiska, obszaru potrzeb i praw, obszaru demokracji i obszaru długoterminowej perspektywy i relacji. Badania potwierdziły, że jeśli zrównoważony rozwój chce uosabiać najważniejsze aktualne i przyszłe problemy rozwoju, powinien być skonstruowany wokół kluczowych postulatów poruszanych przez naukowców.

Podaż usług związanych z ochroną środowiska jest elementem rachunków wydatków na ochronę środowiska. Rachunki te są uzupełnieniem rachunków narodowych i stanowią ważne źródło informacji o ekonomicznych uwarunkowaniach ochrony środowiska. Jednym z najważniejszych aspektów rachunku wydatków związanych z ochroną środowiska jest produkcja usług ochrony środowiska. Celem artykułu jest przedstawienie wielkości produkcji usług ochrony środowiska, ich struktury w układzie sektorów gospodarki oraz dziedzin ochrony środowiska, a także porównania międzynarodowe. Aby osiągnąć ten cel, przeprowadzono analizę literatury, analizę istniejących danych statystycznych oraz badania reprezentacyjne kosztów bieżących ochrony środowiska w Polsce.
The supply of environmental protection services is a part of environmental protection expenditure accounts (EPEA). These accounts are an addition to the national accounts and provide important information about the economic conditions of the environment. One of the most important aspects of the EPAE accounts is the production of environmental services. The purpose of this article is to present the volume of production of environmental services, their structure in the configuration of economic sectors and divisions of environmental protection. International comparisons are also carried out. To achieve this goal, an analysis of the literature and existing statistical data as well as sample surveys of the current costs of environmental protection in Poland were conducted.

W dotychczasowej teorii i praktyce gospodarczej nie dostrzegano problemu niedostatecznego rozpoznania problematyki usług środowiska, które między innymi dostarczają strumienie materii, energii i informacji niezbędne dla zrównoważonego rozwoju społeczno–gospodarczego. W nauce nie kwestionuje się tego, że makrosystem środowisko–społeczeństwo–gospodarka funkcjonuje dzięki przepływom materii, energii i informacji. W teorii ekonomii najlepiej rozpoznany jest tylko problem przepływu dóbr środowiska i w zasadzie na jego podstawie konstruuje się wszelkie teorie ekonomii środowiska i zasobów naturalnych. Poza głębszymi rozważaniami ekonomicznymi pozostają walory i usługi środowiska. W rzeczywistości dopiero dogłębne rozpoznanie roli usług środowiska w gospodarce w świetle koncepcji zrównoważonego rozwoju i wyzwań jakie stawia gospodarka oparta na wiedzy pozwoli zweryfikować dotychczasowy zakres analizy ekonomicznej relacji środowisko–gospodarka–społeczeństwo i opracować rekomendacje jej doskonalenia. W niniejszym opracowaniu autor przyjął następująca definicję usług środowiska: są to procesy ekologiczne, które prowadzą do zmniejszenia się entropii w makrosystemie społeczeństwo-gospodarka-środowisko. Rozwinięcie problematyki energetycznych usług środowiska w teorii ekonomii wiąże się z uwzględnieniem przesłanek wynikających z termodynamiki systemów fizycznych i dynamicznej równowagi ekosystemów. Pierwsza grupa przesłanek wykazuje, że część praw ekonomicznych i zależności leżących u podstaw modeli ekonomicznych jest niezgodna z prawami termodynamiki (entropii). W obrębie drugiej grupy znajduje się stwierdzenie, że dynamika ekosystemów zależy od skali zjawiska oraz, że reakcje koewolucyjne i sukcesyjne nie mają charakteru liniowego, to znaczy że małe zmiany adaptacyjne lub relatywnie małe zakłócenia zewnętrzne mogą być przyczyną potężnych przekształceń. Zmiany energetycznych usług środowiska wpływają na system środowiska przyrodniczego, więc i na systemy społeczne i gospodarcze. Należy stwierdzić, że problematyka ich zachowania niesie dla teorii ekonomii i praktyki zarządzania środowiskiem wiele konsekwencji.
The current economic theory and practice do not seem to recognize sufficiently the issue of services offered by the environment, which include provision of matter, energy and information streams necessary for the sustainable social and economic development. The science does not call in question the fact the environment–society–economy macrosystem functions thanks to the transfer of matter, energy and information. The theory of economy has well recognised only the issue of the environmental goods transfer which has become the corner stone for building all theories of environmental economy and the natural environment. The qualities and services of the environment are still out of scope of the deeper economic considerations. In reality however only a thorough identification of the role played by the environmental services in the economy taking the account of sustainable development and the challenges posed by the knowledge–based economy shall allow for a verification of the up–to–date scope of the economic analysis of the environment–economy–society relations and develop recommendations for their improvement. In the study, by environmental services the author understands ecological processes which lead to the reduction of entropy in the society–economy–environment macrosystem. The development of the energetic services of the environment in the theory of economy is associated with considering the premises resulting from the thermodynamics of physical systems and the dynamic equilibrium of ecosystems. The first group of premises shows that some of the economic laws and the dependencies being foundations for economic models are incongruent with the thermodynamics laws (entropy). The other group of premises includes a statement that the dynamics of ecosystems depends on the scale of the phenomenon and that the co–evolution and succession reactions do not show a linear character i.e. small adaptation changes or relatively small external interferences may become reasons for large transformations. The changes of the energetic environment services impact the system of the natural environment as well as social and economic systems. Therefore it should be stated that the issue of their behaviour may bring a number of consequences for the theory of economy and environmental management practice.

