In today’s world the term efficiency gained a status of an imperative at all levels of economic activity (micro, mezo, macro) as well as in all sectors of the economy (private, public, non-profit). The prevalence of “efficiency” in scientific discussions discloses existence of a number of approaches to the understanding of this concept as well as existence of conceptual differences regarding the essence of efficiency, resulting from different ideological foundations of relevant economic theories. This study distinguishes between two analytical approaches: 1) static efficiency – conceptually inscribed in the paradigm of neoclassical economics, 2) dynamic efficiency – developed on the grounds of heterodox evolutionary economics. Within these two theoretical approaches various types of efficiency have been identified and characterized. This resulted in a typology that established a conceptual framework for clarifying different meanings of the term “efficiency”.

The article presents selected issues concerning the modelling of the supply chain in the evaluation of the efficiency of tasks realization. In the process of determination, efficiency of the functioning of the supply chain it is necessary to determine the components of both the effects and expenditures in quantitative terms. It is assumed that the effect resulting from action taken depends on the problem under consideration, for example, the result may be the amount of the profits, savings resulting from implemented solutions or measurable improvement of the quality system, expressed e.g. percentage. While the outlay incurred for the implementation of the action is, in general, the expense of implementing this action. The article pointed out that the assessment of the efficiency can be used to decide on the choice of a decision of the many variants of solutions to the problem. In this respect, important are indicators of the efficiency both the technical, economic, quality, and organizational. In the article were also presented possible approaches to improve the efficiency of the supply chain. In the problems of assessing efficiency of functioning of systems with a complex functional structure such as supply, chains increasingly are applicable algorithms based on the so-called heuristics. Hence, in the article briefly have been characterized also chosen heuristic algorithms – genetic algorithms.

Różne ujęcia problemów związanych z efektywnością gospodarowania generują potrzebę wielowymiarowego spojrzenia na tę kategorię, także w kontekście społecznym. Niniejsze opracowanie stanowi próbę zebrania i uporządkowania zróżnicowanej interpretacji efektywności ekonomicznej według studiów literatury przedmiotu, jak również zwrócenia uwagi na rosnące znaczenie i potrzebę równorzędnego traktowania niezwykle ważnej efektywności społecznej.
Efficiency is a frequently used and multi-interpreted concept. It functions in the perspective of various sciences. The economic effectiveness that is commonly mentioned, suggesting the clarification of this term, is also not a guarantee of finding an unambiguous definition. Different views of problems related to the effectiveness of management generate the need for a multidimensional view of this category, also in the social context. This study is an attempt to collect and organize a diversified interpretation of economic efficiency according to the literature on the subject, as well as to draw attention to the growing importance and need for equal treatment of extremely important social efficiency.

The main focus of the paper is the function of economics in the current application of competition law. While advocating further economization of the law, it is seen as necessary to widen the extent to which aspects of economic efficiency encompassing static and dynamic efficiency are taken into consideration in an antitrust analysis. Much attention is devoted to these issues, while clarifying what is meant by them, how they are to be understood and implemented in the practice of antitrust authorities, as well as discussing their importance for the promotion of innovation. It is noted that accounting for the economic efficiency aspects differently in the light of competition law allows for the assessment of the market behavior of dominant companies, which traditionally has been seen as anticompetitive. This main issue of the paper is analyzed extensively and explained using the case of Microsoft, a company accused by the US and EU antitrust authorities of abusing its dominant position on the market of operating systems in that it integrated the sale of its base product Windows OS exclusively with other applications (Media Player and Internet Explorer). The differences presented in the research part of the paper as to the way Microsoft was treated by these authorities originated in their different methodology of analysis and assessment of the effects of the sales model launched by Microsoft for products offered to the PC manufacturers and their users, in spite of the US and EU antitrust authorities adopting the same evaluation standard – consumer welfare. Aspects of dynamic efficiency adequate in the assessment of the behavior of innovative firms holding a dominant position proved to be deciding. On the other side of the Atlantic, taking into account the aspects of dynamic efficiency was crucial in coming up with a lighter assessment of Microsoft’s tying compared to the European authorities’ assessment which was based largely on the structural analysis, where the benefits arising from dynamic efficiency are not visible. It is clear from the decisions made by the Commission that it favours regulation over effects generated by competition forces at a later time.

The main purpose of this publication was to try systemizing the efficiency per-formance with particular regard to technical efficiency and measurement methods, and to identify the problems in defining and measuring the existing problems. The paper presents definitions of efficiency by selected authors, the classification and characterization of vari-ous types of efficiency made with particular emphasis on technical efficiency, and the basic methods for testing the effectiveness of the division on the indicator parametric and para-metric detailing the different measurement methods. A detailed analysis of the non-parametric methods for testing the effectiveness of technical support is the DEA (Data En-velopment Analysis) method presented with the example of the procedure for calculation of relative efficiency. The study identifies various modifications of the DEA method and also signalled areas where this method can be used to measure the effectiveness of specific enti-ties. The main research method used in the present study was to review and analyze the lit-erature on the subject topic.