The term economy of social responsibility appeared in the context of the concept of 'sustainable development economics'. The starting point was R. E. Smith's statement that sustainable development is synonymous with the doctrine of corporate social responsibility. This means that social responsibility is an important aspect of the organisation's economy and its political and legal as well as administrative environment. Social responsibility requires knowledge of the directions of the state's economic policy. Also important is the social and cultural environment defined by the lifestyles and values system of societies, their traditions, consumer patterns, cultural preferences and religions. The ecological environment, however, expresses the state and quality of nature. The analysis of the theory and practice of applying the doctrine of the social responsibility of the organisation led to a definition of the corporate social responsibility, including cities as business centres. It also led to the conclusion that the doctrine of the corporate social responsibility has constitutional power in Poland. Contrary to popular belief about the voluntary approach to social responsibility of the organisation, a thesis was put forward that social responsibility is a constitutional norm in Poland. In the context of cities' social responsibility, the aspects of research were indicated by: the implementation of social responsibility in cities as organisations important for the state, practices that cities develop, developing cities and indicating the best indicators of measuring cities' social responsibility. A further thesis was put forward that social responsibility applies to the entire state. On the other hand, from the point of view of barriers to sustainable development, an important goal is to look for measures and conditions that ensure long-term preservation of social responsibility, which relates to three aspects: ecological, social and economic.

Jej teoria charakteryzuje się interdyscyplinarnymi podstawami. Uwzględnia dorobek wielu dziedzin naukowych, w tym gospodarki przestrzennej, ekonomii śro-dowiska i ekonomii ekologicznej. W problematyce ekologiczno-ekonomicznej dotychczas najwięcej uwagi po-święcono wykorzystywaniu zasobów naturalnych, produkcji dóbr środowiskowych i ekologicznym uwarunko-waniom wzrostu gospodarczego. W chwili obecnej niezbędnym stało się zdecydowane rozszerzenie analiz eko-logiczno-ekonomicznych o przedmiot usług środowiska, które stanowią jedną z podstaw funkcjonowania makro-systemu środowisko-gospodarka-społeczeństwo. W rzeczywistości nie istnieje realna gospodarka bez procesów ekologicznych odpowiadających usługom środowiska, w tym o charakterze przestrzennym.
The aim of this paper is to present the economic problems of the spatial environmental services in the emerging economy of sustainable development. Its theory has interdisciplinary bases. It is taking into account the achievements of many scientific fields, including spatial management, environmental economics and ecological economics. So far, in case of the ecological and economic problems, most attention was paid to the exploitation of natural resources, the production of environmental goods and environmental determinants of economic growth. Now it became necessary to extend ecological-economic analysis and include environmental services, which represent one of the bases for the functioning of environment-economy-society macrosystem. In fact, there is no real economy without ecological processes connected with environmental services, including the spatial environmental services.

Nauka ekonomii ma pokazać, w jaki sposób gospodarować zasobami środowiska (zarówno materialnymi, jak i niematerialnymi) tak, aby w długim okresie generowały one jak największe korzyści dla ludzkości. Jednakże niewiele teorii ekonomii uwzględnia aspekty środowiskowe, co powoduje, że większość decyzji gospodarczych jest podejmowana z pominięciem tych zagadnień. Celem niniejszego opracowania jest zwięzłe przedstawienie analizy porównawczej dorobku teorii ekonomii w zakresie rozwiązywania problemów środowiskowych, które pomoże odpowiedzieć na pytanie, czy problemy ochrony środowiska są wystarczająco poruszane w teorii ekonomii oraz jakie kierunki rozwoju tej nauki dają szansę na większe upowszechnienie tych zagadnień.
Economy as a science of resources management (including natural ones) has an essential influence on the development of environmental protection. Thus, it is necessary to ask whether the current theory of economy is able to justify the need for environmental protection or whether, within its framework, it is necessary to look for new solutions which will allow to identify such evidence? The article is a synthetic presentation of the contemporary theory of economy in the field of environmental protection which can help assess the influence of different economic trends on the development of this issue. In consequence, it may be concluded that the leading economic trends regard natural resources as a marginal issue. Thus, it is important to look for a new direction, the so-called third way. The quoted theories show that the third way may comprise environmental economy, institutional economy, postindustrial economy or a theory based on physics.

Celem opracowania jest przedstawienie ogólnych założeń gospodarowania usługami środowiska w świetle tworzącej się ekonomii zrównoważonego rozwoju. Zaprezentowano w związku z tym ekonomiczno-ekologiczne aspekty zagrożeń usług środowiska i podstawy ich integracji w ekonomii zrównoważonego rozwoju. Autor oparł się na teoretycznych metodach rozumowania naukowego (dedukcyjnych i redukcyjnych), ogólnej teorii systemów, cybernetyki, analiz i porównań.
The aim of the study is to present general assumptions of management of ecosystem services in the light of the emerging economics of sustainable development. The implementation of this objective requires presentation of economic and ecological aspects of threats to ecosystem services and the foundations of their integration in the economics of sustainable development. In achieving the aim of the study the author relied on theoretical methods of scientific reasoning (deductive and reduction), general theory of systems, cybernetics, analyzes and comparisons.

With the continuous development of information technology, the realization of experimental research in economics is increasingly assisted by computers. One of computer methods, which may be important in supporting the realization of laboratory economic experiments is computer simulation. The aim of the article is to analyze the possibilities and directions of computer simulation applications in supporting experimental research in economics.