The study presents an important part of fourth chapter of the monograph 'Energy Consumption in Relation to Fuel Efficiency Under Complex Driving Conditions' (2003) concerning opportunities to improve vehicle drive efficiency through application, during one phase of driving in neutral in two-phase driving cycle. Theoretical simulation of total energy consumption in vehicles with SI engine provided explanation of a relatively low fuel efficiency observed under real driving conditions in serial cars [1]. The study cites the original method of calculations developed by the author in order to calculate the efficiency of vehicle power unit in two-phase driving cycle assuming that one of the phases might be non-driving. The calculations were made for complex driving conditions, i.e. simulated changes with predefined steps for road slope (-3.5o to 3.5o), acceleration (-0.36-0.36 m/s2) and average speed (60-140 kmph) for a distance of 2x500 m. The results of calculation variants for each type of a drive system of a car proved that there are significant limitations of optimising the fuel consumption of cars. The first one is conditioned by the fact that the engine works at full dynamic load and the second one by the fact that idle running is against the 'Highway Code'.

This paper analysed the economic efficiency of small-scale tomato farmers in the Greater Letaba municipality of South Africa’s Limpopo Province. Primary data were collected from 68 tomato farmers based on structured questionnaires and using convenience and purposive sampling procedures. The Cobb-Douglas production function was used to analyse the level of economic efficiency. The study utilised the output approach, where the output achieved by the farmers is compared to the maximum output attainable using the given inputs. The empirical results reveal that mean technical, allocative, and economic efficiency levels are at 0.95, 0.41 and 0.39, respectively. The study also found that land (farm size), seedlings, labour, pesticides and water have a positively significant relationship with the production of tomatoes in the study area. Therefore, it is recommended that the Department of Agriculture, Land Reform and Rural Development provide farmers with enough extension services by employing more extension personnel. Government programmes such as the Comprehensive Agricultural Support Programme should be intensified – through the pillar of training and capacity building – to reach the small-scale farmers in the municipality, whereby farmers should be provided with training on the recommended minimum and maximum application of inputs like pesticides, fertilisers, seedlings and water in tomato production.

The main thesis is: creating solutions for ecoefficiency is associated with ecological safety.

Research background: Microfinance institutions (MFIs) play an important role in alleviating poverty. Thus, MFIs should be efficient in order to ensure that their objectives on social welfare and financial performance can be achieved by identifying the potential determinants, specifically on social globalisation. Purpose of the article: This paper examines the impacts of the social globalisation dimensions of interpersonal, informational, and cultural globalisations on the financial and social efficiency of MFIs. Methods: The data period covered the years 2011-2018; the data set consists of 176 MFIs from six Asian countries. The Data Envelopment Analysis (DEA) approach was employed to examine the MFIs' efficiency levels. Generalised Least Square (GLS) regressions were used to analyse the impacts of social globalisation and other determinants towards the efficiency of MFIs. Findings and value added: Interpersonal globalisation had a significantly negative correlation with social efficiency, suggesting that increasing the number of foreigners in management intrudes on local managers' decisions. Informational globalisation had a significantly positive correlation with financial and social efficiency, which signifies that more information produces monopolistic profits in this industry. Finally, cultural globalisation had a positive correlation with social efficiency, demonstrating that a global trading culture improves the abilities and technological skills for labour development and enhances MFIs? social efficiency. In general, the Cobb Douglas Production theory explained the understanding of the impacts social globalisation has on MFI efficiency. Furthermore, the findings from this study could provide important scientific, practical gap and contribute new insights and implications to various parties. Firstly, governments or policymakers can establish effective national policies and strategies. Secondly, this study could support investors in monitoring and understanding the performance of MFIs. Finally, the research could fill scholarly gaps and uncover more potential factors that influence the efficiency of MFIs.

Energy Efficiency (EE) is becoming increasingly important for wireless communications and has caught more attention due to steadily rising energy costs and environmental concerns. Recently, a new network architecture known as Massive Multiple-Input Multiple-Output (MIMO) has been proposed with the remarkable potential to achieve huge gains in EE with simple linear processing. In this paper, a power allocation algorithm is proposed for EE to achieve the optimal EE in Massive MIMO. Based on the simplified expression, we develop a new algorithm to compute the optimal power allocation algorithm and it has been compared with the existing scheme from the previous literature. An improved water filling algorithm is proposed and embedded in the power allocation algorithm to maximize EE and Spectral Efficiency (SE). The numerical analysis of the simulation results indicates an improvement of 40% in EE and 50% in SE at the downlink transmission, compared to the other existing schemes. Furthermore, the results revealed that SE does not influence the EE enhancement after using the proposed algorithm as the number of Massive MIMO antenna at the Base Station (BS) increases.
